ARTICLE I,... Title


Section 1. Title of Ordinance - This Ordinance shall be known as "The 2013
Comprehensive Perimeter Boundary Ordinance of the City ofJloilo".
Section 2. Scope of Ordinance. This Ordinance shall control, supervise, monitor and
regulate the entry of pu!blic utility jeepneys (PUJs), cargo vans and jeepneys and buses
originating from the Province of Iloilo and other neighboring provinces as well as the

establishment of perimeter boundaries, perimeter boundary terminals and prescribing penalties


for violators thereof.

ARTICLE II - Definition of Terms


Section 1. For purp9ses of this Ordinance, the following words are hereby defined as
follows:

Perimeter Boudary Area - as used in this Ordinance, shall mean areas or zones
within the territorial jurisdiction of Iloilo City which defines and delineates the
extent, scope a~d limitation of entry, parking and dispatch of public utility vehicles
such as PUJ, PqB, PUVans (AUVs) and Mini Buses from its point of origin going to
the City and vice-versa.
(b) Perimeter Terminal - shall mean an area specifically defined in Section 5,6, 7 and 8
of this Ordinance which shall service all provincial PUVs plying the route between
Iloilo City going to its definite municipality or towns or to other provinces of Panay
Island and vice versa, possessing an approved franchised granted by Sangguniang
Panlungsod of Iloilo City.
(c) TMTRO - shall mean Transportation Management and Traffic Regulation Office, a
body created to strictly and faithfully implement this Ordinance and such other
functions related to traffic as may be approved by the Sangguniang Panlungsod.
(d) PUJ PASS - shall mean Public Utility Jeepney Pass issued by the City allowing
entrance to Iloilo Terminal Market and Jaro Big Market via their respective
designated routes of operation as per existing City Ordinances.
(e) PUJ CARGO PASS - shall mean Public Utility Jeepney Cargo Pass issued by the
City for PUJ and PUV to enter, load/unload cargo or cargoes within the Iloilo
Terminal Market vicinity and Jaro Big Market but shall not be utilized as a PUJ
(passenger) pafs.
(f) ITM VICINITY - shall mean Iloilo Terminal Market surrounded by Jalandoni/ De
Leon/ Fuentes/ Mabini/ Quezon/ Valeria and Rizal Streets,. Iloilo City.
(g) PUV - shall mean public utility vehicle.
(h) FILICAB - shall mean a mini jitney/AUV with a capacity of 7 passengers and
maximum of 11 passengers excluding the driver, with fixed route (regular, limitedstop or express) or variable routes within specified areas, unless otherwise authorized
by LTFRB and whose point of origin is outside the City oflloilo.
(i) VFH - shall mean a sedan/ADV, pick-up van, station wagon or Coach, with no fixed
route, whose fare is base on per engagement plus fee per unit time as approved by
LTFRB, whose point of origin/ destination is outside the City of Iloilo.
(j) L TFRB - shall mean Land Transportation Franchising Regulatory Board.
(k) ALEOSAN - shall mean the town of Alimodian, Leon and San Miguel.
(I) Provincial PUB - shall mean any Coach with entry/exit doors, which seating
capacity is 50 passengers and above excluding the driver and the conductor and
which under this Ordinance, is prohibited from entering the City oflloilo.
(m)Provincial PUJ - shall mean public utility jeepney with seating capacity of 12 to 32
passengers excluding the driver, which originated from any municipality, and being
regulated, restricted and/or prohibited by this Ordinance to gain entry in the City of
Iloilo.

