PRSG - 1st Air Base Group Achievements Report & Best Practices 2013-2016

Introduction:

This report include the special activities performed


by our Unit, by groups of selected personnel, and/or
by any of our airmen in individual mobilizations to
support the Puerto Rico National Guard and the
Puerto Rico Air National Guard.
We also includes data about the dollar value of our
support to the Puerto Rico Air National Guard in term
of basic military pay for each montly Unit Training
Assemblies (UTA). The calculation is made based on
the attendance of our personnel to the monthly
(UTA), their time in service and the correspondent
military pay grade.
The 1st Air Base Group-Puerto Rico Air State Guard
is a national example of efficient use of voluntary
resources, motivation and commitment in a State
Defense Force (SDF) unit. The relationship among
the 1st ABG and the 156th Airlift Wing is the national
standard to follow for integration and joint work
between a Department of Defense (DOD) component
and a SDF.
As a result of this great professional relationship, the
1st ABG capabilities and expertise are included in the
156th AW mission planning process and in the
execution phase; producing thousands of dollars in
savings for the PRANG and an increase of
productivity and mission readiness.

On November 17, 2013, we performed the Promotion
Ceremony and the Retirement Ceremony of a group
of airmen, with the presence of their families and love
ones.

Air Base Group-Puerto Rico Air State Guard. This
manual is intended to be used as an orientation
resource for new members and a reference document
for all personnel.

On December 7-10, 2013, a group of 34 airmen went
for 4 consecutive days, to the Instituto
Pscicopedaggico, Bayamon, PR to perform
rehabilitation, painting and minor repairmen tasks.

In January 2014, the 1st Air Base Group published
the 1ABG Airman Manual establishing military
standards, qualifications, and as a mean to verify
readiness. This manual has been created to assist
1ABG airmen in their military career. It is intended

Officers Leaders Course

Advance

On April 2014, four of our distinguished leaders


graduated from the Advance Officers Leaders Course
(AOLC) at the facilities of the Military Academy at
Fort Allen in Juana Diaz. Maj. Kevin Rodriguez,
Maj. Miguel Salgado, the MAj Angel Resto and Capt.
Hector Vazquez represented with excellence the 1st
Air Base Group.

Support to the Escuela Jose Celso Barbosa,

On August 2-4, 2014, a group of 6 airmen
went to the Escuela Jose Celso Barbosa, San
Juan, PR to perform painting and minor
repairmen tasks.

Creation and development of the 1st Air


Basic Orientation Course for the new
personnel

On August, 2014, we lunched on Facebook the


campaign Our People, Our Greatest Resource, in
recognition to all our citizens-airmen that voluntarily
serve our Country at the PR Air State Guard.

The Air Basic Orientation Course for Non Prior


Service personnel serves as an introduction to all
personnel that join our 1st ABG and have no prior
military experience. It will also direct their
knowledge toward the PRSG, U.S. Air Force and Air
National Guard culture. It will give all these
personnel the basic necessary knowledge to almost
immediately fit into an Air Unit combined with the
Military customs and courtesy key in this program.
The participants completed at least 64 contact hours
of Professional Military Education including the
following topics: The Legal Definition of the PR
State Guard, PR National Guard History & U.S. Air
Force History, 1st Air Base Group History, Military
Uniform, Rank & Insignias, Customs, and Courtesy
& Protocols, Basic Leadership, Drill & Ceremonies,
USAF Core Values & Military Ethics, Sexual
Harassment Orientation, and a Muiz Air National
Guard Operational & Base Briefing.
This course is focuses on team work and increase the
confidence of every airman and is based on the
PRASG Airman Manual. This experience will be
equivalent to the PRSG Non Prior Training Course
held by the PRSG Military Institute.
COURSE DURATION: Eight Days (4 weekends) a
minimum of 48 contact hours.

Pistol Championships, at Camp Perry

The 1st Air Base Group will had an excellent


representation at the National Rifle & Pistol
Championships, at Camp Perry Joint Training Center,
Ohio. From July 6-August 15, the following 1st
ABG's airmen participated of this national event:
Capt Alexis Santiago, 1st Lt Alexander De Jesus,
SMSgt Angel Rodriguez, SMSgt Manuel
Carrasquillo, SSgt Candido Faria, SSgt Reynaldo
Rivera, and SrA Raul Portalatin.

August, 2014, at Camp Santiago Joint Maneuver


Training Center (CSJMTC), 20 of our airmen
participated in The Army Driver and Operator
Standardization Program (Selection, Training,
Testing, and Licensing). The course was offered by
SFC Rosado and other staff of the PRNG 770th MP
Company. Upon completion of this course, our Unit
maintains 20 drivers qualified and ready to meet any
mission.

