One more win boys, just one more win.


That was the message from the senior
football coach for Bacchus Marsh, Travis
Hodgson, before the grand final match
against Sunbury on Saturday.
The team followed those instructions with
determination and passion to record the
historic win, the clubs first Premiership
flag in the Ballarat Football League.
The first quarter belonged to Declan
Phyland and Jarrah Maksymow, both
booting two goals each. However, two
unnecessary 50-metre penalties against
the Cobras resulted in Sunburys first goal.
Sunbury were left standing still in the
second quarter and allowed Bacchus
Marsh to run away with the ball. The Lions

could only manage their first goal for the


quarter at the 28-minute mark, after the
Cobras had already kicked five goals and
five behinds.
From then on it was all Bacchus Marsh.
They wanted the ball, they wanted the
play, and they wanted the silverware.
They earned it; they got it.
Sunbury failed to score another major
in the second half, only managing seven
points in total. But, it was all Bacchus
Marsh.
First year Coach Travis Hodgson said
to the huddle look at them, they are
exhausted. Be clean. Be strong. They are
relying on us for errors. Trust your hands,
he said.

The rain came down half way through the


third quarter with the first goal recorded
two minutes before the siren.
To seal the result the Cobras went bang,
bang, bang in the last, with three goals and
a miserable solitary point to Sunbury, who
failed to stay for the presentation of the
Premiership Cup and medals.
President Adam Sutherland said as the
season progressed we thought we were
the best team.
Coming in to this match we were super
confident. Sunbury played really well to
get where they were, but we were fit and
ready. The weeks break definitely helped
us.
Sutherland said the club had developed

We had 16 home grown locals playing
in this premiership side, all under the age
of 24, who played their junior careers with
the Cobras.
The boys stayed loyal, he said.
Moorabool Clubs have dominated the
BFL and CHFL in the last three years
with Darley Premiers in 2015, Springbank
Premiers 2015 and 2016 and Bungaree 2014.
Now Bacchus Marsh has been written into
the history books with the 2016 accolade.

Growth spurt
requires more nets

Darley Cricket Club is seeking support
to help raise money for additional
cricket nets.
The current facilities, which include
three 15-year-old nets, will not
adequately meet the clubs membership
base, says Darley Junior Cricket Clubs
U14 coach Rod Ward.
Pleasingly, cricket participation is
growing and whilst the current nets
have served us well, they no longer
meet the demands of the club, he said.
Quite simply, three nets for five senior
teams are not enough.
In the upcoming 2016/17 season Darley
is expected to field five senior teams,

seven junior teams and possibly a girls


cricket team. The cricket nets are also
used by the general public on a daily
basis.
Mr Ward said the project would cost
approximately $40,000, with the club
contributing half the amount through
club funds and successful grant
applications.
We are therefore hoping to receive
community and business support in
order to raise the additional $20,000,
he said.

contributed. We would love to find
some local businesses and generous or
community-minded individuals who
are willing to support the club.

We have some funding up our


sleeve from club funds and various
grants, which will get us started, but
we are really relying on the success of
this fundraising initiative to see the
installation of the nets happen.

Lights will be put up at the


Wallace Recreational Reserve with the help of funding from Moorabool Shire
Council.
Woodlands Ward Councillor Pat Toohey put forward
the motion at the September
7 council meeting to provide
the $17,780 funding to complete the lighting project for
the tennis court and the second netball court.
The money will come
equally from the Woodlands
Ward Recreation Reserve
Fund and the West Moorabool Recreation Reserve
Fund.
The total cost of the project
is $34,705, which includes a
$2,000 contribution from the
Committee of Management
with the remaining funds
covered by a sponsorship
deal.
At the meeting, East Ward
Councillor Dave Edwards
asked why the money was
being taken from two different ward funds for the
project.
Wallace is on the border of
two Wards; user groups participate on that facility from
the two Wards, Cr Toohey
replied.

A proposal to build three homes


on six-acre blocks at Navigators has
been knocked back.
The three applications were heard
as one at the September 7 council
meeting at Gordon and all were
rejected.
Objections were lodged about the
impact on the rural character of
the area, and the fragmentation of
agricultural land.
Objectors
said
the
farm
management
plans
provided
were generic, unrealistic, and not
tailored to a particular land owners
activities.
A report prepared by council
officers recommended that the
applications be rejected.
Overall,
the
proposal
is
inconsistent with relevant State
and local planning policy and does
not contribute to the orderly use
and development of productive
agricultural land, the report read.
The site is currently for sale, and
is also located within a farming
zone when asked at the meeting,
applicant Peter Jewell said that the
process of changing the zone would
take around 23 months, which he
said is too long.
There are other approvals in the
area that are smaller than the 40ha
requirement, Mr Jewell told the
meeting.
Councillors voted in favour of
the recommendation to a Refusal
to Grant a Permit for the three
applications.

