GOI measures to accelerate 35 GW power plant developments:


1. Simplify and expedite approval of subsidiary loan agreements (SLA) and foreign commercial
loans (PKLN)
2. Approve direct loan from international development bank to PLN with government guarantee
3. Continue multi-years electricity project through state budget
4. Plan additional capital to PLN to add investment capacity
5. Approve additional gas and LNG allocation to PLN
6. Give dispensation for forestry permits
7. Authorize Perhutani to buy forest land on behalf of users
8. Automatic issue of jetty permit once location permit is issued by local government
9. Simplify electricity permits
10. Form land acquisition team especially for 35 GW program

The above table shows the following:

Additional power plant capacity for the next 10 years (2015-2024) for the whole of Indonesia is
70.4 GW or 7 GW on average per year
Coal steam power plant (PLTU) will contribute 42.1 GW or 59.8%, while gas steam power plant
(PLTGU) will contribute 13% or 9.1 GW and 5 GW for gas power plant (PLTG). Renewable Energy
based power plant will be dominated by geothermal power plants (PLTP) and hydro (PLTA),
contributing 4.8 GW and 9.3 GW of total capacity.

ACEH
Aceh has abundant energy sources: 589 MW of geothermal, 1,482 MW of hydro, and 1.7 billion tons of
coal reserves. In 2015, Pertamina plans to build LNG FSRU in Arun and gas pipeline from Arun to Medan.
The gas distributed through this pipeline will be used to power gas power plants in Aceh and Medan.
In order to fulfill electricity demand until 2024, Aceh will need 1,952 MW of additional capacity.

NORTH SUMATERA
North Sumatera has a large potential of hydro and geothermal energy source. It does not, however has
coal potential and a declining natural gas reserves. North Sumatera has 1,370 MW of geothermal and
