1. NOTICE TO BIDDERS
The Amhara Water Works Construction Enterprise (AWWCE) here by invites sealed
bids from eligible bidders for the supply of:lot .No

pipes and fittings

This bidding is open to all eligible bidders.


Bidders should present eligibility documents with their offer. All documents
including the bid bond shall be issued by the name of the bidders company.

The Bidding document will be available in our web site www.awwce.com.et.


Bidders should visit our web site for any amendments and the bid will be
evaluated with respect to the given last amendment.
A bidder with relevant trade license could participate for one or all Lots.
But, the offered quantity for the item stated in the lot shall not be partial.
If the bidder has an alternative bid it shall be submitted in separate
envelope. Alternative bids will be considered and evaluated independently.
All bids must be accompanied by a bid security bond 300,000 ETB of the
total bid price including all taxes. The bid bond should be in the form of
CPO or unconditional Bank guarantee, payable to AWWCE and shall remain
valid for 60 days beyond the validity date of the bid.

Bidding documents shall be sealed and delivered to Amhara Water Works


Construction Enterprises Bureau at Bahir Dar. Electronic bidding is not
allowed and late bids will be rejected.
Bids shall be valid for Ninety (90) days after bid opening date.
Bid closing date shall be on May ON The 30th date after announcement at
4:00pm and will be opened in the presence of interested bidders or their
legal representative at the main office no 23 on the same date at 4:30pm if
the bid opening date is holyday closing or opening of the bid will be the next
working day at the same time and the same venue.

The Amhara Water Works Construction Enterprise reserves the right to

2. INSTRUCTION TO BIDDERS

2.1.

No verbal agreement or conversation made or had at any time with the


enterprise employee shall affect or modify the terms or obligations here in
attached.

2.3The name and address of the bidder, the invitation number, the lot number and
the description of the parts there of should be legibly written on the envelope.

2.5All requests for clarification of these document by the bidder shall be made in
writing and sent by registered international air mail, or by fax and or delivered by
hand to the address indicated on article 2.2.
2.6If clarification or changes and deemed necessary, they shall be made in writing by
Amhara Water Works Construction Enterprise (AWWCE) in the form of an
addendum to the bid documents and shall be made available at our website.
2.7Bidders shall examine the invitation to bid, as well as all the attached
specifications, instructions and bid schedules.
2.8Each bidder shall furnish the information required by the bid schedule. The
bidder

on

and

each continuation sheet thereof on which he/she makes an entry. The


person signing the bid shall initial erasure or other changes.
2.9

The following documents shall be completed and included with each bid.

2.9.1 The bidder shall submit together with his bid detail schedule showing particulars for all
goods offered by him; Country of origin and standard of manufactured material. In
addition, the bidder shall furnish illustrated literature complete specification of the
Goods and facts substantiate that the make, model and type of the Goods and part
thereof offered has been regularly sold for such use. The literature specifications and
illustrations shall be sufficient to permit complete technical specifications of his
invitation to bid. The statement Comply with your specification in full will not meet
the requirement of this invitation to bid.

Therefore, original manufactures brusher has to be attached.

2.10

All of the above documents shall be in English language, and all measures and

weights given in specifications or other bid documents, if not otherwise defined, are in
recognized metric units.
2.11

The changing of standard model, substituting new components not shown in the

literature or specifications of the goods thereof to meet the requirement of the


invitation, may result in rejection of the bid.
2.12

Bids and modifications or withdrawals thereof received after the time set for bid

opening will not be considered .Telephoned and/or cabled bids shall not be considered.
2.13

Bid closing date shall be ON The 30th date after announcement at 4:00pm

and will be opened in the presence of interested bidders or their legal


representative at the main office no 23 on the same date at 4:30pm. if the bid
opening date is holyday closing and opening of the bid will be on the next
working day at the same time and the same venue.
2.14

Bidders are responsible for assuring that bids actually received on time at the place

and office designated in this invitation. A late bid shall not be considered even though
it becomes late because of factors beyond the bidders control such as delay in mail
handing telephone transmission, or custom clearance, etc.
2.15

Bidders must ensure that any changes or deletion in their bid must be initialed.

Bids received with changes and/or deletion and without initial shall be rejected. All
original supporting certificates and manufacturers date must be submitted with the
bid. Bid received without the completed set of literature shall be rejected. No supporting
literature what so ever shall be accepted after the time of bid opening unless required
by the AWWCE.
2.16

Failure filling the price and VAT on the bid form and price schedule sheet shall be

sufficient causes for rejection. The bidder shall also submit price in this standard
Performa invoice.
2.17

bidders shall be submitted their price schedule in FOB and DDP price. In the

event no bid is submitted, there is no need to return the invitation unless otherwise
specified.
2.18

In case conflicts are found b/n the general conditions and the technical

specification in this tender the statements in the technical specification shall govern.
2.19

Bids for each lot shall be submitted in a separate folder with the lot number, the

description the lot and the name of the bidder clearly written on the outside of the
folder. The AWWCE shall not be responsible if bids for more than one lot are included in
the same folder and excluded from evaluation due to over sight.

2.20

The bidders shall be entirely responsible for all taxes, duties, license fees,

commissioning costs, etc incurred until delivery of the contracted Goods to the
purchaser.
2.21

The bidders shall bear all costs associated with the preparation and submission of

its bid, and one purchaser will in no case be responsible or liable for those costs,
regardless of the conduct or outcome the bidding process.
2.22 The bidders have the option to bid for one or more lots. However, bids

received

for incomplete lots will be treated as incomplete bids and shall be sufficient causes for
rejection.
3. GENERARL CONDITION OF CONTRACT
3.1
3.1.01

APPOINTMENT OF AN AGENT
Bid submitted by persons other than the manufacturer shall be accompanied by
certified letter from the manufacturer stating that the bidder is an authorized
agent of the said manufacturer

3.1.2 All successful bidders shall have, or undertake to appoint, an authorized agent,
resident in Ethiopia who has employed persons trained in providing the necessary
back-up services, to the manufacturers products.
3.1.3

If bids do not accompanied by the manufacturers letter of authorization to the


supplier and subsequently to the suppliers local agent, their bids will be
subjected to rejection.