Water falls all over shire

Its a great time to visit the Lal Lal
Falls not only are they flowing
more powerfully than many people
can remember, but its a good time
to see the icon in its natural state
without wind turbines towering
over it.
Recent heavy rains have left the falls
looking as spectacular as ever.
Its the first time Ive ever seen them
the only time Ive ever been before,
they werent flowing, explained
visitor Samantha Stevenson, who
checked out the site with her family.
Its very powerful; the spray
that came off it was unreal. When
youre standing on the observation

deck, when youre standing there


watching, you still feel the spray
while youre up there.
The rain has been bringing out large
numbers of visitors.
There were lots of people traipsing
through the mud to see it, it was
really good, Ms Stevenson said.
Woodlands Ward Councillor Pat
Toohey said with the amount of rain,
the overflow would be magnificent.
Its a hidden tourism gem, Cr
Toohey said.
But he warned that it wont be left in
its natural state for much longer.
If people want to capture that view
in its natural form, itll be important
to get out there shortly before the

wind turbines are built.


WestWind Energy currently is
seeking changes to its permit
conditions for wind turbines
surrounding Lal lal Falls, to increase
the height of the towers.
With more rain to come, both Cr
Toohey and West Ward Councillor
Tom Sullivan urged visitors to be
careful when travelling to the falls as
the rain can create unsafe conditions.
Once the water over the roads has
subsided, itll be a great attraction for
people to visit and for many of our
families to take their children along
to see because the event of water
over the falls hasnt been that regular
of late, Cr Toohey said.

Court security upgrade

The historic Bacchus Marsh
courthouse is set to receive a
major security upgrade.
The 157-year-old court will
benefit from the Andrews
Labor Governments $30,000
investment into the safety
of both lawyers and court
users.

The upgrade will enhance


the safety of public spaces
in the building with dedicated security officers who
have been trained specifically to operate in courts and
tribunals.
The security officers will use
handheld scanning wands

to reduce the risk of prohibited items being brought into


the court building.

The officers will also provide roving patrols and escort services for vulnerable
people, including women
and children who have been
victims of family violence.
The existing registry counter will also be upgraded to
provide a more secure environment for staff.

Nardella said the upgrades
to the courthouse would
deliver on key recommendations of the Royal Commission into Family Violence to
help keep Victorians safe.

It is crucial that when vulnerable people, especially


those caught up in family violence, attend court they can
do so in a safe manner, free
from threat or intimidation.

The Bacchus Marsh Court


was built in 1859 to replace
an earlier court building in
Maddingley. Common cases
used to include charges of
sly grog selling, false gold,
furious riding in a public
place and drunk whilst in
charge of a team of bullocks.
Plans for the refurbishment
of the heritage-listed building began in July this year,
with works due for completion in mid-2017.

Fatal stabbing: Intention only


to teach a lesson

A Darley man charged with
the fatal stabbing of 30-yearold Gary Coulson said he
only intended to bash the
Werribee resident so to teach
him a lesson.
Daniel Nathan Parry appeared in the Supreme
Court of Victoria on Monday
September 12.
The court heard the 37-yearold suspected Mr Coulson
of breaking into his Darley
home in June of last year
and stealing various items of
property.
At around 7:40pm on July 5,
Parry allegedly attended the
premises of Coulsons aunty
with his two friends and coaccused, Andrew Lacey and
Edward Hewett.
The three men asked Coulsons mother, who was also
at the premises, where Mr
Coulson lived.

Upon retrieving the victims temporary address,


the three men attended the
property at Myrtle Street in
Werribee, where they found
Mr Coulson and his girlfriend sleeping.
Parry, armed with a black
aluminum bat, allegedly
punched Mr Coulson in the
face with his fist.
The court heard Mr Coulsons girlfriend woke to see
Parry striking the victim
and two other men at the
edge of the bed with hoodies
over their faces. A knife was
produced and a fight broke
out, before Parry proceeded
to stab Mr Coulson repeatedly, the court heard.
Paramedics arrived at the
scene, where Mr Coulson
was found with 21 stab
wounds to various parts of
his body. He died on the way
to hospital in an ambulance.

