Discuss Electoral Reform
Local volunteers, Ann Remnant and Sjeng Derkx, are

now touring the Kootenay-Columbia region to hear from
residents on electoral reform. Remnant and Derkx will be
making eight stops in communities throughout the Kootenay-Columbia through to October 2 to discuss:
Why our current electoral system needs to be updated;
which options are being considered and their pros and
cons; what the impact would be in the Kootenay-Columbia
Our meetings are nonpartisan, free and everyone is welcome. We want people to have their say, said Remnant.
There will be a short presentation followed by conversation about what electoral reform may mean for Canada, for
the Kootenay-Columbia and for individual voters. Participants will be asked to share their opinions about key issues,
which will then be forwarded to the special committee on
electoral reform, ERRE.

compassionate women facilitators in a safe and supportive environment. Workshop topics include building self-confidence, letting go of self-doubt, identifying
strengths, community and career exploration, tapping
into the hidden job market, interview skills and writing
resumes for todays employers. The programs curriculum also includes interviews with guest speakers as well
as information about how to access funding for skills
training and wage subsidy programs. Upon completion
of the program, participants are eligible for free shortterm certificate training such as WHMIS, Construction
Safety Training Systems, computer training, first aid and
Foodsafe.
Women INC is a seven week program scheduled to
run Monday through Thursday, 9 am to 2 pm, beginning
Monday, October 3. Eligible applicants are those who:
self-identify as a woman, are currently experiencing barriers to employment, are 19 years of age or older, are unemployed or underemployed (working less than 20 hours per
week) and are legally entitled to work in Canada.

Kaslo Concert Societys 2016 2017 season is set to

begin on Friday, October 7 with Trio Con Brio consisting of oboe, clarinet and bassoon. The players are all first
chair veterans of the Vancouver Symphony. Other offerings during the season are the Alcan String Quartet, The
Canadian Guitar Quartet, pianist Alexei Tartakovsky and
the vocal trio Ananta consisting of Noemi Kiss, Allison
Girvan and Kathleen Neudorf.
Season memberships are available at Figments, 408
Front Street in Kaslo. A membership allows you to attend
all five concerts for $90 and includes the option of inviting one guest during the season. Single tickets remain at
$22. Children are admitted free when accompanied by an
adult patron.

The Nelson & District Womens Centre is offering the

Girls Empowerment Movement (GEM) Program this
fall in Nelson and in Kaslo. Through art, dance, yoga and
other fun activities, girls aged 10 to 13 explore themes
related to friends, growing bodies, changing feelings, self
expression and personal power.
During each session in the
series, a guest presenter from
the community will join the program to share knowledge and
skills with the girls and the series
will culminate in the girls showing some of their experiences to
their families on the final day.
The Nelson program will run
from 3:30 pm to 6:30 pm on Fridays from October 14 to November 25 (except the November
11 holiday). The Kaslo program
will run from 10 am to 2 pm on
Saturdays from October 22 to
November 26.
This program has been generously supported by the Lobstick
Foundation and the government
of British Columbia, making the
cost to families only $30 for the
entire series. Subsidies are available to those who need them.

Kootenay Conservation Program
Kootenay Lake Local Conservation Fund (KLLCF)

Request for Proposals
The Kootenay Conservation Program (KCP) and Regional
District of Central Kootenay (RDCK) are seeking proposals for
projects that will benefit conservation in the rural areas around
Kootenay Lake, specifically electoral areas A, D, and E within the
RDCK.
The purpose of the Fund is to provide local financial support for
important projects that will contribute to the conservation of
our valuable natural areas. Kootenay Lake Local Conservation
Fund (KLLCF) funding is available for conservation projects
that result in the reduction to a known threat to biodiversity.
The themes for the Fund are water conservation, wildlife and
habitat conservation, and open space conservation.
Projects that are technically sound and effective, and provide
value for money through partnerships with other funders will
be given priority. Proponents must be a registered not-forprofit organization, First Nations band or local government.
Unqualified groups or organizations may partner with a
qualified organization. A Technical Review Committee will
review project proposals and make recommendations to the
RDCK for final funding approval.