On July 24, 2014, our Unit participated in the


Governor's Day Parade among the rest of the PR
National Guard troops. This activity was dedicated to
Puerto Rican veterans of the Vietnam War.

September 8. 2014: Two (2) of our airmen were


recognized by the 156th Services Squadron for their
meritorious service and commitment. A1C Felix J.
Cruzado and TSgt Edwin Lopez are great examples
of dedication and excellence.

Point of Distribution Exercise at Muiz Air


National Guard Base:
As part of the PRSG Annual Training, that was held
on October 2014, the 1st Air Base Group has the
mission of establishing and operating a Point of
Distribution Type 3 under the guidelines of FEMA
and the USACE.
To fully comply with that task, during weekend
September 21-22, 2014, a group of 60 airmen of the
1st ABG took the FEMAs IS026 course (Guide to
Point of Distribution) provided by Lt Col Miguel
Salgado and Maj Hector Vazquez.

1ABG Annual Training at Camp Santiago


Joint Maneuvering Training Center,
Salinas, PR
The PRSG Annual Training, was held on October 2225, 2014, and the 1st Air Base Group has the mission
of establishing and operating a Point of Distribution
Type 3 under the guidelines of FEMA and the
USACE.
We had a team of evaluators and observers from
PREMA & FEMA who rated the exercise as
outstanding.

In addition, the positions of each of the components


of the POD to be established and operate in Camp
Santiago in October 2014 were assigned, and we had
an Operational Practice in the facilities of the Muiz
Air National Guard Base. The whole operation was a
success thanks to commitment and dedication of each
of our airmen. We were ready and prepared for our
mission in Annual Training 2014.

2nd Air Basic Orientation Course


January 24-25, 2015: During UTA began the Air
Basic Orientation Course for our new personnel. The
Student Flight was composed by 18 new airmen that
took courses on Leadership, Air Force military
doctrine, Customs and Courtesy, OPSEC, Safety and
Drill and Ceremony exercises for the next 4 months.

Col Jose E. Pico received the Puerto Rico State Guard


Distinguish Service Medal, the highest PRSG
military decoration, awarded for the completion of
more than 15 years of honorable service and for
outstanding and meritorious service while serving as
commander of the 1st Air Base Group-Puerto Rico
Air State Guard and to exceptionally benefit with all
his acts the PRSG mission. Colonel Pic record of
service reflects great credit upon himself, his family,
the 1st Air Base Group, the PRSG, and the PRNG.

Creation of the 741st Support Flight to give


support to the 141st Air Control Squadron
at Punta Borinquen Aguadilla, PR
January, 2015: As requested by the PRANG 141st Air
Control Squadron Commander, we completed the
recruiting process and the unit manning document for
the new 1st ABG 741st Support Flight. This new
flight will give direct support to the 141st ACS on
each UTA. Immediately, on January 24, 2015, the
members of the 741st Mission Support Flight took a
course in driving safety and an orientation of forklift
operations.

January 24, 2015: In a traditional military ceremony,


Col Jose E. Pico, outgoing 1st Air Base Group
Commander, relinquished command to BG Carlos M.
Martinez, Assistant Adjutant General for State Guard
and PRSG Commander. BG Martinez hands the Unit

156th AW Recognition to PRASG Airmen


February 8, 2015, during our morning formation we
had the visit of CCMSgt Wilfred Palmer, the 156AW
Command Chief Master Sergeant, and the CMS
Larregui and MSgt Cruz 156 Support Squadron.
They came to recognize the excellent work of three
of our airmen who are fully integrated into the
mission of 156 Squadron Support in Services. Our
recognized airmen were MSgt Lopez, SrA Felix
Cruzado and SrA Carlos Gonzalez.

February 7-8, 2015: A group of selected personnel
completed an EOC Operations Course under the Air
Force Incident Management System (AFIMS). This
is in preparation to our Annual Training Exercise in

On April, 2015, we lunched on Facebook an intense
recruiting campaign fot the PR Air State Guard.

Exercise.
March 2015: A selected group of our 11 airmen
participated of the Operation Borinqueneer Response
Exercise. Our personnel worked for 5 days, side by
side with the 156 FSS and with the 156 Emergency
Management as part of the General and Command
Staff at the Incident Command Post.

April 13, 2015: Promotion and Assumption of


Responsibility Ceremony of our new Command
Chief Master Sergeant Jose Bibiloni.

