WHEREAS, the Constitution declares that the State shall provide social justice in all
phases of national development and that the State values the dignity of every human person an~
guarantees full respect fur human rights;

WHEREAS, one <;>f the objectives of Republic Act 7432, as amended by Republic Act
No. 9257, otherwise knoWn. as the "Expanded Senior Citizens Act of 2003" and Republic Act
7277 otherwise known as f'Magna Carta for Disabled Persons" is to provide provision of express
lanes for senior citizens and persons with disability in all commercial and government
establishments;
WHEREAS, Republic Act 9710, otherwise known as the "Act Providing for the Magna
Carta of Women" promo~s women's right to health and state further that the State shall, at all
times, provide for a comprehensive, culture-sensitive, and gender-responsive health services and
programs covering all stages of a woman's life cycle and which addresses the major causes of
women's mortality and morbidity;
WHEREAS, the City oflloilo continues to grow as a city, both economically and socially
and recognizes the welfare of senior citizens, persons with disabilities and pregnant women;
WHEREAS, requiring all government offices and private establishments, such as malls,
groceries and other stores to have a courtesy priority express lanes shall provide easy access,
convenience and improve the condition and welfare of our senior citizens, persons with
disabilities and pregnant women who deserve some special concern and care from all sectors.
NOW, THEREFORE, be it ordained by the Sangguniang Panlungsod of the City of
Iloilo, that:
Section 1. - Title. - This Ordinance shall be known as "COURTESY PRIORITY
EXPRESS LANE ORDINANCE FOR SENIOR CITIZENS, PERSONS WITH DISABILITIES
AND PREGNANT WOMEN'.
Section 2. - Definition of Terms. - The following terms shall mean:
a. Senior Citizens - shall mean any resident citizen of the Philippine who reaches the age
of sixty (60) and beyond;
b. Persons with disabilities - are those suffering, may it be temporary or permanent,
from restriction or different abilities, as a result of a mental, physical or sensory impairment, to
perform an activity in the manner or within the range considered normal for human being;
c. Pregnant women - are those women having a child developing in the body.
d. Establihsments - shall include but not limited to private offices including hospitals,
drug stores, banks, public transport terminals, payment centers, educational institutions,
supermarkets, malls and stores, hotels, restaurants, recreational centers and all establishments
that might have point of sale or purchase area;
e. Courtesy Priority Express Lane - shall mean a lane designated by an establishment
to cater to senior citizens, persons with disabilities and pregnant women which will give them~
immediate access in queuing for their personal transactions;

f Personal Use[ - shall mean that the transactions of senior citizens, persons with
disabilities and pregnant: women shall be limited for their own personal benefits which shall
exclude transactions being done by them for the benefit of other people.

Section 6. - Separability Clause. - If any provision of this Ordinance is held invalid,
provisions which are not affected shall remain in full force and effect.
Section 7. - Effectivity. - This ordinance shall take effect after publication in
newspaper of general circulation.
