ARTICLE I:
We, the students of Cape Henry Collegiate, in order to promote community, integrity, opportunity and
scholarship, hereby establish the constitution of the Student Council Association of Cape Henry
Collegiate. To fulfill the purpose of this constitution, we do hereby ordain and establish the following
constitution.
Members of the Cape Henry Collegiate Student Body shall be those students who are enrolled at Cape
Henry Collegiate.

ARTICLE II: PURPOSE


The purpose of the Student Council Association is to support CHCs mission to help students achieve
academic and social excellence. We will fulfill this mission by planning events for the entire student
body, plan and participate in volunteer service opportunities on campus and in the greater community,
upholding school rules and expectations, representing every student and helping being their voice at
school, organize activities that help students become better leaners.

ARTICLE III: MEMBERSHIP


1. Members of the Cape Henry Collegiate Student Body shall be those students who are currently
enrolled at Cape Henry Collegiate.
2. The Student Council Association Officers of the CHC student body shall consist of a President, a
Vice-president, a Treasurer, a Secretary and a Historian.
3. Each high school grade level shall have its own SCA branch consist of a President, a Vice-president,
a Treasurer, a Secretary and a Historian.

ARTICLE IV: ELECTIONS


Section 1: Term of Office
1. Officers shall be elected annually by the Student Body. Elections shall be held during the month of
April or May. The term of office for the incoming elected officers shall start at the next school
year. The former officers will maintain involvement, and will transition responsibilities to the new
officers.
2. Grade level SCA officers shall be elected annually by the individual grades. Elections shall be held
during the month of April or May.
Section 2 Procedures

1. Any member of the Student Body may nominate him or herself or any other member for a position
as an officer.
2. All CHC student body shall have one vote by secret ballot.
3. Elections will be held under such rules decided by a majority of the active SCA membership
beforehand.
a. In order to be elected to a position, the difference between the top two candidates must be
greater than 10 percent of the top number of votes received.
b. If there is not a 10 percent difference, there will be a revote between the top two candidates. The
candidate with the highest number of votes in revote will win.
Section 3 Candidate Requirements
3.1 Officer Candidate Requirements
Candidates for Student Council Association Officer positions must:
1. Be students of Cape Henry Collegiate .
2. Be in the upper school of CHC.
3. Have earned academic marks of level 3.0 or higher in all classes on their report card.
4. Be willing to enroll in the Student Council Association regular meetings.
5. Not have had more than two discipline referral within the school year.
6. The promises that officers made during the election would have to be accomplished, any unrealistic
promises shall be withdrawn with the apology of corresponding candidates.
3.2 Grade Level Representative Candidate Requirements
Candidates for Grade Level Representatives must:
1. Be students of Cape Henry Collegiate .
2. Have earned academic marks of level 2.7 higher in all classes. Ninth grade candidates are exempt
from the academic requirement for fall elections. By the end of the following quarter, grades must
be level 2.7 or higher in all classes.
3. Be willing to enroll in the Student Council Association regular meetings.
4. Not have had more than three discipline referral in the previous school year.

ARTICLE V: Positions
Section 1 SCA Officers
1. The officers of the Student Council Association Council shall consist of a President, a VicePresident, a Treasurer, a Secretary and Historian.
2. The President shall preside over all meetings of the Student Council Association Council. The
President shall be responsible for the general supervision of the SCA activities and programs and
delegating responsibilities as necessary.
3. The Vice-President shall act in the absence of the President. The Vice-President shall accept
responsibility for those duties the President has delegated.
4. The Treasurer shall be responsible for the financial affairs of the Student Council Association Club
and shall keep accurate financial records.
5. The Secretary shall keep the minutes of all club meetings. The Secretary shall be responsible for the
correspondence and files of the Student Council Association Council.
6. The Historian shall be responsible of recording the daily activities in Cape Henry Collegiate such as
but not limited to: sports events, club events, etc.

6. All officers will serve for one full year unless circumstances necessitate otherwise. If it is determined
that an officer has been negligent in his or her duties, that officer may be removed by a vote of two
thirds of the active Student Council Association leadership or by CHC administration.
7. Committees may be formed to carry out events, campaigns, and fundraisers.
8. President must attend 90% of all mandatory Office and Student Council Association Leadership
meetings. Other officers must attend at least 80% of the meetings.
9. Maintain academic marks of 3.0 or higher in all courses. If a candidate falls below a 3.0 in any given
class, they will be placed on probation for one semester while they work with their teachers to raise
their marks. If after one quarter the marks have not been raised to 3.0, the officer will be removed
from their position.
Section 2 Grade Level Officers
1. Must attend 90% of all mandatory Office and Student Council Association Leadership meetings.
2. Maintain academic marks of 2.5 or higher in all courses. If a candidate falls below a 2.5 in any given
class, they will be placed on probation for one quarter while they work with their teachers to raise
their marks. If after one quarter the marks have not been raised to 2.5, the officer will be removed
from their position.

ARTICLE VI: MEETINGS


1. Regular meetings shall be held weekly during Lunch time. With the permission of any officers,
certain CHC students can also be able to join the meeting.
2. The President and Secretary shall be responsible for preparing an agenda for the meeting.
3. Special meetings may be called by two officers for emergencies or other reasons.

ARTICLE VII: RATIFICATION


1. This constitution may be ratified by a majority vote of the members. It must be approved by the
CHC student body and the CHC Upper School Director.
2. A copy of an up-to-date constitution must be maintained on file at all times.

ARTICLE VIII: AMENDMENTS


1. This constitution may be amended by a majority vote of the members who have attended at least
five meetings.
2. Any member of the Student Council Association may propose an amendment. Proposals shall be
filed in writing with the Vice-President or Secretary prior to a meeting, so that it may be included on
the agenda.
