CALL TO ORDER:
At exactly 9:00 AM., Hon. Ernesto F. Matias called the session to Order.
INVOCATION/SINGING OF THE NATIONAL ANTHEM/ PANUNUMPA/
PBMLP CREED/ SULTAN KUDARAT MARCH:
The Invocation was given by Hon. Cornelio B. Posadas followed by the Singing of the
National Anthem. The Panunumpa ng Katapatan sa Watawat was led by the SP Secretary while
the recital of the PBMLP Creed was led by Hon. Posadas which was followed by the singing of
Sultan Kudarat March.
ROLL CALL:
The Presiding Officer then requested the secretary to call the roll. After the roll was
called, the secretary informed the Presiding Officer that only Hon. Sinenggayan is absent. There
is a quorum.
PRIVILEGE/QUESTION HOUR:
No one took the floor for this portion.
COMMITTEE REPORT:
Hon. Rolando D. Forro informed his colleagues of the Memorandum issued by the Mines
and Geo-Science Bureau (MGB) relative to the mining application of corporations, and
associations.

BUSINESS OF THE DAY:
1. Findings/Observations in the review of the Annual Perfomance Budget for Fiscal
Year 2011 of the municipality of Isulan, involving an appropriation of
P135,857,501.00 for General Fund and P11,000,000.00 for Operation of Public
Market and Slaughterhouse, respectively.
Hon. Recinto informed the body of the recommendation of the Committee on Finance to
approve the Annual Performance Budget for Fiscal year 2011 of Isulan considering that it has
complied with all the requirements prescribed by law. Finding no objection, Hon. Recinto moved
for its approval which was seconded by Honorable Segura.
2. Resolution No. 2011-011 ISB, enacting Municipal Ordinance No. 2011-174 ISB
An Ordinance Creating Two (2) Positions of Light Equipment Operator 1, SG2, Two (2) Positions of Heavy Equipment Operator 1, SG-4, Two (2) Postions of
Administrative Aide IV (Driver II), SG-4, One (1) position of Administrative
Aide III (Driver I) SG-3, all in the Office of the Municipal Engineer, one (1)
Administrative Aide IV (Driver II) in the Municipal Health Office and one (1)
position of administrative Aide III (Driver I) SG-3 in the Office of the
Sangguniang Bayan.
Hon. Nelia C. Bernardino moved for its approval after finding no one objecting. Hon.
Segura and Pagatpatan seconded the motion.

Hon. Fornan moved for its approval which was seconded by Hon. Pagatpatan and Hon.
Segura.
4. 1st Indorsement from Engr. Romeo B. Zaragoza, PPDC, this province, endorsing
the application of Sultan Kudarat Active Peoples network with office address
at Leonor St., Kalawag I, Isulan, Sultan Kudarat seeking accreditation as one of
the Non-Government Organization (NGOs) operating in the province.
Hon. Cornelio B. Posadas briefed the members of the endorsement made by Engr.
Zaragoza. After finding no objection from his colleagues, he moved for its approval which was
seconded by Hon. Segura.

OTHER MATTERS:
Hon. Ernesto F. Matias informed the body that the SP hall was used last Saturday as a
venue of the JS Prom. He stressed that such use, if not regulated, will destroy the sanctity of the
hall, not to mention the damage on the tables and chairs.
The SP Secretary informed the body that there was a resolution passed before prohibiting
the use of the SP hall by non-Local Special Bodies.
Hon. Matias then tasked Hon. Fornan to study and consider passing a legislation to
protect the sanctity of the Hall.
Hon. Fornan then requested that the SP secretary shall draft the guidelines for the use of
the Hall for the consideration of the members of the sanggunian in the next session.

Since no more matters will be taken up, Hon. Recinto moved for the adjournment.