3.1.4 Any bid that does not submitted in accordance with these requirements will be
resulted in automatic rejection.

3.2

SUPPLIERS NAME AND SIGNING OF DOCUMENTS


3.2.1 Each Bid shall bear legal name of the manufacturer or supplier and shall be
signed either by an authorized officer of the bidder and/or shall be accompanied
by a power of Attorney giving Authority to the person signing the documents.
3.2.2 Each bid shall be submitted in two copies one original and one copy. The
bidders name and signature shall be shown on each sheet on which he makes
an entry. Any changes shall be initialed by the person signing the bid.

3.3

PRICE AND TERMS OF PAYMENT

3.3.01 The Bidders shall indicate in the bid form and price schedule attached to
these documents the unit price and the total price of the goods it
proposes to supply under the contract.
3.3.02 Pursuant to article (3.3.01) above bidders shall provide price for DDP at
Bahir dar, as per bid form the price schedule attached with this tender.
3.3.3 The bidders separation of price components in accordance with 3.3.02
above will not in any way limit the purchasers right to contract on any of
the terms offered
3.3.4 The Bidder shall quote firm prices, for all the above costs. Bid with
estimated quotation for the items shall be rejected. The AWWCE shall
pay the actual cost up to the amount quoted. No amount in excess of the
quoted price shall be paid by AWWCE.
3.3.5 In addition to the price schedule bidders shall submit their quotations,
in an official pro-forma invoice containing details identical to the bid
schedule attached to this tender.
3.3.6 The prices quoted shall be firm for at least for a period of 90 days after
the date of the bid opening.
3.3.7 The unit prices shall be shown for each item bid upon unless otherwise
specified. In case of error in the extension of price, the unit price shall
govern.
3.3.8 Alternate bids, unless supported by the detailed specification, it shall be
considered.
3.3.9 Conversion from Foreign currency to Ethiopian Birr, for the purpose of
price comparison selling rate established by National Bank of Ethiopia /
Commercial Bank of Ethiopia/ on the date of bid opening shall be used
and shall be binding on both parties and no subsequent adjustment
shall be made due to fluctuations in rates.
3.4

3.3.1 Bid Currency


For goods and services that the bidder will supply from outside the purchasers
country; Price shall be quoted in any freely convertible currency acceptable by
the National bank of Ethiopia for goods & service the bidder supplies from the
purchasers country; Prices in DDP shall be quoted in Birr.

3.5

TERMS OF PAYMENT

3.5.1. If DDP Bahir Dar is chosen.

A maximum of 30% of the contract price shall be paid in advance against


submission of an equivalent amount of advance payment guarantee in the form
of CPO or unconditional Bank guarantee.
a) The remaining 70% of the contract price shall be paid upon final
acceptance.
3.6

DELIVERY OF GOODS

3.5.1 The counting of the delivery time of goods to AWWCEs warehouse at


Bahir Dar/Tana Bles shall commence from the day the bidder sign the
contract agreement. The goods covered under this invitation are required
to be delivered in short time credit will be given to earlier deliveries.
3.5.2 The delivery time to be given shall be the calendar days, that is, including
Sundays and holidays.
3.6 SECURITY BONDS
3.6.1 BID GUARANTEE

All bids must be accompanied by a bid security bond 300,000ETB of the


total bid price including all taxes. The bid bond should be in the form of
CPO or unconditional Bank guarantee, payable to AWWCE and shall remain
valid for 60 days beyond the validity date of the bid.

PERFORMANCE GUARANTEE
i) Within 10 days from receipt of notification that his bid is accepted, the
successful bidder shall furnish a guarantee for satisfactory performance of
contract equal to 10% of the total contract price payable to the AWWCE.
ii) The performance bond shall only be in the form of unconditional Bank
Guarantee through the illegible local bank.
iii) The AWWCE reserves the right to forfeit the performance guarantee of
successful bidder and cancel the award if the successful bidder fails to
submit the performance guarantee within 10 days from receipt of notification.
iv) The supplier shall faithfully and properly performs his contract according to
all the terms thereof.
His obligation here in under shall remain in full force and effect.

a)

The initial performance bond shall be valid for the period of complete delivery of the
goods .
b) The supplier shall make the performance bond continuously active and workable
up to the end of delivery.
c) The performance bond shall not be released without AWWCE consent and written
permit letter to the relevant bank.

d) The supplier shall automatically update the validity of

performance bond until all

the items are delivered to the final destination and inspection testing is performed
by both parties and further until the end of delivery.
3.6.3. EVALUATION OF BIDS AND AWARD OF CONTRACT

3.6.3.1 Evaluation and Qualification Criteria


This section, read in conjunction with Section 1, Instructions to Bidders and
Section 2, Bid Data Sheet, contains all the factors, methods and criteria that the
Procuring Entity shall use to evaluate the bid and determine whether a bidder
has the required qualification.
1. Evaluation methodology will be in order to select the most advantageous offer in
terms of the technical suitability of the material in fulfilling the purpose for
which they are intended
for, the competitive of the price offered, extra
commercial benefits offered and simultaneously taking in to consideration the
bidders capability in meeting its commitment.
2. Bidders need to be sure that their technical and financial offers contain
sufficient and clear information that can answer to the merit points of these
evaluation criteria.
3. The Technical Proposal for supply of Goods will be independently evaluated
out of 100% and a Proposal scoring a minimum of 70% will be considered
for further evaluation. Therefore, a technically qualified bidder must score
a minimum of 70% for further financial evaluation. A bidder who scores
below 70% in the bid of supply of Goods will be automatically disqualified.
4. Bids with least evaluated price will be ranked as the first winner and the rest will
be ranked accordingly. A bid to qualify for the second stage of evaluation
(financial evaluation) need to score a minimum of 70% in the cumulative
technical evaluation as indicated in no 3 above.

