Procedure for Entering Japan for Study


First, obtain enrollment permission
If you plan to enter Japan, first you have to be admitted by a school in Japan. After being admitted, you
need to apply for a certification of eligibility with a college student status. Then, go to the Japanese
embassy in your home country to apply for the visa for entering Japan.
Otherwise, in the case of coming to Japan to take examination, you should apply for a short term visa with
an admission ticket to an entrance examination. After taking the examination in Japan, return to your
home country to wait for the examination result. If you are admitted, follow the procedure to apply for visa
as described above.
Apply for visa
After receiving admission, you must follow the procedures to apply for a Certificate of Eligibility from
immigration authorities in Japan. A Certificate of Eligibility is issued before a visa application by a regional
immigration authority under the jurisdiction of the Ministry of Justice. If you are not in Japan, you have to
ask friends, relatives or other people in Japan to complete this procedure.
Japanese language school and vocational school complete this procedures for students they accepted.
Please be careful that some college or undergraduate course and graduate school of university do not
apply for Certificate of Eligibility for students they accepted. Therefore, in these cases, you have to ask
people who you know in Japan to do this for you. However, if you do not have any acquaintances in
Japan to resort to, you should ask a favor of the school you are going to enter to do this for you.
It cost two months to apply for Certificate of Eligibility of "college student" visa.. After receiving Certificate
of Eligibility from the proxy, you should go to Japanese embassy in your homeland to apply for "college
student" visa.
What is covered in the screening process?
Two factors will be inspected when the immigration authority screens your application for a Certificate of
Eligibility (COE).
1. Whether you received Admission or not
The immigration authority will inspect your graduate certificate of the latest school you attended in your
home country and the admission issued by the school you will enter in Japan.
2. Whether you have sufficient financial resources that cover tuition and living expenses. The immigration
authority will inspect certificates of your bank balance and income.
In some cases, the COE will not be issued if your documentation is incomplete, even if you have enough
money to cover the expenses for studying in Japan. Study in Japan is impossible without being issued a
COE.
Same additional screening will be made when you apply for visa, even if you received a COE. In some
countries, there will be an interview. Embassy officials will test your Japanese ability and ask you
information about the latest school you graduated from. They will also look over your financial situation. If
a visa has not been issued, it is impossible for you to study in Japan even with the admission sent by
universities. In such cases, you will have to defer your admission and try again later.

Expenses for Studying


Rent for housing in Tokyo is high
Monthly living expenses in Japan for a student from overseas (including tuition) on
average nationwide comes to about 138,000 yen. The least expensive region is the
Tohoku region (northeast Japan), at 110,000 yen. The most expensive region is the
Kanto region at 151,000 yen. The Kanto region includes Tokyo, where the monthly
living expenses average 154,000 yen, a 44,000yen difference from the least
expensive Tohoku region.
The high expense of Tokyo can be attributed to the high rent costs in the city, along
with the costs of transportation for commuting.
Consider entrance examination fees
If you choose to enter an undergraduate course or vocational school, you may take
several schools' entrance examinations. The examination fee can be nearly 30,000
yen per school, and there may be transportation fees, hotel accommodation fees if
the school is far away from where you live, EJU or TOEFL fees, and other expenses.
These can add up to a large cost per test. When considering that if you are
accepting you will have to then pay enrollment fees and tuition (refer to each
school's information), the total costs of taking entrance examinations have to be
considered.
Tuition fees
National schools and universities will have the lowest tuitions, and tuition will be the
same regardless of the subject taken. Public universities will cost slightly more.
Private schools may have different tuition costs for different subjects, and compared
to public institutions, on average, law and economics courses cost 1.4 times more,
arts course cost 2.3 times more, and dentistry is the most expensive, at 6.2 times
as expensive as a public institution program.