(n) Provincial Mini Bus - shall mean any mini coach with entry/exit doors, seating
capacity is from, 30 to 49 passengers excluding driver and conductor, with fixed route
(regular, limited-stop or express), the fare of which is based on distance or zonal as
authorized by UfFRB, and which under this Ordinance, is prohibited from entering
the City oflloild.
(o) First Towns - shall mean the first municipality after the territorial jurisdiction of
Iloilo City.
ARTICLE III - General Provisions
Section 1. Provincial public utility jeepneys (PUJs), public utility vans (PUV's) and
public utility buses (PUB) shall be allowed to enter the jurisdictional area oflloilo City subject to
the compliance of the conditions and regulations as prescribed hereinafter.
Section 2. There is created under this Ordinance a non-exclusive Perimeter Boundary
Area which shall be in the different districts of Iloilo City for all Provincial Public Utility
Jeepneys, Public Utility Buses and Public Utility Vans coming from the Southern Line, Aleosan
Area, Central Line and Northern Line of Panay Island, as follows:
Section 2.1. Southern Line (MOLO AND AREVALO DISTRICT)
- All public utility jeepneys and vans coming from southern towns of Iloilo, particularly
Tigbauan, Guimbal, Igbaras, Tubungan, Miag-ao and San Joaquin shall be at Barangays Santo
Domingo and Mohon, Arevalo, Iloilo City.
- All provincial public utility buses and vans (FILCAB/VFH-AUV) originating from the
Province of Antique, whose franchises were issued before the effectivity of Regulation
Ordinance No. 2004-268 (January 15, 2005), shall be at San Pedro Molo Terminal, San Marcos
Avenue, Molo, Iloilo City.
- Provincial public utility buses and vans of whatever descriptive nomenclature but with
essentially the same category of services originating from the Province of Antique whose
franchises were issued after January 15, 2005 shall have their terminals at Barangay Mohon,
Arevalo, Iloilo City.
- Provincial public utility buses, RORO buses, and vans of whatever descriptive
nomenclature but with essentially the same category of service (point to pint, garage to terminal)
originating from the Province of Aldan coming to Iloilo City via the Province of Antique shall be
at Barangay Mohon Terminal, Arevalo, Iloilo City.

Section 2.2. - ALEOSAN Line (MANDURRIAO DISTRICT)

Provincial Public Utility Vans coming from the towns of Alimodian and Leon shall be
in the Perimeter Terminal at Barangays Hibao-an Sur and Norte, Mandurriao, Iloilo City,
provided, they can proceed to West Visayas Medical Center to unload passengers in emergency
cases.
Section 2.3. -Northern lloilo Coastal Line (LAPAZ DISTRICT)

Provincial PUVs whose route/franchise issued by L TFRB are those plying through the
Iloilo Coastal Road, shall be in the Perimeter Terminal at Barangays Baldoza, Ticud and San
Isidro, La Paz, Iloilo City.
Section 2.4. Central and Northern Lines (JARO DISTRICT)

(a) Plying CentrallArea - All Provincial PUVs coming from and passing through the
Central towns, namely: New Lucena, Cabatuan, Maasin, Janiuay, Badiangan, Bingawan,
Lambunao, Calinog, including the towns ofTapaz and Dumalag Capiz, shall be in the Perimeter
Terminal at Barangays S~mbag and Ungka, Jaro, Iloilo City.
(b) Plying Northern Area- All provincial PUVs coming from and passing through the
Northern towns, namely: .Zarraga, Mina, Pototan, Dingle, Duenas, San Enrique, Passi City,
Barotac Nuevo, Dumangas, Anilao, Banate, Barotac Viejo, San Rafael, Ajuy, Sara, Lemery,
Concepcion, Batad, San Dionisio, Balasan, Estancia, Carles, and also those coming from the
provinces of Aldan and Capiz shall be in the Perimeter Terminal at Barangays Tagbak,
Balantang, Camalig, Buhang and Buntatala, Jaro, Iloilo City.
ARTICLE IV - Use of Public Utility Pass
Section l. Provincial public utility jeepneys (PUJs) shall be allowed to enter the
jurisdictional area of Iloilo City outside of the perimeter boundary terminal subject to the
conditions and regulations as prescribed hereinafter.
Section 2. The public utility pass and public utility cargo pass issued by the city
government of Iloilo shall be exclusively used by the Provincial PUJs for the purpose prescribed
by the Ordinance and the same shall not be subject to sale, lease or any other commercial
transaction.
Section 3. All passes issued by the city government to Provincial PUJ drivers/operators
shall be at all times displayed at the right side of its windshield inside the public utility vehicle
visible enough to be seen by passengers, commuters and traffic enforcers.
Section 4. To insure the effective implementation of the "PUJ Pass System" under this
Ordinance, the city government shall provide FREE PUJ Pass without exaction in any form
whatsoever from any organization, federation and association. The transport association issued
with PUJ Passes is prohibited from exacting fees from members who shall use the PUJ passes.
Replication of the PUJ passes in whatever form shall be strictly prohibited.
Section 5. The "PUJ Pass System" shall be effective and enforceable from 6:00 o'clock
in the morning until 9:00 o'clock in the evening from Monday to Sunday including holidays and
the TMTRO shall be responsible for the strict implementation thereof In cases where the public
utility jeepney or van is utilized privately and personally operated by its lawful owner, they may
be allowed to enter the City subject to the following guidelines:
a) Indicate by way of sign that the vehicle is "FOR FAMILY USE, NOT AVAILABLE"
b) For PUJ's to close the entrance with a "trapal" or tarpaulin to indicate that the vehicle
is not used as public utility for the duration of the private use.
c) Register with the TMTRO at the Perimeter Boundary terminal for record and reporting
purposes.