A two stage evaluation procedure will be followed to determine the technical


responsiveness of offers.

1. pre- screening
5.1.1 Eligibility of Bidder
In case of foreign Bidders:
Bidders are required to attach in their bid documents Certificate of Registration
from Chamber of Commerce of their respective countries as per ITB 4
In case of Ethiopian Bidders or Foreign Bidders Agents in Ethiopia:
Renewed or valid trade license from Ministry of Trade, TIN, VAT Registration
Certificate, Current Tax Clearance Certificate from Ethiopian Revenue and Customs
Authority and Suppliers Registration Certificate as appropriate from any concerned
public body in Ethiopia.
In cases where the bidder is not the manufacturer, the bidder is required to attach
signed and sealed original letter of Authorization from the manufacturer according
to Bidding Form Section 4.Scan copy lead to Automatic rejection.
5.1.2 Comprehensiveness of offers with respect to items listed in the bids.
In order to guarantee the compatibility of Goods, an offer by a bidder needs to contain
item by item conformity note for all the items and quantities requested.
5.1.3 Item by Item Compliance to the specifications according to Section 6:
Technical Specifications and Compliance Sheet.
In the first pre-screening stage, the compliance of each item offered, will be checked
against the necessary technical specifications.
5.1.4 Compliance of the Goods/Materials to acceptable Quality Standards and
manufacturing standards as applicable.

The quality standards and the goods/ material specification codes will be examined to
their compliance to ISO/EN/BS/ASTM/DIN standards only.
5.1.5 Offers with more than 75 (seventy five) Calendar Days at FOB delivery
schedules will be rejected.
Bids that meet the above screening criteria will qualify to the subsequent detail
technical evaluation as per the following meriting technique

5.2

Detail Technical Evaluation

5.2.1 Presentation of Technical bid document (10 points)


This signifies the extent the bidder understands the requirements of the client.
Technical documents with well-elaborated presentation of each item will be
considered the best one and be awarded the full point.
5.2.2 Presentation of product catalogue with sufficient information for all offered items
(10 points)
5.2.3 Production capacity (10 points)
Full explanation of monthly production capacity of the manufacturer for each offered
items on the technical document. Production schedule should be presented
emphasising on how the manufacturer meets the delivery time stated in the bid
document.
5.2.4 Experience and Reputation of bidder as manufacturer or supplier of similar
irrigation materials

(10 points)The rating will be based on list and size of projects supplied both globally
and locally, with written testimonials.
5.2.4.1

The capacity of each bidder will be examined from the points of annual turnover.

5.2.8 Presentation of an independent testing laboratory of the manufacturer
accredited by external party (10 points)
5.2.9 ISO Quality Management Certificate and Others (10 points)

Financial Evaluation

(i) Evaluation methodology will be in order to select the most advantageous offer in

the bidders capability in meeting its commitment.
(ii) Bidders need to be sure that their technical and financial offers contain

criteria.
(iii)

Bid offers that qualify the technical evaluation will qualify for the evaluation
of their
Financial offers.

(iv)Bidders who scored 70% (minimum technical qualification point) and above in
the
Technical evaluation will be forwarded for financial opening and evaluation.

Only those bids that score a minimum of 70% in technical


evaluation shall be considered for financial evaluation, and rated
at 100% for prices
The lowest price proposal will be recommended for contract awarded
subjected to satisfactory negotiations

Additional Evaluation Factors


In accordance with ITB Clause 36.3(e), the Procuring Entitys evaluation of a bid
will take into account, in addition to the bid price, the following factors:
(a)

The delivery schedule offered in the bid

(b)

The guarantees of the Goods offered

8. Evaluation of Domestic Preference


The Procuring Entity does not grant a margin of preference to locally manufactured
Goods for the purpose of bid comparison.

3.6.3.2. Bids will be verified for completeness, formal correctness and


technical compliance. Bids which are incomplete, conditional, illegible, or
obscure or that contain additions not called for reservations, erasures,
alterations or irregularities of any kind, May be rejected.
3.6.3.3 The contract award shall be made to the responsible bidder
who complies with requirement in the invitation to bid and the technical
specifications and whose bid is the most advantageous to the AWWCE price and
other factors considered.
3.6.3.4 Prior to the expiration of the period of the bid validity, the
AWWCE shall issue an official letter, denoting Purchase Order, to the
evaluated winner who must then acknowledge receipt of same by his letter of
acceptance addressed to the AWWCE to confiscate the Bid bond.
3.6.3.5 The notification of award and a written acknowledgement there to
shall constitute a binding contract between the AWWCE and the winner without
further action by both parties.
3.6.3.6 Conditions that there not stipulated in the offer shall not be accepted by
the AWWCE if stated in the Winners letter of acknowledgement. There shall be
no adjustment in respect of increase in the cost of labor and/or materials or any
other matter affecting the cost of the provision of the item bid upon.

3.7 INSPECTION
3.7.01

The supplier shall furnish for items supplied, a manufacturers inspection


certificate, certifying that the item supplied complies with the
specifications set out in the technical specification of the bid documents
and that the supplied items are for the respective item to be supplied.