April 20-25, 2015, eleven 1ABG Service Flight


airmen joined their comrades from the 156FSS to
start the 2015 Training Mini Camp. The joint training
and continuous work among the 156FSS and the 1st
ABG Service Flight is a great example of Integration,
Espirit de Corps and Excellence.

April 13, 2015, the CMSAF Chief Master Sergeant


James A. Cody, visited Muniz Air National Guard
Base. Some of our airmen had the opportunity to
interact with him and let him know about the great
job and support of the 1st ABG to the Puerto Rico Air

Air Base Group, a great history of success and

Sunday 17 of May 2015, on a Traditional Military


Ceremony, we celebrated the Graduation Ceremony
of 15 Airmen from the Air Non Prior Service Basic
Orientation Course. In the same ceremony and as a
symbol of Generational Transition, we celebrated the
Retirement Ceremony of 12 Airmen with more than
15 years of honorably military service to the Puerto
Rico Military Forces. Among them, we had a special
recognition to the Fisrt Command Chief Master
Sergeant in the History of the 1st Air Base Group,
CCMsgt Nestor Hernandez. Chief Hernandez retired
with more than 38 years of military service. This was
a occasion full of emotions and joy. Thanks to all for
your great service to our Nation, our Country and our
Communities as part of the Puerto Rico National
Guard.

June 8, 2015: For their participation at the
Borinqueneers Response Exercise, a group of
excellent airmen from the 1st Air Base Group were
recognized by the 156th Civil Engineer Squadron

National Guard Base, Carolina PR. Lt Col Miguel

September 12, 2015: A group of airmen from the


156AW and the 1st ABG Security Forces Flight
participated in a Map Reading and Land Navigation
Training at Camp Santiago Joint Maneuvering
Training Site, Salinas, PR. This joint training was

National Guard.

September 18, 2015: A group of 1st ABG airmen
participated at the 156AW formal celebration of the
68th Anniversary of the United State Air Force at
Muiz Air National Guard Base.

Section of the 1st Air Base Group provided the
MEMS training to 50 PRSG Soldiers at Camp
Santiago JMTC.

August 31 - September 6, 2015: During the 1st Air


Base Group Annual Training 2015, 48 AIrmen from
the 1ABG and 1 Airman from the 156AW completed
the Incident Command System Intermediate and
Advance Courses ICS300 & ICS400. We expressed
our gratitude to the Instructors, Mrs Jessica Cabreara,
PR Department of Health and Mr. Pablo Rosa,
Director, Luquillo Municipality Emergency
Managemnt Office, and to SMSgt Evaristo Lopez,
156AW for the training cordination and constant
support.

September 21, 2015: The 1st Air Base Group
Commander recognized five (5) of our airmen with
the Commanders Commendation Award for their
excellent participation as Instructors for the MEMS
Academy during the PRSG Army Annual Trining at
Camp Santiago Joint Maneuvering Traning Center
from August 31 - September 6, 2015.

Incident Response to Terrorism Bombing


Awareness Training

August 31 - September 6, 2015: Also during our 1st


ABG Annual Training 2015, 32 airmen completed
the 7 ICS courses and the Table Top Exercise
required to be certified as Military Emergency
Management Specialist (MEMS) Basic. Our
instructors, led by Maj Hector Vazquez, did an
excellent job!

September 21, 2015: Ten (10) airmen of the 1st Air


Base Group received their certification for their
completion of the Incident Response to Terrorism
Bombing Awareness Level Training Course. The
course was offered under the guidance and support of
the New Mexico Tech University by CW2 Jose
Baeza, PRSG Army on June 4, 2015 at Camp
Santiago Joint Maneuvering Training Center.

On November 15, 2015, we participated in a meeting


where we had the opportunity to present the structure
and capabilities of the 1st Air Base Group to the
156thAW new Wing Commander, Col Edward
Vaughan and to CCMS Wilfred Palmer. The
welcome, kindness and attention received from the
Col Vaughan and CCMS Palmer were exceptional.
We discussed the future plans and missions of the
156thAW and how the 1st ABG will continue to
support their mission and DMOPS.
Col Vaughan made it clear that the 1st ABG is an
integral part of the 156th AW's Total Force. The 1st
ABG is completely committed, fully engaged and
Always Ready to fulfill its missions in support of the
156th AW, the PRNG and Puerto Rico.

Graduation of the Air Basic Orientation


Course
On November 21, 2015 we celebrated the Graduation
Ceremony of ten new airmen from the Air Basic
Orientation Course (ABOC). BG Carlos M.
Martinez, PRSG CG, and CSM Magin Ruisanchez,
PRSG CSM, accompanied us during the ceremony.
The ABOC is a compulsory training of four to five
weekends that the 1ABG airmen have to compete
prior to their integration to the 156th AW units.
The ABOC is compose of several classroom courses
on the USAF Core of Values & Doctrine, Military
Customs & Courtesies, Leadership, OPSEC, Sexual
Harassment, and Drill and Ceremonies, among other
topics.

