TOT for Community Welfare and Development Workers

on Social Welfare Services Delivery

DEFINITION
The term Community Welfare and Development
Worker refers to a person who has undergone
training programs under any accredited government
and
non-government organization and
who
voluntarily renders services in the community after
having been accredited to function as such by their
respective Barangay Councils and other competent
authorities.

BASIC FUNCTIONS
As para-professionals, act as permanent liaisons between the
program implementers (P/MSWD) and the community.
He/she shall assist the LSWDs in the implementation of the
social protection and social welfare programs at the ground
level.
Is expected to assist program implementers and their respective
BLGU in addressing issues and concerns relative to service
delivery.

ROLES AND FUNCTIONS

Monitors their respective communities for cases of child


labor, drug abuse, gambling and violence and others;
reports to LSWDO regarding cases in need immediate
interventions.

Act as community based-resource persons for basic


orientation on social protection programs as well as
become key informants regarding vital community
information.

Administers entry of basic data on the Family Index Cards.


And maintains records of data in Family Index Cards.

Provides basic psychosocial support for clients with


special needs.

Supports the organization of community welfare


structures. (BASCA KALIPI, NASA, etc. )

Prepares and submits regular reports to LSWDO on


services and performance accomplished monthly.

ORGANIZATIONAL RELATIONSHIPS TO LGU


1. Municipal Social Welfare and Development Office
(MSWDO)
assists MSWDOs in the smooth implementation of
basic social welfare programs on child and youth,
family and community, women, elderly, differently
abled and surrendered drug personalities in their
respective communities.

2. Provincial
Social Welfare and Development
Office (PSWDO)
- Coordinates with the PLGU thru its PSWDO for

programs and projects on former rebels, internally


displaced persons, relief operations and children in
conflict with the law and all social welfare
protection and development programs.

MINIMUM QUALIFICATIONS AND CRITERIA


1. Must be at least 18 years old, a qualified voter and an
actual resident of the barangay concerned.
2. Must not be members of the Sangguniang barangay,
a government employee, or an appointed barangay
functionary performing other unrelated tasks.
3. Must be at least a high school graduate.

MINIMUM QUALIFICATIONS AND CRITERIA


4. Must be widely recognized in their communities as
persons possessing high moral standards, integrity,
compassion, commitment, and strength in
character.
5. Must possess an endorsement letter from their
concerned barangay.