At its 44th annual general meeting last week, the membership of the Nelson Community Services Centre Society
voted in favour of four special resolutions, one of which
was to change its name simply to Nelson Community
Services. The new name better reflects its present-day,
multi-site operations. The other three resolutions were
changes to the constitution and bylaws in preparation for
the upcoming changes to the BC Societies Act.
That same evening, the organization revealed its new
branding and website. The new logo is fresh, modern,
soft and understated, it reflects the organizations ongoing
support of families, youth and individuals in the community. It also cleverly incorporates their new web address,

The Faint-Of-Heart
Youve created something great. How do you get the

word out? For many authors, coaches, creators and entrepreneurs, self-promotion can be intimidating even terrifying. Media and publicity consultant Wayne Kelly offers
a free mini workshop on how to navigate media opportunities on Tuesday, October 18, 7 pm at the Nelson Public
Library. Entitled Self-promotion for the Faint-of-Heart, the
evening aims to open doors to the airwaves.
For many, the job of promoting yourself is so daunting
that most people never do it, says Kelly. Or they might
think: why isnt the media calling me? Currently host of
the Wayne and Jayne Show on EZ Rock, Kelly has been
coaching authors and speakers for nearly 10 years about
how to promote themselves on radio and television. His
clients have been featured on CBC, CNBC, CNN, Rachel
Rae, Good Morning America, A Channel and countless
radio shows around the world.
The evening will teach participants how to identify the
best media outlets for their projects and which ones to
approach for an interview. Understanding medias point
of view is key to getting a foot in the door; once there, its
important to know how to give a good interview. After
that 15 minutes of fame, knowing how to drive traffic and
sales means getting the best bang for your on-air buck.
The Nelson Public Library is delighted to help creators
and entrepreneurs get the word out by hosting an evening
with an expert. No registration is required.

Made-In-Salmo Bear Resistant Bins
The Village of Salmo has found a made-in-Salmo solution to the need to convert a dozen Village concrete garbage containers to bear resistant bins at a fraction of the
cost of purchasing new bear resistant bins. The conversion was completed last week. All 24 Village containers
are now bear resistant.
The request for proposals acknowledged that the Village
had limited funds and asked bidders to create a custom
bear resistant cover for the existing bins. Local contractor
and entrepreneur Will Wadsworth created the winning
prototype and carried out the conversion at a fifth of the
cost of the next highest bidder.
We live in bear country and it is important that municipalities do what they can to limit attractants that encourage wildlife to visit and stay in populated areas, says
mayor White. The conversion of all Village cans to bear
resistant containers was a very important step for Salmo.
Council took action in 2016 to minimize bear attractants and avoid the destruction of bears and other wildlife
in the Village limits by passing a resolution in April to
convert the remaining half of Village bins to bear resistant
containers. This followed a difficult year in 2015, where
conservation officers destroyed four bears in the Village
limits.
In the past 30 days, there have been eight sightings of
bears reported to WildSafe BC in the Village limits. No
animal destruction has been specified in their reports.

House prices have gone up a lot in

Vancouver and other parts of British
Columbia over the last few years, sometimes making paper millionaires out of
the owners of an ordinary family home
(a detached house in realtor lingo).
Suppose you and your ex split up some
years ago. She got the house, you got
the RRSPs, and (because of your higher
income and earning power) you were
ordered to make monthly spousal support payments.
Can you get off the hook on those payments now, given a substantial spike in
the value of the house your ex-spouse
got? Our BC Supreme Court recently
faced such a request.
Frank, 55, and Ada, 52, were married for
over 20 years. They separated in early
2007 and divorced in 2008. They had
two children, 23 and 20 at the time of
trial in early 2016.
In 2008, Frank and Ada agreed she

would keep the matrimonial home
(equity about $400,000), he would keep
the RRSPs (worth about $130,000) and
he would pay her some spousal support
which was later set at $842 per month by
the court. That figure took into account
the fact that Franks annual income was
about $114,000 while Adas was assumed
to be about $44,000, and also that the
house Ada got was more valuable than
the RRSPs Frank got.
Ada remained single and kept living in
her modest, older, 1800-plus square foot
house with the children, renting out a
suite to make ends meet. Frank remarried in 2010, and in 2011 moved to
Sweden with his new Swedish spouse.

