to accept your offer opened on and confirm having awarded on you the work of ARC for Turbine & Auxiliaries
Maintenance 2013-14. of total value INR 9,826,580.92 (Rupee
NINETY-EIGHT LAKH TWENTY-SIX
THOUSAND FIVE HUNDRED EIGHTY POINT NINETY-TWO ONLY) mentioned in the scope of works, special
terms & conditions, Bill of quantities etc.
The duration of the service period shall be from 01.04.2013 to 15.05.2014. Though the duration of contract
shall remain same, the actual date of commencement of the contract shall be as per the direction of EIC.
AGM(TMD) shall be EIC for this work.
This service purchase order along with its annexure is being issued to you in duplicate .We request you to
return the duplicate copy of this service purchase order, duly signed on each page by your authorised signatory
in token of your unequivocal acknowledgment of the same within 15 days from the date of this service purchase
order. If no communication is received within 15 days of receipt of Purchase Order, it will be treated that order
has been accepted in entirety.

Terms & Conditions

Payment Terms
Payment shall be released monthly on submission of RA bill duly certified by Engineer-in-charge.
You have to submit "NO DUES CERTIFICATE" to the effect that you have discharged your PF liabilities in
respect of contract labours employed by you, otherwise, final payment shall not be released.
Security Deposit
Security deposit @ 10.00 % shall be deducted from running bills with a cieling of INR 481536.00 INR.

Version-3: Final Deviation & Final Time Extension
The revised contract value works out to Rs.96,24,402.68
(Rupees Ninety Six Lakh Twenty Four Thousand
Four Hundred Two & Paise Sixty Eight Only) against the awarded value of Rs.96,30,733.60 (Rupees Ninety Six
Lakh Thirty Thousand Seven Hundred Thirty Three & Paise Sixty Only). Final time extension is upto 15.05.2014
in place of 31.03.2014 as awarded.
---------------------------------------------------------------------------------------------------------------------------------------------------------01. You shall execute the above work based on our Tender documents and as per directives of
Engineer-in-charge and terms & conditions stipulated in the following documents except for the specific
additions/modifications brought out in various clauses of this Purchase Order which shall prevail over the said
documents.
i.
Bill of Quantities for the work.
ii.
Scope of work & Special terms and conditions.
iii.
NTPC General Conditions of Contract read in conjunction with its Special conditions, amendments/ errata
shall form a part of this Purchase Order to the extent applicable.
02. Price escalation clause with labour ratio 0.35 shall be applicable for this contract. The base wage for USK
category for price escalation clause in this contract is Rs.186.00(see detail at page terms & conditions).
03. Service Tax: Service tax as applicable shall be paid extra. You have to submit service tax invoice along
with your bills as per service tax rules.
04. Contract Agreement: You shall execute a formal agreement on Non-judicial stamp paper of Rs.10/-, as per
the format available with Contracts cell, within 15 days from the date of issuance of PO, failing which 1st R/A bill
will not be processed.
05. Drawings, if any required, will be issued to you by our Engineer-in-charge during the course of execution of
work.
06. Materials (if any), which are to be supplied by NTPC for execution of this work, will be issued to you from
NTPC stores and these will have to be transported to the work site by you at your own cost. Surplus quantity, if
any, will have to be returned to NTPC stores by you at your own cost.

Income Tax as applicable shall be deducted from your bills, at applicable rates.

08. Defect Liability Period: Defect Liabilty period for each shall be one month after commissioning of
equipment
09. Security Deposit: The Earnest money of Rs.1,76,000.00(Rupees One Lakh Seventy Six Thousand only)
submitted by you in the form of BC No.462697, Dt.12.03.2013 issued from SBI, Telesingha Branch will be
considered as Initial Security Deposit. Further Security deposit shall be deducted from your bills as per NTPC
GCC after adjustment of ISD. Full amount of Security Deposit shall be released after satisfactory completion of
work, Defect liability period and production of Certificate to the effect that all payments have been made to the
appropriate authorities, as per relevant clause of NTPC GCC.
10. Safety: You shall be solely responsible for the safety of the workmen. You shall provide all necessary
safety equipments to the workmen. Engineer-in-Charge is to take clearance from Safety Officer before start of
work.
11. Insurance: You shall cover the workmen (contract labourers, employed in this contract) under Group
Insurance Scheme covering Workmen's' Compensation Act at your own cost.
12. While Deploying manpower, preference should be given to Substantially Affected Persons (SAPs) for
semiskilled /skilled category depending upon their competency and availability. For unskilled category
preference must be given to SAPs. For this purpose the relevant list of SAPs may be seen with Manager (R&R)
.In case of complaints of non working /inefficiency, SAPs may be replaced by other suitable SAPs and in case
no suitable SAPs are available, they may be replaced by local people.

BREAK THE CASING JOINT USING THE FORCING-OFF BOLTS. CAREFULLY LIFT THE UPPER
CASING HALF OFF THE PUMP BY LIFTING AS STRAINED UP AS POSSIBLE.
7.
UNBOLT THE BEARING HOUSING FROM THE CASING.
8.
LIFT OUT THE ROTOR ASSEMBLY INCLUDING THE BEARING HOUSING. USE CRANE IN SLINGING
AND HANDLING THE ROTOR. SUPPORT THE ROTOR ON "V" BLOCK/SPECIALLY PREPARED FRAME ON
A LEVEL SURFACE.
9.
REMOVE THE COUPLING NUT AND PUMP HALF COUPLING.
10. REMOVE LINE AND THRUST BEARINGS.
11. REMOVE THE MECHANICAL SEALS.
12. REMOVE THE CASING RINGS, NUTS AND IMPELLER.
13. EXAMINE ALL INDIVIDUAL PARTS, ALL IMPORTANT JOINTS AND ALL BEARING SURFACES.
RENEW PARTS WHICH ARE APPRECIABLY WORN OUT.
14. WHEN INSTALLING THE IMPELLER ON THE SHAFT, CHECK THE PROJECTIONS OF THE SHAFT
THREAD AT BOTH SIDES TO ENSURE THEIR BEING EQUAL SO THAT THE IMPELLER WILL BE
CENTERED ON THE SHAFT PRIOR TO INSTALLING THE LOCKING NUTS.
15. TO ASSEMBLE THE PUMPS PROCEED WITH THE OPERATIONS MENTIONED ON THE POINTS 2 TO
12 IN THE REVERSE ORDER.
16. RETURN THE PTW.
NOTE:
a)
WHEN REASSEMBLING THE IMPELLER ON THE SHAFT, MOUNT THE IMPELLER SO THAT THE
THREAD AT BOTH SIDES TO ENSURE THEIR BEING EQUAL SO THAT THE IMPELLER WILL BE
CENTERED ON THE SHAFT PRIOR TO INSTALLING THE LOCKING NUTS.
b)
INSTALL THE COMPLETE ROTOR IN THE LOWER HALF CASING. CHECK THE ROTOR TURNS
FRESHLY BY HAND AND THAT THE IMPELLER IS CENTERED AS CLOSELY AS POSSIBLE IN THE
CASING VOLUME.