Section of the 1st Air Base Group provided the
MEMS training to 40 PRSG Soldiers of the 400 th
PRSG Support Group at Caguas, PR.

Fiscal Year 2016 activities:

December 8, 2015: A group of distinguish airmen


from the 1st Air Base Group, and their spouses,
participated on the 2nd PRSG Annual Ball.

Ribbon Cutting Ceremony


January 24, 2016, Col Edward L. Vaughan,
Commander of the 156th Airlift Wing hosted a ribbon
cutting ceremony of the new 1st Air Base GroupPRASG and Civil Air Patrol joint facilities at Muiz
Air National Guard Base.
Was a historic moment for all members of the 1st Air
Base Group. We have been serving alongside the 156
Airlift Wing since the 1970's. Together we have had
multiple experiences and a lot of success. But this
action, speak more than a thousand words. We are

State Guard Service Medal to more than 60 airmen

The PRSGSM is awarded for each 3 years of service.
Some of our airmen received their 6th, 7th, and 8th
award for more than 18, 21, and 24 years of military
service in the PRSG.

March 5-6, 2016: The 1ABG Aerial Port Flight did a


great job on Muiz Air National Guard Base during
this weekend UTA performing aerial port ad rigging

Army Personnel
On April 3, 2016, we finished a four days of Military
Emergency Management Specialist Basic Training at
Camp Santiago Joint Maneuvering Training Center,
Salinas, PR. A group of 50 soldiers and airmen
completed the 7 FEMA Incident Command System
Courses and the required ICS Table Top Exercise for
the Basic MEMS Certification. Thanks to this great
group of soldiers and to the excellent group of
Instructors.

A weekend UTA Full of STARS for the 1st Air Base
Group: In a historic moment, on Saturday, April 9,
2016, Major General Brian G. Neal, Acting Director
Air National Guard, visited the 1st Air Base Group of
the Puerto Rico Air State Guard. Maj Gen Neal and
Col Edward L. Vaughan, Commander of the 156th
AW shared a moment with the airmen and spoke
about the importance and the significance of the
1ABG support to the 156th Airlift Wing. The
relationship and the integration among the 156AW
and the 1ABG is a national example of how should
be the joint work between the State Defense Forces
and the DOD Components.
During Sunday, April 10, 2016, Brigadier General
Carlos M. Martinez, PRSG Commanding General
and CSM Magin Ruisanchez, PRSG Command
Sergeant Major, visited the new facilities of the 1st
Air Base Group and took a tour by all the operational
areas of the 156th Airlift Wing where the Puerto Rico
Air State Guard airmen are attached and integrated.
BG Martinez also have a very significant meeting
with Col Edward L. Vaughan, Commander of the
156th AW, who shared with BG Martinez and Col
Nesty Delgado the plans that he have for a better
integration, mutual cooperation and joint work
among the 156AW and the 1ABG.

Aircraft and Structural Live Fire Training


In another historic benchmark for the 1st ABG, two
of our PRASG airmen, SMSgt Manuel Carrasquillo
and SrA Edgard Berrios, were invited by the 156FFS
to participate on the Aircraft and Structural Live Fire
Training from 1 to 4 April 2016 at 145th CES
Regional Training Site 38268 Prime BEEF Blvd New
London, North Carolina 28127. Our airmen were
honored and enthusiastic to be part of this training as
augmentees of the 156AW. This is the first time that
PRASG airmen participate on a training mission
outside our jurisdiction. SMSgt Carrasquillo and SrA
Berrios are true examples of our core values: Integrity
First, Service before self, and Excellence in all we
do!!

April 17, 2016, the 1st Air Base Group of the Puerto
Rico Air State Guard visited the Children Home
Proyecto CASA at Aguas Buenas, Puerto Rico. We
were accompanied by a group of FBI San Juan
Division Citizens Academy Alumni Association.
During the visit, we shared a few moments with the
boys and helped them with the cleaning their rooms,
the painting of doors and walls, and fixing up a
playground station. This was an extraordinary
experience for all of us. Thanks to all the Proyecto
CASA Staff for their great job and their commitment

On May 15, 2016, we were glad, pleased and proud

NCO and Officer of the year. See the official message

On behalf of the Association & Foundation Board of
Directors for the State Guard Association of the
United States, you are being notified of the selection
of SrA Felix Cruzado as SGAUS Soldier of the Year,
TSgt Hector Reyes as SGAUS NCO of the Year, and
MAJ Hector Vasquez as SGAUS Officer of the Year.