On July 6, Parry contacted


the homicide squad to surrender himself.
He told police he was pretty angry that Coulson had
stolen his property, the court
heard.
I worked my arse off, got
my own place with nice
stuff. In 30 seconds he comes
in and takes everything I
worked for for two years,
he said.
At the end of the day, no
one deserves to die for stealing property.
Parry told police it was Mr
Coulson who had produced
the knife, however in a 24page statement, Mr Coulsons girlfriend said she did
not know how the weapon
had appeared.
She also said Mr Coulson
was known to carry knives.
The hearing was adjourned

Moorabool kids are encouraged to walk to school
as much as possible next
month.
Local council has jumped
aboard the VicHealth initiative Walk to School Month,
which encourages children
to walk to school as many
times as they can during the
month of October.
Council has a received a
$9597 grant to promote the
initiative and will be working with local primary
schools to encourage them

to actively participate in active travel.


Social and Organisational
Development general manager, Danny Colgan said
the response from the community had so far been very
positive, with a large number of smaller rural schools
showing their enthusiasm.
During October, we encourage, where possible and
practical, to get children to
walk, ride or scoot to and
from school, or even part of
the way, to help get the 60
minutes of physical activity
they need each day, he said.

Each school has been encouraged to choose activities


that best suit their school
communities and to identify
an enthusiastic champion to
work with us to make this
years Walk to School month
a success.
Participating schools will
receive incentives, which
may include funds for a celebratory healthy breakfast, or
sports equipment to increase
opportunities for active play.

Council is holiday ready

It may only be September, but Moorabool


Shire Council already has its Christmas and
New Years plans in place.
Council offices will close at 12.30pm on
Friday 23 December, and will re-open on
Tuesday 3 January.
The Lerderderg Library will be closed over
the same period, while waste and recycling
will be collected on an alternative date that
will be advertised closer to the collection
day.
Maternal and child health services, as well
as aged and disability services, will also be

closed over the same period.


The Ballan Transfer Station, Mt Egerton
Transfer Station and Bacchus Marsh
Transfer Station will be closed on Christmas
Day and New Years Day.
Emergency arrangements will be put in
place in areas such as Works, Maternal &
Child Health and the Aged & Disability
Services. Recommencement of Occasional
Care sessions will also be advertised closer
to the Christmas period.
Council will advertise in the Moorabool
News the emergency and after-hours contact
numbers to be used during the closure.

Number is up on Literacy Trail

The balloon is about to burst on the Literacy Trail and this little
boy, who enjoyed the event in Bacchus Marsh, will not be happy.

Moorabool Shire families are


reeling over the state governments decision to cut funding
for the regions popular Literacy
Trail.
The funding blow comes after
the success of this years event
in Bacchus Marsh, which saw
more than 1,500 children from
28 schools, kindergartens and
childcare centres attend.
Best Start Community Facilitator, Jane Gardner said it was the
biggest and best year ever.
Not only were the children exposed to positive messages about
literacy and numeracy, they also
saw their town come alive with
magic and fun.
The Literacy Trail has been held
annually over the last decade,
with the popular event alternating between the main streets of
Ballan and Bacchus Marsh.
Moorabool Shire residents took
to social media to voice their
frustrations.
How disappointing. The Literacy Trail is an amazing event
encouraging children to read
and love books, which is exactly
what we need, seeing as they all
seem to have their heads glued to
a screen these days, one person
said.
Last Thursdays event was
again big and wonderful and I

think its a tradition we should


be fighting to preserve!
Moorabool Shire Council Social
and Organisational Development general manager, Danny
Colgan said the Literacy Trail was
an initiative of the Moorabool
Best Start Program, which was
funded by the State Government.
In 2015, the Department of Education and Training conducted a
review of Best Start with the aim
of updating the project in light
of the latest research and policy
developments, he said.
The review identified the need
to have a greater focus on improving services for families and
children experiencing significant
challenges.
Mr Colgan said although Best
Start would no longer be able to
fund and stage the Literacy Trail,
the funds would remain within
the Moorabool community.
The Best Start partnership will
continue to look for other agencies, schools or service providers
who may be interested in facilitating and funding the Trail in
future years, he said.
Councils Early Years and Library team are also committed
to continuing to provide events/
programs for families and children ensuring that the importance of literacy is promoted
within our community.