OVERHAULING OF CONDENSOR VACUUM PUMP.
1.
REMOVE THE MOTOR POWER CABLE AND DECOUPLE THE PUMP AND MOTOR.

3.
REMOVE ALL PIPING CONNECTIONS AND ACCESSORIES CONNECTED WITH THE PUMP CASING.

5.
PLACE THE COMPLETE PUMP IN VERTICAL POSITION WITH THE DRIVE END SHAFT EXTENSION

DISMANTLE THE STUFFING BOX GLAND ON THE NDE SIDE.

SLACKEN THE FLANGE CONNECTION BETWEEN THE CASING AND THE NDE END SHIELD.

LIFT OUT THE NDE END SHIELD TOGETHER WITH THE PORT PLATE BY MARKING THE CASING'S

10. LIFT OFF THE CASING, SLACKEN THE DRIVE END STUFFING BOX GLAND AND WITHDRAW
ROTOR.
11. REMOVE THE STUFFING BOX PART FROM THE END SHIELDS.
12. SLACKEN THE CONNECTING BOLT BETWEEN THE PORT PLATES AND THE END SHIELDS.
13. LIFT THE PORT PLATES OUT OF THE END SHIELDS BY MEANS OF THE TWO TAPPED HOLES.
14. CHECK THE PORT PLATES AND MACHINE IT (IF REQUIRED).
15. CHECK THE IMPELLER AND REPAIR IF REQUIRED.

NORMAL MANDAY: DEPLOYMENT OF ONE CRANE OPERATOR FOR 8 HRS DURING NORMAL
WORKING HOURS.

OVERTIME HOURS: ONE HOUR OVERTIME= 0.19 MANDAY
THE AGENCY HAS TO OPERATE TWO 95 / 15 T EOT CRANE IN STAGE-I TG HALL AND TWO 105 /
15 EOT CRANE IN STAGE-II TG HALL FOR LIFTING AND SHIFTING OF ANY ITEM ROUND THE CLOCK AS
AND WHEN REQUIRED.
THE AGENCY HAS TO CARRY OUT DAILY MECHANICAL CHECKS OF BOTH THE CRANES IN
STAGE-I &II AS PER THE DIRECTION OF EIC.
THE AGENCY HAS TO CARRY OUT ALL PREVENTIVE CHECKS (I.E. 4 WKLY, 12 WKLY, 24 WKLY, 48
WKLY).
THE AGENCY HAS TO LIFT AND SHIFT ANY ITEM AS AND WHEN REQUIRED THROUGH OUT THE
CONTRACT PERIOD.
DURING ANY MAINTENANCE WORK /OVERHAULING WORK THE CRANE OPERATOR HAS TO
COME IN DIFFERENT SHIFTS (I.E. A, B & C SHIFT) TO CARRY OUT THE WORK.
DURING ANY CRITICAL ACTIVITIES ANY OF THE CRANE OPERATORS SHOULD ALWAYS
PRESENT TO AVOID ANY DELAY IN LIFTING /SHIFTING WORK.
SPECIAL TERMS & CONDITIONS
1.
THE AGENCY TO MOBILIZE SUFFICIENT SKILLED AND EXPERIENCED MANPOWER TO CARRY
OUT THE JOBS WITH THE REQUISITE QUALITY STANDARDS. THE CATEGORIES OF MANPOWER
ANTICIPATED FOR THIS CONTRACT ARE:

THE JOBS TO BE SUPERVISED BY TWO COMPETENT & QUALIFIED (PREFERABLE DIPLOMA IN
MECHANICAL ENGINEERING) SUPERVISORS WITH 3 - 5 YEARS OF EXPERIENCE IN EXECUTING
SIMILAR JOBS. THE SUPERVISORS ARE TO BE EQUIPPED WITH A MOBILE PHONE TO ENSURE
PROPER COORDINATION AND CONTACT AT ALL TIMES.