3.7.02

The supplier shall give notice to the AWWCE by cable that items are ready
for shipment, at least 15 days prior to the intended date of shipment.
3.7.03. If the supply term is DDP Final inspection of the item shall be made by the
AWWCE and the suppliers representative at the final destination. The
final destination shall be the AWWCE, Central warehouse, at Bahir Dar.
3.8

WARRANTY

3.8.01 The supplier warrants all items furnished, are in accordance with the
requirements set out in the technical specification including spare parts
of whatever manufacture against defective materials workmanship. The
supplier and/or his agent shall at his own expense and within 15 up to
60 days (depends on the nature of items ) after receipt of notification
from the AWWCE provide replacements or replacement parts for items
which prove defective from negligent poor workmanship of faulty
material, or short shipment.
3.8.02 The supplier and/or his agent shall at his own expense (Including all
installation and labor charges) and within 60 days after receipt of
notification from the AWWCE provide replacements or replacement parts
for items, which prove defective from negligent workmanship or faulty
material during the warranty period, delivered to the final destination by
the quickest means.
Failure to do so will result in remedial action being under taken by
AWWCE at the risk & expense of the bidder/supplier. AWWCE reserves
the right to further claim for down time of the delivered equipment due
to failures or malfunctioning of equipment that may be happened during
the warranty period. Whenever such failures or short shipment is not
rectified within the specified time, AWWCE shall request compensation
for construction damage that may be caused to the envisaged projects
due to unavailability of the equipment under consideration.

3.9

VARIATION OF ORDERS
The AWWCE reserves the right to increase or decrease any item of goods
by 25% of the total quantity within the price validity without a change in
the unit price.

3.10

FINAL ACCEPTANCE

3.10.01 Notification of shipment by cable shall be made to the AWWCE at the


time of shipment and copies of bill of loading and invoice directly sent
to the buyer by air not less than 15 days in advance of the arrival of
the equipment at the said location.
3.10.02 If the supply term is DDP Final acceptance, of all equipments and
accessories shall be subject to final inspection during the goods are
delivered to the AWWCE Central Warehouse in Bahir Dar/Tana Bles
Items delivered but not meeting the specification, shall not be
accepted. Any cost incurred by AWWCE for subsequent inspection,
storage or assistance to the supplier shall be billed to the supplier or
his local agent for settlement.
3.10.03 If any fitting amount of items and/or accessories are delivered in
damaged condition or is short shipped, the supplier and/or his agent
at his own expense shall provide replacement in accordance with the
following conditions: a) Replacement for parts, accessories and tools shall be delivered and
installed within 30 days of the sending of notice of nonconformance
by the AWWCE.
b) Replacement for any complete bid item (equipment) shall be
delivered within 60 (sixty) days of the sending of notice of nonconformance by the AWWCE.
3.10.04 under the above circumstances, AWWCEs right to impose the Penalty
stipulated under respective provisions of this general condition is
reserved.
3.10.05

All units shall be supplied with the manufacturers standard


shall be listed with quantity and price.
3.10.06 fittings shall be new, un-used and of current manufacture.

3.11 INCIDENTAL SERVICES


-The supplier, as part of the supply, shall furnish the following incidental
services
- All relevant manufacturers manuals and catalogues as per the details of
technical specifications,
-Electrical wiring diagrams.

2 3.12

DELAYS IN THE SUPPLIERS PERFORMANCE

Delivery of the goods and provision of services shall be performed by the supplier in
accordance with the delivery. An unexecuted delay by the supplier in the performance
of its delivery obligation shall render the supplier liable to forfeiture of the performance
security, imposition of the liquidated damage and other subsequent measures.

3 3.13 LIQUIDATED DAMAGES


For each day of delay in the delivery of the items, beyond the delivery date agreed
upon by both parties, the supplier or his local agent shall pay liquidated damage
in the amount 0.1% (zero point one percent per day) of the contract value or
equipment for a maximum of 10% (ten percent) after which time AWWCE shall
have the right of terminating the contract. Upon termination AWWCE has the
right to claim damages incurred as the result of termination.

3.14 FORCE MAJEURE


Neither the Supplier/supplier agent/ nor AWWCE shall be responsible for delays
arising from unforeseeable circumstances such as natural catastrophe, civil and/or
external war, strikes, lockouts, etc.

3.15 DISPUTE SETTLEMENT


Any dispute, which may arise between the contracting parties, shall be settled
amicably. In case the parties fail to resolve the dispute amicably, the case shall be
submitted to any Ethiopian court having competent jurisdiction.

3.16 INTERPRETATION
The contents of this contract shall constitute the terms, conditions and
specification for the sale and purchase agreement between the AWWCE and the
supplier and shall be deemed for all-purpose to have been executed in Ethiopia
and all respects shall be subject to and be construed in accordance with the Laws
of Ethiopia.

3.17 TERMINATION OF CONTRACT


3.17.01

The AWWCE shall send written notice of default to the supplier or his
agent and terminate the whole or any part of the contract under in any
one of the following circumstances.
a)
When the supplier and/or his local agent fails to deliver the
equipment to provide any service within the delivery time.
b)
When the supplier fails to perform any obligations of this contract in
accordance with the terms and conditions,
c)
In either of these circumstances, if the supplier will not rectify the
failures within a period or 10(ten) days

3.17.02 In the event that the AWWCE terminates this contract in whole or in
part as provided in paragraph 3.17.01 a and b, the AWWCE may procure
upon such terms and in such a manner as the AWWCE may deem
appropriate, equipment item same to those so terminated and the
supplier shall be liable to the AWWCE for any excess costs. The supplier
and/or the agent shall continue the performance of this contract to the
extent not terminated.
3.18 RIGHTS AND REMEDIES OF AWWCE
The right and remedies of the AWWCE provided in this invitation to bid
shall not be excusive and are in addition to any other rights and remedies
provided by law.

1.2 UPVC FITTINGS AND VALVES

1.2.1.uPVC fittings and valves


These pipes and their corresponding fittings shall be manufactured, tested and certified
in accordance with ISO 161.1, ISO 4422.2, UNE EN 1452, AWWA C905, ASTM D2241
or other similar standards. The method of jointing pipes shall be simple push-fit so that
every pipe must be manufactured and supplied with an integral push-fit socket
together with an elastomeric sealant to make a watertight joint and in accordance with
ASTM D3139 or similar standards.