action

Drug use in the Moorabool Shire has been


highlighted and dealt with this week in the
Bacchus Marsh Magistrates Court.
Kirsty Lumley pleaded guilty to charges
relating to possessing drugs after two
separate incidents dating back to earlier this
year.
On the evening of 26 February at 6:45pm in
Bacchus Marsh, Miss Lumley was observed
by police to be squatting next to her car
taking off her number plates and carrying a
large bag.
When police approached, the accused
resisted showing police the contents. Upon
police gaining access to the bag over 9
grams of Methamphetamines were found,
as well as prescription drugs and gammaHydroxybutyric acid (GHB).
The court heard the street value of one gram
of methamphetamine was around $200 and a
heavy user could consume that amount per
day.
The second incident occurred on an
unrelated police search of Miss Lumleys
house where GHB and Oxynorm was found.
The convicted made full admissions to
possessing the drugs and claimed they were
for her own use.
Given the drug use in this case Magistrate
Greg Robinson warned Miss Lumley that
People often end up committing crimes to
pay for their drug addictions.
Magistrate Robinson found Miss Lumley
guilty with $1600 in fines, as well as ordering
a forensic procedure to be taken out in 30
days.

Moorabool Shire Council has


confirmed its proposed lease
arrangement with the Bacchus
Marsh Harness Racing Club.

Pam and Pieter Bink have been


titled the love birds of Providence
Village in Bacchus Marsh.
And after six decades of marriage,
the nickname definitely fits.

Councillors voted at the


September meeting to officially
begin the lease, at the Bacchus
Marsh
Racecourse
and
Recreation Reserve, after the
proposal had been put on public
exhibition.

The couple celebrated their 60th


wedding anniversary surrounded
by family and friends on Saturday
September 10.

Pieter said the secret was starting


the day off with a cup of tea in bed
for your wife. Pam agreed, stating
that shed enjoyed the treatment for
the past 60-years.
She also said the key to a happy
and long-lasting marriage was
talking.

We have never had a good fight,


thats really true, she said.

Recently Prime Minister
Turnbull, treasurer Morrison and the head of the
ANZ bank have spoken on
the need for transparency in
banking practices.
If this is so then they should
support an Origin of Funds
Declaration clause in all
bank loan agreements. This
clause should state that the
sum of the loan was created out of nothing under a
capital adequacy ratio of eg
ten to one. Banks do not loan
depositors money.
An information paper produced for the Australian
Bankers Association titled
money-what it is, how it
comes to be states on page
2, This is shock number
two: most of what we understand by money does not exist in any form other than as
entries on bank statements
or figures in computer printouts. More than 90 per cent
of what we know as money
is deposits and a substantial
proportion of these have
been created by the lending activities of financial
institutions.
With this legalised fraud
banks can set up people

worst achievement in their
successful attempt to turn
Victoria around from the
financial incompetence of
Cain, Crabb, and Kirners
effort of bankrupting Victoria. And that was Council
Amalgamation. The notion
that you can take the most
inefficient level of government and make it more efficient by making it larger and
bigger defies logic. It could
readily be accepted as a
script for Yes Minister. Local
Government is managed by
part time councilors, whose
prime interest is their permanent employment or their
businesses that they may
own. So despite their good
intentions local government
naturally takes a second

spot, so on many and varied


occasions they are reliant
on the recommendation of
the officers when making
decisions at council meetings. Consequently much
decision making is based
on the officers, the bureaucrats,
recommendations.
Like most career-orientated
people, local government
bureaucrats look for job
promotion and, in a self-perpetuating way, the growth
of the empire is assured by
employing more people as
a starting point. The more
people under you the higher
your level and salary package. And of course, after
Jeffs amalgamation small
rural councils all of a sudden ended up with a Chief
Executive Officer and Directors for this and Directors for
that with a salary package
that exceeded private enterprise equivalents, and with
a structure beneath them
that could not be rivalled or
justified by the private sector. The consequence of this
stupid notion has left many
ratepayers watching the
spiralling rate increase that
is becoming a burden for
many including our farming community. The logic of
cost effective management,
continuous improvement,
increased productivity and
improved efficiency is lost
on local government or has
been redefined by them to
suit their situation. The fact
that we are a country of a
population of only 24 million people, equivalent to
some towns in the world,
begs the question why we

need three levels of government and three levels of bureaucracy and their hangers
on. Surely the removal of
one if not two levels could be
achieved with little disruption to our way of life and
would provide significant
savings to the citizen. The
unemployment bill may be
high for a time but would
recover with natural attrition. Other States that have
followed Jeffs foray into bigger and better council amalgamation are unwinding the
stuffed up experiment and
de-amalgamating.
We may have reached a
point of time in our countys
evolution where we can jettison a level of government.
The starting point could well
be local government.

