Promotional Examination Appeal

08/04/16
Attn. Mr. Cesar R. Garza Civil Service Director
and Civil Service Commission:
I Adrian Huizar took the Captain promotional Examintaion on 07/28/16.
I respectfully wish to appeal the following questions:
2,7,9,14,19,21,26,29,30,35,44,51,61,64,65,67,71,72,78,89,90,93,95,99
#2 I am appealing this question because answer Evaluating
Personnel Performance is also one answer that is correct. According
to Adminstration Functions for fire officer level 1 Chapter 6, on pg
157, it states in detail that Performance is documentated and
measured through personal job performance evaluation. It also states
that Performance evaluations are an important part of an officer's
ability to help individuals. It states: Spots trends and habits in personal
performance and behavior, correct unfavorable behaviors, help
reinforce good skills and discipline, and help individuals improve their
knowledge, skills, and abilities. All of this is found for the Fire Officer
level 1 in Administration Functions Chapter 6 pg 157.
#7 I am appealing this question because the Company officers have to
encourgage employee participation in the decision making process to
provide services and have the mission of the organization which is in
part of responsibilities of the Fire officer as stated in pg 64.
#29 I am appealing this question beacause it does states in pg 303
Own Sitution: The first arriving officer's own situation is set of facts
that is known about the overall incident situation. Number and types
of resources responding to or already at the scene, Additional
resources available immediately, with some delay, and with
considerable delay, Capabilities and limitations of resources, The
officer's ability to deal with the situation based on training and
experience, Abilities of units members. This is the same as the answer
stating Deciding if supplies at incident are enough for the
situation.

#51 I am appealing this question because the question is to broad and

is missing information. It is not asking footing as dictated by local
building code or footing on the east coast, west coast , nor does
it mention other areas in the country as stated in pg 70. Pertaing
to footing, as stated in the book, it depends at what part of
the country where footings are constructed and which this
question is ommitting.
#89. I am appealing this question because hands across the throat
indicates air problems which is stating person in trouble. Hands over
the head in waving motion or both hands tapping the head is a signal
for trouble and still goes on to indicate a suit problems. Also starting
on the top left corner on pt. 184, it states Your AHJ may have
different hand signals, it's the responsibility of all responders
to know to use them correctly. Both of these answers state
problems on pg 184.
#99. I am appealing this question because pertaining to the text in
regards to illicit laboratory, all answer are correct which is: lab
operator may behave erratically stated in the blue Responders
Safety Tip section and also right below on the text it states(examples
reported by neighbor indicates sudden explosions (which is also as
one of the answers: there is a reasonable probablity of an
explosion) and last it states on pg 305 on the right side
paragraph and still refering to illicity laboratories(In addition, guns,
knives, explosives, or booby traps may be present): and the answer
states property may be rigged with booby traps. Therefore all
3 answers are correct.

Sincerely,
