INTRODUCTION
Scope of Document
This document summarises the basic design data, including operating and design
constraints at battery limits and required plant performance, which shall be used for
the FEED and the subsequent Detailed Engineering phase of the Project.
The majority of information and data of this design specification, especially those of
a key importance, have been collected from the TD, while for those that were not
addressed by Contract (however of a secondary relevance) assumptions have been
made by Engineering; these, which are clearly highlighted in the document, shall be
considered as approved by Company, and thus valid for design, once that this
document has reached the final status.

1.2

The following definitions will be used in the document without the needs of any

PROJECT DESCRIPTION
Field Development Phases
Taq Taq Operating Company Limited (TTOPCO) is the Operator of the Taq Taq
Development Block in Kurdistan Region of Northern Iraq. The field is located
approximately 85 km by road from Erbil the capital of Kurdistan Region of Iraq, and
some 125 km by road from Suleimaniyah.
To date a number of producing wells have been drilled and tested by TTOPCO on
the Taq Taq Development Block with current production from the first phase of
development (i.e. through the CPF Phase I, see picture below) averaging 60,000
bbld, confirming its potential as a world class oilfield.

The Taq Taq Oilfield is now going to be developed over a number of phases, one of
which is the realization of CPF Phase II providing a second processing facility
adjacent to the existing CPF Phase I.
2.2

Existing Installations
The existing installations consist of three (3) main facilities:
-

CPF Phase I (formerly the Early Production Facility);


A 9 km long, ND 16 export pipeline;
A Tanker Loading Station (TLS).

The CPF Phase I consists of two production trains of 30,000 bbld capacity each,
complete with production and test manifolds, production separators, crude heater
and crude/crude heat exchanger, crude stabilization tower (for oil sweetening and
RVP adjustment purpose), H2S sweetening unit on the gas streams, fuel gas system
for gas engine generators and hot oil heater, flare system, crude booster pumps for
pumping stabilized crude to product tanks and product tankage, and the necessary
utility systems. It is COMPANYs intention to implement the following modifications

to the existing Phase I facilities, which will be carried out by others and therefore
does not form part of FEED SoW:
-

Install crude coolers on the oil stream to storage tanks;


Install condensate recovery system on flare gas stream;
Install bypass and control system on the economizer heat exchanger upstream
the crude oil heater;
Upgrade the crude oil stripper column internals and controls.

The export pipeline is used to transfer the produced oil from existing CPF to the
Tanker Loading Station (TLS).
It is adequate to cater for both the Phase I and Phase II crude export capacity, and
therefore does not require any modification.
The Tanker Loading Station (TLS) is complete with two crude storage tanks, 8
truck loading arms and 3 weighbridges, and is sufficient for approximately 65,000
bbld of oil delivery by road transportation through tanker truck.
COMPANY intends to upgrade the existing TLS to cater for the future expansion of
the central processing facilities complex, however this work will be carried out by
others and is not part of this Scope of Work.
2.3

New CPF Phase II


The CPF Phase II shall be designed to process and deliver 90,000 bbld of export
crude from well fluids with an anticipated maximum water-cut of 30 %. The facilities
shall be capable of turndown to process minimum flow of 11,250 bbld of total well
fluids.
It is COMPANYs intention that the new CPF Phase II shall be of a similar process
design to the existing Phase I, properly improved to prevent/avoid problems and
troubles affecting the CPF Phase I. In particular FEEDs attention is drawn to the
crude oil sweetening and the gas stream sweetening system which evaluation shall
include alternative processes for H2S extraction/removal. In addition FEED shall
investigate and evaluate the flare system based on a minimum flaring policy of
COMPANY.
It is COMPANYs intention to locate the new CPF adjacent to the existing CPF
Phase I; however the new plant shall be designed to be operated totally segregated
from the existing one, with independent and dedicated utility and service systems
which shall be provided as necessary for the safe and efficient operation of the new
plant.
The following provisions shall be considered when developing the FEED of CPF
Phase II:
-

The new facilities shall consider expansion of the existing inlet manifold to
accommodate eight (8) new producing wells, and provide for interconnection with
the existing test and production header and future production manifolds.
The SoW shall include the construction of a new control room building. . Phase
II MCC shall be located in same building as the control room or in a separate
building.The new control room building shall be designed with additional space to
accommodate the control system apparatus required for CPF Phase I monitoring
and control.

