Here the basic assumption seems to be that quadrant houses have two rulers per
house, on for each sign 'in' the house, with the planetary ruler of cusp taking
precedence.
When a planet in house X also rules house X, then the affairs of the house are n
ot then directly influenced by any other factors (but in quadrant houses this ca
n happen only for Capricorn/Aquarius, and intercepted houses?)
When more than one planet rules a house, the affairs of the house are subject to
forces different in kind, and therefore their condition is a mixture, without u
nity, and sometimes contradictory (why without unity?)
This is more likely when one ruler is a benefic and the other a malefic (so easi
ly Scorp/Sag, Sag/Capr, Aqu/Pis, Pis/Ari) and even more so when one ruler has st
rong celestial state, and the other poor c.s, *and* both are in square or opposi
tion.
However the planet ruling the cusp takes precedence when evaluating affairs of t
he house, but the other planet should not be neglected.
