GENERAL ASSEMBLY

IRR 1.0 BACKGROUND

IRR 1.1 The National Federation of Junior Philippine Institute of Accountants


Region IV aims to promote socio-civic and cultural consciousness among
NFJPIAns through social, economic, environmental, and cultural
development projects as stated in Section 3, Article III of the 2011
Constitution and By-Laws of NFJPIA Region IV. The Non Academic Events in
the General Assembly are integral part of the total development of JPIAns.
Through these activities, they shall have an opportunity to develop the
value of sportsmanship through engaging in different non-academic
events, cultivate a wholesome competitive spirit, and acquire the ability
to work closely together with other JPIANs in different regions. These
activities also allow the JPIAns to be exposed in sports, performing arts,
and other social and team-building events.
IRR 2.0 OBJECTIVES
IRR 2.1 To build camaraderie and establish a unified NFJPIA Region IV.
IRR 2.2 To showcase the talents and increase the interest of JPIANs in nonacademic competitions.
IRR 2.3 To promote leadership, stability and meaningful social development
through diverse activities and programs.
IRR 2.4 To field teams that are skilled, disciplined, dedicated, and motivated to
provide a holistic development of the members.
IRR 3.0 GENERAL GUIDELINES
IRR 3.1 The Non-Academic Events in the General Assembly 2016 shall comprise
of the following:

Mr. and Ms. Ambassador of Goodwill
IRR 4.0 GENERAL QUALIFICATIONS
IRR 4.1 The Non-Academic Events of the General Assembly is open to all bona
fide members of the NFJPIA Region IV FY 2016-2017, and to registered
delegates of the General Assembly.

IRR 4.2 There is no limit as to the number of events which a delegate can join.
IRR 4.3 Champion of a particular Non-Academic Event in the prior years can still
participate in the same event.

IRR 5.0 GENERAL REQUIREMENTS


IRR 5.1 Duly accomplished Master list (R4:2016-02-002) of Non Academic
Participants.
IRR 5.2 A Certificate of Registration from the school registrar.
IRR 5.3 The duly accomplished Master list of Non Academic Participants and
other requirements must only be sent to the Regional Vice President for
Non Academics through email on or before September 10, 2016.
IRR 5.4 File format of sending the requirements to the VP for Non Academics

IRR 6.0 GENERAL CONTEST RULES AND MECHANICS
IRR 6.1 Board of judges shall be selected by the National Executive Officers
Region IV and shall have the appropriate credentials to judge a particular
event. The board of judges shall be independent in fact and in
appearance, thus, shall not be directly or closely related to any Regional
Council to maintain the integrity of the competitions.
IRR 6.2 The Board of Judges must not be related or affiliated to any local chapter
joining any non-academic event.
IRR 6.3 The Board of judges has the sole and exclusive authority to clear or
answer any protest/clarification related to the judging of a particular
event raised by the contestants. The decision of the board of judges is
final and irrevocable.
IRR 6.4 All concerns, clarifications, complaints or questions must be directly
addressed to the Regional Vice President for Non-Academics after the
competition by the Liaison Officer, assigned by the Regional VP for Non
Academics. Any concerns, clarifications, complaints or questions raise.
Any concerns, clarifications, complaints or questions raise by any
Regional Council officer other than the Liaison Officer shall not be
entertained.
IRR 6.5 Music that will be used must be placed in two (2) flash drives, preferably
in mp3 (.mp3) format, labelled with the Local Chapter and Non Academic
event to be submitted on the General Assembly to a Non-Academics
representative upon registration. If possible, all flash drives shall be
passed to the Non-Academics representative for every local chapter. It
shall

contain all music that is to be used by the participants coming from a


particular local chapter.

