Mechanical Engineer [Team Leader]. The Mechanical Engineer will have at least 15
years' experience with small hydro power projects. The Mechanical Engineer will work with the
Project Management Unit (PMU) Manager to ensure that the project outcomes are achieved
within the specified time and budget. The Mechanical Engineer will provide input to Yonki TOD
Surge Chamber and Warangoi Hydropower Refurbishment and Ramazon small hydropower
plant construction projects.
(i)

Provide high level advice to the PMU Manager regarding management issues;
(iii)
Assist the PMU Manager with monitoring the financial performance of the project
including managing and reviewing budget, assessing Contractors claims and
other various claims.
(iv)
Assist the PMU Manager with the Human resource management of the project
staff, including maintaining competent staff, monitoring of staff performance,
satisfaction and training needs.
(v)
Assist the PMU Manager with risk management of the project and OHS
management, ensuring compliance with legal requirement, occupational health
and safety requirement.
(vi)
Coordinate the input and activities of the international specialists and ensure
coordination with the national specialist and Contractor.
(vii)
(viii)
In conjunction with the PMU Manager establish and support the planning
objectives for the PMU and provide high level advice to the PMU Manager
regarding management issues.

Assist the PMU Manager in developing detailed budgets for the project and
subprojects. Assist in controlling sub-project budgets. Provide advice to the PMU
Manager to mitigate the effects of cost over-runs. Assist the PMU Manager in
developing and implementing cost control mechanism for the project and for
project management

Supervise and monitor the installation and fabrication of the steel structures and
conduct NDT/inspection and approve welded work at specified and agreed
schedule; dye penetrant, magnetic particle, radiography.

Review and assess Contractors corrosion protection system and ensure that
they comply with the prescribed standards and Employers requirements.
(xvii)
(xviii) Assist in the supervision of construction of the project and their commissioning

Manager on the necessary measures to effectively mitigate project issues.

The Civil/Structural Engineer will have at least 15 years' experience with small hydro
power projects. The Civil Engineer will work with the PMU Manager and with the National Civil
Engineer of PPL to ensure that the project outcomes are achieved within the specified time and
budget. The Civil/Structural Engineer will provide input to Yonki TOD Surge Chamber and

Warangoi Hydropower Refurbishment and Ramazon small hydropower plant construction
projects. The Civil Engineer shall undertake the following activities.
(i)

Review Contractors concept designs, detailed designs and drawings for the
projects to ensure that they meet the necessary international standards and
conform to the Employers Requirements.
(iii)
(iv)
Provide specifics review inputs to the following, but not limited to:
a. Foundation analysis and design of the underground foundations of the surge
chamber, structural analysis and design of the concrete foundation for the
surge chamber and branch pipes;
b. Analysis and design of the contractors river training works on Warangoi HP
and proposed mediation works on the intake structures
c. Concept and detailed design of the civil structures for Ramazon HP
(v)
Undertake site visits to establish the project progress and effectively monitor the
project progress and assess the contractors claims. Provide advice to the PM on
the necessary measures to effectively mitigate project issues.
(vi)
Attend and review the material tests of the construction material and provide
advice on the suitability of the material for construction
(vii)
Review contractors claims for milestone payments for civil portions and assist
PMU/PPL to verify and adjust the claims. Assist PMU/PPL to assess any
variations proposed by the Contractor and assess it.
(viii)
(ix)

Liaise with other international and national consultants and coordinate with their
local counterparts to ensure that the overall design of the sub-projects are cost
effective, practical and meet the overall requirements of PPL.
4.
Electrical Engineer. The Electrical Engineer will have 15 years of experience in design,
supervision and monitoring of electrical design and installation of electrical system and
equipment in hydropower projects. The Electrical Engineer will provide input to Yonki TOD
Surge Chamber and Warangoi Hydropower Refurbishment and Ramazon small hydropower
plant construction projects to ensure that all electrical works performed in accordance to
International Standards and best practices. The Electrical Engineer shall undertake the following
activities, but not limited to:

(i)
Carry out site visits to assess the status of the current scheme prior to evaluating
the Contractors proposed electrical refurbishment design.
(ii)
Review the contractors design including the proposed equipment as a part of the
design and assess their compatibility with the existing system, where necessary,
and its compatibility and interconnection with PPLs overall system.
(iii)
(iv)
Attend the inspection & witnessing of testing of electrical plant and equipment
(v)
(vi)
Provide the PMU Manager with the support to monitor and supervise the project
and develop a monitoring procedure identifying key components in the
installation process.
(vii)
Undertake site visits to establish the project progress and effectively monitor the
project progress and assess the contractors claims. Provide advice to the PMU
Manager on the necessary measures to effectively mitigate project issues.
(viii)
Assist the PMU Manager in assessing changes to the project design, project
requirements and any consequent variation claims.
5.
Monitoring and Control Engineer. The Monitoring and Control Engineer will be an
electrical engineer and will have at least 10 year professional experience with demonstrated
experience in monitoring and control systems for hydropower projects in accordance to
International Standards and best practices. The Monitoring and Control Engineer will provide
inputs to Yonki TOD Surge Chamber and Warangoi Hydropower Refurbishment and Ramazon
small hydropower plant construction projects. The Monitoring and Control Engineer shall
undertake the following activities, but not limited to:
(i)
Carry out site visits to assess the status of the current scheme prior to evaluating
the Contractors proposed monitoring and control refurbishment design.
(ii)
Review the contractors design for the monitoring and control systems including
the proposed equipment as a part of the design and assess their compatibility
with the existing system, where necessary, and its compatibility and
interconnection with PPLs overall system.
Review the Contractors proposed control, protection and earthing systems and
supervise and monitor their installation including their testing
Review the Contractors proposed communication and SCADA systems,
supervise and monitor their installation and ensure its compatibility with PPLs
system
(iii)

