PursuanttoStandingOrder81(16),theHouseproceededtotheputtingofthequestion
onthemainmotion,asamended,ofMr.Cullen(SkeenaBulkleyValley),secondedby
Mr.Dub(BeloeilChambly),ThataSpecialCommitteeonelectoralreformbe
appointedtoidentifyandconductastudyofviablealternatevotingsystemstoreplace
thefirstpastthepostsystem,aswellastoexaminemandatoryvotingandonline
voting,andtoassesstheextenttowhichtheoptionsidentifiedcouldadvancethe
followingprinciplesforelectoralreform:
1)Effectivenessandlegitimacy:thattheproposedmeasurewouldincreasepublic
confidenceamongCanadiansthattheirdemocraticwill,asexpressedbytheirvotes,will
befairlytranslatedandthattheproposedmeasurereducesdistortionandstrengthens
thelinkbetweenvoterintentionandtheelectionofrepresentatives
2)Engagement:thattheproposedmeasurewouldencouragevotingandparticipation
inthedemocraticprocess,fostergreatercivilityandcollaborationinpolitics,enhance
socialcohesionandofferopportunitiesforinclusionofunderrepresentedgroupsinthe
politicalprocess
3)Accessibilityandinclusiveness:thattheproposedmeasurewouldavoidundue
complexityinthevotingprocess,whilerespectingtheotherprinciples,andthatitwould
supportaccessbyalleligiblevotersregardlessofphysicalorsocialcondition
4)Integrity:thattheproposedmeasurecanbeimplementedwhilesafeguarding
publictrustintheelectionprocess,byensuringreliableandverifiableresultsobtained
throughaneffectiveandobjectiveprocessthatissecureandpreservesvotesecrecyfor
individualCanadians
5)Localrepresentation:thattheproposedmeasurewouldensureaccountabilityand
recognizethevaluethatCanadiansattachtocommunity,toMembersofParliament
understandinglocalconditionsandadvancinglocalneedsatthenationallevel,andto
havingaccesstoMembersofParliamenttofacilitateresolutionoftheirconcernsand
participationinthedemocraticprocess

thattheCommitteebedirectedtoissueaninvitationtoeachMemberofParliamentto
conductatownhallintheirrespectiveconstituenciesandprovidetheCommitteewitha
writtenreportoftheinputfromtheirconstituentstobefiledwiththeClerkofthe
CommitteenolaterthanOctober14,2016
thattheCommitteebedirectedtotakeintoaccounttheapplicableconstitutional,legal
andimplementationparametersinthedevelopmentofitsrecommendations
accordingly,theCommitteeshouldseekoutexperttestimonyonthesematters
thattheCommitteebedirectedtoconsultbroadlywithrelevantexpertsand
organizations,takeintoconsiderationconsultationsthathavebeenundertakenonthe
issue,examinerelevantresearchstudiesandliterature,andreviewmodelsbeingusedor
developedinotherjurisdictions
thattheCommitteebedirectedtodevelopitsconsultationagenda,workingmethods,
andrecommendationsonelectoralreformwiththegoalofstrengtheningtheinclusion
ofallCanadiansinourdiversesociety,includingwomen,IndigenousPeoples,youth,
seniors,Canadianswithdisabilities,newCanadians,andresidentsofruralandremote
communities
thattheCommitteebedirectedtoconductanationalengagementprocessthatincludes
acomprehensiveandinclusiveconsultationwithCanadians,includingthroughwritten
submissionsandonlineengagementtools
thattheCommitteebedirectedtostudyandadviseonadditionalmethodsforobtaining
theviewsofCanadians
thattheCommitteebecomposedoftwelve(12)membersofwhichfive(5)shallbe
governmentmembers,three(3)shallbefromtheOfficialOpposition,two(2)shallbe
fromtheNewDemocraticParty,one(1)membershallbefromtheBlocQubcois,and
theMemberforSaanichGulfIslands
thatchangesinthemembershipoftheCommitteebeeffectiveimmediatelyafter
notificationbytheWhiphasbeenfiledwiththeClerkoftheHouse

thatmembershipsubstitutionsbepermitted,ifrequired,inthemannerprovidedforin
StandingOrder114(2)
that,withtheexceptionoftheMemberforSaanichGulfIslands,allothermembers
shallbenamedbytheirrespectiveWhipbydepositingwiththeClerkoftheHousethe
listoftheirmemberstoserveontheCommitteenolaterthanten(10)sittingdays
followingtheadoptionofthismotion
thattheCommitteebechairedbyamemberofthegovernmentpartythat,inaddition
totheChair,therebeone(1)ViceChairfromtheOfficialOppositionandone(1)
ViceChairfromtheNewDemocraticParty,andthatallcandidatesforthepositionof
ChairorViceChairshallbeelectedbysecretballot,andthateachcandidatebe
permittedtoaddresstheCommitteefornotmorethanthree(3)minutes
thatthequorumoftheCommitteebeasprovidedforinStandingOrder118,provided
thatatleastfour(4)membersarepresentandprovidedthatone(1)memberfromthe
governmentpartyandone(1)memberfromanoppositionpartyarepresent
thattheCommitteebegrantedallofthepowersofastandingcommittee,asprovidedin
theStandingOrders,aswellasthepowertotravel,accompaniedbythenecessarystaff,
insideandoutsideofCanada
thattheCommitteehavethepowertoauthorizevideoandaudiobroadcastingofanyor
allofitsproceedingsandthattheCommitteepresentitsfinalreportnolaterthan
December1,2016.