The pipes must be supplied with sufficient lubricants as would be recommended by the
manufacturer so that the total quantities of lubricant shall be indicated for the
purchaser to decide about its adequacy.
The length of each pipe must be preferably of 6m length and also smaller length can be
accepted as long as each pipe is fitted with a push fit coupling.
All the uPVC pipes and fittings shall be manufactured with virgin ingredients.
Recycled pipes are not acceptable.

1.2.2 GRP/uPVC Pipe Fittings


These are standard fittings such that sizes, strength and method of jointing will be in
conformity with their respective pipes. Fittings will consist of standard Bends, Tees,
Reducers, Tapping saddles, etc...

1.2.2.1 Bend
The bends listed in the BOQ are those required for the pipeline and in accordance to
the pipe size and shall be in compliance to the type of jointing. The bends of diameter
less and including 500 will be fitted to the uPVC pipes and those of higher sizes will be
fitted to the GRP pipes, exceptionally 400 and 500mm diameters are belongs to both
uPVC and GRP pipes (independently identified in the statement of requirement).
Bidders shall clearly ensure that the bends proposed to be supplied are in conformity
to their pipes in terms of watertight jointing, strength and durability, installation and
maintenance easiness, as well as cost elements.
The deflection angle of the pipeline is designed to be in the standard 90 degrees, 60
degrees, 45 degrees, 30degrees, 22.5 degrees and 11.25 degrees.
It should be ensured that the bends to be supplied are in conformity to their pipes in
terms of watertight, jointing, strength and durability, installation and maintenance
easiness, as well as cost elements.

Each piece of the bends should be marked with the deflection angles in degrees, brand
name, and material of construction, nominal pressure, nominal diameter, and other
required information.

1.2.2.2 Branching Tees


The Tees listed in the BOQ are those required for the pipeline and in accordance to the
main pipe size and the pipe size in the branching pipeline. The sizes at each end shall
be in compliance to the type of pipe jointing. The Tees of diameter less and including
500 will be fitted to the uPVC pipes and those of higher sizes will be fitted to the GRP
pipes, exceptionally 400 and 500mm diameters are belongs to both uPVC and GRP
pipes (independently identified in the statement of requirement). Bidders shall clearly
indicate the methods of connection of the Tees from the GRP main pipeline to those
branching into the uPVC pipeline.
It should be ensured that the Tees to be supplied are in conformity to their pipes in
terms of watertight jointing, strength and durability, installation and maintenance
easiness, as well as cost elements.
Each piece of the Tees should be marked with the brand name, material of
construction, nominal pressure, nominal diameters and other required information.

1.2.2.3 Reducers
The Reducers listed in the BOQ are those required for the pipeline and in accordance to
the pipe size and shall be in compliance to the type of jointing. The Reducers of
diameter less and including 500 will be fitted to the uPVC pipes and those of higher
sizes will be fitted to the GRP pipes, exceptionally 400 and 500mm diameters are
belongs to both uPVC and GRP pipes (independently identified in the statement of
requirement). Bidders shall clearly ensure that the reducers proposed to be supplied
are in conformity to their pipes in terms of watertight jointing, strength and durability,
installation and maintenance easiness, as well as cost elements.

In cases where a reducer should join GRP pipe to that of uPVC pipe consideration
should be given whether one unit of reducer can join the two pipe ends (socket
connection from the GRP side and flanged connection to the uPVC direction) or an
adaptor would be proposed. If an adaptor is proposed all details accessories and fittings
of the adaptor unit should be provided. Each piece of the reducers should be marked
with the brand name, material of construction, nominal pressure, nominal diameters
and other required information.

1.2.2.4 Tapping Saddles


The Saddles listed in the BOQ are those required for the pipeline and in accordance to
the pipe size in that particular pipeline. The sizes of the water outlet must be as
indicated in the BOQ with BSP female threaded for connection to the GMS riser pipe
which delivers irrigation water to the in-field laterals. There will be a water tapping
point at every 90 meters from each side of the pipeline so that special attention should
be given to the compatibility of the saddles to the requirements 2hch satisfy the its
function. The supplier shall provide all details of information of the saddles proposed to
be supplied during bid submission time for a thorough evaluation by the purchaser.
The saddles are diameter less and including 500; this will be fitted to the uPVC pipes.
Bidders should ensure that the Saddles should be in conformity to their pipes in terms
of watertight jointing, strength and durability, installation and maintenance easiness,
as well as cost elements.
The saddle shall be clamp type with 6 bolts and tying nuts and with 2" & 3" female
threaded outlet for water-tight connection of 2" & 3 male threaded nipple or GMS riser
pipe.
Each piece of the Saddle should be marked with the brand name, material of
construction, nominal pressure, nominal diameters, sealing method and other required
information.

1.3 Valves and fittings, Pipe safety apparatus and pipe on-line
accessories
The pipeline accessories comprise of flow control valves, pressure reducing valves, Air
relief valves, drain valves and complete valve accessories, which will be installed at the
required locations of the network.

1.3.1. Isolating valves


The isolating valves will be butterfly valves to be installed at all main junctions and
long pipe runs. The valves permit sections to be isolated for maintenance and repair.
For diameters up to 225 mm the valves shall be of the wafer type and for diameters
greater than 225 mm the valves are the flanged type. All valves shall be provided with a
gearbox and will be housed in a concrete chamber, which also serves as a thrust block.
The valves must be cast iron material of robust construction fulfilling the standard
dimensions and Assembly between flanges as per ISO, BS, EN and DIN standards and
recommendations. The suppliers shall provide all the details of the valves and the
standards to which the valves are made and how flanges are connected comfortably
with the supplied GRP and/or uPVC pipes and accessories.
Each valve shall be supplied with the required accessories that connect the valve to the
pipeline. Two flange adaptors for connecting the GRP and/or uPVC pipes at both sides
of the valve and a dismantling joint at one side of the valve both made of ductile iron
material had been designed to be included in each offered valve. The flanges shall not
block the movement of the disc of the butterfly valve specially the wafer type of butterfly
valve. The spigot end of the flange adaptor shall have outside diameter the same to the
main pipeline where a valve is to be connected.
The valves and accessories of diameters less and including 225 shall be wafer type
butterfly valves and higher sizes shall be flanged type butterfly valves. Bidders should
ensure that the valves to be supplied are in conformity to their pipes in terms of

installation, operation and maintenance suitability, water tight jointing, strength and
durability as well as availability of spare parts and cost factors.
Each

should

be

marked

with

the

manufacturer/brand name, material of construction, nominal pressure, nominal


diameters, sealing method and other required information.