By September of 2015, Adas house (appraised at $700,000 in 2008) had gone
up in value to almost $1.2 million. Frank
argued in court that this substantial
increase justified letting him off the
hook on support payments to Ada going
forward. But the court said no.
In order to vary (change) a spousal
support order under the federal Divorce Act, there has to be a material
change in circumstances, and its up
to the applicant (here, Frank) to prove
such a change happened. To qualify as a
material change, the new circumstances
must be of a kind that could not have
been foreseen at the time of the original
order. That wasnt the case here its a
well-known, obvious fact that house
prices change over time, noted the court.
The court also pointed out that Franks
$842 monthly payment had been set
at the low end of the guidelines when
ordered in 2011. It was expected at the
time to continue indefinitely, due to the
difficulty a homemaker spouse in her
50s (whos been out of the job market
many years) would likely face when
seeking employment after a marriage
break-up.
Here, it couldnt be (and wasnt) argued
that Ada should sell her house. And increasing the roughly $300,000 mortgage
on it wouldnt make sense either it
would just mean higher mortgage payments for Ada to meet with her limited
disposable income.

Community Solar Garden Underway
The construction of the Nelson Community Solar Garden is well underway. Nelson is in the process of constructing a community solar garden, which will be the
first of its kind in Canada. Throughout the past year, a
project plan was completed, followed by a pre-sale kickoff
event. In order for this project to proceed, Nelson Hydro
required that 75% of the 50 kW array be subscribed to
during the pre-sale event. This goal was not only met, but

to 60 kW and move forward with their commitment.
The contract for the construction and installation of the
racking was awarded to Brian Coulter of Valhalla Timberwrights in Rossland, on September 1, 2016. Our team
is excited and proud to be playing a part in this fantastic
community driven environmental initiative says Brian
Coulter. The structural engineer, Alison MacLeod of
MacLeod Nine Consultants, designed the racking system
added, The racking is being built using cedar, due to its
durability for exterior applications and low maintenance.
Plus, it can be locally sourced, which is an important factor for this project. Once the racks are built they will be
fastened to concrete blocks. This type of system is being
used due to site conditions, which consist of some bedrock which is not easily penetrated.
Initial site work was completed last spring and the solar
equipment has been received. The initial work involved the
falling of a few trees and some excavation work to level the
site. Carmen Proctor, project lead for the Solar Garden says,
Once the racking is in place, the panels will get installed
and then the system will be connected to the grid. The goal
is to have it completed by the end of November 2016. A
grand opening event will be held in the spring of 2017 and
the community will be invited to attend. This project is an
excellent example of community. Our investors consist of
local residents, small businesses, several of Nelsons co-ops,
churches, schools and Selkirk College. We are proud of
this project and have heard from several communities who
have contacted Nelson to applaud our success thus far and
to gather information in consideration of building similar

Information To Know
On World Rabies Day
Bats have developed a poor reputation as being the

main transmitters of rabies in BC. This is one of the main
reasons that people fear them. What you may not know is
that having an occupied bat house in your yard poses very
low risk to human health and statistically is safer than
owning a dog. Bats are an integral part of a healthy environment, providing natural insect control and an opportunity to learn about wildlife in our backyards.
Knowing the facts about bats and rabies can help
remove fear of bats and promote bat conservation. In
populations of wild bats in western Canada, less than 1%
animal crawls into

common form in bats.
Contracting rabies from a bat is extremely rare, but
rabies is a serious illness that may be fatal if not treated
in time. Since 1970, five people have died from rabies in
Canada; four of these deaths followed exposure to bats.
Bats should not be feared, but as with any wild animal,
caution should be taken. Simple steps will reduce any
chance of exposure to disease:
Never handle bats with your bare hands
Beware of bats that act strangely, such as flying during
the day
If you are bitten or scratched by a bat, seek medical
attention immediately from the public health department
or your doctor
Vaccinate household pets
