There are three basic type of budgets that the government prepare. They are operating,
capital and cash. The operating budget includes those funds spends on short-term purpose such
as the personnel payroll and the goods and service that government agencies used on day-to-day
business activities for examples, salaries and benefit for employees, funding for utilities and so
on. The operating budgets also include funds that used in the jurisdiction operation that range
from road maintenance, to park and recreation supervision, tax collection, education, health care
and defense. The capital Budget include funds for purchase of long-lived physical assets such

monthly and annual basis. The main purpose of cash budget prepares to ensure the liquidity and
solvency of government and its agencies (McCaffery, 2001).
Besides this, other terms used in government budgets are balanced budget, surplus budget
and deficit budgets. Balanced budget occurs if revenue budget equal expenditure of budgets.

Likewise, deficit budgets occur if revenue budget are lower than expenditure budgets. Recently,
US federal budgets are deficit budgets though it was developed and powerful country. This is

made to encourage government department to focus on development to get better society than
yesterday. The federal budget fulfills these deficit budget from people, profit and non-profit
