Bureau of Corrections.
Ablen assrsted in the investigation of the escape of inmate Rommel Laciste on 15 August 2012
and the grenade blast incident inside the Maximum Security Compound on 16 November 2012
On .22" November 2012. Ablen was instructed by OlCRagos to accompany him on a very
-m.,oortant task. Upon boarding the car, OlCRagos told Ablen that they are going to deliver money
to the then DOJ Sec. De Lima. The money was in a black handbag.
OlCRagos continued and said Ni'or confidential to. Tayong dalawa Iang ang nakakaalam nito
Dada/hm natin yung quota kay Lola, 5M yang nasa bag. Tingnan mo.
They delivered the money to the house located at Laguna Bay corner Subic Bay Drive. South Bay
Viltage. Paranaque City. OlC-Ragos was greeted at the gate by Ronnie Dayan He handed the
black handbag to Dayan and proceeded to the main door of the house where Sec. De Lima was
waiting. Sec. De Lima was wearing a duster at that time. Dayan then handed the black handbag
to Sec. De Lima. The three of them then entered the house.

On 15 December 2012, Ablen again accompanied OlC-Ragos to deliver money to Sec. De Lima to
the same house in South Bay Village, Paranaque City. Ablen asked OlCRagos Quota na naman
Sir?~ to which the latter replied, Ano pa nga ba? tang ina si/a Iang meron. The money was
placed" inside a plastic bag.

Just like last time, Dayan greeted OlCRagos at the gate and received the plastic bag containing
money.

On the latter part of November 2012, OlCRagos found a black handbag containing money on his
bed at the BuCor Directors Quarters. He then received a call instructing him to deliver the black
handbag containing "/i'mang manok to Mr. Ronnie Dayan. A manok means Php 1Million in the
vernacular inside the NBP, so Iimang manoK means Php 5 Million pesos.
He fetched Jun Ablen and delivered the money to the then DOJ Sec. De Limas house in South
Bay Village in Paranaque City where Dayan was staying.

OlC-Ragos was greeted at the gate of the house by Ronnie Dayan. He handed the black
handbag to Dayan and proceeded to the main door of the house where Sec. De Lima was waiting.
Upon reaching the main door, Dayan then handed the black handbag to Sec. De Lima, who
received the same, and they entered the house.

On the middle part of December 2012, OlCRagos again found money on his bed at the BuCor
Director's Quarters. This time, the money was in a plastic bag. He then received a call to deliver
the money to Mr. Ronnie Dayan. Just like last time, he delivered the money to the house ot Sec.
De Lima in South Bay Village, Paranaque City. At the gate of the house, OlC-Ragos handed the
plastic bag containing money to Dayan who received the same.

JERRY R. PEPINO
Former Commander of Batman at the Medium Security Compound
,JB Sebastian, Commander of SigueSigue Commando and Chairman of the League of
Commanders at the Maximum Security Compound is his kumpare
On May 2015, JB asked Pepino to get drugs from him and sell them to help then DOJ Sec. De
Lima for her campaign in the 2016 senatorial race.
Pepino referred two persons who can sell drugs, and secured/guaranteed their obligation. From
June to September 2015, the two persons he referred remitted money to JB amounting to NOT
less than Five Million Pesos (P5,,000,000.00) per month, by depositing the money to a BDO bank
account.

On January 2013. JB Sebastian, Commander of Sigue-Sigue Commando and Chairman of
Presidyo Side of the Maximum Security Compound, introduced then DOJ Sec. De Lima to
Martinez and other leaders of gangs/groups in his ofce.
On February 2013. JB Sebastian informed Martinez that then DOJ Sec. De Lima needs funds for
her plan to run in the 2016 senatorial race. JB ordered the centralization of drug sale in NBP, and
required him and other gang/group leaders to help. In exchange, they will receive protection and
special treatment.
In the latter part of 2013, Martinez again met Sec, De Lima.
Martinez did not directly sell drugs but he referred persons outside NBP who can sell, who then
informs him thru text message whenever they make deposits to JB to remit their payment for the
drugs sold.
Martinez also saw Junel Sanchez, the driver of Sec. De Lima, meet JB to collect money.
Later on, Junel Sanchez was replaced by a certain alias Makoy as collector.

On December 2014, Martinez was brought to the NBI, together with 18 other inmates, and was
included in the list of high profile inmates. JB was not included.

JOEL D. CAPONES
Commander Sigue-Sigue Sputnik

On December 2013. JB Sebastian, Commander of Sigue-Sigue Commando and Chairman ot the


League of Commanders, called him and informed him that they might have to sell drugs inside and
outside the NBP to help fund the senatorial campaign of the then DOJ Sec De Lima.
JB is known to have big shot protectors and to be close to the then DOJ Sec. De Lima.
On January 2014, JB called Capones and the mayors of his gang and ordered them to sell
drugs. Since then, JB sends him drugs. In exchange, they received special privileges.