AT LEAST TWO MILL WRIGHT FITTERS TO BE DEPLOYED HAVING MINIMUM 6 - 8 YEARS
EXPERIENCE IN ALIGNMENT OF CRITICAL EQUIPMENT LIKE TURBINE, BOILER FEED PUMP, VERTICAL
PUMPS LIKE CEP / CW PUMPS OR SIMILAR DRIVES. (EDUCATION QUALIFICATION OF ITI ALONG WITH
EXPERIENCE WILL BE PREFERRED)
4.
EOT CRANE OPERATOR SHOULD HAVE MINIMUM FIVE YEAR EXPERIENCE OF OPERATING EOT
CRANE HAVING A CAPACITY OF 60 T OR MORE. EOT CRANE OPERATOR IS TO BE EQUIPPED WITH A
MOBILE PHONE TO ENSURE PROPER COORDINATION AND CONTACT AT ALL TIMES. (EOT CRANE
OPERATION BEING A VERY CRITICAL AND HIGHLY SPECIALIZED JOB, THE OPERATORS ARE TO BE
CONSIDERED AT PAR WITH THE CATEGORY OF MILL WRIGHT FITTER / SPECIALIZED WORKER FOR
COST ESTIMATION AND OTHER CONTRACTUAL CONSIDERATIONS IF ANY.)
5.
HIGH SKILLED FITTERS TO BE DEPLOYED HAVING AT LEAST 5 YEARS OF WORKING
EXPERIENCE IN SIMILAR EQUIPMENT WITH KNOWLEDGE OF ALIGNMENT, LEVELING, SURFACE
MATCHING, FITS AND TOLERANCES ETC. (EDUCATION QUALIFICATION OF ITI ALONG WITH
EXPERIENCE WILL BE PREFERRED)
6.
JUNIOR FITTERS TO BE DEPLOYED HAVING AT LEAST 3 YEARS EXPERIENCE OF WORKING IN
SIMILAR SYSTEMS AND EQUIPMENTS. (EDUCATION QUALIFICATION OF ITI ALONG WITH EXPERIENCE
WILL BE PREFERRED)
7.
RIGGERS WITH AT LEAST 05 YEARS OF WORKING EXPERIENCE IN RIGGING OF HEAVY
EQUIPMENT AND WORKING AT HEIGHTS, WORKING IN COORDINATION WITH EOT CRANE OPERATOR.
GOOD WORKING KNOWLEDGE OF SCAFFOLDINGS AND PLATFORMS FOR EXECUTING WORK AT
HEIGHT.
8.
WELDER HAVING AT LEAST 05 YEARS WORKING EXPERIENCE IN LP AND HP JOINTS WELDING.
IBR CERTIFICATION TO BE VALID FOR CARRYING OUT HIGH PRESSURE JOINTS. ALSO WELDER HAS
TO QUALIFY IN WELDING QUALITY TEST BY FQA.
9.
SEMI SKILLED WORKERS TO HAVE AT LEAST 05 YEARS OF WORKING EXPERIENCE IN SIMILAR
EQUIPMENT AND ATMOSPHERE. (WORKERS HAVING WORKED IN STAGE-II ERECTION /
COMMISSIONING IN TURBINE & AUX. WILL BE PREFERRED.)
9.
AGENCY TO DEPLOY SPECIFIC & SEPARATE GROUPS FOR PREVENTIVE MAINTENANCE JOBS,
BREAK DOWN MAINTENANCE JOBS AND OVERHAULING JOBS.
10. THE AGENCY WILL DEPLOY SEPARATE AND INDEPENDENT GROUPS EQUIPPED WITH
SUFFICIENT & INDEPENDENT TOOLS TO CARRY OUT WORKS AS MAY BE REQUIRED IN ANY ONE OR
ALL SIX UNITS AT ANY POINT OF TIME.
11. NORMALLY AT LEAST 2 EOT CRANE OPERATORS WILL BE REQUIRED ON DAILY BASIS
HOWEVER THE DECISION OF THE EIC IS FINAL AND BINDING, REGARDING DEPLOYMENT OF NO. OF
OPERATORS.
12. IN CASE OF EOT CRANE OPERATION DEPLOYMENT DURING NORMAL WORKING HOURS WILL BE
TREATED AS "NORMAL OPERATION" AND DEPLOYMENT BEYOND NORMAL OPERATING TIME AND
SUNDAYS / HOLIDAYS WILL BE TREATED AS "OVERTIME OPERATION".
13. CONTRACTOR SHOULD PROVIDE MOBILE PHONE TO THE CRANE OPERATORS FOR EASE OF
ACCESSIBILTY AT ANY TIME AT THE REQUIREMENT OF THE JOB.
14. FAILURE IN DEPLOYING OPERATORS ON TIME LEADING TO DELAYS IN EXECUTION OF WORK
WILL BE TREATED AS A SERIOUS LAPSE AND PENALTY AT DOUBLE THE RATE OF OPERATION AT
THE TIME OF FAILURE WILL BE IMPOSED ON THE AGENCY. NON RESPONSE / NO TIMELY RESPONSE
TO INSTRUCTIONS OVER PHONE WILL ALSO BE TREATED AS FAILURE AND ATTRACT IMPOSITION OF
PENALTY.
15. ALL GENERAL TOOLS & PLANTS SHOULD BE AVAILABLE IN SEPARATE TOOL BOX FOR EACH
GROUP TO WORK INDEPENDENTLY.
16. ALL GENERAL TYPE OF TOOLS & PLANT i.e RING DE SPANNER & SLUGGING SPANNERS UP TO