1.3.2 Air release valves


The air release valves will be installed at sections of the pipeline where air pockets
would be formed. The valves shall be of robust construction of double orifices with
triple function and an integral isolating valve and flanged base for connection to a valve
stem that connects the air valve to the main pipeline. The bore leading to the flange
base shall be in accordance to the size of the main pipeline and the expected
accumulation of air.

1.3.3 Pressure Reducing Valves


The valves intended to be used are to control the downstream pressure at a constant
setting to protect the pipeline from being over pressurized. The basic valve shall be
hydraulically operated so of robust construction and cast iron to handle higher
pressures.
The valve shall maintain a preset downstream pressure, regardless of the upstream
pressure or flow fluctuations. The main valve shall be controlled by a pilot valve, which
makes the main valve modulating to maintain the downstream pressure.
The main valve shall comprise of valve body, diaphragm, stem assembly, and seat. The
valve must be made suitable for replacement of parts and repair possibly at site.
Resetting of the pressure should be possible at site. However all valves shall be set at 4
bar constant downstream pressure at factory and should be tested against upstream

pressure ranging from 7 bar to 25 bars. The test result of previous products shall be
provided with the bids.
These valves shall be supplied complete with their associated fittings like dismantling
joints, upstream and downstream pressure gauges, downstream air valve, upstream
isolating valves, upstream strainer and all other necessary components should be
fulfilled.

The characteristics of the regulation valves (downstream pressure control) will


be as follows:
Bronze or stainless steel and elastomer pilots;
Body and cap made of nodular graphite cast iron;
Bronze or stainless steel seat;
polyamide and lastomre diaphragme,
Ductile iron or stainless steel and elastomeric mobile equipment;
Pilot lines made of stainless steel tube
Epoxy powder coating.
The valves are protected at the upstream side by a screen filter box, mesh
0,5mm, with the following characteristics:
Nodular graphite cast iron body with epoxy coating;
Reinforced screen on stainless steel sheeting;
Air release and bleed cap;
Purging kit including connectors and ND 50 mm disk stop cock
The regulation valves shall meet the following standards:

(valve stopper closed 1.1 ASP; valve envelope open 1.5 ASP)

1.3.4 Float Valves


The Float Valve is a non-modulating either fully open or fully closed valve which
controls the level in a reservoir or tank. The valve closes drip tight at high liquid
level point and opens fully when the liquid level reaches a low preset point.
The main valve should be self-contained (Automatic) hydraulically operated and
cast iron; the valve must be designed for use with various types of Pressure. The
valve shall have three major components: the body with corrosion-resistant seat
installed, the cover with bushing installed, and the diaphragm assembly. The
valve must be made suitable for replacement of parts and repair possibly at site
without removing the valve from the line.
The valve manufacturer shall be able to supply a complete line of equipment
and a complete selection of complementary equipment. The valve manufacturer
shall also provide a cavitations chart which shows flow rate, differential
pressure, percentage of valve opening, Cv factor, system velocity and if there will
be cavitations damage.
The float valve shall be operationally and hydrostatically tested prior to
shipment. The valve manufacturer shall warrant the valve to be free of defects in
material and workmanship for a one year period from date of shipment,
provided the valve is installed and used in accordance with all applicable
instructions.
The supplier should provide method of connection and operation manual.

1.3.5 Flange adapters


These connectors are made of ductile iron.
They need to adapt GRP to uPVC and other pipes, valves and fittings
comfortably
The Contractor may also propose equipment with different specifications but
offering the same guarantees subject to the Engineer's approval.

1.3.6 Coupling (or repair collar)


They are composed of a central body (or ferrule, or ring) composed of two
clamping flanges, two watertight seals and a series of nuts and bolts to tighten
the joints.
The supply of coupling is with the necessary accessories which make it perfectly
tying the supplied pipes (bolts, nuts and etc.
The Contractor may also propose equipment with different specifications but
offering the same guarantees subject to the Engineer's approval.

1.3.7 GRP Coupling


GRP pipe coupling shall conformISO 10639:2004 The standard pipe jointing
system is the double socketed coupling.

The couplings comprise a full face

EPDM rubber membrane encased in a GRP collar. Plain ended GRP pipes are
joined with a sleeve coupling. Deflections permitted at joints vary in accordance
with Table 3.1

1.4. IN-FIELD IRRIGATION MATERIALS
This section briefly describes the required specifications that each component of the
supply should fulfill. If bidders do wish to offer alternatives other than those specified
it might be accepted so that bidders should justify the technical and economic
advantages of the alternative offer over the base offer.

1.4.1 Hydrant Assembly


This consists of all the component materials required at the interface of the buried
pressure pipes and above ground lateral pipes. The passage of water from the buried
uPVC pipes to the buried lateral pipes is controlled by the valve system located at the
hydrant assembly. These hydraulic halve is essential to control both the flow and the
pressure passes to the lateral. Suppliers can offer hydraulic valves as indicated in the
price schedule or alternatively other suitable combinations.
The valves shall be of robust construction with couplings compatible to the filter and its
accessories located in the lateral pipes at one end and to a riser pipe (male threaded
galvanized steel pipe of 2" or3"). Alternatively adaptors for connecting the supplied valve
with the standard 2" or 3" riser pipe and filter can be accepted. The riser pipe is not
part of the supply. The riser pipes will be made of standard galvanized steel pipes and
shall be purchased locally.