Dear Editor,
I am writing because of
concerns about planning
application PA2012158 the
subdivision of the remainder of 40 Corbetts Road,
Gordon, submitted by Councillor Tom Sullivan on behalf
of his client, a Melbournebased developer.
The current proposal is to
subdivide the unoccupied
remainder of a previous
subdivision. The original
subdivision created four
blocks, three of those being
approximately 3000 sqm
each and one block being approximately 6600 sqm. The
6600 sqm block is now the
subject of PA2012158, a proposed 8 block subdivision

which would result in approximately 800 sqm blocks.


This would create a high
density cluster of housing
which is completely out of
character with the existing
housing density in the area
and neighbourhood.
There are already many
smaller blocks available for
housing in the residential
heart of Gordon. Creating
more of these smaller sized
blocks outside the historical centre of the village will
hamper development of the
existing blocks due to the
limited capacity of the Gordon sewerage system. This
proposal could be seen as
a greedy grab for access to
the sewerage system that
is meant to encourage balanced growth across the
whole township, not concentrated dense clusters of
development that are totally
out of character with the surrounding area. This would
prevent the orderly implementation of the 2011 Gordon Structure Plans aims to
preserve the ambience of the
village.
In 2010, the Planning Department of Moorabool
Shire Council undertook
community
consultation
that revealed the residents of
Gordon valued and wished
to retain space, trees and the
feel of a rural village. This
feedback was taken into account during the development of a new zone (NRZ)
and overlays (SLO & DDO5).
These overlay requirements
within the 2011 Gordon
Structure Plan, were accepted and ratified by the Moor-

may have planted some new


bulbs, but the garden appears to have just as many
weeds and barely a policy to
seed.
The new Parliament is obsessed with social reform
over economics, with next
to no understanding that
one pays for the other. Its
like stirring the spaghetti
bolognaise whilst Rome is
burning!
Populous politics has consumed our leaders to the
point of denial, and whilst
the social agenda makes us
all feel warm and fuzzy inside, it wont pay the bills;
there needs to be balance,
and the first priority should
be to start balancing the
books.
Its no good starting new social policies when we havent
paid for the old ones; there
needs to be a clear vision on
developing the economy as
a means to supply. Its the
same old story; you can have
anything you want as long
as you are prepared to pay
for it. No one is denying the
social needs of this country,
but we are certainly in deni-

PA2012158 does not comply with the spirit, intent or
purpose of the 2011 Gordon
Structure Plan. If this application is successful in its
current form, the ramifications for Gordon and other
villages in the Shire will be
far reaching and irreversible.
Approval of this application as it stands would create
a precedent that would be
used to:
1. Weaken Councils, and
in-turn the communitys,
ability to uphold the values
captured in the 2011 Gordon
Structure Plan.
2. Undermine the neighbourhood character values
that are enshrined in the
amended zone and overlays
that now apply to Gordon.
Now is the time for our
elected representatives to
show strong governance and
reject this application.
Update - On Monday 29
August a meeting was
convened and chaired by
the Moorabool Planning
Department.
Present were about 15 residents, the developer and his
advocate Cr Tom Sullivan
(not wearing his councilor
hat).
The outcome of the meeting (as I saw it) clarified the
situation. The planning decision at all levels will be made
with the consideration of lot
size and the Shire of Moorabools design and development overlay, Schedule 5.