On May 15, 2016, the MEMS Academy Staff


developed a Table Top Exercise for 12 soldiers of the
PRSG 400 Support Group. With the TTEx they
finished all the requisites for their Basic MEMS
Certification.

From June 28 to July 1st, the 1st Air Base Group of
the Puerto Rico National Guard State Command,
performed the Basic Military Emergency
Management Specialist Course (MEMS) for 39
soldiers at Camp Santiago, in Salinas PR. The MEMS
Course is part of the State Guard Association of the
United States (SGAUS) catalog and have three levels,
Basic, Senior and Master. The instructors provided
guidance on various themes like Incident Command
System, and concluded today with a Tabletop
Exercise.

On July 4, 2016, we were glad and honored to


announce the Meritorious Unit Citation awarded to
the 1st Air Base Group-Puerto Rico Air State Guard
by the State Guard Association of USA.
This national level recognition is awarded to the 1st
ABG for their achievements in the Emergency
Management and Regional Points of Distribution
Program in support to the PR Emergency
Management Agency and FEMA mission. And for
being the first State Guard Unit that qualify more than
the 90% of their personnel as Basic Military
Emergency Management Specialists.

Manatee Partners Support Mission

PRNG Hurricane Table Top Exercise 2016

On July 13, 2016, 10 airmen of our 1st ABG Security


Forces Flight supported the Manatee Partners
Support Mission. The Puerto Rico Air National
Guard in collaboration with the Army National
Guard; Puerto Rico Air Sate Guard and the Puerto
Rico Manaties Conservation Center homed in the
Interamericana University in Bayamon held the
release of the Manaties Yuisa and Aramana at
PRANG Punta Salinas Radar Site.

On July 20, 2016, we had the opportunity to represent


the PRSG and participate along with BG Carlos M.
Martinez in the 2016 Puerto Rico National Guard
Hurricane Table Top Exercise. The PRSG is an
integral and important part of the PRNG Emergency
Management Plan and a key element in the Domestic
Operations and Military Support mission of the
Puerto Rico Military Forces.

During the last July 23, the 1st ABG participated of


the traditional Governor's Day Parade in Camp
Santiago Joint Maneuver Center in Salinas Puerto
Rico. This year, the Governor of Puerto Rico, Hon.
Alejandro Garcia Padilla and the Adjutant General of
the Puerto Rico National Guard, Mayor General
Marta Carcana dedicated the ceremony to SPC 4
Hector Santiago Colon, Vietnam War Hero and after
whom the Camp is named.

August 7, 2016, at 141st Air Control Squadron Punta


Borinquen Radar Site Aguadilla, we had a Regional
Staging Area (RSA) (Point of Distribution)
refreshment course for a selected group of airmen and
soldiers from the 741st Support Flight and the 501 B
Engineering Company. This group of airmen and
soldiers will be participating on a PR Emergency
Management Agency (PREMA) RSA full scale
exercise next August 18, 2016.

August 13, 2016: For me was a great pleasure and


honor to be part of this mentoring panel Las
Bucaneras Lean-In Circle and share the table with
Maj. Gen. Marta Carcana, first female Adjutant
General in the history of the Puerto Rico National
Guard, and Chief Master Sgt. Joseph Mendez, Puerto
Rico Air National Guard Recruiting/Retention
Superintendent. Thanks to the 156AW Commander,
Col Edward Vaughan and his Staff for this unique

August 18, 2016: The Puerto Rico National Guard


and the Puerto Rico Air State Guard with the Puerto
Rico Emergency Management Agency and FEMA,
conducted in Aguadilla a simulated delivery of
supplies in case of a natural disaster in Puerto Rico.
The exercise consisted of the establishment of 16
regional supply distribution points with delivery
processes around the Island, after a natural disaster.

Course and the Basic NCO Course as part of the

participation of Col Jesus E. (Nesty) Delgado & Col

DFT Mission in support to the US Virgin


Island National Guard
As a historic milestone for our Unit, From August 13
to 17, 2016, a selected group of nine 1st Air Base
Group Civil Engineering Flight traveled and
participated in a DFT Mission in support to the US
Virgin Island National Guard. During the mission our
airmen performed rehabilitation and maintenance
task at the USVING Joint Forces Headquarters.
The group was excellently lead by 1st Lt Alexander
De Jesus, 1ABG CEF Commander. They were
received, greeted and their outstanding performance
was recognized by the USVI TAG, BG (VI) Deborah
Howell and her Senior Staff.