FRAME ETC. REQUIRED FOR THE DAY TO DAY MAINTENANCE JOBS, 3T CAPACITY PULLING & LIFTING
MACHINE, SLINGS, D-SHACKLES, MANILA ROPE ETC. ARE TO BE SUPPLIED BY THE CONTRACTOR.
17. GENERAL PURPOSE ELECTRIC HAND TOOLS (SUCH AS ANGLE GRINDERS, PISTOL GRINDERS
AND HAND DRILLING M/C) WITH FIBER BODY AS REQUIRED TO BE SUPPLIED BY CONTRACTOR.
CUTTING / GRINDING WHEELS AS MAY BE REQUIRED WILL BE IN THE CONTRACTOR'S SCOPE. THE
ELECTRIC TOOLS SHALL BE TESTED BY EMD BEFORE USE.
18. GENERAL TYPE OF CONSUMABLE LIKE PETROL, DIESEL, HACKSAW BLADE, AND RUSTOLENE
ETC. WILL BE SUPPLIED BY AGENCY.
19. COTTON WASTE & OLD CLOTH REQUIRED FOR CLEANING PURPOSES WILL BE IN THE SCOPE
OF THE CONTRACTOR.
20. COPY OF ENTRY CHALLAN FOR ALL T & P BROUGHT INTO THE PLANT BY THE CONTRACTOR
DURING THE VALIDITY OF THE CONTRACT TO BE SUBMITTED TO NTPC (EXECUTING DEPARTMENT)
FOR RECORDS AND INFORMATION.
21. ALL SPECIAL TOOLS & PLANT, INCLUDING SLUGGING SPANNER OF 60MM & ABOVE, TIG
WELDING SET, SPECIAL GRINDING MACHINE, SPECIAL FIXTURES WILL BE SUPPLIED BY NTPC.
21. TRANSPORTATION OF MATERIAL FROM NTPC STORE & BACK AS REQUIRED TO BE DONE BY
CONTRACTOR AT FREE OF COST.BUT TRUCK/HYDRA SHALL BE ARRANGED BY NTPC OF FREE OF
COST.
22. GAS CUTTING SET, DA & OXYGEN GAS AND REGULATOR, WELDING CABLE, HELMET, HOLDER,
CHIPPING HAMMER, WELDING GLOVES ARE TO BE ARRANGED BY THE CONTRACTOR.
23. POWER SUPPLY FOR WELDING M/C, GRINDING M/C ETC. WILL BE GIVEN FREE OF COST BY
NTPC AT FIXED LOCATION. THE AGENCY HAS TO USE THEIR CABLE FROM THESE LOCATIONS TO
THE WELDING MACHINE NEAR THE JOB.
24. ARGON GAS WILL BE SUPPLIED BY NTPC.
25. ALL GENERAL PURPOSE ELECTRODES (OF D&H/ADVANI/L&T/MODI/ESAB MAKE ONLY) IS TO BE
SUPPLIED BY THE AGENCY AND ALL SPECIAL PURPOSE ELECTRODES / FILLER WIRE WILL BE
SUPPLIED BY NTPC.
26. HOT TIGHTENING OF VALVE GLANDS, BONNETS AND FLANGES ETC. FOR THE ATTENDED JOBS
ARE TO BE CARRIED OUT BY THE CONTRACTOR FREE OF COST.
27. WHEREVER HIGH PRESSURE WELDING IS INVOLVED, THE WELDER DEPLOYED SHOULD BE A
QUALIFIED WELDER HOLDING A VALID IBR CERTIFICATE.
28. THE SAFETY OF EQUIPMENTS & WORKING PERSONNEL SHALL BE THE RESPONSIBILITY OF THE
CONTRACTOR.
29. ALL WORKING PERSONNEL SHOULD BE EQUIPPED WITH SAFETY HELMET, SAFETY SHOE &
SAFETY BELT ETC. AND ANY OTHER PPE AS MAY BE APPLICABLE FOR THE JOB BEING CARRIED OUT.
30. WHEN WORKING AT HEIGHTS FULL BODY HARNESS TO BE USED BY THE WORKERS AS A
SAFETY MEASURE.
31. GAS CUTTING SETS USED WITH OXY - ACETYLENE GAS TO BE USED WITH "BACK FIRE
ARRESTER".
32. ALL ELECTRICAL EXTENTION BOARDS USED BY THE CONTRACTOR SHOULD HAVE ELCB.
33. ANY MINOR JOB INCIDENTAL TO THE JOBS MENTIONED AGAINST BILL OF QUANTITY WHICH HAS
NOT BEEN INCLUDED IN THE SCOPE OF WORK SHALL BE EXTENDED BY THE CONTRACTOR
WITHOUT ANY EXTRA PAYMENT.
34. THE CONTRACTOR HAS TO MOBILIZE HIS MANPOWER WITHIN ONE HOUR AFTER RECEIVING
INSTRUCTION FROM NTPC.
35. IF REQUIRED, THE CONTRACTOR HAS TO ENGAGE HIS MANPOWER BEYOND NORMAL
WORKING HOURS / ROUND THE CLOCK, DEPENDING ON THE URGENCY OF THE WORK WHICH HAS
TO BE DECIDED BY E.I.C.
36. IN CASE OF UNDUE DELAY OR BAD QUALITY OF JOB DONE BY THE CONTRACTOR NTPC SHALL
HAVE THE LIBERTY TO GET THE JOB DONE BY ANY OTHER AGENCY AT THE RISK AND COST OF THE
CONTRACTOR. THE DECISION OF E.I.C. IN THIS REGARD SHALL BE FINAL AND BINDING ON THE
CONTRACTOR.
37. ANY SCAFFOLDING WORK REQUIRED FOR DOING THE JOB SHALL HAVE TO BE ERECTED BY
THE CONTRACTOR AT HIS COST.
38. THE CONTRACTOR HAS TO ENGAGE COMPETENT/SKILLED MANPOWER AS PER THE
REQUIREMENT OF THE RESPECTIVE JOB.
39. MINOR INSULATION MATERIAL IF REQUIRED TO BE REMOVED FOR THE PURPOSE OF WORK
AND TO BE PUT BACK AFTER COMPLETION OF WORK.

