BANGLADESHI STUDENT ASSOCIATION (BSA)

THE UNIVERSITY OF TEXAS AT EL PASO (UTEP)

CONSTITUTION (2011 2012)

ARTICLE I NAME
The name of the organization shall be Bangladeshi Student Association at the University of
Texas at El Paso (UTEP). The acronym for the organization shall be BSA.

ARTICLE II PURPOSE
The main purposes of the organization shall be:
To work as a communicative body between the University and The Bangladeshi Students
at UTEP. This will serve on matters of mutual concern.
To provide members with an opportunity to interact with other organizations an
individual with different cultural background and thus help to enhance the multicultural
environment in the University.
To showcase Bangladeshs culture at UTEP campus.
To serve the university community by participating in different events like Food Fair and
others as a group or individual

ARTICLE III ORGANIZATION


SECTION I: MEMBERSHIP
Membership of BSA shall be limited to students, staff or faculty of the University of Texas at El
Paso.
Clause 1: No person or member of the BSA shall be discriminated against on the grounds of
race, religion in accordance with Article VI of the Civil Rights Act of 1964, or on the basis of
gender, disabilities, political preference or socioeconomic status.
Clause 2: Members must adhere to the organizations purposes as stated in Article II.
Clause 3: Student Members must be registered for the ongoing semester and must maintain a
minimum GPA of 2.0

ARTICLE IV EXECUTIVES
SECTION I: BSA OFFICERS
The executive body shall consist of:
1. President
2. Vice-President
3. Secretary
4. Treasurer
5. Social Media Coordinator
Clause 1: The position of President, Vice-President, and Treasure shall be restricted to one
person per post. All other positions can be extended to multiple numbers depending on workload.
Clause 2: Only the President and the treasure shall have the signing authority on behalf of BSA
SECTION II: QUALIFICATIONS OF THE OFFICERS
To be eligible to hold any office a person must:
1. be a currently enrolled, full-time UTEP student.
2. have minimum 2.0 GPA for the Undergraduate Student and 3.0 GPA for the Graduate Student.
3. not be on any disciplinary or scholastic probation.
4. have been an active member of the organization for at least one semester.
SECTION III: DUTIES OF THE OFFICERS
President
shall be the chief executive of the BSA.
shall supervise and coordinate the activities of BSA.
shall allocate resources.
shall convene and organize all meetings.
shall delegate authority and responsibility to officers/members and oversee the implementation
of the duties assigned to each officer/member.
shall represent the organization in University meeting.
shall have the signing authority on the matters concerning any activity.
Vice-President
shall assist in the organizing the meeting.
shall maintain procedure during meeting.
shall share the responsibility of setting goals for BSA.

shall assume the responsibility of BSA President in his/her absence.


shall coordinate the efforts of all committees.
shall become the new president in case the current president resigns due to any reason before
the completion of his/her tenure.
Secretary
shall prepare and keep the minutes of the meeting.
shall communicate individuals/organizations, archive all the necessary documents including
mails and make them available whenever needed.
shall reserve venue for meetings and other events.
shall maintain a data base with members information.
shall maintain a database with necessary contact addresses for communication purpose.
shall assume the responsibilities of vice-president in his/her absence.
Treasurer
shall be responsible for keeping records of all financial transactions.
shall prepare financial reports and present it during the regular meeting.
shall efficiency allocate and use the money from any legal source.
shall help the executives to prepare the budget for different.
shall be prepared to answer any appropriate question from any member about the financial
condition of the organization and be able to present the financial report upon reasonable request.
Faculty/Staff Advisor
The advisor must be either a UTEP faculty or a staff.
The advisor will be selected by the members for his/her interest in promoting the purposes of
the organization and willingness to be actively involved in providing guidance to BAS members.
Officers shall meet regularly with the advisor to discuss plans, policies and activities.
The advisor shall oversee the financial status of the BSA.

ARTICLE V ELECTION
All positions are open for election.
All candidates can have two prioritize choices in choosing their positions next year.
The election starts from the top of the organization chart down to the bottom.

Each candidate that is chosen among the others must have support from at least 50% of the
total voting members.
Nomination shall usually be taken place during the first meeting of spring semester.
First time nomination shall be taken place during the first general meeting that will adopt this
constitution.
Election will be decided through a majority vote of those present.
Election shall be by secret ballot or selection.
Election officers shall serve for two semesters. Outgoing officers must give new officers an
orientation before the next schedule meeting.
Annual meeting date for the selection of New Officers should be in January in every
academic year.
In case if an officer step down or a vacancy arise because of some other reason, an emergency
meeting will be held to have election to fill that position.

ARTICLE VI VOTING PROCEDURES


Quorum must be present.
Each member shall have a vote.
Proxy vote and absentee ballots shall not be allowed.
A majority of voting members present shall determine the decision about a vote.

ARTICLE VII IMPEACHMENT OF OFFICERS


SECTION I: GROUNDS FOR IMPEACHMENT:
Failure to perform duties as assigned by the constitution
Misrepresentation of the organization
Any statement or act of fraud which would affect the standing of any officer
Any activities or statement that can tint the image of Bangladeshi students
Three or more unexcused absences from the meetings or BSA activities
SECTION II: PROCEDURES OF IMPEACHMENT:
Charge of the indictment for impeachment may be initiated by any voting member of the
BSA

The accused must be given the opportunity to respond to the charge, before the BSA officers
and Faculty/Staff advisor
All charges of impeachment must be submitted in typewritten form to the BSA president,
member and Faculty/Staff advisor in the presence of the accused and the accuser. In the instance
that the president is the accuser, or the accused, the Vice President will serve in the
aforementioned capacity.
The president and members will hear the charges and evidence and deem the accusation either
meritorious of further investigation, or not meritorious of further investigation. In the former
case the process ceases and the charges are considered invalid.
The removal of any executive officer in BSA shall be discussed in the executive meeting.
Decision will be taken based on the result of voting by the members. This vote must be
performed at the meeting, which follows the hearing meeting.
Any impeachment decision must be approved by at least 2/3 majority of the total members.

ARTICLE VIII MEETINGS


SECTION I: REGULAR MEETING
A regular meeting schedule for the semester will be set in the first meeting of every semester
depending on the workload of the members.
SECTION II: EXECUTIVE MEETING
Executive meeting can only be held after getting approval from the president
Executive meeting should be held every month depending on the current situation of BSA
Committee members are welcome to join the meeting and general members can join upon
permission granted
Executive meeting can only be held if at least 60% of the executive members are present
The decision of any executive meeting will be valid if 50% of the executive members present
in the meeting agree on them
Each executive member can cast only one vote in favor of or against a decision
SECTION III: EMERGENCY MEETING
Besides regular meeting emergency can be called primarily to discuss urgent issues
Any three members of the executive body can held an emergency meeting
Additional members are only invited upon the approval of the President

ARTICLE IX: QUORUM


Quorum shall include at least 1/3 of the total members. Quorum is not required for regular order
of business.

ARTICLE X: COMMITTEES
The BSA may form committees, as it considers necessary. President shall appoint the
Chairperson and Members of such committee with the concurrence of the BSA members.

ARTICLE XI: AMENDMENT TO THE CONSTITUTION


Amendment to the constitution must be decided and discussed in an executive meeting
In order to bring an amendment to the constitution to vote, a clearly written proposal must be
submitted to the secretary at least one week before the general meeting.
Only matters mentioned in the written proposal will be discussed in the general meeting.
In order to pass an amendment of the constitution, it must be approved by at least 2/3 of the
total members.