,on February 2014, JB introduced Capones to a certain Jad De Vera. Jad Vera was introduced as
J a nephew of Sec. De Lima, who will serve as the latters collector
Capones personally delivered money payment/remittance to JB in his kubol.
Capones saw JB hand down the money to Jad Vera.

In two instances.

In one instance, JB told him that he will prove that the money he is collecting is for Sec. De Lima.
Later, Sec. De Lima arrived and they talked in private.
On the months March and April 2014, JB presented four BDO deposit slips to Capones showing a
total deposit of Eighteen Million Eight Hundred Eighty Thousand Pesos (P18,880,000.00) to 800
account no. 000920421288 .
On December 2014, Capones was brought to the NBl, together with 18 other inmates, and was
included in the list of high profile inmates, JB was not included in the list.

GERMAN L. AGOJO

JB Sebastian, Commander of Sigue-Sigue Commando and Chairman of Presidyo Side of the
Maximum Security Compound, recruited inmates with drug cases to help in selling drugs. JB is
known to have heavyweight protectors and to be close to the then DOJ Sec. De Lima.
On January 2014, JB convened the BCJ gang and ordered the gang to sell drugs. In exchange,
he promised protection and privileges. JB ordered BCJ to collect Twenty Million Pesos
(P20,000,000.00) in three months, which will be used to support the senatorial race campaign of
Sec. De Lima.
Agojos participation is to collect the money from his gang and remit it to JB.
On February 2014, JB informed Agojo that he needs to deposit money to Sec. De Lima, who was
already asking for it. JB then said he already advanced the remittance from Agojos gang. As
proof, he showed Agojo a 800 deposit slip showing Nine Million Pesos (P9,000,000.00) deposited
to BDO Savings Account No. 003820055376.
On March 2014, JB again informed Agojo to deposit money to Sec. De Lima. As before, JB
advanced the remittance. As proof, JB showed a BDO deposit slip showing Six Million Pesos
(P6,000,000.00) t0 the same 800 savings account.

On September 2014, JB advanced the remittance yet again. The proof showed by JB is a 800
deposit slip showing One Million Three Hundred Fifty Thousand Pesos (1,350,000.00) to BDO

Savings Account No. 007520142113.


All in all, Agojo paid JB Sixteen Million Three Hundred Fifty Thousand Pesos (16,350,00000).
On December 2014, Agojo was brought to the NBl, together with 18 other inmates, and was
included in the list of high profile inmates.

JONATHAN C. CARANTO
Administrative Aide Ill, NPS

Caranto is a distant relative of Ronnie Dayan who was hired by Sen. De Lima, upon
recommendation of Dayan, while she was in the Commission on Human Rights, and transferred to
the DOJ when Sen. De Lima was appointed DOJ secretary.
Caranto denies that he owns a bank account at BDO. He particularly denies ownership of
Account No. 004460088072 under the name of Jonathan C. Caranto, including the following
deposnts to said bank account, with details as follows:

Occasionally, then DOJ Sec. De Lima would instruct him to deposit money ranging from Php
20,000 to Php 60,000 to the Landbank account of Dayan.

JAIME PATCHO
Commander of Batman

On January 2015, JB Sebastian, Commander of Commando, proposed a hanapbuhay" involving


drugs to Patcho, which he rebuffed.

One day, JB told him to help for the senatorial campaign of the then DOJ Sec. De Lima.
Patcho referred a person to Sebastian, who will receive ve (5) kilos of drugs worth Four Million
Three Hundred Fifty Thousand Pesos (P4,350,000.00) from Sebastian. The drugs was delivered
to the person he referred and two days later, the payment was remitted in thru a bank account
provided by JB.
The deal lasted for four (4) to ve (5) months. At times, the deposit was made twice a week.

EX POLICE OFFlCER 3 ENGELBERTO DURANO

On June 2011, then DOJ Sec. De Lima visited the NBP. Since Durano was president of
KALASAG at that time, he entertained some escorts of Sec. De Lima, one of which introduced
himself as Ronnie Dayan, who he later came to know as the personal driver of Sec. De Lima.
Since then, every time Sec. De Lima would visit, Ronnie Dayan and Durano would talk.
One time, Ronnie called Durano and told that if the latter wants protection. he should help the then
DOJ Sec. De Lima in the 2016 senatorial race. Durano referred Jeffrey Diaz alias Jaguar to
Ronnie. Diaz is a former inmate at the NBP who has a big business of selling shabu in Cebu.
Side story:
Durano personally introduced Diaz to Peter Co so he could get shabu at a lower price.