40. THE DEBRIS TO BE REMOVED FROM THE WORK PLACE AFTER COMPLETION OF WORK AND
SUITABLY DISPOSED OFF IN NTPC DESIGNATED SCRAP DUMP / SCRAP YARD.
41. SCAFFOLDING TO BE REMOVED AFTER COMPLETION OF WORK AND TO BE KEPT AT
DESIGNATED PLACE.
42. THE CONTRACTOR SHALL RETURN ALL SPECIAL T&P (IF ANY) ISSUED FROM NTPC STORE &
WILL TAKE NO DUE CERTIFICATE FROM STORE BEFORE RAISING THE FINAL BILL.
43. THE CONTRACTOR / SUPERVISOR MUST REPORT TO TMD EVERYDAY AT THE BEGINNING AND
END OF THE DAY FOR RECEIVING WORK INSTRUCTIONS AND FEED BACK OF THE JOB.
44. THE FIXTURE IF NECESSARY FOR THE MAINTENANCE WORK SHALL BE FABRICATED BY THE
CONTRACTOR FOR WHICH NTPC SHALL PROVIDE ALL MATERIAL AND WORK SHOP FACILITIES AS
MAY BE REQUIRED.
45. THE CONTRACTOR HAS TO DEPLOY SEPARATE GANGS FOR DIFFERENT JOBS TO BE EXECUTED
AT A TIME DURING OVERHAULING WORKS.
46. DEFECT LIABILITY PERIOD FOR EACH JOB SHALL BE ONE MONTH AFTER COMMISSIONING OF
EQUIPMENT.
47. NTPC GENERAL TERMS AND CONDITIONS SHALL ALSO FORM A PART OF THE CONTRACT.
48. IN EXIGENCY AS PER SITE REQUIREMENT THE WORKS CAN BE CARRIED OUT IN ANY AREA OF
THE PLANT.
49. THE CONTRACTOR SHALL COVER THE WORKMEN UNDER GROUP INSURANCE SCHEME
COVERING WORKMEN'S COMPENSATION LIABILITY AT HIS OWN COST.
50. THE CONTRACTOR SHALL COMPLY WITH PROVISIONS OF ALL STATUTORY RULES
REGULATIONS & ACTS LIKE CONTRACT LABOR ACT 1970 & PROVIDENT FUND ACT. PF
CONTRIBUTION DEPOSITED AGAINST THE WORKMEN ENGAGED IS TO BE BORNE BY THE AGENCY.
51. THE CONTRACTOR WILL PAY THE STATUTORY BONUS TO WORKERS ALONG WITH OTHER
BENEFITS TO BE PROVIDED TO THE WORKERS AS PER THE PREVAILING GOVERNMENT GUIDE LINES
DURING THE VALIDITY OF THE CONTRACT.
52. PAYMENT WILL BE RELEASED ON CERTIFICATION OF EIC, ON MONTHLY RA BILL BASIS.
53. THE DECISION OF EIC WILL BE FINAL & BINDING ON CONTRACTOR.
54. THE CONTRACTOR WILL DEPLOY SUFFICIENT AND SEPARATE MANPOWER WITH REQUIRED
T&P AS REQUIRED FOR O/H JOBS SO AS NOT TO HINDER ROUTINE JOBS, FOR TIMELY COMPLETION
OF JOB.
55. THE TOTAL JOB WILL BE CARRIED OUT DURING O/H OF INDIVIDUAL UNITS AND RUNNING
MAINTENANCE. THE CONTRACTOR HAS TO MOBILIZE SUFFICIENT MANPOWER FOR TIMELY
COMPLETION OF JOBS ON EACH WORK FRONT.
56. THE CONTRACT WILL BE VALID FOR A PERIOD OF 12 MONTHS FROM DATE OF START OF WORK.
IF THE PERFORMANCE OF THE CONTRACTOR IS SATISFACTORY AND REQUIREMENT ARISES, THE
CONTRACT MAY BE EXTENDED FOR DURATION OF 3 MONTHS AS REQUIRED BY NTPC.
57. IN CASE THE PERFORMANCE OF THE CONTRACTOR IS NOT SATISFACTORY NTPC RESERVES
THE RIGHT TO TERMINATE THE CONTRACT GIVING 01 MONTH NOTICE. ALSO JOBS MAY BE CARRIED
OUT BY NTPC AT THE RISK & COST OF THE CONTRACTOR IN CASE OF REPEATED POOR
DEPLOYMENT.
58. IN CASE OF NON DEPLOYMENT OF SUFFICIENT MANPOWER OF ANY CATOGERY ON ANY DAY /
FOR ANY WORK LEADING TO DELAYS WILL ATTRACT A PENALTY @ 150% OF THE NORMAL RATE FOR
THE PARTICULAR CATOGERY.
59. NON COMPLIANCE WITH THE STIPULATED SAFETY REQUIREMENTS OR ANY COMPROMISE ON
SAFETY OF WORKERS OR THE EQUIPMENT WILL ATTRACT A STIFF PENALTY OF UPTO RS. 5000.00
PER OCCASION DEPENDING ON THE SERIOUSNESS OF THE LAPSE.
60. CONSIDERING THE CRITICAL REQUIREMENT OF SELECTED WORKERS (SUPERVISOR &
MILLWRIGHT FITTERS) FOR MAINTAINING MAINTENANCE SCHEDULE, NTPC MAY PROVIDE SUITABLE
ACCOMMODATION TO THEM IN TEMPORARY TOWNSHIP / FIELD HOSTEL AT THE PREVAILING RATES
AND CONDITIONS SUBJECT TO AVAILABILITY ON CHARGEABLE BASIS.
61. THE CONTRACTOR HAS TO DEPLOY MINIMUM NO OF MANPOWER AS FOLLOWS:
SUPERVISORS-02, MILL WRIGHT FITTERS-02, HIGH SKILLED-09, EOT CRANE OPERATOR-02,
SKILLED-08 AND SEMI SKILLED-04 ON DAILY BASIS THROUGH OUT THE CONTRACT PERIOD.
62. THE CONTRACTOR SHOULD PROVIDE 2.5 KG JAGGERY PER PERSON PER MONTH OR PART
THERE OF AS APPLICABLE TO ALL THE WORKERS. MONTHLY DOCUMENTARY EVIDENCE SHOULD BE
PROVIDED TO EIC.
63. THE QUANTITY VARIATION OF INDIVIDUAL ITEMS OTHER THAN PART-E MAY VARY BY UPTO
(+/-100%) AND OVERALL VARIATION WILL BE WITHIN 40%.
64. Price Escalation : In case of hike in minimum wages, the following escalation formula shall be applicable.

Extra amount payable = [0.35 X (Minimum wage increase for Unskilled category / Original minimum wage for
Unskilled category as per bid document) X {(MB) work done amount}]
Above is subject to neglecting the minimum wage increase of 10% of unskilled category. However, if during
contract currency, the minimum wage increase for unskilled category becomes more than 10%, then formula will
be applied for the work done amount component for that period onwards, where the minimum wage for unskilled
category component exceeds 10%.
(i) The escalation formula will not be applicable up to wage variation of 10% (this percentage will be as per
unskilled category).
(ii) The above price variation will not be applicable in any case in MBs / work done portion where purely supply of
material, including jaggery is involved.
(iii) For all purposes the variation in percentage of wage will be considered as variation in the wage for unskilled
category only.
(iv) The central minimum wage for all practical purposes will mean the minimum wage including VDA.
OTHER TERMS AND CONDITIONS:
(OTHER THAN CIVIL WORK)
01. You are deemed to have assessed & considered all site conditions before quoting rates, terms &
conditions. You have to complete the entire work in all respects with proper care, accuracy, speed, promptness,
quality, workmanship and hand over the same within the completion period.
02. You shall have to execute a formal agreement on Non-Judicial stamp paper of Rs.10/- only within one
month of issue of detail letter of award, failing which no payment shall be released. (if the awarded value is one
lakh or more than one lakh)
03. All the materials to be brought by you for incorporation in this work shall be strictly in accordance with BOQ
the relevant clause of Technical Specifications, specification and General conditions of Contracts.
04. You shall perform the work with all labour, materials, fittings and T&P complete in all respects based on
Tender documents and as directed by the Engineer-in-Charge and as per the terms & conditions contained in
the bid documents.
05. All incidental items not shown or specified but reasonably implied for successful completion of the work
shall be provided by you at your own cost. Decision of the Engineer-in-charge will be final in this regard.
06. All extra items, if necessary, for completion of the work shall have to be executed with prior permission of
EIC.
07. In case of conflict amongst the various drawings, the decision of the Engineer-in-charge shall be final and
binding.
08. It shall be sole responsibility of the contractor to ensure accuracy of layout, alignment, levels and quality of
the work.
09.
Time the essence of the contract & you have to maintain required progress in terms of relevant clause of the
General Conditions of Contract or as per agreed work schedule or to complete the work & clear the site in all
respects on/ or before the contract period/ extended date/ period of completion, if any, provision of relevant
clause of GCC shall be applicable.
10. The rate for all other additional/ substituted/ altered items which may crop up during the execution of the
work shall be determined as per the provisions in GCC.

