1.
PURPOSE
The purpose of this procedure is to describe the test procedure for color contrast liquid
penetrant examination using Solvent removable process and the acceptance criteria for Non
Ferrous and ferrous materials for THANGLONG DONG DO Topside Project Lam Son
JOC.
2.
SCOPE
This procedure applies to the Penetrant Examination methods for detecting discontinuities
that are open to the surface such as crack and other discontinuities on surface of materials.
This procedure applied on surface of nonporous metal and other material as per T-620 of
ASME V Article 6.
3.
DEFINITION
Company: Lam Son joint Operating Company (LS JOC)
Contractor: Petroleum Equipment Assembly and metal Structure J.S Company (PVC MS)

PERSONNEL QUALIFICATION
All personnel performing Penetrant Testing shall be qualified by an ASNT Level III
specialist in accordance with ASNT Recommended Practice SNT-TC-1A to NDE Level II
or above (or internationally and Company recognised equivalent such as PCN or CSWIP).
All personnel involved in interpretation, evaluation of test results and writing of report shall
be qualified to a minimum of Level II.
All technicians performing dye-penetrant examination shall hold current valid certification
to Level II in welds sector as a minimum. The original certification of personnel shall be
submitted to TLJOC prior to work commencement for verification.
6.
SURFACE PREPARATION
Surface preparation is critical to the integrity of the examination and shall be noted in report
and conforming to the followings:
7.
i)
ii)
Surface shall be free of any contaminant such as excessive rust, scale, welding flux.
Spatter, grease, paint, oil films, dirt etc. That might interfere with the penetrant
process.
iii)
iv)
Approved cleaning methods shall include only methods that will not cause surface
discontinuities.
v)
vi)
vii)
viii)
ix)
All examination surfaces shall be dry prior to examination. Drying time after solvent
cleaning shall be 5 minutes as a minimum.
x)
background of the developer. The visible penetrant process does not require the use of black
light. However, visible penetrant indications must be viewed under adequate white light.
i)
8.
Remover
Developer
ii)
Examination medium used shall not adversely affect the integrity of the part being
examined.
iii)
iv)
When examining nickel base alloy, the sulfur content shall be certified by the
manufacturer, not to exceed 1% of residue by weight.
v)
When examining austenitic stainless steel or titanium, the chlorine plus fluorine
content shall not exceed 1% of the residue by weight.
vi)
vii)
A record of the examination medium shall include chemical batch numbers and test
result shall be maintained for certification.
ILLUMINATION REQUIREMENTS
Lighting shall be such that adequate condition exist for interpretation and evaluation and
shall normally be either from Nature (day light) or Artificial (white) light to ensure that no
loss of sensitivity in the examination. Minimum requirements shall be 100 fc (1000 Lux) at
the inspection surface.
9.
PROCEDURE REVISION
A revision of procedure shall be required whenever a change or substitution is made in:
10.
i)
ii)
iii)
The cleaning processes that can close surface opening of discontinuities or leave
interfering deposits, such as the use of Remover material or acid treatments.
TECHNIQUE CAUTIONS
Intermixing of dye penetrant materials from different family groups is not permitted.
11.
EXAMINATION COVERAGE
All examination shall conduct with sufficient overlap to ensure 100 percent coverage.
12.
INSPECTION SEQUENCE
12.1
Surface shall be clean and dry prior to examination and as per Chapter 5.0 of this procedure.
12.2
Penetrant Application
a)
Thoroughly shake the aerosol for 10-15 seconds, and apply the penetrant to the dry
surface to be examined such that the entire part or area under examination are
completely covered with penetrant.
b)
c)
12.3
12.4
Upon achieving the required penetration time, excess penetrant shall be removed by
wiping off with clean and lint - free cloth or tissues initially and then with a solvent
dampened cloths and finally with a dry cloth.
b)
12.5
Developer Application
a)
Thoroughly shake the aerosol for 10-15 seconds, and apply the developer to the dry
surface to be examined such that the entire part or area under examination are
completely covered with developer.
b)
c)
13.
Developer shall be applied (sprayed) at not less than 300 mm away from
examination surface to obtain a thin even film and developer left to develop a
minimum of 10 minutes but not exceed 1hours for both aqueous and no aqueous as
paragraph T-676.1 of ASME V. Insufficient coating thickness may not draw the
penetrant out of the discontinuities but conversely, excessive coating thickness may
result in pooling and thus mask indications
POST CLEANING
Post cleaning shall be necessary when residual penetrant materials may combine with other
servicing factors to produce corrosion. Post cleaning shall be accomplished by solvent or
detergent cleaning.
14.
INTERPRETATION
14.1
14.2
Observation shall be made while applying the Developer during the bleed out process so
that the larger indication may be reviewed before excessive diffusion occurs.
14.3
Relevant Indications:
The visible presence of detectable bleeds - out of Liquid Penetrant from the discontinuities
and shall be evaluated as per acceptance criteria. (See section 16)
b)
The visible presence of Liquid Penetrant readings resulting from a condition not associated
with the discontinuity.
15.
EVALUATION
An indication is the evidence of a mechanical imperfection. Only indications with major
dimensions greater than 1.6mm shall be considered relevant.
16.
(i)
A linear indication one having a length greater than 3 (three) times the width.
(ii)
A rounded indication is one of circular or elliptical shape with the length equal to or
less than 3 (three) times the width.
(iii)
ACCEPTANCE CRITERIA
i)
project (Pressure
Vessel)
For structural welds: acceptance criteria shall be based on AWS D1-1 Latest
Edition.
ii)
17.
For Process Piping Joints: Acceptance Criteria shall be based on ASME B31.3.
REPORTING
The Liquid Penetrant Examination Reports shall include:
i)
ii)
iii)
iv)
Cleaning Method
v)
vi)
Dwell Time
vii)
viii)
ix)
SAFETY
i)
ii)
Dressed in proper working attires such as safety helmet, coveralls, safety boots,
safety glass etc
iii)
iv)
When working in confined area- e.g. inside piping or pressure vessel, install
ventilation fan such that supply of fresh air is adequate. This would only be
permitted under the control of a confined space entry permit.
v)
Inspection medium/ chemical use may be irritating to sensitive skin, wear protective
gloves if required.
vi)
Exercise caution when using aerosol spray can, be aware of the direction of spray
before use.
vii)
Remove from site all empty aerosol cans, dirty rags and other used items for
disposal.
viii)
ix)
Any incident or area of concern regarding safety shall be brought to the immediate
attention of the company safety representative