Under no circumstance shall they be allowed to cater or contract passengers while within
the limits oflloilo City.
Section 6. Provincial PUJs with cargoes may be allowed to enter Iloilo Terminal Market
(ITM) or Jaro Big Market ~o unload its cargoes provided they are issued PUJ Cargo Pass. For
public utility vehicles carrying purely cargo or perishable goods intended for the Iloilo Terminal
Market or the Jaro Big ~ket, they may be allowed entrance provided upon unloading said
cargo/perishable goods at the Iloilo terminal Market or Jaro Big Market, said public utility
vehicle shall not be allow~d to pick up or contact passenger or cargo from the Iloilo terminal
Market or Jaro Big Market but instead proceed back to their designated perimeter boundary
terminal with dispatch.
Section 7. - The Transportation Management and Traffic Regulation Office (TMTRO)
shall undertake the distribution of passes to the Federation/Association and shall submit a report
to the Sangguniang Panlu~gsod thru the Chairman of the Committee on Transportation of all
passes issued.
Section 8. Provincial PUJs plying the route of Oton, San Miguel, Sta. Barbara, and
Leganes (shall be issued PUJ PASS equivalent to thirty (30%) percent of the existing number of
vehicles which were issued franchise by LTFRB. However, the TMTRO, upon recommendation
of the Committee on Transportation, may re-adjust the 30% PUJ PASS to suit specific concern
which may not exceed fifty ( 50%) percent at any given time and shall be distributed thru the
Federation/Association officers at the designated perimeter boundary terminal identified by the
terminal operator.
Section 9. All Provincial PUBs and Provincial Mini Buses, from their point of origin,
shall park, disembark/pick-up passengers, load/unload cargoes at the designated Perimeter
Boundary Terminal under this ordinance or as may be prescribed by a subsequent ordinance.
Section 10. The issuance ofPUJ PASS and PUJ CARGO PASS to all Provincial PUJs for
allowing entrance to Iloilo City shall be during reasonable time at their designated perimeter
terminal areas identified by the terminal operator.
Section 11. Passenger transloading in the perimeter boundary terminal shall be
prohibited. While in the perimeter boundary terminal, provincial PUJs coming from their
municipality of origin, who are non-holders of PUJ Passes are prohibited to transfer or pass over
passengers to another Provincial PUJ which is a holder of PUJ Pass.
Section 12. The relay of PUJ Passes outside the terminal and in transit shall be
prohibited. Both the giver and the receiver shall be held liable under this ordinance.

ARTICLE V - Route of Provincial PUJs with PUJ PASS and


PUJ CARGO PASS with terminal to Doilo Terminal Market and Jaro Big Market.
Section 1. Route of Provincial PUJs plying Northern, Central, Southern and LeonAlimodian areas which are allowed to enter Iloilo Terminal Market or Jaro Big Market with PUJ

NORTHERN TOWNS
PUJ from the Northern Towns oflloilo going to its designated parking area at the
Iloilo Terminal Marjcet with PUJ Pass, shall pass McArthur, Simon Ledesma St., Lopez
Jaena St., El 98 St., ij. Aquino Ave., Infante St., Lopez Jaena St., Ledesma St., Rizal St.,
Mabini St. and proceJd to their respective designated parking area. From ITM going to its
respective point of origin, shall ply Mabini St., Ledesma St., Tanza-Diversion Road,
Infante Ave., B. Aquino Ave., El 98 St., E. Lopez St., Seminary Road, Commission Civil
St., Washington St., Mc. Arthur Drive.
CENTRAL TOWNS
PUJ from Central Towns oflloilo going to its designated parking area at the Iloilo

