Building Blocks in the Bangsamoro

Peace Process
The Tripoli Agreement was signed in 1976 to start efforts
to establish autonomy in Southern Philippines.
In 1996, the Final Peace Agreement (FPA) with the MNLF
was signed and implemented in two phases:

Phase 1 implementation officially declared completed

RA 9054 (Strengthening and Expanding the Organic Act
for ARMM) was enacted incorporating provisions of the
1996 FPA
The Tripartite Review Process ended in 2016 with 42
consensus points for amendments to RA 9054 identified
and remaining deliverables:
o Establishment of the Bangsamoro Development Assistance Fund
o Creation of the Tripartite Implementation Monitoring Committee
o Resolution of issues on co-management of strategic mineral
resources.

Peace Process
The Indigenous Peoples Rights Act or RA 8371 was
enacted in 1997 recognizing the rights of indigenous
cultural communities or indigenous people, particularly their
right to self-governance and self-determination
In March 2014, the Comprehensive Agreement on the
Bangsamoro was signed ending the peace negotiations
with the MILF
The Bangsamoro Basic Law (BBL), the implementing
mechanism of CAB, failed to pass in the last Congress.
On 18 July, President Rodrigo Duterte approved the
Peace and Development Roadmap for the Bangsamoro
Peace Process

Peace Process
On 21 July, Presidential Peace Adviser Jesus Dureza
and MILF Chair Al Haj Ebrahim Murad agreed to form
their respective 5-member implementing panels to
discuss the reconstitution of the BTC and other actions to
be taken by GPH and MILF following the implementation
track.

LETS EXPAND IT TO INCLUDE MORE ACTORS
Recasting the Bangsamoro Transition
Commission
To be composed of representatives from MILF,
MNLF, ARMM, Indigenous Peoples, Sultanates,
LGUs and other sectors
Mandate
Recommend amendments to the Constitution
via the federalism project to establish the
Bangsamoro Government
Craft the enabling law for submission to
Congress; and

Spearhead the dialogue and conversation of

people in Mindanao on the Bangsamoro peace
process

TWO SIMULTANEOUS TRACKS:
FEDERALISM + ENABLING LAW APPROACH

LEGISLATIVE TRACK
Consolidate and converge all peace agreements and
legislations
Parking of constitutional issues in the proposed enabling
law and await Supreme Court ruling and ConCon
deliberations
New BTC will call for an inclusive All-Moro Assembly to
consult on the new draft.
New BTC will submit to Congress the new version of
enabling law by July 2017.

FEDERALISM TRACK
New BTC will call for an inclusive All-Moro Assembly to
discuss its submission to ConCon
New BTC will submit proposals compliant with peace
agreements to theba ConCon within six months

1. Conduct of the GPH-MILF Implementing Team
Meeting in Malaysia to discuss how to move the
Roadmap
2. Finalization of the composition of the GPH and
MILF Implementing Teams and members of the
BTC
3. Issuance of an EO to amend the mandate of the
BTC

4. Organizing of the recasted BTC

5. Planning for and conduct of conversations and
listening sessions on the Roadmap and the
enabling law

6. Preparations for the conduct of the All-Moro

Assembly

Way Forward for the

Inclusivity in processes and continuing
dialogue and confidence building with all
stakeholders.
Accelerated delivery of socio-economic
programs in the Bangsamoro especially in the
far flung, conflict-affected areas.

Constituency building, continuing advocacy

and marketing of the roadmap to all
stakeholders including outside Mindanao and
among non-Moro.

ceasefire with the CPP/NPA/NDF and lifted on 30 July 2016

GPH and NDF panels will resume formal peace talks in

Oslo on 20-27 August 2016