IRR 6.6 Contestants must be on the venue 30 (thirty) minutes before the
competitions start. A 5-point deduction in the total score shall be given
to contestants who arrive 15 minutes late after the start of the event.
They are also given 1 point deduction for every succeeding three (3)
minutes.
IRR 6.7 All submitted works, outputs, and products of the competitions shall
belong to NFJPIA Region IV.
IRR 6.8 Draw lots shall determine the order of performances. This shall be done
before start of the General Assembly through a representative for each
Non Academic Event participant.
IRR 6.9 The National Federation Region IV shall have the exclusive power to
interpret the provisions of the IRR and shall be vested with the power
to give sanctions to any contestant who shall violate any provisions in
this IRR.
IRR 6.10 In case there are any concerns or protests which are not covered in
this IRR, the National Federation Region IV shall have the absolute power
and sole authority to decide and interpret the implementing rules and
regulations of the
General Assembly. Regional Non-Academic
Competitions, upon consultation with the Regional Adviser, on matters
which he deems necessary to preserve and protect the integrity of the
event. Should there be any ambiguity encountered by any party, such
should be addressed on a timely basis. The decision of the Executive
Board shall be final and irrevocable.
IRR 7.0 LIP SYNC BATTLE
IRR 7.1 General Battle Rules and Mechanics
IRR 7.1.1 Each participating individual may send a maximum of two (2)
members only to represent their respective local chapter.
IRR 7.1.2 Each participating individual must Lip Synced their preferred song.
(Local or Foreign)
IRR 7.1.3 Participants must Lip Sync combined with dance or act to show that
they have similar personality with the person theyre mimicking.
IRR 7.1.4 The contestants are required to prepare a two (2) to three (3)
minute performance including their entrance and exit only. If props
are used, contestants are allowed two (2) minutes for setup and (1)
minute for tear-down.
IRR 7.1.5 Any costume, props and the likes are allowed except for sharp &
pointed, pyrotechnic, live animals, or other equipment that may
cause damage to the event venue which are strictly prohibited.

IRR 7.1.6 Participants whose performance shall exceed to the maximum time
shall be given a one (1) point deduction every ten (10) seconds in
excess of time.
IRR 7.1.7 The music must be placed on a flash drive and must contain a file
name of LSB_LCName_Surname. The flash drive is to be submitted 1
hour before the start of the program to the technical committee.
IRR 7.1.8 Contestants are expected to arrive at the venue thirty (30) minutes
before the program commences.

IRR 8.0 JPIA PARODY


IRR 8.1 General Rules and Mechanics
IRR 8.1.1 There is no limit in the number of participants who can join
this competition to represent their respective local chapter.
IRR 8.1.2 The participants will choose a specific music video that became a
hit from 2015-2016. They should present it with a twist and humor.
IRR 8.1.3 Only one music video is allowed per local chapter.
IRR 8.1.4 The Parody video should be placed in a flash drive and must contain
a file name of JPIAParody_LCName_GrpName, submitted to the
Regional Vice President for Non Academics through email on or
before September 10, 2016.

IRR 8.3 Videos entries will be presented during the General assembly.
IRR 8.4 The top three contestants with the highest score shall be declared as 1st
place, 2nd place and 3rd place respectively.

IRR 9.0 FASHION HOUSE COMPETITION


IRR 9.1 General Guidelines
IRR 9.1.1 Each participating local chapter may send one (1) group composed
of two (2) male models, two (2) female models and a fashion stylist.
IRR 9.1.2 Local Chapters must then be grouped by province. Each group must
prepare their own fashion show.
IRR 9.1.3 Music and Fashion Routine are based on the fashion stylists wants.
IRR 9.1.4 The theme of the Fashion show is Boho, self-descriptive of style yet
elegant.
IRR 9.1.5 The collection of wardrobe is based on the color that will be
represented by their team.

IRR 9.1.6 At the end of the competition presentation of models must be on
stage for the final show with the fashion stylist.
IRR 9.1.7 All participating groups are required to have a Collections name.
IRR 9.1.8 Wardrobe of the models must be OOTD (Outfit Of The Day)
IRR 9.1.9 No Nudity is allowed.

IRR 10.0 NFJPIAR4S BEST DANCE CREW FT. DUO


IRR 10.1 General Guidelines
IRR 10.1.1 A Crew consists of a minimum five (5) to a maximum of eight (8)
members. The members of the crew may be made up of any
combination of males and females. A Duo is a group of two persons
(men or women) and should not be part of the crew.

IRR 10.1.2 Performance must be the combination of the Dance Crew and the
Duo.
IRR 10.1.3 Routines length for a NFJPIAR4s Best Dance Crew ft. Duo is four
minutes thirty seconds (4:30). A grace period of five (5) seconds plus
or minus is allowed resulting in a minimum of four minutes twenty
five seconds (4:25) and a maximum of four minutes thirty five
seconds (4:35).
IRR 10.1.4 Groups whose performance (combination of the Dance Crew and
the Duo) exceeds in the period of four minutes thirty seconds (4:30)
shall be given a one (1) point deduction every ten (10) seconds in
excess of the maximum time.
IRR 10.1.5 For circumstances beyond the control of the crewmember(s),
substitutions of participants in the crew may be made. A maximum
of two substitutions will be permitted. A crew may also opt not to
substitute its missing crew member(s) as long as the crew does
not go below five (5)
members.
The Regional

for Non-Academics must approve such circumstances.
IRR 10.1.6 Attire may include accessories such as hats, caps, gloves, scarves,
jewelry, etc. Removing pieces of clothing during the performance is
permitted provided it is not offensive or out of character. Clothing
too short and/or too tight will be scrutinized and may be deemed
inappropriate especially for over exposure of certain areas of the
body.
IRR 10.1.7 If at any time prior to or during competition a crew on or before
member is ill, injured, or his/her physical or emotional condition is at
risk by participating, he/she may be declared ineligible to compete,
or disqualified from competing further.
IRR 10.1.8 Crews are highly cautioned and advised against the music
becoming too complex with too many edits, sound effects, or songs
preventing them from exhibiting a clean and continuous dance
performance.

