AMENDMENT TO SOP ON E-PROCUREMENT

1.
Refer SOP on E-Procurement issued vide E-in-C's Branch letter of even No dated
31 Mar 16.

The above policy has been inadvertently numbered as 03/2016, the Policy No may
be read as 04/2016.
3.
Based on the feedback from the environment, the SOP is to be amended as
under:(a)

Para 1 (a) of Appendix B.

For

Tender Type. Tender type would be 'Open' for all
tenders irrespective of cost. In special case and based on its
merit, it can be 'Limited' or 'Closed Limited' but prior approval
of Next Higher Engineer Authority (NHEA) will be taken for
tender type other than 'Open'.

Read Tender Type. Tender type would be 'Limited/ Closed

Limited' when estimated value of goods/ services are up to Rs
25 Lakh as per Para 151 of GFR. Tender type will be 'Open'
if the estimated value of goods/ services are beyond Rs 25
Lakh. Procurement through limited tendering greater than Rs
25 Lakh may be done under the provisions of GFR Rule
151(11). The limit would stand revised with the revision of GFR
provisions.
(b)

Para 1(c) of Appendix B.

For Number of Cover. It will be two-cover system. Normally all
procurement will be single stage two-cover system.

(i)

Cover 1. Fee/ pre-qualification/ technical.

(ii)

Cover 2. Financial.

In special case number of cover may be one as brought out

at Para 1 (a) above.
Read Number of Cover. In case of 'Limited/ Closed Limited'
tender single cover system would be adopted. For 'Open'
tender procurement it will be single stage two cover system.
(i)

Cover 1. Fee/ pre-qualification/ technical.

(ii)

Cover 2. Financial.

(c) Para 4 (a) of Appendix B.

For

2% of estimated cost to be calculated for EMD. Since there is
no security taken during registration of supplier, the EMD
would be charged from all bidders.

Read

(d)

Bid security would be governed the provisions of Para 157 of

GFR. No EMD will be required, if the procurement of goods/
services is carried out through enlisted suppliers under
'Limited/ Closed Limited' tender. For 'Open' tender '2% of
estimated cost to be calculated for EMD for un-enlisted
vendors.

Delete Scanned copy of Demand Draft on behalf of earnest money.

(e)