11. Rates quoted should be inclusive of all taxes, levies and duties imposed by the State/ Central Govt. in
respect of materials to be purchased & incorporated by you in the work. The rates are also inclusive of all
expenses such as tools & plants, labour etc. As the job awarded under this contract shall be 'WORKS
CONTRACT', the sales tax on turnover/ works contracts levied under law is payable by you to the concerned
Govt. authority as per prevailing norms at your cost. As per the directive of local sales tax authority all the
contractors are now required to be registered dealers & any liability arising out of non- registration shall be to
contractor's account.
12. R/A bill will be paid once in a month on actual measurements on submission of bills duly certified by the
Engineer-in-charge.
13. Income Tax at applicable rates of the gross value of the contract shall be deducted from " on account bills"
unless exempted by the Income Tax Department. Proof of copy of certificate in this regard has to be submitted
by you to our Finance Dept.
14. Source deduction of Sales tax applicable on works contract will be guided by prevailing norms of
appropriate Govt. & its amendment issued from time to time.
15. a)
Security deposit will be guided by standard norms of GCC. (excluding the deduction of security
deposit which will be governed by the Clause 15.(c) below)

100% security deposit shall be refunded only after completion of contract period / guarantee period &
defect liability period and on certification from Engineer-in-charge that all statutory formalities have been fulfilled

16. Electric power/ Construction water for the work may be supplied free of cost at one point wherever LT line/
pipe network is existing. However, the contractor will make his own arrangement for taking the power supply/
water from the mains. In case such facilities do not exist near the construction site, the contractor will have to
make his own arrangement for the same at his cost and nothing extra will be paid in this regard to the contractor.
17. You have to obtain labour license from competent authority under Contract Labour (Regulation & Abolition)
Act or a copy of treasury challan as a token of having submitted the application for license within 07(seven) days
from the date of issue of letter of award and in case of failure to produce the same within the stipulated time
period, the contract may be deemed to be canceled/ terminated.
18. a)
That you shall be obligated to follow all the provisions of contract labour (Regulation & Abolition) Act,
payment of Bonus Act, Minimum wages Act as notified by Govt. of Orissa, wherein labour payment is to be
made strictly as per above rate and variation if any during the currency of the contract as notified by Govt. of

d) The contractor is to ensure safety to his workman engaged in his job and is to follow standard safety
norms. Safety items as required shall have to be arranged by the contractor at his own cost.
e) While deploying manpower, preference should be given to Substantially Affected Persons (SAPs) for
semiskilled /skilled category depending upon their competency and availability. For unskilled category
preference must be given to SAPs. For this purpose the relevant list of SAPs may be seen with R&R Cell. In
case of complaints of non working /inefficiency, SAPs may be replaced by other suitable SAPs and in case no
suitable SAPs are available, they may be replaced by local people.
f) You have to get your workers engaged in this contract examined by Registered private medical
practitioner/Government doctor as per the format available with EIC. within 15 days of start of the job. This
certificate shall be valid for a period of one year & is to be renewed subsequent to accidental injuries sustained if
any, by the worker before one year.
19. The following lines are in addition to cl. no.- 6(I), (subhead :-payment of wages) given on page 53 of GCC
for civil works under heading "CONTRACTOR'S LABOUR REGULATIONS" (on page 52).
"Wages shall be paid by the contractor to the workmen directly without the intervention of any Jamadars/
Thikedars (middlemen) and the contractor shall ensure that no amount by way of commission or otherwise is
deducted or recovered by these middlemen from the wage of the workmen working under you for the subject
job".
The Contractor shall make the payment to their workers in the presence of EIC/his authorised representative
before the expiry of the seventh (07th) day from the end of the wage period. NTPC shall be processing the
running bills only after the contractor makes the payment to their workers. If the contractor fails to make the
payment to their workers before the expiry of the 10th day from the end of the wage period, NTPC shall be
making payment to the workers directly and the expenses shall be recovered from the contractor's account along
with an inconvenience charge of 20%. In addition to this, any other actions as deemed necessary shall be taken
by NTPC against the contractor.
The contractor shall have to give off/rest to the labourers as per Factory act. The contractor has to pay double
the minimum wage, if the labourers are engaged on rest days. However, no extra claim shall be entertained by
NTPC.
20. All differences and disputes between the parties arising out of the contract shall be settled by the process
of Settlement of Disputes and Arbitration as specified in clause no.- 56 of GCC for civil works and only within the
Jurisdiction of the District Court Angul/ Talcher and/ or ORISSA HIGH COURT, CUTTACK.
21. a)
You will have to register your firm with Provident Fund Authorities and must obtain separate &
independent code number from Provident Fund Authorities & you are obligated to follow the rules & provisions
as prescribed in the Provident Fund Act & Scheme. They are obligated to follow the prevailing rate of
contribution. The principal Employer shall exercise all his power to enforce the provision of Provident Fund Act,
Bonus act. Minimum wages Act, payment of wages Act & all other labour laws & safety laws applicable to the
workers and can take punitive measures against the tenderer.
b)
You have to submit "NO DUES CERTIFICATE" to the effect that you have discharged PF liabilities in
respect of contract labourers employed by you, otherwise, final payment shall not be released.
Further you have to obtain a "Clearance Certificate" from the P.F. Office before applying for release of Final bill.
22. In addition to above, NTPC General Conditions of Contract for civil works (along with its
amendments/errata) shall also be applicable which can be referred to in our office.
23. If the contractor fails to do the job satisfactorily, or unable to complete the job, NTPC reserves the right to
get the job done through other agencies at the risk and cost of the original contractor.