frustrates Mr and Mrs Average as they deal with the
realities of family life, and
the expectations that come
with it.
The majority of people are
not racist, homophobic, or
misogynist and all the legislation in the world wont
change those that are. They
are not demonising the welfare system that consumes
$160 billion and 8 out of 10
taxpayers revenue each
year; they simply want a
fair go, and have every right
to question why third and
fourth generations of people
will never have a job, simply
because they dont want one!
They have every right to expect that the tax dollar paid
will deliver services with a
sense of fairness and equity.
This is not a complicated

equation; more people contributing means more funding, more funding means
more services.
Its all about those that can
helping those that cant, not
those that dont want to, and
if they dont want to, lets
find out why and fix that; its
a cultural issue, not a social
one.
If all of our resources are
used to carry the problems
and not the solutions, what
happens when we run out
of resources? Its far better
to stand behind people and
support them as opposed
to carry them; because if
you put them down and
they cant get up we have
achieved nothing.
Every year the load gets
heavier and the vehicle gets
smaller; investment in services needs to be met with
an ability to service. Whilst
its imperative that we provide those services, its also
imperative that we invest
in the future of supply; its
about balance.
Its one thing to teach young
people to contribute, but if

you dont provide a platform


for them to contribute off,
the services that are provided will eventually cease to
exist; sustaining an economy
is about investing in future
economies.
As the needs for the disadvantaged continue to rise,
and the advantages for others continue to fall, there
will always be a day of
reckoning. We have become
so consumed by the marginalised debate that we are not
seeing the big picture.
If our leaders were fair
dinkum they would concentrate on the problems at
hand, rather than creating
ones into the future. Canberra talks about the economy
like its some lion that cant
be tamed, but no one is brave
enough to pick up the chair
and whip to get the beast under control.
If they were fair dinkum
they would put their political aspirations to one side,
and look towards the next
30 years instead of the next
three.

New REIV data shows rental yields
in regional Victoria outperformed
metropolitan Melbourne in the year
to June 30.
Two-bedroom houses experienced
the largest difference in yields with
regional Victoria delivering a 5.1 per
cent return for this property type
significantly higher than the 2.8
per cent recorded in metropolitan
Melbourne.
Three and four-bedroom homes
also delivered solid yields in

regional Victoria at 4.8 and 4.3 per


cent respectively. By comparison,
the same sized homes in Melbourne
delivered returns of 3.2 and three
per cent.
The gross rental yield is an important
consideration for investors as it often
informs investment decisions. It
reflects a propertys annual rent as
a percentage of the purchase price.
For those considering investing,
the ideal property combines a low
purchase price and a high weekly
rental, delivering a high yield to
investors.
The REIV calculates gross rental
yields for the state every quarter
with the latest data showing

regional towns dominating the list


of Victorias highest yields.
With a median house price of
$175,500 and a weekly median rent
of $250, three-bedroom houses in
Moe delivered regional Victorias
highest yield in the year to June 30
at 7.4 per cent.
Other towns recording high yields
for the same property type included
Bairnsdale, at 6.4 per cent; Morwell,
at 6.2 per cent, and Benalla and
Echuca, both at six per cent.
It was also good news for investors
of
three-bedroom
homes
in
Mildura (5.9 per cent), Corio (5.8),
Warrnambool (5.8), Hamilton (5.7),

NOTICE OF AN APPLICATION FOR AN AMENDMENT TO A PLANNING PERMIT

The land affected by the application is located at:


YENDON AND ELAINE. THE TITLE DETAILS FOR THE LAND ARE IDENTIFIED IN THE TABLE BELOW.

The application is to:


The application to amend the permit from November/December 2015 proposes to amend permit number PL-SP/05/0461 as follows;
reduce the maximum number of turbines from 64 to 60;
allow the Minister for Planning to consent to changes in turbine specification;
allow an increase in the tower and overall height and rotor diametre of the wind turbines;
enable wind turbine transformers to be installed outside the towers;
require the New Zealand 6808:2010 noise standard to be used for noise prediction and compliance (instead of the 1998 standard);
allow exemptions from shadow flicker and noise compliance through written agreements;
correct the address of the land; and
allow for an alternative site for the Elaine substation.
The August 2016 application is to amend the permit number PL-SP/05/0461 seeking additional changes as follows;
replacement of one turbine from the Yendon Section with another;
re-positioning of one turbine 150 metres to the south of its approved location in the Elaine Section;
remove a restriction limiting the height of the wind turbine hub above foundation level;
replacing the rotor diametre restriction with a 20m limit on the lowest point of the sweep of the rotor;
clarification that the Minister for Planning is the responsible authority for various matters to be done to the satisfaction of the responsible
authority;
clarification that wind turbines should not be located within 50 metres of a non-host dwellings title boundary;
require off-site landscaping to be made available to the owners of dwellings within 4km (instead of 3km) of wind turbines; and
remove reference to shadow flicker detection devices from the proposed Amendment Application, as this condition is no longer required.
