Against

GST bill is going to bring a big positive reform in the taxation. GST bill will
reduce the overall taxes at every aspect of our life. But these things are
just in paper friends just in paper. Good morning to respected jury
members, teachers and all my dear friends. I Kshitij Gaur representing
group C standing here to strongly refute the motion as GST bill cannot
open the flood gates of development at any cost.
We are democratic nation where always decades are spent for making a
decision. I am more than sure friends that again I would be proved correct
in the implementation for GST. This bill is not actually of the society,
economy but for betterment of their own hold in the country.
Australia implemented GST in the year 1985, right. Bur eventually Mike
Baird, the Australian senator, came to the conclusion that lifting the rate
of the GST by 50 per cent is the best way to plug the revenue gap caused
by spiralling health costs. Why friends why, if GST was so good then why
rates of taxes were increased in Australia. Baird points out that Australia's
rate of GST is one of the lowest among the wealthy countries they're
often compared with. Lifting the rate would do nothing more than bring
them into line with the international norm.
Well I would like to say that a debate is not all about shouting and
banging the table, it is about proofs, facts and figures which my worthy
opponents have failed to provide.
The GST's biggest downside is that it hits poor people hardest because it
takes a higher percentage of low incomes than of high incomes.
Any proposal to lift the GST would be deemed grossly unfair unless
accompanied by compensation. That means the revenue and efficiency
benefits of the GST are eroded to some extent by the volume of
compensation and related compliance costs. Even Mike Baird stated
about half the extra $36 billion raised by a 15 per cent GST annually by
would be handed back to middle class and low-income households as
compensation. So GST is basically about distortion and manipulation.
Moreover the need for GST compensation introduces another potential
disadvantage that receives less attention that it deserves. Targeted
payments to those who need them most, such as family tax benefits, can
create disincentives to work. This affects many part-time working mothers
who want to increase the number of hours or days they work. For them,

the financial rewards of doing more work may be cancelled out by the
loss of welfare benefits and additional childcare costs.
Dear friends GST bill is not more than an enigma of development. Isnt
respected jury members.
In India online shopping is constantly gripping over the market. The rise of
international online shopping is affecting GST collections. Imported goods
valued below $1000, and most imported services such as multimedia
downloads, are not subject to GST.
Despite the growing popularity of buying low-value goods and services
from overseas via the internet, it is unclear whether GST can be efficiently
levied on these purchases. This threatens to affect the competitiveness of
domestic businesses over time.
The secondary sector will also get affected by GST.Certainly, the big
industrial houses are going to get benefited in a massive way as marked
by my worthy opponents. The small industries, SSI etc, would die their
own death, whereby all other people associated directly or indirectly with
these SSIs would be put to undue hardship resulting in unemployment.
They will be forced to work only for big houses. Whether this kind of
growth is envisaged? Should they loose their self respect by shutting
down their own business and go for employment? Also the thousands of
CAs who are giving their professional services to these SSIs, one way or
the other, would loose their professionals work. They will not have any
option then to work for the big auditor firms. Thereby resulting in a big
benefits to the big audit firms. They would be in a commanding position.
The big salary which today they are paying to various CAs employed with
them would drastically come down. Just think about it friends, is this GST
bill beneficial? I dont think so.
Overall economy would grow. The real wealth of our country also would
grow. But this growth would be without development. The majority of the
people would be at the mercy of a few number of big business houses.
The rich would become more rich and poor would be more poor. Huge
inequalities in income and wealth would be visible. It is just like what is
happening in other developed countries. One recession is enough to
shake them. Whereas, we developing nations did not have much pinch of
recession.

As it is rightly said you cant judge a book by its cover. Similarly you cant
be in the favour of GST just by listening a few postulates. Critical analysis
is truly required.
So at last we came to a conclusion that notion of praising and admiring
GST does not hold much water.
