COMMISSIONING&STARTUPSERVICE
Thestandarddefinitionsusedareasfollows:
PreCommissioning
PreCommissioningactivitiesstartwhentheplant,orsystem,achievesMechanicalCompletion.Frequentlyhowever,PreCommissioningactivities
overlapMechanicalCompletionactivitiesandforthisreasontheplantshouldbeseparatedintoeasilymanageablesystempackage,eachsystem
packagewillbePreCommissionedasawholeandisolationsattheboundariesofthesystempackagewillbemaintaineduntilthecompletionof
PreCommissioningactivities.PreCommissioningactivitiesinclude:checkingfordesignconformity,checkingthestatusofelectrical,mechanical
andinstrumentinstallations,runninginofequipment,flushingandcleaningactivities,dryingetc.
Commissioning
Commissioningisthephaseinaprojectwhendesignprocessfluidsareintroducedto
theprocess.Notethatforhydrocarbonsystemsthecommissioningactivitiescommence

withinertingoperations.Commissioningactivitiesnormallyconsistofactivitiesassociatedwithrunningoroperatingtheplantandincludeoperating

provethatanitemofmechanicalequipmentorcontrolsystemfunctionscorrectly.
Startup
Startupisthepointinaprojectwhereprocessfluidsandconditionsareestablishedwiththeintentofmakingproducts.
SystemAsectionoftheplantorfacilitythatcanbePreCommissionedandcommissionedindependently,butinparallel,withothersectionsofthe
plantorfacilityunderconstruction.
UnitReadyforCommissioning
Thisisthepointinaprojectwhereallutilitiesarecommissionedandoperationalandtheunitisreadytoaccepttheintroductionofhydrocarbons.
UnitReadyforStartup
Thisisthepointinaprojectwheretheunitisreadytoestablishprocessconditionswiththeintentofmakingproduct.

AEIcommissioningandtechnicalpersonnelwillproduceanumberofdeliverables.Thedocumentswillentirelyfulfilthecontractualrequirements
fortheprecommissioning,commissioning,startupandinitialoperationofthecomplexaspercustomerdocuments.
Mainactivitiesofthesephasescanbesummarizedasfollows:
System/SubsystemDefinition
Toenableasmoothtransitionfromconstructiontocommissioningitisrequiredtocompleteconstructionworkinsmallpackages(knownas
systems).ThisenablesPreCommissioningworktoprogressfromanearlierpointintheschedule,thusreducingthefinalprecommissioningpeak
workloadsubstantially.However,systemisedturnoverismorecomplextocoordinateandmanageduetothe:
increaseinboundariesbetweentheconstructionandcommissioninggroups.
increaseinparallelactivitiesduringthefinalstagesofconstruction.Thesizeandcontentofasystemchangesforeachproject,howeveritis

SystemsshouldbedefinedbycolourcodingasetofA3P&IDs.SystemboundariesshouldbeflaggedinREDandsystemnumbersshouldbe
clearlymarkedatregularintervalsontherespectivelineworkandequipment.Systemsummarysheetsshouldbepreparedwhichlistthesystem
contentbylineandequipmentnumbers.
DetailedPreCommissioning/CommissioningExecutionPlan
Aplanisdevelopedthatidentifiesallofthemajorprecommissioningactivitiesbysystem.Theplanwillbedevelopedinreverseandwillclearly
identifysystemreadyforprecommissioningmilestones.Commencementofsystemturnoverfromconstructiontocommissioningshouldideally
commenceatapproximately70%erectioncompletion.Fromthispointhandoverofsystemsshouldbemadeonaregularbasis.Safetyisimpaired

anexpecteddurationandwilllogicallylinkintothenextrelatedactivity.Eachactivitywillhaveasummarysheettoidentifyinchecklistformatthe