IRR 10.1.9 The following are a list of street dance styles that are permitted
only from this competition:
Locking
Popping
Wacking/Punking
House Dance

Party Dances or Club Dances (popular or trendy dances)


Krumping
Gumboots

Note: Break dancing is strictly prohibited.


IRR 10.1.10 The following requirements should be accomplished and
submitted to the Regional Vice President for Non-Academics in the
registration of the General Assembly.
IRR 10.1.10.1 Group banner in a tarpaulin (Size: 2 X 3 feet) containing
the crew name of their group, local chapters logo, and R4-Likha
logo.
Note: The layout of the banner will be prepared by the local
chapter.
IRR 10.1.10.2 The music must be placed on a flash drive and must contain
a file name of JBDC_LCName_CrewName.
IRR 10.2 General Rules and Mechanics
IRR 10.2(1).1 FOR CREW
IRR 10.2.1.1 Each crew performance is expected to execute a House Music as
their genre of their routine.
IRR 10.2.1.2 The final scores of the dance crew shall
be given a weight of
fifty percent (50%) of the final score of each team.
IRR 10.2.1.3 Each dance crew shall have their own unique object of their
choice that the members should use during the competition and
incorporate in their routine.
IRR 11.2(2) For Duo
IRR 11.2.1 The Duo will adopt a lyrical dance style. Lyrical dance is a style
that blends ballet and jazz dance.
IRR 11.2.2 The Duos have the discretion to choose their own song. (Foreign
only)
IRR 11.2.3 This round shall be given a weight of fifty (50%) percent of the

IRR 11.4 Pointing System


The Total Final Score for each team shall be computed as follows: TOTAL
FINAL SCORE = (DANCE CREW * .5) + (DUO* .5).
IRR 12.0 SINIRATURA 3
IRR 12.1 General Rules and Mechanics
IRR 12.2.1 Siniratura is an Arts and Literary Festival which intends to expose
the artistic side of accountancy students. There are six (6)
competitions under this event:
a. Short Story
b. Essay
c. Slam Poetry
d. Creative Photography
e. Poster Making
f. Slogan Making

IRR 12.2.2 These competitions are simultaneously happening with other NonAcademic events.
IRR 12.2.3 English shall be the medium of expression.
IRR 12.2.4 Contestants are given period of time to finish their piece and must
be submitted to the organizer.
IRR 12.2.5 The Entry must be an original piece of the contestant. Plagiarism is
highly prohibited.

IRR 12.3 SHORT STORY


IRR 12.3.1 Entry must be at least three (3) but not more than five (5) pages.
IRR 12.3.2 Each Local Chapter/s may send two (2) representatives.
IRR 12.3.4 The short story is open themed.
IRR 12.3.5 The entry must include a one page synopsis.
IRR 12.3.6 Contestants shall be given two (2) hours to finish their piece.

IRR 12.5 SLAM POETRY


IRR 12.5.1 Each Local Chapter may send two (2) representatives
IRR 12.5.2 The piece must contain a maximum of three hundred fifty (350)
words.
IRR 12.5.3 The writer has his freedom to choose his/her theme.
IRR 12.5.4 English, Tagalog or Tagalog/English shall be the medium of
expression.
IRR 12.5.5 Vulgar words or obscene language/s are highly prohibited.
IRR 12.5.6 Contestants shall be given two (2) hours to finish their piece.

IRR 12.6 CREATIVE PHOTOGRAPHY


IRR 12.6.1 Each Local Chapter may send two (2) representatives.
IRR 12.6.2 Contestants shall be confined in a single-bounded setting where
they could take photos of their subject that should be relevant to
the theme.
IRR 12.6.3 The creative photography is open themed.
IRR 12.6.4 Contestants shall be given an (1) hour to take their photos. After
an hour, all contestants should return to the designated place and
shall be given 15 minutes to select their best.
IRR 12.6.5 Contestants must bring Connectors of their gadget.
IRR 12.6.6 Editing of Photos is strictly prohibited.

