SUSTAINABLE MOBILITY

FOR ALL
TOWARDS IMPLEMENTATION

VISION

GOALS

To facilitate Sustainable Mobility for All through four goals:

ACCESS
FOR ALL

OUTCOMES

Achieve universal
access to modern
transport
services/
economic/social
opportunities

EFFICIENCY

SAFETY

GREEN

Increase the
efficiency of
transport
systems and
services

Improve the
safety of
mobility (SDG
target 3.6 on road
safety)

Shift transport
infrastructure and
services to a low
carbon, low
polluting path and
enhance their
resilience

Progress on these goals will improve the lives and livelihood of billions of
people across the worldtheir health, their environment, their quality of
lifeand help stabilize climate change over the long term.

GLOBAL TRACKING FRAMEWORK

A global tracking
framework (GTF) to
measure progress
towards the four
goals, using countrylevel indicators.

Progress on each
goal tracked
using one principal,
one/two additional,
and other
supporting
indicators.

This GTF to be
supported by a
multi-stakeholder
partnership to
develop, collect,
and analyze data
and indicators.

GOAL 1: ACCESS FOR ALL

Goal: Achieve universal access to modern transport services/economic and social opportunities
by 2030
Target: [urban/rural] To be determined
Principal Indicator
% of national population with access [tbd]
Additional Indicators
1. % of population who live within 2 km of an all2. % of urban population that has convenient access to
season road [SDG 9.1.1]
public transport [SDG 11.2.1]
Supporting Indicators
A. % beneficiaries that are female in additional
A. % beneficiaries that are female in additional indicator
indicator 1
2 [SDG 11.2.1]
B. % of household expenditure on transport
B. % of household expenditure on transport services
services (rural)
(urban)
C. National passenger mode shares by sustainable C. % of jobs accessible within 60 minutes by public
transport [SDG 9.1.2]
transport or NMT
D. Quality of roads

D. Daily passenger mode shares by sustainable

transport (urban) [SDG 9.1.2]

E. Effective regulatory regime for commercial

transport services

GOAL 2: EFFICIENCY
Goal: Increase the efficiency of transport systems and the services they provide to businesses
and people by 2030
Target: To be determined
Principal Indicator
To be determined
Additional Indicators
1. Energy consumption of transport relative to GDP [SDG
7.3.1]

2. Efficiency of transport systems (tbd)

Supporting Indicators
A. Amount of fossil-fuel subsidies per unit of GDP and as a
proportion of total national expenditure on fossil fuels [SDG
12.C.1]

A. LPI customs clearance component index

B. Number of countries where transport-related diesel and

gasoline fuels receive significant subsidy [SGD 12.C.1]

B. Countries acceding to core UN border crossing

conventions

C. Fuel economy in all new Light Duty Vehicles by 2030, and

in all Light Duty Vehicles by 2050 [SDG 7.3.1]

C. Air and shipping connectivity index

D. Good governance index
E. Freight volumes by mode of transport [SDG 9.1.2]

GOAL 3: SAFETY
Goal: Improve the safety of mobility by 2020
Target: Halve the number of global deaths and injuries from road traffic
accidents
Principal Indicator
Death rate due to road traffic injuries [SDG 3.6.1]
Additional Indicator
1. Estimated GDP lost due to road traffic crashes
Supporting Indicators
A. % of fatalities represented by vulnerable groups (gender, age, nonmotorized mode)
B. % of fatalities in urban areas
C. Progress with 5 Pillars of Road Safety
D. Countries acceding to core UN conventions on road safety

GOAL 4: GREEN
Goal: Shift transport infrastructure and services to a low carbon, low polluting path and
enhance their resilience by 2030
Target: [Reduce transport's contribution to GHG emissions consistent with a below 2 degree C
global warming scenario]
Principal Indicator
Total world transport-related GHG emissions
Additional Indicators
1. CO2 emission from transport per unit of value
2. Deaths from air pollution due to transport [SDG
added [SDG 9.4.1]
3.9.1]
Supporting Indicators
A. % of world transport-related GHG emissions from A. Annual mean levels of fine particulate matter (e.g.
passenger transport
PM2.5 and PM10) in cities (population-weighted)
[SDG 11.6.2]
B. % of world transport-related GHG emissions from
B. % of national populations with air quality above
freight transport
guideline values
C. Zero Emission Vehicle share of light-duty 4-wheel
and motorized 2-wheel vehicle sales worldwide [SDG
7.3.1]
D. Climate resilience/ adaptation indicator relevant
for transport (tbd) [SDG 13.2.1]

SDG TARGETS RELATED TO TRANSPORT

Target 3.6: By 2020, halve the number of global deaths and injuries from road traffic
accidents.
Target 3.9: By 2030, substantially reduce the number of deaths and illnesses from
hazardous chemicals and air, water and soil pollution and contamination.
Target 7.3: By 2030, double the global rate of improvement in energy efficiency.
Target 9.1: Develop quality, reliable, sustainable and resilient infrastructure with a focus
on affordable and equitable access for all.
Target 9.4: By 2030, upgrade infrastructure to make them sustainable with all
countries taking action in accordance with their respective capabilities.
Target 11.2: By 2030, provide access to safe, affordable, accessible and sustainable
transport systems for all, improving road safety, notably by expanding public transport,
with special attention to the needs of those in vulnerable situations, women, children,
persons with disabilities and older persons.
Target 11.6: By 2030, reduce the adverse per capita environmental impact of cities,
including by paying special attention to air quality
Target 12.c: Rationalize inefficient fossil-fuel subsidies that encourage wasteful
consumption by removing market distortions
Target 13.2: Integrate climate change measures into national policies, strategies and
planning.
