13th ASEAN SUMMIT.

This ASEAN Summit was held in Singapore on 20 November 2007 with the theme of
One ASEAN at the Heart of Dynamic Asia. This summit was discuss more on energy crisis,
environmental climate change and sustainable development. The resolution that was produce
during the meeting of ASEAN leaders in this ASEAN Summit is the Singapore Declaration
on the ASEAN Charter where the existence of ASEAN Charter is to serves as a firm
foundation in achieving the ASEAN Community by providing legal status and institutional
framework for ASEAN. It also codifies ASEAN norms, rules and values that sets clear target
for ASEAN and presents accountability and compliance. It also reiterating full resolve and
commitment to narrow the development gap and to advance ASEAN integration through the
creation of an ASEAN Community in furtherance of peace, progress and prosperity of its
peoples and having signed the ASEAN charter to declare faithfully respect the rights and
fulfil the obligations outlined in the provisions of the ASEAN charter, to complete ratification
by all member countries as soon as possible in order to bring the ASEAN charter into force
and to undertake all appropriate measures in each member country to implement the ASEAN
charter.
Next declaration is Joint Declaration of the ASEA-EU Commemorative. In this declaration
was declare to further enhance ASEAN-EU dialogue and cooperation and welcome the
"ASEAN-EU Plan of Action to Implement the Nuremberg Declaration on an EU-ASEAN
Enhanced Partnership" annexed herewith, continue ASEAN-EU dialogue and close
coordination on regional and international issues so as to contribute to the maintenance of
peace, security and prosperity, strengthen political dialogue between ASEAN and the EU as
well as regional and political dialogue through the ARF for advancing the common interest of
ASEAN and the EU in promoting peace, stability and prosperity in the Asia Pacific region,
with ASEAN as the driving force, welcome the intention of the EU/EC to accede to the TAC,
support the implementation of the UN Global Counter Terrorism Strategy, an early
conclusion of a UN Comprehensive Convention on International Terrorism, the ASEAN
Convention on Counter Terrorism, and the implementation of the ASEAN-EU Joint
Declaration on Cooperation to Combat International Terrorism, explore cooperation to
promote disarmament and non-proliferation of weapons of mass destruction and their means
of delivery, as these represent serious threats to peace and security, according to the existing
disarmament and non-proliferation conventions, treaties and instruments, enhance
cooperation to support ASEANs efforts in its community building through effective

implementation of the Vientiane Action Programme, support the Initiative for ASEAN
Integration (IAI) and other sub-regional endeavours to narrow the development gaps in
ASEAN, as contributing to regional integration, through the EUs ongoing bilateral
programmes with ASEAN countries, in light of the recent events in Myanmar, the ASEAN
and the EU actively support the good offices mission of the UN Secretary General and the
efforts of the Secretary General's Special Advisor Ibrahim Gambari to bring about an
inclusive and comprehensive process of genuine national reconciliation and peaceful
transition to democracy, call for the release of political detainees in Myanmar, including those
recently detained, and the early lifting of restrictions placed on political parties, welcome the
decision of the Government of Myanmar to step up its engagement with the UN and to enter
into a dialogue with Daw Aung San Suu Kyi, recalling that such a dialogue should be
conducted all concerned parties and ethnic groups, reaffirm the willingness of ASEAN and
the EU to help address the humanitarian needs of the people of Myanmar and to respond
constructively to political transformation and reform, including Myanmar long-term
development needs, enhance economic relations by expeditiously negotiating the ASEAN-EU
Free Trade Agreement based on a region-to-region approach, mindful of the different levels
of development and capacity of Individual ASEAN countries, providing for comprehensive
trade and investment liberalisation and facilitation, agree to work closely to ensure an
ambitious, balanced and comprehensive conclusion of the Doha Development Agenda, as
priority for both ASEAN and the EU, intensify the implementation of the activities agreed
under the Trans-Regional EU-ASEAN Trade Initiative (TREATI) and the Regional EUASEAN Dialogue Instrument (READI) in order to promote and broaden cooperation and
relations between ASEAN and the EU in both trade and non-trade areas, enhance cooperation
on Intellectual Property Rights in the fields of legislation, enforcement, and capacity building
to build and strengthen awareness on intellectual property and many more.
Declaration on the ASEAN Economic Community Blueprint where it is to adopt the AEC
Blueprint which each ASEAN Member Country shall abide by and implement the AEC by
2015. The AEC Blueprint will transform ASEAN into a single market and production base, a
highly competitive economic region, a region of equitable economic development, and a
region fully integrated into the global economy. The AEC Blueprint including its strategic
schedule is annexed to this Declaration and Task concerned Ministers, assisted by the
ASEAN Secretariat, to implement the AEC Blueprint and to report to us regularly, through
the Council of the ASEAN Economic Community, on the progress of its implementation.

ASEAN Declaration on Environmental Sustainability which is this declaration is to


honour and implement commitments to multilateral and regional sustainable development
and environmental agreements, so as to achieve the common goal of a clean and green
ASEAN, to intensify regional and international cooperation in promoting, sharing and
implementing

environmentally

sustainable

practices,

including

the

transfer

of

environmentally-sound technologies, the enhancement of human and institutional capacities


and the promotion of sustainable consumption and production patterns, to adopt a holistic
approach in fostering regional cooperation on environmental issues, with the participation of
all relevant stakeholders; including business, academics, NGOs and civil society
organizations, to expand on the existing work under the ASEAN Initiative on
Environmentally Sustainable Cities, to intensify individual and collective efforts to improve
the quality of air and water within ASEAN through regional or national initiatives to reduce
industrial and transportation pollutions, to implement measures and enhance international and
regional cooperation to combat transboundary environmental pollution, including haze
pollution, through among other things, capacity building, enhancing public awareness,
strengthening law enforcement, promoting environmentally sustainable practices, as well as
combating illegal logging and its associated illegal trade, to endeavour to reduce by half of
the number of people without sustainable access to safe drinking water by 2010 in accordance
with the VAP to meet the needs of ASEAN citizens, and significant improvement in the lives
of slum dwellers by 2020 in ASEAN Member Countries in accordance with the UN MDGs,
to promote the sustainable management and use of our soil, forest, coastal and marine
environments as part of regional and global efforts on biodiversity conservation, mindful of
their important value as our natural heritage, and their contribution towards mitigating the
effects of climate change and environmental degradation, to further promote cooperation
among ASEAN Member Countries in combating land degradation for sustainable land
management to support sustainable agriculture and environment, to call upon the
international community to participate in and contribute to afforestation and reforestation,
and to reduce deforestation, forest degradation, and forest fires, including by promoting
sustainable forest management and development, and combating illegal logging and many
more.
The others declaration that made in this Summit is including ASEAN Chairman Statement on
Myanmar, ASEAN Plus Three Cooperation Work Plan 2007 until 2017, Plan of Action to

implement the Joint Declaration on ASEAN-Australia Comprehensive Partnership and also


Singapore Declaration on Climate Change, Energy and the Environmental.