IRR 12.7 POSTER MAKING


IRR 12.7.1 Each Local Chapter may send one (1) group consist of maximum of
Four (4) members.
IRR 12.7.2 The theme shall be given on the day of the competition.
IRR 12.7.3 No outside help is allowed.

IRR 12.7.4 One whole illustration board will be provided by the organizers.
However, the contestants must bring their own paints and paint
brushes. (Required Paint: Poster or Acrylic)
IRR 12.7.5 Contestants shall be given a maximum of three (3) hours to finish
their piece.

IRR 12.8 SLOGAN MAKING


IRR 12.8.1 Each Local Chapter may send two (2) representatives.
IRR 12.8.2 Illustration board (1/4 size) shall be provided by the organizers but
each contestant shall bring their own drawing materials (e.g.,
pencil, pastels, crayons, paint, etc.).
IRR 12.8.3 The theme shall be given on the day of the competition.
IRR 12.8.4 A slogan, which shall serve as the title of the artwork, must not
exceed 12 words. The slogan, together with a one-paragraph
interpretation of the poster of at least 100 words, shall be written
on a sheet of paper provided and shall be attached to the back of
the artwork.
IRR 12.8.5 Contestants shall be given two (2) hours to finish their piece.

IRR 12.9.1 General Guidelines

Slam poetry.
IRR 12.9.1.2 Medium of expression depends on the piece made by his/her
local chapter on the Slam Poetry.
IRR 12.9.1.3 Contestants shall be given a maximum of thirty (30) minutes
to finish and master their piece.
IRR 12.9.1.5 Copy of the piece made by his/her local chapter is permitted
during the actual competition.

IRR 13.0 JPIAn Idol


IRR 13.1.1 This battle is open to all bona fide members of NFJPIA Region IV
F.Y. 2016-2017.
IRR 13.1.2 Each participating individual may send a maximum of two (2)
members only to represent their respective local chapter.
IRR 13.1.3 Each participating individual must sing a song from 2015-2016 of
their own version. The contestants are required to prepare a two (2) to
three (3) minute performance including their entrance and exit only.
IRR 13.1.4 Any costume, props and the likes are allowed except for sharp &
pointed, pyrotechnic, live animals, or other equipment that may cause
damage to the event venue which are strictly prohibited.
IRR 13.1.5 Participants whose performance shall exceed to the maximum time

IRR 14.0 POINTING SYSTEM


The pointing system to be followed in the determination of points to be
accumulated by the Regional Council and the Local Chapters in joining NonAcademic events is as follows:

IRR 15.0 ENFORCEMENT OF IMPLEMENTING RULES AND REGULATIONS


IRR 15.1 It shall be the primary duty of the Regional Vice President for Non
Academic and the Council to effectively enforce the provisions of
this Implementing Rules and Regulations.

IRR 15.2 All the host schools, upon the call or request of the Regional Vice
President for Non Academics or the Council, shall render
assistance in enforcing this Implementing Rules and Regulations
and to penalize any contestant or local chapter violating the
provisions.

IRR 16.0 AMENDMENTS AND REVISIONS


IRR 16.1 The Council shall be vested with the exclusive power to amend or
supplement this Implementing Rules and Regulations.
IRR 16.2 Any amendments to or revisions to this Implementing Rules and
Regulations may be proposed by any member of any local chapter
upon a written request of such member, stating the reasons thereto.
IRR 16.3 Any request for amendments and revisions as well as proposed
amendments must initially be reviewed by the Regional Vice
President for Non Academics attested by the Regional Adviser and
then forwarded to the Executive Officers for discussion, editing
and final approval.
IRR 16.4 The Executive Officers shall have the right to debunk any proposed
revisions and amendments, submitted to them by the Vice President
for Non Academics, which are deemed unnecessary. The final
decision on any inclusions and exclusions to this Implementing Rules
and Regulations must be determined by a majority vote of all
Executive Officers in which the Regional Vice President for Non
Academics is included.
IRR 17.0 SEPARABILITY CLAUSE
IRR 17.1 If any clause, provision, paragraph or part of this Implementing Rules
and Regulations shall be declared unconstitutional or invalid, such
judgment shall not affect, invalidate, or impair any other part hereof,
but shall be merely confined to the clause, provision, paragraph or
part directly involved in the controversy in which such judgment has
been rendered
IRR 18.0 REPEALING CLAUSE
IRR 18.1 Any rule and regulation or resolution or part/s thereof inconsistent
with the provisions of this Implementing Rules and Regulations are
hereby repealed or modified accordingly.
IRR 19.0 EFFECTIVITY
IRR 19.1 This Implementing Rules and Regulations shall
immediately after its presentation to the assembly.