Kerwin Espinosa called up Diaz to tell him that he (Ken/Vin) wanted to have his own shabu
business in Albuera, Leyte.

Ronnie and Diaz also transacted. The first transaction was facilitated through a bank account
amounting to Three Million Pesos (P3,000,000.00).

HERBERT COLANGGO

On January 2014, JB Sebastian ordered Colanggo to ask his gang mates to sell drugs. Later on.
Joenel Sanchez also asked him to sell drugs for the plan of the then DOJ Sec. De Lima.
Colanggos gang was tasked to sell 5 kilos of shabu every 15 days or 10 kilos per month.
transaction continued until October 2014.

The

Colanggo also pays payola to Sec. De Lima and Director of Bucor amounting to Php 3 Million and
Php 1.2 Million per month, respectively.
On November 2014, Sanchez met with Colanggo and informed him of the plan to centralize the
operation of drugs. Colanggo was also instructed to dupe the big time drug lords, who are
members of his gang, by ordering 30 to 50 kilos of drugs and then Sanchez will be the one to
cause their transfer to another prison facility without being paid for the drugs they supplied, which
Colanggo rejected.
On 15 December 2014, Colanggo was transferred to the NBI. He was seated next to Sec. De
Lima and whispered Mam, yung instruction ni Ronnie Dayan kay Joenel, payag na po ako wag
niyo lang ako ipatapon", to which Sec. De Lima replied got it, got it". Sec. De Lima also told him
that his stay in NBI is only temporary, but he was detained at the NBI for 8 months. JB Sebastian
stayed at the NBP and was not transferred to the NBI.

Magleo is an adviser and condant of JB.

mg the tenure of then DOJ Sec. De Lima, the Maximum Security Compound was known as

.Dmg Trade Center of the Philippines.
- The drug trade reached billions of pesos. Drug lord Peter Co had a collectible of one billion pesos
in 2012
Sometime in the mid part of 2011, Magleo met Sec. De Lima and Ronnie Palisoc Dayan at the
Batang City Jail Park inside the Maximum Security Compound. Benny Cabrales, (Commander of
Genuine llocano Group), FroilanTrestiza (Commander of Batang City Jail), and Joseph Mostrales
(mayor of Genuine llocano Group) were also present.

A couple of months later, Magleo was removed from his position because he could not pay the
weekly Php 50,000 quota to Dayan. Since then, Dayan would collect a huge sum of money from
Gerry Pepino of Batman, FroilanTrestiza of BCJ, JB Sebastian of Commando, and Noel Martinez
of Cl, either personally or thru bank deposit.
JB Sebastian told Magleo that several drug lords and non-conforming inmate leaders wr'll be
removed from the Maximum Security Compound so he could monopolize the drug trade insrde the
Maximum Security Compound.
JB Sebastian talked to foreign national Filipino drug lords after the Bilibid 19 was transferred to the
NBl to consolidate the drug trade.
JB Sebastian orders 10 100 kgs of shabu from foreign national suppliers, like Peter Co, Ben
Marcelo, Yong Yin, Alex Chen and Jackson Li.
JD told Magleo that he pays millions to Sec. De Lima and Dir. Bucayu and that he is one of the
financiers of Sec. De Lima for the lattefs senatorial campaign. JB also told Magleo that he paid
Sec. De Lima Php10 Million for the transfer of Bilibid 19 and additional Php 1 Million per month.
FROILAN POYPOY L. TRESTIZA
Former Commander of Batang City Jail
Danilo R. Martinez, a religious volunteer organization pastor, introduced himself as a consultant of
the then DOJ Sec. De Lima. He regularly collected money from Trestiza.
After the grenade throwing incident at the Maximum Security Compound, Trestiza was transferred
to the Medium Security Compound.

On January 2013, Trestiza was called to the NBP Directors Ofce. He was brought to the
conference room where he found around 20 other high profile inmates. They were called one by
one to the Directors Office.
lnside the Directors Ofce, Trestiza found Jun Ablen talking to OlC-Ragos on the speakerphone,
and told him Poy, pareho na lang kayo ni George Sy, ha. Magbigay ka ng Php 100,000.00. Kunin
mo number ni Jun kapag ready na ang pera at pwede nang kuni'n para maihabo/ sa quota.

The weekly Php 100,000 was supposed to be delivered to Mr. Ablen every Friday. Trestiza was
able to pay for the rst two weeks but failed to pay the third weekly payment. Thereafter, he was
transferred to Zamboanga City.
