Welcome Message
It gives me great pleasure to welcome you to the 2016 Asian Financial Forum (AFF). Once again, the Forum has attracted financial
and business leaders, along with senior government officials and high-profile academics from Asia and around the world, here
in Hong Kong to weigh the critical financial and economic issues dominating the global economy, to seek out business and
investment opportunities and to expand their networks.
With more modest growth expected in both developed and developing economies, the Asian region will need fresh opportunities
to ensure sustainable development. This years theme, Asia: Shaping the New Paradigm for Growth, is, therefore, particularly
timely. The Forum will examine prospects for regional and global collaboration, especially Chinas ambitious Belt and Road
Initiative, which is now gearing up to connect more than 60 countries spanning Asia, Africa, the Middle East and Europe. The
Forum will spotlight the initiatives promise, while also looking at global investment and economic trends and challenges.
Hong Kongs strong and longstanding nexus with the Mainland and the rest of the world enables us to play the role of superconnector a multi-level bridge bringing together a world of business and other opportunities. It also allows us to work

On behalf of the Hong Kong Trade Development Council, welcome to the ninth edition of the Asian Financial Forum (AFF), one of the
most important annual events in Asia for the international financial and business community.
The AFF has always been an inspiring experience that links financial and business sectors to the issues shaping our world. This year,

the world continuing to face uncertainties on the back of diverging monetary policies, slower growth in China and emerging economies,

One key driver that will propel this growth is the Belt and Road Initiative. Proposed by China and open to the world to join, this Initiative
is an investment- and infrastructure-led development plan for economic and social integration across Asia, Europe and beyond, creating

Region and the Hong Kong Trade Development Council.
The AFF is delighted to welcome government policymakers, regulatory experts as well as influential financial and business leaders from

The outlook for the global economy is characterised by uneven growth and
divergent monetary policies. The Federal Reserve is expected to gradually raise
interest rates along a modest US recovery, leading to adjustments in the global
financial system after years of unprecedented ultra-loose monetary conditions.
Meanwhile, activity in emerging market economies (EMEs), including some in
Asia, is slowing. Coupled with tightening global liquidity conditions, the risk
of capital outflows from EMEs and financial market volatility are increasing. In
the face of these challenges, what should policy makers do to address the near
term risks and safeguard financial stability? Looking beyond the near term, trend
growth around the world has been slowing. Structural reforms, innovation and
investment are much needed to bring new sources of growth. This session will
also discuss how we can collectively lift growth for tomorrow and our priorities.

The Silk Road Economic Belt and 21st Century Maritime Silk Road, or the Belt and Road Initiative, is a key strategy
launched by the Chinese government to promote co-development across Asia, Europe, Middle East, Africa and
beyond. The Initiative will strengthen policy coordination, enhance the orderly flow of economic factors, further
market integration, and create an open, inclusive and mutually beneficial economic co-operation framework
in the region. This session will examine the development of the Initiative and its implications for the global
economy.

Chinas Belt and Road Initiative will strengthen economic cooperation in the vast regions of Asia, Africa and
Europe. This transformational development will open up a wealth of opportunities for a great number of
countries and regions.
Hong Kong, as a super-connector between the Mainland and the rest of the world, can play a substantial
role in the Belt and Road Initiative. More specifically, Hong Kong is well positioned to provide Mainland
enterprises that are going global with financial and other professional services to support their international
investment, Renminbi cross-border trade settlement and financing activities, as well as risk management.

Asia Pacific economies have stepped up their efforts in regional integration lately. The ASEAN Economic
Community was established at the end of 2015 and the ASEAN-based Regional Comprehensive Economic
Partnership (RCEP) is expected to be concluded in 2016. In October 2015, agreement was reached on the Trans
Pacific Partnership (TPP) which includes four ASEAN countries. This session will discuss the extent to which

In the 13th Five Year Plan, the Chinese government reaffirmed its determination to move towards greater
Renminbi capital account convertibility and pledge to push forward the Belt and Road Initiative. It has also
reaffirmed its support for Hong Kong to strengthen its role as a global RMB hub. Driven by the growing
importance of the China market, Mainland and global corporates will continue to expand their business
operations and have a greater demand for RMB as a currency for trade transactions. The business expansion in
multiple jurisdictions and complex risk environment in the Belt and Road countries will also call for centralised

A career diplomat, Pierre Gramegna joined the Ministry of
Foreign Affairs in 1983. He was subsequently appointed
Political and Economic Affairs Advisor to the Luxembourg
Embassy in Paris in 1988, an office he held for four years
before being appointed Consul General and Director of the
Board of Economic Development in San Francisco.
