Sealed tenders are invited in Duplicate by the undersigned on behalf of
POWERCOM from the A- CLASS experienced contractors (electrical) who fulfill the

qualification criteria for the work as below:
Note: -
1. POWERCOM reserves the right to divide the work amongst the bidders who
accept the rate of lowest bidder, as counter-offer.
2. Schedule of quantities are tentative. This may increase or decrease to any
extent as per site requirement to be verified at the time of actual
measurement.
3. The work allotted to the contractor will have to be completed within the time
frame failing which penalty would be liable to be imposed under the relevant
section of RFP.
4. The POWERCOM reserves the right not to allot any work to those bidders who
have not completed the work under any other ongoing work order awarded to
them in the POWERCOM and are defaulters as per the terms and conditions
of work order.

1. Scope of Work
a. The scope of this work is to attend to/ resolve the ‘No Supply Complaints’
Fuse Off Calls and the Breakdowns of LT/ HT lines, DTs etc. for restoration of
Electrical Power Supply by providing the outsourced technical manpower.
b. The contractor will have to provide a gang 2 no. technical skilled workers under
a POWERCOM technical employee to form Fuse Off Call/ Complaint attending
gangs and contractor will provide certain minimum number of such units/ gangs
(of 2 workers per unit) in each division as detailed in detailed specifications (under
the sections of Technical Specifications & Price bid). Such minimum number of
workers will be maintained as per the average work specified in the detailed
specification for attending the normal electrical complaints irrespective of the
quantum of the work on any particular day, but the contractor may have to
provide the additional workers to attend to the emergencies for which the
payments will be made as per the detailed price bid.
c. The contractor will also quote against the works of attending the breakdowns
of HT/ LT Lines, DTs during emergencies in day/ night time. For such emergencies
the contractor will provide his skilled workers on short notice at the prices quoted/
accepted by the POWERCOM.
d. The standard T&P required for the work like Pliers, Set of screw drivers &
spanners, rubber gloves, ladders etc. will be provided by the contractor.
e. All material required for the execution of the work will be supplied by the
POWERCOM and contractor will have to do the labour part only, but material if
any provided by the contractor to meet with the emergent needs will paid by the
POWERCOM at market rates worked out as described in Extra Items.
f. The contractor may bid for number of divisions and POWERCOM at its
discretion may split the work among number of bidders.
g. The qualification and training of the skilled workers to be employed by the
contractor is given in the Technical Specifications under Qualifying criteria for
Workers.
2. Rates
a) The bidder will quote the FIRM rates for various parts of price bid and must
be inclusive of all taxes, duties etc. like EPF, Service tax, ESI, Group Insurance
etc. Price Bids with variable rates of any item will not be accepted.

3. COMPLETION PERIOD/ PERIOD OF CONTRACT


The period to start the work will be one month after award of the work and the
period of contract will be one year, but it will be reviewed after 6 months and
POWERCOM may pre-close the contract after six months. The contract can be
extended to further one year with the mutual consent of both the Parties
(POWERCOM & the Contractor)
4. QUALIFYING REQUIREMENT OF BIDDERS
The prospective bidders who fulfill the following qualifying criteria are eligible to
submit their complete bid against this NIT.
a)Bidder will supply its Employee Provident Code No. with Copy of EPF registration
and he should submit Labour License/exemption certificate from Labour
Department. The bidder will have registration for ESI (Employees State
Insurance) or he will give undertaking to get the ESI registration before
commencement of work.
b)The bidder shall submit documentary proof for having A-Class contractor
(electrical certificate) from CEI Punjab under Indian Electricity Rule 1956
Clause-45, for carrying out such type of jobs and submit a copy of the valid
license along with the request for purchase of tender documents
c)The bidder will supply VAT No. / Service Tax registration No. issued by
department of Excise & Taxation.
d) The Contractor must have the requisite experience of carrying out the similar
works or of erection of HT/LT Lines/ DTs etc. In Govt/ Public sector/ reputed
Limited/ and submit their request for issue of tender document (along with
copy of relevant documents) to the Dy. CE/ West circle Ludhiana, who will
empanel him/ approve his request on the basis of his past experience/
turnover etc. Tenders will be issued only to the eligible contractors and the
decision of the Dy. CE/West circle Ludhiana will be final in this regard
(however mere issue of tenders will not make the contractor eligible for
bidding and he is required to fulfill the qualifying criteria meticulously).
Bids must be accompanied by the bid Earnest Money as specified in the bid
document. Bids must be delivered in two parts in the office of Dy. CE/DS City
West Circle Ludhiana on or before scheduled date/ time and will be opened on
same day, in the presence of representative of the qualifying bidders who
choose to attend. If the office happens to be closed on the date of
receipt/opening of bids as specified, the bids will be received/ opened on the next
working day at the same time and same venue.
5. Earnest Money: - The tenders shall be required to submit earnest money @
2.0% of the tendered cost subject to a maximum of Rs.10 Lacs. The Demand
draft representing earnest money should be in favour of POWERCOM, Ludhiana
payable at Ludhiana.
Public Sector undertakings fully owned by the Punjab Government/Central
Government/Other State Government shall be exempted from depositing Earnest
Money, provided that a certificate of Government Ownership shall be submitted
in the envelope for Earnest Money.

Earnest money shall be forfeited in case of withdrawal/ modification of an offer


within validity period, as mentioned in the NIT/ Tender Specification after opening
of tender
In case of successful tenders, Earnest Money shall be converted as a part of the
security deposit.
In case of unsuccessful bidders whose tenders are not accepted, the earnest
money shall be refunded to them within 30 days of the award of order/contract to
the successful bidder or after the expiry of additional period whichever is later.
6. The offers shall be valid for acceptance for 120 days from the actual date of
opening.
7. The POWERCOM reserves the right to reject any or all the tenders without
assigning any reasons.
8. Tenders received after the due date and time shall not be entertained.
9. The bidders must convey unconditional acceptance of POWERCOM’s
‘Terms and conditions’ (including following the standard procedure for
maintenance of works account) failing which their price bid shall not be
opened. No deviation in any technical & commercial terms & conditions
of this bid documents is permissible. The tender of any bidder who
quotes deviation in any manner shall be rejected.