24. In case of contracts with duration of 12 (twelve) months or more the material reconciliation statement is
required to be submitted quarterly and also along with final bills. In case of shorter duration contract, material
reconciliation statement is required to be submitted along with all R/A bills as well as final bill.
25.
Liquidated damage shall be imposed for delay in completion of the job as per GCC.
26. During the course of validity period of contract NTPC may assign the said contract to any other Agency,
and the said Agency, being the assignee shall operate the contract and engagement for the purpose of
execution, supervision, payment, extension, Renewal etc. on the same terms & conditions of the contract by
NTPC as referred to above.
27.
28. Validity period of electrical license should cover the entire period of the currency of contract. In case if the
validity expires during this period, then the same is to be revalidated/ renewed well before the date of expiry of
license. Any consequences arising due to violation of this clause shall be the sole responsibility of the agency.
29. In case of vitiation occurs during execution of work, the agency shall extend suitable rebate to maintain the
L1 position.
30.
The contract price includes all taxes & duties except Service Tax.
GENERAL
01. The contractors shall comply the provisions of Factories Act 1948, any other statutory provisions applicable
to them to ensure occupational health and safety. NTPC Electrical & Mechanical Safety Rules and any other
Rules made by NTPC relating to Operation & Maintenance of Plants. The contractor shall make arrangements at
all his work places for ensuring safety and absence of risks to health of the workers.
02. The contractor shall ensure that the equipments/electrical installation system facilities are provided and
maintained by him as required under various statutes. He shall also ensure testing/examination of the
equipments wherever required, in accordance with the provisions of the Factories Act or any other prescribed
statutes. The record of such inspection/testing and examination shall be kept at the site and shown to NTPC
Engineer In charge/Safety In charge on demand.
03. The contractor shall ensure that all floor steps, stairs, passages and gang ways are to be properly
maintained and shall be kept free from obstructions and substances likely to cause persons to slip and fall.
04. The contractor shall not remove any part of equipments (like guards etc.) or gang ways (like fencing, base
etc.) or other systems without the permission of the Engineer In charge. Wherever any guards/other parts of the
system are removed for repair, it will be provided back to its place, before any operation or use of the equipment.
The contractor shall not hand-over/allow operating these equipments till the guards are provided at its place.
05. In case any opening in gangway/access etc. is caused due to removing any part of base for lifting of
material or otherwise, either the opening shall be suitably fenced or suitably covered to prevent fall of any person
in such openings in consultation with Engineer In charge. Temporary fencing shall also be provided whenever
required along with appropriate caution boards, lighting etc.
06. The employees employed by the contractor should be skilled/competent in accordance with the job
requirement to the satisfaction of Engineer In charge. Engineer In charge shall have a right to remove any
employee of the contractor, whom he feels to be incompetent. The contractor shall employ sufficient number of
supervisors to ensure supervision at all places of his work at all the times.
07. No person should be allowed to carry, lift or move any load so heavy which may likely to cause him injury
as prescribed under Orissa state factories rules.

01. All working platforms, ways and other places of O&M work area shall be free from accumulations of any
material causing obstructions and tripping.
02. Wherever workers are exposed to the hazard of falling into water, the contractor shall provide adequate
equipment for saving the employees from drowning and rescuing from such hazards. The contractor shall
provide boat or launch equipped with sufficient number of life buoys, life jackets etc. manned with trained
personnel at the site of such work.
03. Every opening at elevation from ground level through which a worker, material, equipment etc. may fall at
work area shall be covered and/or guarded suitably by the contractor to prevent such falls.
04. Wherever the workers are exposed to the hazards of falling from height, the contractor shall provide full
harness safety belts fitted with fall arresting systems to all the employees working at higher elevations and life
line of 8 mm diameter wire rope with turn buckles for anchoring the safety belts while working or moving at
higher elevations. Safety nets shall also be provided for saving them from fall from heights and such equipment
should be in accordance with BIS standards.
05. Wherever there is a possibility of any material, equipment or workers while working at heights, a suitable
and adequate safety net should be provided. The safety net should be in accordance with BIS standards.
06. The contractor shall provide proper access like ladders etc. where the workers are required to reach higher
elevations and ensure the workers use them as an access for higher elevations where a permanent access is
not available. The workers shall be provided with safety belts fitted with suitable fall arresting system (fall
arrestors) for climbing/getting down through ladders to prevent fall from height.
III.
OPENINGS
The contractor shall ensure that vessel, sump, tank, pit or opening in ground or in a floor which by reason of its
depth, situation, construction or contains or may be a source of danger at his workplace shall be either securely
covered or fenced and necessary measures for protection against falling materials/objects or workers from such
platform are taken by providing suitable safety nets, safety belts or other similar means.
IV.
FENCING OF MACHINERY
The contractor shall not allow any worker to examine any part of the machinery or to carry out the lubrication or
other adjusting operation while the machinery is in motion. The workers working near the machinery in motion
shall be provided with tight fitting clothes as required under Orissa Factories Rules.
V.
The contractor shall take all precautions to prevent any accidental collapse of scaffolding or working platforms or
fall of persons from scaffolding or working platforms. The contractor shall ensure that scaffolding erection and
repairs are done under the expert supervision. The scaffolding shall meet the required strength and other
requirements for the purpose for which the scaffolding/work platform is erected. The material used for
scaffold/work platform should conform to the BIS standards.
VI.
CONFINED SPACE
01. No person should be allowed to enter any chamber, tank, wet, pit, pipe, flue or other confined space at his
work area in which any gas, fume, vapour or dust is likely to be present to such an extent as to involve risk to
persons unless it is provided with a manhole of the required size or other effective means of egress. The
contractor shall take practicable measures to remove any gas, fume, vapour or dust to bring it its limit within the
permissible limits and to prevent any risk to the workers.
02. No portable electric light or any other electrical appliances of voltage exceeding 24 volts shall be permitted
for use inside any chamber/tank, wet, pit, pipe, flue or other confined space unless adequate safety devices are
provided where the inflammable gases, fumes or dust is likely to be present.