1.4.2 Coiled Lateral Pipes


The pipes must be compatible to their respective fittings durable and operationally
suitable. Proposed lateral pipes must compulsorily fit with the following specifications:

They shall be compatible to their respective lateral pipes.

1.4.3.1Reducer
Proposed reduction cones must compulsorily fit with the following specifications:

1.4.4 Sprinkler accessories


These are the units required for the proper operation of a dragline sprinkler hose-move
irrigation system. The set consists of sprinkler, pressure regulator, brass coupling, and
flexible hose pipe; bend to hose and riser valve and the necessary connection fittings.

1.4.4 .1 Sprinkler
Sprinklers must be of brass material and stainless steel spring double impact with
proven durability of each of the compact parts. It must include two nozzles of size
suitable to supply 0.5 l/s at 3 bar pressure and 18m by 18m spacing. The proposed
sprinklers must compulsorily fit with the following specifications:
- Necessary connectors, coupling fittings and assembly tools are included.
- Working pressure will be three (3.0) bars.
- Unit sprinkler discharge will be 0.5 l/s;
- Rainfall range: eighteen (18)m when mounted on 3.50 or 4.00m high stem
(spacing 18 x 18m);
- Sprinkles with complete circle;
- Spring in stainless steel;
- Seals must be leak proof and resistant to chemical products.

1.4.4.2 Sprinkler Pressure Regulator


Proposed sprinkler pressure regulators must compulsorily fit with the following

Must be durable and reliable and all the necessary coupling fittings and
assembly tools are included in sprinkler pressure regulator.

Pressure regulator must be inserted between sprinkler and riser pipe.

Pressure at the outlet of regulator must be two point eight (2.8) bars plus
or minus five percent (+/- 5%) with entering pressure varying from ten
(10) bars to two point eight (2.8) bars.

Thread must be consistent with thread of sprinkler and raising stem.

Seals, if any, must be resistant to chemical products.

concerning protection against corrosion on the one hand, and on the other, the
materials and apparatus prepared (substances, method of manufacture, performances,
references, etc.).
Regarding the pipes installed, the technical supplements will cover the following in

While the guarantee is in effect for the default period of 5 years, the Contractor shall
carry out all repairs, modifications, adjustments and tuning necessary to according to
the terms of the contract and replace any parts of structures supplied if they show
defects.
If the failure is due to an error in design or construction, the Contractor shall replace
or modify all identical parts in the other equipment supplied under the contract,
considering that it presents the same faults, even if the equipment concerned is still in
working order.
All the works to be carried out by the Contractor during the guarantee period shall be
executed as quickly as possible considering the operational requirements. The
Contractor shall also bear the cost of any temporary repairs necessary to fulfill such
operational requirements.
In the event of duly recorded failure to perform by the Contractor, the Employer may,
after prior notification and the absence of remedial action, perform or invite a third
party to perform the adjustments or modifications necessary at the expense of the
Contractor.
If it is necessary to replace any part of the equipment due to abnormal wear, breakage
or defects during the guarantee period, whether or not the equipment is available in the
meantime, the guarantee period for the item concerned shall only run when the
replacement begins to operate.

The Contractor shall bear the cost of all expenses incurred for repairs, including
shipping from the place of manufacture or repair to the place of assembly, and all costs
of dismounting and reassembling the equipment on the site. This does not apply to
expenses resulting from normal wear, from deterioration due to negligence, a lack of
supervision or maintenance or an error in manipulation caused by the Employer or the
Operator, or in operating conditions which have not followed the Contractor's
instructions for maintenance and proper use of the facilities.
The Contractor shall not be liable for elements repaired, modified or replaced by the
Employer or by a third party on the instructions of the Employer unless the Contractor
has otherwise agreed in writing.
Normal operating costs during the guarantee period shall be covered by the Employer.
When the guarantee expires, any mechanical parts that do not seem to be in normal
working order shall be disassembled and examined jointly.

6............................................2.2 Assistance during works


2.2.1 First month of the works
The Contractor shall provide technical assistance during the first month of the works.
These services shall be carried out upon request from Client for duration of one month.
The supervising engineer appointed by the Contractor shall assist the Construction
Contractor for the work related to installing the pipes, as well as the coupling.
To achieve this, the supervising engineer will be able to use the services of the
personnel made available by the various suppliers.

2.2.2 Tests
The Contractor shall also provide technical assistance during the pressure and
performance tests.

These services shall be carried out upon request from Client for the duration of two
weeks.

ORIGIN

AND

QUALITY

OF

MATERIALS

AND

SUPPLIES
8

3.1.Generalrequirements

Supply, loading, transport and delivery of equipment and materials to the worksite or
FOB port. The supplies shall be loaded at the factory and shipped to destination port
by the Contractor or the shipping lines in case of FOB supplies and the
Contractor/shipping liner shall be liable for damage and theft until handing over to
client at destination port.
The Contractor shall check the supplies to ensure that there are no defects.
Every month, the Contractor shall send a detailed report to Client on the progress of
orders, supplies of materials and goods being manufactured.
The Contractor shall ensure that all the materials required are in stock as required at
all times.
Generally speaking, the Contractor shall be entirely responsible for ensuring that the
goods are maintained in good condition until final acceptance by Client.
The Contractor shall carry out or order from sub-contractors all the wrappings,
unloading, loading, haulage and shipping of the goods so that the supplies are
delivered in good condition to their destinations within the timeframe set out in the
works schedule.

3.2. Acceptance of supplies at destination point

Client shall organize all the verifications necessary before accepting the supplies.

Each delivery accepted shall be recorded in a certificate of acceptance jointly signed by


client and the Contractor. The same shall be applicable if deliveries are not accepted
with due justification.
All the supplies rejected shall be marked. The Contractor shall pay for the return of
rejected supplies to the factory or their transfer to a landfill site however far away.

