Review power up documents by electrical specialist and proceed further if all required document are
good and power up permit is approved

Verify all Third party test reports on the communication, inter trip / inter lock by mechanically and
electrically in-between MRSS breaker to Transformer Breaker and all test reports related to
transformer. Proceed further if the test reports are satisfactory.

Cable Megger to done and proceed further if the test result is good.

Check all earthing are in good order and all terminations on both end.

Equip walkie talkie on both end to do proper communication.

Assign Team Leader as Mr. Lee (PFA chargemen at MRSS & SAC Chargemen at Transfo side).

SAC chargemen must supervise the activity on the SAC breaker side.

Up on clearance of SAC chargemen; Mr. Lee will remove LOTO and rack-in breaker.

SAC Chargemen remove all people from HT room area and transformer area; Lock the doors of
transformer rooms; hydraulic room; capacitor room & HT rooms.
10 Once all people are cleared; SAC chargemen will give second clearance to Mr. Lee at MRSS.
11 Lee will coordinate with Chargemen and switch on the breaker H05 at MRSS remotely
12 Once SAC 33Kv panel receive power; SAC chargemen will close GCB; switch on trasnformers and
test at Delta and Star. Switch on capacitor banks.
13 Once all test done within 15mts; SAC chaargemen will switch OFF transformer and communicate
with Mr. Lee to power OFF the breaker H05 at MRSS.
14 Mr. Lee power OFF breaker H05; Discharge the line by put the earth.
15 Apply LOTO. Put the key on LOTO Box; LOTO Box lock by Mr. Lee and Commissioning
Manager. Sign off this JHA.
Print, complete and attach to the JHA any permit or procedure required.

Rack-in the breaker and switch on it remotely. Remove all person


from around the panel.
Wear Arc flash PPE if switching locally and do stand sideways in
front of the breaker. Do not expose to have direct impact.
Do pre-inspection on all terminations before switching.
Remove all the people from cable tray while power-up
Ensure all tests done by UPS (test specialist company) are good
Do switch on remotely. Evacuate the place to nearest assembly
point in case of fire. Call emergency support.
Do megger on the cable before power-up and ensure results good.
Team leader to be assigned and nominated specific person for each
task. Follow chain of command. Use radio for communication.
Pre-meeting must be done to mitigate hidden risks include SAC
and PFA specialist team.
Entire activity must be done before late evening.
Once power is off; then residual energy must be discharged.
Total process should be done by PFA chargemen and SAC
chargemen.