01. The contractor shall provide suitable personal protective equipments to the workers who are handling the
hazardous and corrosive substances including alkalis and acids.
02. As a precautionary measure the contractor should keep the bottles filled with distilled water in
cupboard/boxes near work place for emergency eye wash by worker exposed to such hazardous chemicals.
VIII. RIGHT TO STOP WORK
01. The Engineer I/C shall have the right at his sole discretion to stop the work, if in his opinion the work is
being carried out in such a way that it may caused accidents and endanger the safety of the persons and/or
property, and/or equipments. In such cases, the contractor shall be informed in writing about the nature of
hazards and possible injury/accident and he shall comply to remove shortcomings promptly.
02. The contractor shall not be entitled for any damages/compensation for stoppage of work, due to safety
reasons and the period of such stoppage of work shall not be taken as an extension of time for Completion of
the facilities and will not be the ground for waiver of levy of liquidated damages.
IX.
OVERHEAD PROTECTION
01. The contractor shall ensure that any area exposed to risk of falling materials, articles or objects is roped off
or cordoned off or otherwise suitably guarded from inadvertent entry of any person.
02. Wherever there is a possibility of falling of any material, equipment or construction workers while working
at heights, a suitable and adequate safety net should be provided. The safety net should be in accordance with
BIS standards.
X.
EYE PROTECTION
The contractor shall provide suitable personal protective equipment to his workmen depending upon the nature
of hazards and ensure their usage by the workers engaged in operations like welding, cutting, chipping, grinding
or similar operations which may cause injuries to his eyes.
XI.
ELECTRICAL HAZARDS
01. The contractor should ensure that all electrical installations/equipments used in work area comply with the
requirements of latest electricity acts/rules.
02. The contractor shall take all adequate measures to prevent any worker from coming into physical contact
with any electrical equipment or apparatus, machines or live electrical circuits which may cause electrical
hazards during the construction work. The contractor shall provide the sufficient ELCBs/RCCBs for all the
portable equipments, electrical switchboards, distribution panels etc. to prevent electrical shocks to the workers.
03. The contractor should ensure use of single/double insulated/plastic body hand tools or low voltage i.e. 110
volts hand tools.
04. Wherever NTPC Electrical & Mechanical safety rules prescribe, the contractor shall not undertake any
work till the permit is obtained for the specific work in accordance with NTPC rules.
XII.
The contractor shall use the lifting appliances, tools & tackles including cranes etc., lifting gear including fixed or
movable and any plant or gear, hoists, pressure plant and equipment etc. are in good condition and examined by
competent person and certified as per statutory requirements.
XIII. MEDICAL EXAMINATION
01. The contractor shall get the medical examination conducted of all his employees including his
sub-contractor employees working in hazardous areas once before the employment and thereafter once in every
year by a qualified medical practioner as per the Factories Act, 1948 and concerned State Factories Rules. The
necessary registers and records relating to the medical examination of all the employees should be maintained

05. NTPC may provide special personnel protective equipments like fall arrestors, Safety Nets etc. on
chargeable/non chargeable basis, subject to availability to the petty contractors on his request to Engineer I/C in
advance indicating total no of items quantity and type of equipments required, provided this condition is
specifically, included in the contract conditions.
XVII. TRAINING
01. The contractor shall arrange to provide safety training to all his employees. Whenever asked by NTPC
also, the contractor shall send his employees for safety training and for such day the contractor shall pay the
employee average daily salary.
02. The contractor shall provide training on use of fire extinguishers and first aid to all his employees and
records thereof shall be submitted to Engineer In charge and Head of Safety of NTPC. The training may be
provided independently or may be nominated to the programmes being organised by NTPC from time to time.
XVIII. PENALTIES
01. If the contractor fails in providing safer working environment as prescribed in General Conditions of
Contract relating to safety and health or continue the work even after being instructed to stop the work by
Engineer In charge, the contractor shall be penalized @ Rs.5000/- per day or part there of till the instructions are
complied with and so certified by the Engineer In charge. However, in case of accident causing major injury or
fatal, the provisions contained below shall also apply in addition to the penalties mentioned in this clause.
02. If the contractor does not take all safety precautions and/or fails to comply with the safety rules as
prescribed by the Employer or under the applicable law for the safety of the plant and equipment and for the
safety or personnel and the contractor does not prevent hazardous conditions which cause injury to his own
employees or employees of other contractors, or the Employer's. Employees or any other person who are at the
site or adjacent thereto, the contractor shall be responsible for payment of penalty to NTPC as per the following
schedule :
a)
For fatal accident/injury causing death: Penalty @ 10% of the contract value Rs.5 Lakh whichever is less
for each fatal accident/injury causing death.
b)
Major injury or accident causing 25% or more permanent disablement to workmen : Penalty @ 2.5% of
contract value or Rs.1 Lakh whichever is less for each disablement injury.
03. Permanent disablement shall have the same meaning as indicated in workmen's compensation Act, 1923.
The penalty mentioned above shall be in addition to the compensation payable to the workmen/employees
under the relevant provisions of the workmen's compensation Act and rules framed there under or any other
applicable laws as applicable from time to time.
04. If any contractor worker found working without using the safety equipment like safety helmet, safety shoes,
safety belts etc. or without anchoring the safety belts while working at height the Engineer I/C safety Officer of
NTPC shall have the right to penalize the contractor for Rs.200/- per person per day and such worker shall be
sent out of the workplace immediately and shall not be allowed to work on that day Engineer I/C/Safety Officer of
NTPC will also issue a notice in this regard to the contractor.