Design shall consider the provision of power generation for the new facilities. A
study may be requested at the early stages of the FEED to establish the
feasibility of an independent, centralised power generation facility for the Taq
Taq Field to cater for both the existing and planned future power requirements.
Based on FEEDs recommendation, COMPANY may elect to establish a new
power generation facility to serve both the existing and new facilities.
Oil processing system shall design to minimize hydrocarbon losses to the flare
and make provision for condensate recovery on the flare and vent gases. Design
shall consider the installation of air coolers on oil lines to storage, if and as
necessary, to avoid flash of oil into the tanks to minimize shrinkage factor.
Mist extractors, if and as necessary, shall be considered on gas outlet from
vessels handling gas streams to ensure that typically 90 % of droplets above 100
micron size are caught in the vessels.
Design shall consider electrostatic coalescer or other type of equipment to
counter emulsion issues.
FEED SoW shall include the design of a produced water treatment unit for the
processing of produced water from new installations and to treat also the
produced water from CPF Phase I, as agreed during site survey of the first week
Oct 2011: the system shall be designed considering the maximum water Cut and
the Wash Water amount. However it is to be considered that initial production
has low or no water cut, so that the system shall be composed by two trains
working in parallel to allow suitability to operate even with low quantities of water,
moreover the second train shall be installed later.
It is highlighted that at very low water production rate, the water treatment
system will work on a "batch" philosophy.
Design of the produced water treatment system shall also consider the treatment
and disposal of sludge.
CPF Phase II shall include three (3) crude storage tanks of 60,000 bbl capacity
each, located adjacent to the existing crude storage tanks area.

Relocation/Integration of existing control system


The CPF Phase I control system is difficult to operate and maintain and affected by
reliability problems. Company and FEED Contractor agree the following FEED
approach to the relocation /integration between existing and new control system:
- the size of the existing control system (I/O summary) shall be estimated on the
basis of ref. docs [17] to [19];
- the main features of the existing control system I/O shall be defined on the basis
of ref. docs [17] to [19];
- the CPF Phase II new control and safety systems shall be sized to
accommodate/manage the additional points defined above. Where applicable,
the CPF Phase I I/O points shall be managed according to ref. [16];
- The CPF Phase II new control and safety systems shall be sized to
accommodate and manage the additional I/O points of the existing CPF Phase I
control system. It shall be defined during FEED whether the CPF Phase II new
control and safety systems shall acquire the CPF Phase I points by remote I/O
units located inside a new LER (close to the existing MCC room or),
alternatively, marshalling cabinets shall be installed in the new cabinet room
inside the new control building.
- the CPF Phase II new control and safety system shall have additional HMIs,
data storage facilities etc so that all the plant (existing and new) shall be
operated from the new control room;
- no relocation of existing HMIs in the new control room is required;

further analysis of CPF Phase I I/O, as well as switch over philosophy shall be
carried out by Contractor.

Upgrade of existing F&G system


No upgrade of the existing F&G detection system is required. No interface to existing
F&G detection system shall be considered. A totally independent F&G detection
system shall be designed for CPF Phase II, to cover field and buildings.
Telecommunication
No upgrade of the existing telecom system is required. No interface to existing
telecom system shall be considered. A totally independent telecom system shall be
designed for CPF Phase II, mainly consisting in a PA/GA system and a PABX
system.
Power supply for telecom system shall be through new UPS.

2.4

Project Battery Limits


The battery limits specified below shall be considered for the Project.
Process and Piping:

N/A electrical system of the new CPF II will be independent from the existing
facilities (i.e. CPF I and Camp).

Instrumentation:
Tie-in points shall be finalized to incorporate the existing field instrumentation into the new
CPF phase II DCS.
Tie-ins shall consist in intercepting the existing multicore cables close to the existing MCC
room and to reroute (and prolong if necessary) them to the new marshalling cabinets.

According to the report for in-site investigation Soil Investigation for Factory Marrble (for existing
plant), a soil having the following geotechnical characteristics will be considered.
The uppermost ground layer can be divided into two main types:

Other than standard gravity, the TD did not provide rheological data for crude oil. No
others information are included in the documentation transmitted by Company; it is
suggested to proceed with the CPF design considering the following values:
