Monitoring of public and private sites is increasingly


becoming an important and critical issue in the field
of security and surveillance. Mobile multi-sensors
surveillance systems able to be deployed quickly to
analyse a situation will enhance the efficiency of the
security teams. In this context, Unmanned Aerial
Vehicles (UAVs) provide new opportunities for
research in environment sensing.

The Drones project aims at developing a micro


drone system that provides:
- a mission planning system
- autonomous localization and navigation
- automatic mission execution
- autonomous obstacle avoidance.

Drone Subsystem
The Drone Subsystem is a small size VTOL (Vertical
take Off and Landing) UAV designed for autonomous
inspection and survey tasks in urban areas or more
generally in constraint outdoor environments (known
and unknown with moving obstacles).
The drone can be remotely operated and is able to
send videos to the system users. It has the capability
to avoid static and moving obstacles.

Drone Ground Subsystem


The DGS controls the drone. It displays the video for
the drone pilot, receives the drone status and
provides the manual controls.

Mission Control Subsystem

Crisis Management

The MCS displays maps of the place where the drone is


flying. Furthermore it displays the drones planned and
real trajectories.

Drones aims to be deployed very quickly to monitor


every type of crisis management operations and to
enhance the situation awareness.

The user can prepare missions with the MCS by defining


areas of interesst and mission trajectories.

The needs of the French National Police are described


mainly through the following scenarios:

The MCS computes macro obstacle avoidance in order to


ease trajectory planning for the user.

- Urban outdoor Demonstration Monitoring

It also displays a security video (different from the pilot


video on the DGS).

- Urban outdoor Ambush Prevention


- Urban riots
These scenarios could take place at day or night, under
all weather conditions, mainly outdoor, but indoor
capabilities should not be neglected.
As Drones allows a birds eye view, deciders will have a
global view of the situation, and operational forces will
watch over points far away. Thus they will prevent some
incidents.

Mission Control System (MCS)

Main Drones features:


Total weight less than 1.5 kg
maximum payload 200g
size included in a 1 meter circle
flight autonomy about 1 hour
fully functional 'sense and avoid' feature: autonomously
avoid fixed or moving obstacles in the surrounding
(e.g. buildings, trees, or humans) either in manual or
automatic flight control
micro drone localisation and navigation: the
Pilot/Navigator shall be able to specify, at the mission
preparation stage or in real time, the interesting areas
that the micro-drone has to monitor.

Research & Development of the Drones project


will focus on the following main key challenges:

Forest Fire Detection


Small size UAV could be a very efficient tool for
combating forest fire. Once fire fighters are on the scene,
the
first
important
task
is
reconnaissance.
Reconnaissance
comprises
data
collection
and
orientation required for defining the tasks associated
with the saving of lives and the development of the fire.
Without air reconnaissance, coordination of measures
can only be based on the information circulated between
the commanders of individual units at various locations.
Moreover, keeping in mind that as time passes, fire is
wide-developed, the first reaction may prove most
valuable to firefighting
Such a UAV should not be
flown by specific personnel
and located at specific
stations. It should be easily
deployable,
transportable
and require minimum time
and difficulty of training so
as to be operated from the
local Fire Service.

- Crisis management