MECHANICALCOMPLETIONCHECK&INTERIMHANDOVER
Immediatelypriortothehydrotestofeachsystem,aPunchListwillbeperformedbyanintegratedPunchListteamconsistingofconstruction,and
EPCCommissioning
Engineers(fromrelevantdisciplines).WhenallAtypeitemshavebeenclearedandasmallbutmanageableamountofBtypeitemsareleft,a
handovercanbeprogressedfromtheconstructiontothecommissioninggroup.Sincemechanicalcompletionhasbeenachievedwithagreed
exceptionitems,itisclassedasaninterimhandovertopermitconstructioncompletionandPreCommissioningactivitiessimultaneously.Control
andresponsibilityofworkonthesystemrestwiththecommissioninggroup.AnyconstructionworkwillrequirewrittenpermissionfromtheLead
commissioningEngineeroftheparticularProcessUnit.Permissionwillbegrantedonajobbyjobbasis.Thiswouldinvolvealinebylinedetailed
checkoftheactualphysicalinstallationagainstthelatestP&Idiagramsissue,jobspecifications,pipinghangerandsupportdrawings,vendor
drawing,etc.,forerectionoftheunitinaccordancewithalldrawingsandapplicablespecification.Thesystemswouldalsobecheckedfroman
operatingviewpointforproperlocationandorientationofvalves,vents,drains,steamtracingandtraps,sampleconnections,etc.Punchlistsof
deviations,
Installationerrors,missingitems,etc.,shallbepreparedandgiventotheappropriateconstructiondepartmentforcorrectionorcompletion.Also
includedinthisinspectionandcheckoutwouldbe:
VesselInternalsThiswouldincludegoingthrougheachtowerandvesseltochecktheinstallationoftrays,baffles,demisters,spargers,etc.,and
verifyingthatthedimensionsofallweirs,downcomers,distributors,thermowells,etc.,arewithinspecificationandareproperlyoriented,aswell
assuringtheinternalcleanlinessofeachvesselpriortofinalclosure.
NonoperatingAdjustmentsAllnonoperatingadjustments,packingofpumpsandvalvesandcoldalignmentofequipmentperformedbythe
constructionsubcontractorsshouldbespotchecked,witnessedorperiodicallyinspectedtoensureproperrecordsarebeingkeptandrecordedfor
turnover.
PipingChecklistswouldbepreparedoneachhydrostatictestsystembeforethesystemisreleasedforhydrostatictesting.Completionofthis
punchlistsbytheconstructioncontractorwouldberequiredbeforethetestsystemisreleasedfortesting.Posthydropunchlistswouldbe
preparedandfollowedthroughontoensurethatthesystemswerefullycompletedandreadyforprecommissioning.
ElectricalInstallationEachelectricalcircuitandmotorinstallationandtheirelectricalpolaritycheckandinsulationresistancemeasurement
wouldbedemonstratedbyelectricalsubcontractortotheCommissioningSubcontractorTeam.
InstrumentInstallationReviewofinstrumentinstallationofcorrectnessaccordingtotheinstrumentdrawingsandspecification.The
CommissioningSubcontractorTeamwouldwitnessand/orapproveallinstrumentcalibrationandcheckoutproceduresorworkperformedby
instrumentsubcontractor.
SystemPressureTestingAlthoughtheconstructioncontractorisresponsiblefortheactualpressuretestingofeachsystempriortomechanical
completion,theCommissioningSubcontractorTeamwouldreviewthetestprogramandthemethodsusedtoensuresatisfactorytightens.

undertakenimmediatelypriortosystemhandoverforPreCommissioningpurpose.Thiswillprobablyoccurataroundthehydrotesttime.Punch
ListitemsgeneratedatthisstagewillbeincorporatedintotheProjectmasterPunchListsystem.AfinalPunchListwillbeundertakenbysystem
immediatelypriortothecommencementofcommissioningactivities.Thiswillbealessstringent
PunchListandaimedatcheckingthesystemoverbeforeintroducinghydrocarbons
UtilisationofthePreCommissioningchecksheetswillassistincompletingafullrangeofrequiredchecks.PunchListingprogresswillberecorded
onanA3setofP&IDs.
SystemCleaning
Thiswouldincludedirectingthecleaningofsystemseitherbyflushing,blowingorchemicalcleaningbyissuingdirectivesforthenecessary
temporaryconnections,utilitiesandproperlineupofthesystemtobecleaned.Whentheservicesofachemicalcleaningsubcontractorare
required,theCommissioningTeamwillmonitorhisperformancetoensureasatisfactorycleaningjob.Beforeeachsystemisclosedforoperating,
thelinesandequipmentwouldbeinspectedforcleanliness.CleaningprogresswillberecordedonanA3setofP&IDs.
EquipmentRunIn
ThiswouldincludeplanningandcoordinatingVendorrepresentativesfortherunninginoftheequipmentandobtainingthenecessaryutilitiesto
accomplishtheruninforequipmentsuchasblowers,pumps,compressor,motors,turbines,andothermachineryormechanicalequipment
withoutprocessfluidsbeforestartup.
VesselLoading
Thisphasewouldensurethatallcatalysts,packing,resinsanddesiccantloadingisperformedinapropermannerandaccuraterecordsand
samplesofeachmaterialloadedareretained.WhenalltheactivitiesforeseeninthePreCommissioningphase(theProcess
Unitswillbereadytoreceivehydrocarbons,mostoftheutilitysystemswillbelivetotherespectiveunitsandallofthehydrocarbonlineswillbe
positivelyisolatedattheunitbatterylimits)havebeenperformedsuccessfullyaReadyforCommissioningCertificatewillbeissuedandso

tostartwithinitialStartupoperationsassuringthateveryactivityisaccomplishedsmoothlyandsafely.TheCommissioningSubcontractorTeam
wouldtakecareintroubleshootinganyoperatingorprocessproblems,shouldtheyarise,andwouldinvestigateanyoperatingdeviationsasthey
occur.Teamwill:
a.DevelopandReviewSpecificOperatingInstruction
Normally,theproceduresandpracticesoutlinedineachunitsoperatingmanualwillbefollowed.However,asthesemanualscannotcoverevery
conceivableoperatingsituation,itwillbenecessarytodevelopspecificoperatinginstructionstocovercriticalareasofoperatingastheyarise.Any

ThepurposeofthePlantturnoverManagementSystemistoprovidetheappropriatetooltofollowtheAEIpolicies,proceduresandquality
(QA/QC)checks,inordertoadministrateallthedocumentationandtocontroltheTurnoverofthefacilitiesfromAEItoitsClient/theOwner.AEI
hasdevelopedtheabovementionedtoolthatallowstheturnoverengineertofollowconstruction,PreCommissioningandcommissioningactivities
fromtheplantsareadefinitionuptothefinalhandoveroftheplantreducingtimeandcostsrelatedtothiskindofactivitiesgivenatimeby
timeprogress.ThePMSisafullywebbased,modularandtailoredtoolinthecloudthatallowsmorethan200concurrentuserstoaccess
