A RESOLUTION APPROVING THE RECOMMENDATION OF PENS-COMMITTEE


ON SOCIAL RESEARCH TO ESTABLISH A SPECIAL COMMITTEE TO BE KNOWN
AS COMMITTEE ON SOCIAL SURVEILLANCE (CSS) IN MONITORING THE
PROGRESS OF HUMAN TRAFFICKING-MITIGATION AND IN COORDINATING
WITH THE DEPARTMENT OF JUSTICE TO RESOLVE THE PROBLEM
WHEREAS, the PENS-Committee on Social Research consisting of 12 members conducted a committee
report hearing last October 23, 2015 which discusses the emerging problem of human trafficking especially infant
trafficking in Baguio City.
WHEREAS, the PENS-Committee on Social Research found out that infant trafficking is vividly observed
along busy streets in Baguio City such as in Session Road, Harrison Street, Magsaysay Street and Abanao Street.
WHEREAS, the PENS-Committee on Social Research through its overall chairman Emmanuel J. Bacud
proposed a 10-point Strategy to mitigate the emerging problem on infant trafficking in the city and one of the
component of the strategy is to create a special committee to be called as COMMITTEE ON SOCIAL
SURVEILLANCE to monitor the human trafficking mitigation efforts and to assist the Department of Justice in
resolving the problem of human trafficking.
WHEREAS, the committee recommendation was scrutinized by the members of Alliance of Political Science
Students headed by the Chairman of Screening Committee Prof. Gabriel Paul K. Pinas.
WHEREAS, the Alliance of Political Science Students, after final evaluation, finds the subject resolution in
order ad in consonance with the Organization By-Laws.
WHEREFORE, in view of the foregoing, on motion of PENS-Committee member Chelsi Caressa Juan and
co-sponsored by majority members of the Alliance of Political Science Students, duly seconded, it wasRESOLVED, as it is hereby resolved, by the Alliance of Political Science Students, to approve the
recommendation of PENS-Committee on Social Research to establish a special committee to be known as
COMMITTEE ON SOCIAL SURVEILLANCE in monitoring the progress of human trafficking-mitigation and in
coordinating with the Department of Justice to resolve the problem

RESOLVED, as it hereby further resolved, that the created special committee shall be consisted of 13
members occupying the position of (1) Committee Chairman, (1) Committee Vice-Chairman, (2) Committee
Secretary, (1) Committee Finance Officer, (1) Committee Auditor, (1) Committee Legal Officer, (6) Committee Public
Relations Officer and shall be received at least 10% share on the APSS fund to effectively finance the basic
necessities of the organization.
