APPLICATION for Georgia Association of Nursing Students STATE OFFICE


The application for state office consists of four (4) documents, an electronic photo, and a short biographical
statement.
1. The documents required are:
(1) Certification of Good Academic Standing
(2) Statement of Experience and Intent for GANS Office,
(3) Candidate Information sheet, and
(4) Dean/Advisor Recommendation Form.
2. Applicants must submit an electronic photo by email or on disc (CD-ROM).
3. Applicants must also submit a short biographical paragraph (200 words) outlining their experience,
qualifications, and reasons they are running for office (platform) for inclusion in the Delegate Booklet.
This must be submitted by email.
Applications will be accepted by email only. In order to apply for pre-slating by the NEC, please submit this
application in its entirety by midnight Saturday, September 10, 2016. Email to:

If you do not submit your application for pre-slating, you may still be nominated for office from the floor of the
House of Delegates during convention. However, you will still be required to complete and submit the entire
application prior to nomination.
Your entire application will be available for review by all delegates at a designated location throughout the
elections process at convention.
If you have any questions about the application process, please contact the members of the NEC, via e-mail or
telephone.
Prior to submitting an application for state office, please review the Chapter Resource Booklet section of
Running for state office. In deciding which office to apply for, please review the Chapter Resource booklet
section on the GANS Executive Board and NEC taking note of the description of duties of each office, as well
as the suggested questions for candidates for office. You will then choose the top three positions that you feel
best fits you. You will then rank them in order of priority on the application prior to submission to the NEC. If
you do run for office, the questions listed on these pages are examples of the kinds of questions you may be
asked by delegates during the Candidates Forum at convention.

Parliamentary Procedure Information


To participate effectively in the proceedings of the House of Delegates, every attendee needs
to be familiar with the fundamental rules of parliamentary procedure. Roberts Rules of Order
Newly Revised will govern the proceedings of the convention. These rules enable those present
in the House of Delegates to transact business with the least possible friction, with expediency
and efficiency, and in a manner fair to all. Because anyone attending the meetings (not just
delegates) may address a question or issue, it is important that all those present in the
House of Delegates be familiar with these proceedings. The more comfortable you are with
parliamentary procedure, the easier it will be for you to participate in the House of Delegates.

Microphone Cards
During business meetings, there will be cards located at each microphone. Before addressing
an is-sue, hold up a card stating your position.
Pro: This card means you support the issue being discussed.
Con: This card means you are in opposition of the issue being discussed.
Blue: This card is used to introduce, amend, or end a discussion.
Red: This card is used to ask questions and is located at microphone #1.
The Chair will recognize speakers in the order in which cards are raised. The Chair will
attempt to alternate between pro and con statements. Those holding a BLUE card will be
called in the normal course of proceedings. Those holding a RED card will take precedence
over all other cards. The RED card is not to be used to bring any of the subsidiary motions to
the floor.

Convention Standing Rules


1. All meetings shall start on time as scheduled in the official program.
2. Members are expected to be in their places prior to time scheduled for the meetings.
3. All members, students, and guests must wear their badges to all meetings.
4. Admittance and participation at Constituent functions will be allowed only after
registration and securing official name badge.
5. Business casual dress is required for delegates in the House. Jeans, shorts, or cut-offs
are not permitted.
6. All members, delegates, advisors and guests must silence all cell phones and electronic
devices
7. Roberts Rules of Order Newly Revised shall govern the proceedings of this convention
un-less otherwise stated in the Bylaws or these Convention Standing Rules.
8. Any member wishing to speak in the House of Delegates shall stand, address the Chair,
be recognized, and state his or her name and his or her school before continuing.
9. All motions or amendments made from the floor shall be presented to the Secretary in
writing prior to addressing the motion.
10. When speaking to a motion, each delegate will be limited to 2 minutes. Members of
GANS and other guests who are not delegates will be allowed 1 minute. No delegate
shall speak to a motion more than twice and shall not speak a second time until all who
wish to speak to that motion have spoken once. Members of GANS and other guests
who are not delegates will be allowed to speak once to an issue.
11. All announcements must be written and given to a monitor before the meeting is
recessed.
12. Members will avoid walking in front of the podium or leaving a meeting while someone
is speaking.
13. Smoking is not permitted inside the Conference Center.
Policies and Procedures for Resolutions
Definition of a resolution: A resolution is a main motion on a subject of great importance
expressed in formal written wording. Within GANS it serves to establish the position of the
association on statewide matters and affect GANS, nursing students, nursing and the health
needs of the public. This is one channel by which opinions may be expressed, purposes of
GANS can be implemented, and directions can be given for future action. No resolution is in
order that creates conflict with the Bylaws of the association. Resolutions are adopted by a
majority vote and continue in force until rescinded.
The difference between a simple Main Motion and A Resolution: When an issue or action is to
be brought before the House that is lengthy, important to the association, or complex in
design, it should be presented in the form of a Resolution. This is also the route that should
be used when a copy of the statement is to be sent to another organization, government body,
news media, etc. A Main Motion on the other hand is a proposal that brings a particular
subject before the assembly for consideration and action. It does not need to be formally
written. This is usually used for action within the organization, when no other group is to be
notified. Both a Resolution and Main Motion are handled in the same manner when presented,
both require a second, are debatable, amendable, require a majority vote, and can be
reconsidered.

Sponsorship of Resolutions: The GANS Board of Directors, GANS Committees, and GANS
Constituents may sponsor Resolutions. Each may submit one resolution for consideration.
Rules for Resolution Presentation and Debate:
1. Only GANS members may speak. All speakers shall give their name and the name of
their constituent association prior to speaking to an issue. Others may be utilized as
resources for information and clarification as appropriate
2. Each speaker shall indicate before speaking whether they are speaking Pro or Con, or
requesting information or clarification.
3. To expedite the hearings, the chair asks for debate and if it is the consensus of the
audience that there is no further discussion, the next resolution is brought forward
4. Length of debate on each resolution shall be designated. Extensions on the amount of
time for discussion on each resolution are limited to one five-minute extension, at the
discretion of the resolutions chairperson
5. Each speaker shall be limited to 2 minutes
6. No speaker shall speak more than once to an issue and no speaker who has already
spoken may speak again unless required to do so for clarification purposes until all
have an opportunity to speak to the issue
7. Whereas statements are not debatable. Documentation of all whereas statements is
available for examination at the request of any delegate
8. Resolutions are passed by a majority vote. During the voting period, the House will be
sealed, during which time all delegates are to remain seated and quiet and no delegate
will be permitted to enter or exit the House
9. Amendments cannot be made to the title of the resolution or to any part of the body in
which the intent of the resolution would be altered