104. SPECIFICATION FOR VALVES AND FLANGED PIPES


11 4.1General provisions
Steel pipes shall be:

weld less for diameters equal to or less than 400mm, conformance with EN
10216 standards

Longitudinally welded steel for diameters above 400mm, in conformity with


standards API 5L (group B), the minimal thickness being 10mm.

Pipes and fittings shall be mounted with welded flanges and zinc-plated
dichromate-dipped nuts and bolts between flanges that are rigid but without
asbestos so that:

the network is watertight in the planned operating pressure conditions and


that there is no hindrance for the conveyance of the water

The Contractor shall justify the sizing of the pipes

17 4.4................................Perforating flanges Nuts & bolts


The gauge for perforating flanges shall be the standard GN10 gauge. When the
operating conditions so require, the perforation gauge shall be the standard GN16
gauge.
The nuts and bolts for all flanged parts other than ductile iron nuts and bolts used for
certain mechanical joints, shall be made of cadmium-plated steel (or equivalent with
the same guarantees).

18 4.5.Valves and fittings, Pipe safety apparatus and on-line


accessories
All the apparatus and accessories below shall be supplied with detailed technical
documentation.
Their suitability for use and the corresponding checking processes shall conform to EN1074 1, 2, 3, 4 and 5 standards.
The nominal pressure of the apparatus is based on the pipe test pressure. The
apparatus, flanged, shall be NP10 or NP16 or NP25 as indicated in the list of materials.

4.5.1 Valves and stop-cocks


The valves will be butterfly valves.

All valves shall meet the following standards and specifications:

Compliance with EN 593

Face to face dimensions between flanges, in accordance with EN 558-1 or ISO


5752 (series 14), compatible to the pipe flanges and flanged spigot

Factory testing for water tightness according to EN 12266-2 or ISO 5208


(valve stopper closed 1.1 ASP; valve envelope open 1.5 ASP.)

Assembly between flanges as per EN 1759-1, EN 1092-2 or ISO 7005-2.

Other norms offer the same guarantees as the above mentioned standards and
may be suitable. They shall be subject to approval by the Engineer.
Furthermore, the following detailed specifications must be observed, and if not,
replaced by specifications which are at least equivalent in terms of reliability,
hardiness, water tightness, durability and resistance to corrosion:

Body and butterfly made of ductile iron (nodular graphite cast iron),
Butterfly joint EPDM food quality elastomer,
Stainless steel seat, spindle and butterfly shaft,
Epoxy interior lining and exterior coating,
Butterfly off-centering device to prevent wear on the joint.

4.5.2 Air release valves


The air release valves will serve three purposes:

convenient filling of the pipes without too much pressure build-up (high air
discharge capacity),

de aeration at operating pressure,


High air intake to prevent under pressure in the pipes in the event of accidental
emptying or breakage.
For this reason the air valves must offer performances equivalent to the VANNAIR
patented system.
The following detailed specifications must be observed in particular, and if not, replaced
by specifications which are at least equivalent in terms of reliability, hardiness, water
tightness, durability and resistance to corrosion:

Body and flange made of nodular graphite cast iron coated with epoxy (EN 1563 or
EN 14901),

Existence of a control purge,


Steel float covered with elastomeric,
Watertightness: category A according to ISO 5208 or EN 12266-2 standards
Perforating flanges: according to EN 17559-1 or ISO 7005-2 standards,
Stop valve built-in or not, can be opened/closed easily from natural ground level
by means of a square centre pice or an offset vertical level which will enable the
air valve to be dismounted without interrupting the service.

The saddle inlet (for uPVC) flanges inlet (for GRP) are planned to be ND on the
Price Schedule. The Contractor is free to propose other diameters for the inflow
side as long as they are in excess of the ND proposed. If such case, the mention
in the Price Schedule shall be modified.
The documentation provided should clearly indicate the performances of the
proposed equipment in terms of air admission and expulsion.

4.5.3 Connecting systems


There are three types of connecting system:

Flange connection to equip a flange on a smooth pipe (flange adapters)


Sleeve for smooth pipes placed end to end (straight or dissymmetric connections),
Self-blocking connectors (self-blocking flange to flange mounting).
The makes and types proposed should meet the following references: Before being
used, it shall be approved by the Engineer.

4.5.4 Flange adapters


These connectors are made of ductile iron. They shall be compliant with EN 545.
With an anchoring system as well, the adapters are automatically blocked by the effect
of pressure of the fluid).
Flange adapters are required to meet the following specifications:

"very high tolerance" adapters for ND >300mm (tolerance in terms of external


diameters and lengths of connection),

ISO PN 16 and ISO PN 25 flanges to EN 1092-2 standards,

4.5.5 Coupling (or fittings)


They shall be compliant with EN 545 standards.
They are composed of a central body (or ferrule, or ring) composed of two clamping
flanges, two watertight seals and a series of nuts and bolts to tighten the joints.
With an anchoring system as well, the coupling is automatically blocked due to the
pressure of the fluid.
Coupling is required to meet the following specifications:

Flange to flange couplings shall be adjustable.

of threaded pins to connect the flanges so that they can be tightened to ensure water
tightness and anchoring.
The dismounting joints are required to meet the following specifications:

Operating pressure: NP 10 and NP 16, with the corresponding ISO flanges,


Nodular graphite cast iron or stainless steel body;
EPDM elastomer packing,
Epoxy coating (Rilsan for steel bodies),
Galvanised nuts and bolts.
The Contractor may also propose equipment with different specifications but offering
the same guarantees subject to the Engineer's approval

195. MISCELLANEOUS ITEMS AND INFORMATION


The supplier is required to propose and provide any other requirements pertaining to
their supplies for making a complete installation. These items have to be listed and
quantified according to the demand with the necessary information as detailed as to be
understood by the purchaser. To list such items are coupling joints for the pipe to the
accessories, lubricants for jointing the pipes, rubber seals, bolts and nuts, washers,
etc.