Examination for Foreign Students


Special Selection for Foreign Students
In most entrance examinations for undergraduate courses, graduate schools, and
vocational schools, special entrance examinations are held for foreign students.
Compared to entrance examinations made for Japanese students, the content and
subjects required are easier and the test is shorter. It is better for foreign students
to take this entrance examination.
Content of Examination
In most entrance examinations of junior colleges, undergraduate courses, graduate
schools, and vocational schools, special entrance examinations are held for foreign
students. The evaluated selection criteria are as follows:
Examination for Japanese University Admission for International Students (EJU)
Japanese-Language Proficiency Test
TOEFL, etc
Written Examination
Short Essay in Japanese
Interview
Depending on the school you apply, the content of examination varies. Please refer
to each school's web site.
Examination for Japanese University Admission for International Students (EJU)
95% of national universities require applicants to take the EJU, while 65% of public
universities require applicants to do so. Even 44% private universities require the
results of the EJU. If you do not take the EJU, your range of universities you can
choose from will be narrow. Therefore, it is in your best interests to try to take this
test.
The EJU will be held twice a year, in June and in December, both in Japan and in
some countries located in Asia.
EJU Testing Locations
The EJU is held in the following areas in Japan and cities overseas.
Domestic: Hokkaido, Miyagi, Gunma, Saitama, Chiba, Tokyo, Kanagawa, Ishikawa or
Fukui, Shizuoka, Aichi, Kyoto or Shiga, Osaka, Hyogo, Okayama or Hiroshima,
Fukuoka, and Okinawa
Overseas: India (New Delhi), Indonesia (Jakarta, Surabaya), South Korea (Seoul,
Busan), Singapore, Sri Lanka (Colombo), Thailand (Bangkok), Taiwan (Taipei),
Philippines (Manila), Vietnam (Hanoi, Ho Chi Minh City), Hong Kong, Malaysia (Kuala
Lumpur), Myanmar (Yangon), Mongolia (Ulaanbaatar), Russia (Vladivostok)
EJU subjects and fees
According to the requirements of the university they want to enter and the course of
study they want to pursue, examinees select from the subject tests showed below.
1. Japanese as a foreign language: 120 minutes, score range of 0-400

2. Science (2 of the following subjects: Physics, Chemistry, and Biology):80 minutes,


score range of 0-200, or Japan and the World: 80 minutes, score range of 0-200
3. Mathematics Course 1 for liberal arts faculties or Course 2 for faculties where a
higher level of mathematics is required: 80 minutes, score range of 0-200
The examination fees of the EJU are as follows, but this may change without notice.
In the case of taking the EJU in Japan, examination fee for one subject is 6,960 yen
while taking two or three subjects costs 12,920yen. These fees include sales tax,

Designated subjects of the EJU
Generally speaking, applicants applying for liberal arts faculties must take Japanese
as a foreign language, Japan and the world, and Mathematics course 1. Similarly,
applicants applying for science faculties must take Japanese as a foreign language,
Mathematics course 2 and two subjects from Physics, Chemistry, and Biology.
However, there are other combinations, which are described on this web site.
English Examinations
Some faculties do not require an English examination.
There are two kinds of English examinations. The first kind of English examination is
that the English examination carried out by universities for their own applicants.
The other kind is the university asks applicants to send the result of a standard
English examination, such as the following:
TOEFL, TOEIC, IELTS, Cambridge ESOL
Japanese-Language Proficiency Test
Up to the year 2000, many universities and vocational schools required the
submission of Japanese Language Proficiency Test (JLPT) results, but from 2001 the
EJU was offered, and so requests to submit JLPT scores have dropped. However,
some graduate schools and vocational schools still require the submission of JLPT
results.
The JLPT is held in July and December. Applications are made available at
bookstores nationwide in April (for testing in July) and in August (for testing in
December). The application booklet costs 500 yen, and the application fee is 5,500
yen. The deadlines for applications submissions are April 30th (for testing in July)
and October 1st (for testing in December). Testing is held in the following
prefectures in Japan:
Hokkaido, Aomori, Akita, Iwate, Miyagi, Fukushima, Ibaraki, Tochigi, Gunma,
Saitama, Chiba, Tokyo, Kanagawa, Niigata, Toyama, Fukui, Ishikawa, Yamanashi,
Nagano, Gifu, Shizuoka, Aichi, Mie, Shiga, Kyoto, Osaka, Hyogo, Nara, Shimane,
Wakayama, Okayama, Hiroshima, Yamaguchi, Tokushima, Kagawa, Ehime, Kochi,
Fukuoka, Saga, Nagasaki, Kumamoto, Oita, Miyazaki, Kagoshima, and Okinawa (for
2014).
