Training Working Group (TWG)


Objective
The objective of the Training Working Group (TWG) is to provide a forum for Egmont Group
Financial Intelligence Units (FIUs), Candidate FIUs and International Partners, to increase the
effectiveness of Egmont Group members and other FIUs by offering opportunities to enhance
skills, knowledge and expertise through broad based training initiatives.

Activities
According to the current Egmont Group Strategic Plan, one the Egmont Groups priority areas is
the Coordination of FIU-related technical assistance and training activities.
Taking into account the mandates and numerous achievements of other working groups, the
TWG aims to improve cooperation between Egmont Group Member FIUs in the fields of
technical assistance and training through the development of new workshops and training
courses and their global dissemination.

The TWG and its members have so far created these Egmont Training Products that are all in
different stages of development:
- Tactical Analysis Course (TAC): The TAC has been a great success story for the TWG. As
Egmont`s most developed course, it has already been delivered worldwide on all continents in
five different languages to over 1,000 FIU analysts from 151 different jurisdictions, including
168 train-the-trainer participants. TAC`s main target audience are younger FIUs or newly
employed staff in general.

- Strategic Analysis Course (SAC): Similar to the TAC, the SAC was developed as an entry level
course for analysts to learn how to perform strategic analysis. The SAC is currently being
delivered to Egmont members with seven sessions delivered to date, and almost 200 analysts
trained. Additional courses are being planned for delivery in 2014 and 2015.

With the new

FATF standard obliging all FIUs to conduct Strategic Analysis, this course will become more and
more important to Egmont members.
- Egmont Supervisory Course (ESC): As more and more Egmont members have inherited
supervisory responsibilities of Designated Non-Financial Business or Profession (DNFBP), the
ESC was developed as an entry level course to provide the FIU with the tools to perform their
supervisory function. One particular aim of the course is to provide training on how to perform
compliance examinations. To date, it has been piloted in Ottawa, Canada in January 2013.
Funding opportunities are currently being explored to allow for future deliveries.
- Legal Entities and Financial Product Course (LEFP): The purpose of the LEFP course is to
provide analysts with a greater understanding on how to conduct advanced tactical analysis
involving legal entities and financial products. As such, the LEFP is viewed as the next stage to
the entry level TAC training. The LEFP is currently in the development stage and being reviewed
by an external expert. A pilot has been planned for 2014.

Another TWG initiative is the Best Egmont Case Award (BECA). This initiative started in 2011.
The objectives of this initiative are to:
1. Provide useful, varies, and well-defined ML/TF cases;
2. Provide detail concerning the methods and techniques used in laundering criminal
proceeds; and
3. Provide incentives for FIUs to share case information.
The cases are judged by a panel of FIU representatives who come forward on a voluntary
basis to assess the cases. Past award winners include: FIU-Finland in 2011, Rosfinmonitoring

(FIU Russian Federation) in 2012, and UAIF (FIU Colombia) in 2013. The awards are
presented at the Egmont Plenaries.
Operational Training Sessions
The most important aspect regarding the TWG`s contribution to training are the operational
training sessions. The operational training sessions take place during the plenary week,
concurrently with the Heads of FIU (HoFIU) meeting. Over the course of one to two days, all
non-HoFIU delegation members get the chance to register for a vast variety of different courses
that usually run for around four hours each. During the 2013 plenary in Sun City, South Africa,
the TWG managed to offer thirteen different training sessions, four of them in five different
languages (English, Spanish, French, Russian and Arabic). All delegations are welcome to
contribute to these sessions, either as a Champion, a presenter or various different ways. For

Membership
Membership at the TWG is voluntary and shows a high level of commitment and dedication to
the work of the TWG and the Egmont Group Principles. Each regular member is encouraged to
have an active role, be it as a member of a project team, a presenter or moderator at training
sessions, or a contributor to fundraising.
Funding
In 2014 the TWG has set up a fund where Liechtenstein made an initial contribution. The assets
serve to fund TWG activities, namely for the development and dissemination of TWG products.
Previously, Taiwan made a voluntary contribution to fund the delivery of regional SAC trainings.
All Egmont members are encouraged to consider providing a contribution to the TWG fund to
support the training needs of our fellow members.