Terminal Market with PUJ PASS, shall ply Brgy. Ungka, B. Aquino Ave., Infante Ave.,
Lopez Jaena St., Ledesma St., Rizal St., Mabini St., J de Leon St. and proceed to their
respective designated parking area. From ITM going out to its respective point of origin,
shall ply J. de Leon St., Fuentes St., Ledesma St., Tanza-Diversion Road, Infante Ave., B.
Aquino Ave., towards Brgy. Ungka.
LEONandALIMODIAN
PUJ from Leon and Alimodian going to its designated parking area of Jaro Big
Market shall ply Guzman St., Q. Abeto St., B. Aquino Ave., El 98 St., E. Lopez St., M.
Jalandoni St., Burgo$ St., Claudio St., Mercado St. and proceed to their designated parking
area. From Jaro Big Market going back to its point of origin, shall tum left to El 98 St., B.
Aquino Ave., Q. Abeto St. Rizal St., Guzman St, towards Brgy. Hinbao-an, Mandurriao,
Iloilo City.
SOUTHERN TOWNS
PUJ from coming Southern Towns going to its designated area at the Iloilo
Terminal Market with PUJ PASS, shall ply Osmefia St., C. Meloconton St., Avancena
St., Lopez Jaena St., M.H. del Pilar St., infante St., Lopez Jaena St., Ledesma St., Rizal
St., Mabini St., J de Leon St. and proceed to their respective designated parking area.
From ITM going to its respective point of origin, shall ply J. de Leon St., Fuentes St.,
Ledesma St., Tanza-Diversion Road, Infante Ave., M.H. del Pilar St., San Pedro St.,
Avancena St., C. Melocoton St., Osmefia St., Arevalo Iloilo City.

Section 2. Four (4) Provincial PUJs at a time per municipality shall be ALLOWED TO
ENTER Iloilo Terminal Matket (ITM) to park, pick-up passengers, load and unload cargoes at its
designated parking area. Upon entering the territorial jurisdiction of Iloilo City, they may unload
passengers along their way to Iloilo Terminal Market at their designated route of operation so
long as it is within the designated unloading area or done in accordance to pertinent laws
governing proper unloading; of passengers from the Iloilo Terminal Market. In proceeding back
to their municipality of origin, they shall be PROHIBITED from picking up passengers while
still within the area of jurisdiction oflloilo City.

entering the territorial jurisdiction of Iloilo City, they may unload passengers along their way to
Jaro Big Market at their designated route of operation so long as it is within the designated
unloading area or done in afcordance to pertinent laws governing proper unloading of passengers
from the Jaro Big Market. In proceeding back to their municipality of origin, they shall be
PROHIBITED from picking up passengers while still within the area of jurisdiction of lloilo
City.
Section 4. PUVans (FILCABNFH-AUVs/other vans services of similar mode of
operation but with different descriptive nomenclature) with franchises issued by LTFRB shall
park, pick-up passengers, 'toad and unload cargoes exclusively at the designated Perimeter
Boundary Terminal under this Ordinance.
ARTICLE VI - Common Provisions

Section 1. Repealing Clause. - All existing ordinances, executive orders, resolutions,


regulations, or parts thereof in conflict with the provisions of this Ordinance are hereby repealed,
amended and revised.
Section 2. Separability Clause - If, for any reason, any part of the provision of this
Ordinance shall be declared to be unconstitutional or invalid by a competent court, other parts or
provisions hereof which are not affected thereby shall continue to be in full and effect.
Section 3. Penalty Clause - A police officer, 1MTRO personnel and traffic aides duly
authorized by the Land Transportation Office (LTO) may confiscate the driver's license of any
person/driver who violates any provision of this Ordinance. Such person/driver shall be liable to
pay a fine of Phpl,000.00 for the first offense~ Php2,000.00 for the second offense and
Php3,000.00 for the third and succeeding offenses which shall be paid to the City Treasurer's
Office oflloilo City before the driver's license may be released.
Section 4. Effectivity Clause. - This ordinance shall take effect after fifteen (15) from
the last day of publication in a newspaper of general circulation in trhe City oflloilo.