Provide both Team Leader and PMU Manager support to monitor and supervise
the project and develop a monitoring procedure identifying key components in
the installation process.

(vii)
Undertake site visit to establish the project progress and effectively monitor the
project progress and assess the contractors claims. Provide advice to the PMU
Manager on the necessary measures to effectively mitigate project issues.
(viii)
Assist the PMU Manager in assessing changes to the project design, project
requirements and any consequent variation claims.
6.
Geotechnical Engineer [or Geologist] will have at least 10 years' experience and shall
have held significant project roles in power projects particularly in small Hydro developments.
The Geotechnical Engineer will work with the Team Leader and with the PPL Engineer and
Geologist to ensure that the project outcomes are achieved within the specified time and
budget. The Geotechnical Engineer will provide input to Yonki TOD Surge Chamber and
Warangoi Hydropower Refurbishment and Ramazon small hydropower plant construction
projects. The Geotechnical Engineer shall undertake the following activities:
(i)

Identify key investigation works and undertake site visit during those investigation
works (such and drilling for the foundation design for Yonki TOD) to monitor and
assess the process by the Contractor
(iv)

Assist the Team Leader to assess the solutions proposed by the Contractor if
unsuitable geotechnical conditions found during the design and construction
phases.
(viii)
(ix)
Provide advice to the Team Leader to mitigate the effects of cost over-runs;
(x)

Prepare regular analysis and progress reports after site visits as required by the
Team Leader.
7.
Environment Specialist. The Environment Specialist will have at least 10 years'
experience, and shall have experience in environmental assessment of small hydro power
projects. The Environment Specialist will work intermittently with the PMU Manager and the
Team Leader and with the National Environment Specialist to ensure that the project outcomes
are achieved within the specified time and budget. The International Specialist will provide input

to Yonki TOD Surge Chamber and Warangoi Hydropower Refurbishment and Ramazon small
hydropower plant construction projects. The Environment Specialist shall undertake the
following activities.
(i)
The Environment Specialist will initially focus on assisting the PMU to raise
awareness in the PMU and Contractors on all aspects of the statutory and
guideline requirements for environmental assessment and management of the
government and ADB.
(ii)
The Environment Specialist will work with the Environment Officer to develop a
program to monitor the requirements of the lEEs and EMPs are fully integrated
into the construction program of the project.
(iii)
(iv)
Ensure compliance with the ADB's Safeguard Policy Statement, 2009, and
environmental assessment review framework (EARF) of the Project; and ensure
compliance of project implementation with the Government's environmental
policy and procedures, including preparation and submission of notification of
each projects under the first and subsequent !ranches to the Conservation and
Environment protection Authority (CEPA) in accordance with the prescribed
format, and other requirements as directed by CEPA.
(v)
(vi)
In accordance with the EARF, periodically review the Contractors program and
construction methodology to assess the potential environmental impacts.

8.
Social and Gender Specialist. The Social and Gender Specialist have at least 10
years experience in land access and acquisition, stakeholders engagement and management
and a good understanding of and preferable experience in energy sector. The International
Specialist will provide input to Yonki TOD Surge Chamber and Warangoi Hydropower
Refurbishment and Ramazon small hydropower plant construction projects. The Specialist will
undertake the following activities:

(i)
The Social and Gender Specialist will initially focus on assisting the PMU to raise
awareness in the PMU and Contractors on all aspects of the statutory and
guideline requirements for social assessment and management of the
government and ADB.
(ii)
The Social and Gender Specialist will work with the Environment Specialist to
develop a program to monitor the requirements of the lEEs and EMPs are fully
integrated into the construction program of the project.

Working closely with the PMU gender development officer, ensure Gender Action
Plan performance targets and activities are implemented, monitored and reported
in quarterly reports.
(v)
(vi)
Develop HIV/AIDS training program for community near the project construction
sites, who may be impacted by temporary influx of construction workers. Ensure
adequate HIV/AIDS clauses are inserted into construction contracts.
(vii)
Provide progress status on implementation of GAP and IPP in the PMU quarterly
reports as per PPL and ADB requirement during project implementation.
(viii)
(ix)
Work closely with PMU and PPL in engaging with landowners and local
community of the sub-projects for the allocation of community based contracts
where applicable.
(x)
Support PPL and the PMU in monitoring the implementation of the Resettlement
Plan for the Ramazon Sub-project and whether those impacted by the Subproject are able to restore, and preferably improve, their pre-project living
standards, incomes, and productive capacity.
