anager plays a very critical role at the cutting-edge level of operations in the
organizational structure of Food Corporation of India. To strengthen the capabilities
of this cadre FCI had introduced Management Trainees Scheme way back in 2001.

These Management Trainees (MTs) join at the Institute of Food Security,


Gurgaon for their 06 Months (earlier the duration was 12 months) Induction Training
Programme(ITP). This ITP is a rigorous programme giving an overall exposure about FCI
operations as well as in-depth grasping over the Cadre (Depot, Movement, Accounts,
Technical, General and Engineering.) specific functions. A brief detail about ITP is given in
this document in the next pages.
As we agree the success of any organization depends upon its young
employees who by virtue of their specialized knowledge and exposure, contribute
liberally to the institution and therefore, there is a special need to keep their enthusiasm
and motivational level high.
We, as their seniors, should try to convert their motivation into dedication, by
placing them in an environment where their knowledge is used and skills are tested.
These young enthusiasts like to work in roles where they can transform their capabilities
into action.
Monotony or under-utilization of their knowledge and skills can discourage and
disparage them. We should endeavor to develop them as valuable human assets through
motivation and guidance. Suggestions are welcomed, if IFS Gurgaon can also do
something in achieving this organizational objective.
I would earnestly request to motivate and guide such young officers personally in
serving the Corporation and watch their performance carefully. Also, if they can be
posted in active and challenging roles as per their cadre, they can be very useful to our
Corporation and bring out exceptional results.
With the hope that these young officers will be put to best use, we place them in
your hands.

Brief Introduction of Induction Training Programme


(22.06.2015 to 18.12.2015)
As per the restructured training module, the training programme has been divided in three Phases i.e. Phase-I, II
& III and the Phase-wise detail of the activities is as under: Phase

In-house training at IFS to learn theoretical aspects of FCIs working & operations.
a) First One Month:- Operational/field training in Depots/DOs/ROs.

(b) Last 03 months:- Cadre based training in Region under GM(Region)

One Month

Class-room training for last month at IFS. Experience sharing through Project
Presentation after the trainees got exposure to field working of FCI during field
/cadre training. Final assessment of entire training.

PHASE I

The duration of this phase is of 30 calendar days which is fully residential in IFS, Gurgaon.

During this period, lectures about all functions i.e. General Awareness, Procurement, Stg. & Cont., Movement,
Commercial, QC/Technical, IR, Vigilance, Finance & Accounts and Personnel etc. of FCI are delivered by
experience faculties (in-house/ guest faculties).

This one month training is conducted through class-room lecture, objective-test, group discussion, subjectivetest and workshop etc. Besides this, visit to some of Depot/SILO is also arranged during this period.

To assess the performance of candidates during this phase Objective Tests, Workshops and Group Discussions
on various subjects are conducted.

Total 195 marks (Annexure- B) have been allotted for this phase training.

Sports/games/various extracurricular activities are organized in this phase for trainees.

PHASE II(Part-I) -Operational Training of one month duration

After completion of one month in-house training at IFS, Gurgaon, trainees are attached with Depot level for
about 15 days to get exposure to depot operations such as Frequency of Fumigation, FIFO System, Preparation
of Weight Check Memo etc. and visit to all Sheds/Operational points in the Depot.

The attachment with District Offices is for 10-days to understand the working of various Divisions primarily
Commercial, Storage, Movement and IR.

The attachment with Regional Office is of 5-days to get acquainted with Regional Office functioning like
Vigilance, Contract, House Keeping, Personnel and Inflow / outflow of information.

During training at District Office level, trainees are required to prepare a project report on one of the preassigned topic, based on their observation during the field visit.

This project is formally presented before faculty members, panel of expert and other trainees at IFS for its
evaluation.

A weightage of 10 Marks has been allotted for the performance evaluation of trainees by the Area Managers
for the training at District office level.

PHASE II(Part-II) Cadre Based Training of three month duration.


After completion of one month field / operation training, trainees are to under cadre based training of about
three month duration under different Regional Offices.

During this phase, trainees are provided learning on their cadre specific subject with the technique of
Mentoring and On-the-Job training.

Trainees are associated to some of the sections of their respective cadre, in any field unit of FCI under a regular
officer who explain the practical nuances of his cadre.

A weightage of 15 Marks has been given for evaluation of the performance of each trainee by the authorized
officer of the region where these trainees report for training.

During this training, all the trainees are required to compulsorily maintain a daily event diary. This is used by
them to record their day by day learning activities. The events so recorded are endorsed by the officer with
whom the trainees have been associated for learning. This diary is evaluated by the Course Director and rated
on a maximum mark of 10.

Phase-III- [Final phase of training at IFS, Gurgaon]

After completion of four months training (one month field/ operational and three months cadre based training),
trainees report back to IFS, Gurgaon for final training of one month duration. In this phase, the Projects which
are given to each group of trainee during one month field training are presented by the trainees and the same
are evaluated by the faculties of IFS.

Trainees performance is also evaluated by taking 10 objective tests (each of three marks) covering all the
different subjects, Project Presentation (10 marks) and one descriptive test (10 marks).

This phase is also used for final evaluation of trainees in their respective cadre by conducting Objective Test,
Descriptive Test and Workshop etc. A total 200 Marks are allotted for these examinations. Besides this, a
weightage of 10 marks each (i.e. 20 marks) has been allotted to Director, IFS as well as Course Director, ITP of
this Institute for evaluation of trainees for their quality of leadership, morality, discipline & punctuality, learning
etc.

At the end, Phase-wise, Project-wise marks statement (result) is prepared for the total evaluation of 500 marks.

The result so prepared is declared before all management trainees on passing out ceremony. All trainees, who
have successfully completed the training, are also awarded the appointment letters which are issued by zonal
office concerned.

First three rank holders are felicitated with Gold, Silver and Bronze medals and certificates as well as trophy.

A cultural event namely SATRANG is organized in this phase. This event gives an opportunity to the trainees
to showcase their cultural skills (dancing, singing, mimicry, etc.) as well as event management skills.
