DREDGING
PART 1 GENERAL

STIPULATIONS
A.

The section Special Requirements forms a part of this section by reference thereto and
shall have the same force and effect as if printed herewith in full. The Contract Drawings
and the Standard Form of Agreement apply to this Section.

B.

All work for dredging shall be the responsibility of the General CONTRACTOR.

SCOPE
A.

The work covered by this Section includes providing all material, equipment and labor to
complete the dredging and disposal of the dredged material as shown on the Contract
Drawings and as herein specified or directed by the PROFESSIONAL.

B.

This work shall include, but is not limited to:

Disposal of dredged materials at the approved and permitted Disposal Site.
Restoration of all disturbed areas.

C.

The materials to be removed under this Contract primarily consist of new work and are
principally mud, silt, sand, gravel, soft clays, and combinations thereof, but shall include
any material found within the area to be dredged. Minor variations in the subsurface
materials are to be expected and, if encountered, will not be considered as being
materially different. Bidders are expected to examine the worksite, and decide for
themselves the character of the materials.

D.

The CONTRACTOR shall assume the responsibilities of the permit applicant (named as
co-permittee and sign appropriate forms) under the NPDES permit in effect governing the
work.

QUALITY ASSURANCE
A.

The CONTRACTOR shall comply with all applicable local, state and federal
requirements, as well as industry standards and practices regarding materials, methods
of work, proper disposal, transportation and safety.

B.

The CONTRACTOR is hereby made aware that the dredging and disposal of all related
materials is subject to conditions set forth by permits, licenses, issued by (but not limited
to) the following:

C.

Copies of all applicable regulatory approvals and permissions as well as the conditions
for performing the work are included in the Contract Documents. The CONTRACTOR
shall be responsible for understanding and implementing the stipulated conditions as a
condition of this contract.

D.

CONTRACTOR shall perform required notifications within the regulatory permits and
approvals.

SUBMITTALS
A.

General: Submit the following in accordance with the Section 01 33 00 Submittal


Procedures.

B.

Dredging Operation Plan: Prior to mobilization, the CONTRACTOR shall submit a


dredging plan for review by the PROFESSIONAL and approval by the OWNER. No work
shall begin without approval of the plan by the OWNER. The plan shall include the
following:

Disposal Site Plan: Prior to any dredging work, the CONTRACTOR shall submit a plan
for the disposal site for review by the PROFESSIONAL and approval of the OWNER. The
plan shall include the following:

Names and specifications for all dredging and support machinery to be used for
each specific work element.
Order of work.
Locations and land elevations of all control points for electronic positioning
and vertical control (if required).
Quality Control procedures.
Schedule.
Spill Containment Plan
Contact person(s)

Method and equipment for transporting dredged material from the dredging site
to the disposal site.
Method and equipment for rehandling dredged material.
Method and equipment to prevent spillage of dredged material during
transportation to the designated upland disposal site.
Fuel spill control plan.
Schedule.

Surveyor Qualifications: The CONTRACTOR shall be responsible for providing a survey


for pre-dredge, progress, and post-dredge use (calculation of quantities, payment
application; etc.). The surveyors equipment and workforce may be independent from the
CONTRACTORs. The surveyor shall document in writing to the OWNER at least three
(3) years of experience in surveying of the type required to fulfill this requirement and
possess a current land surveyors license valid in the Commonwealth of Pennsylvania.

The CONTRACTOR shall submit the surveyors qualifications to the OWNER and
PROFESSIONAL for review and approval prior to beginning work.

E.

Dredging Progress Plan: The CONTRACTOR shall prepare and maintain a daily
progress plan of the dredging work (including associated reports). The plan shall have
the same scale as that of the Contract Drawings for the area being dredged and shall be
marked to indicate the progress of the dredging work on a daily basis. Measurements
shall be taken as the dredging progresses and they shall be plotted on the progress plan.
These records shall be turned over to the OWNER at the end of work.

F.

Final after-dredging measurements plan as specified in Paragraph 3.02.

OBSTRUCTIONS
A.

The OWNER has no knowledge of existing or abandoned structures, or other material


within the indicated limits of dredging of such size or character that would require the use
of special or additional plant for its economical removal.

SUBSURFACE INFORMATION
A.

Logs of borings made on site have not been taken. The CONTRACTOR, at his own
expense, may make additional investigations he considers justified.

3.01

SCHEDULE
A.

Comply with stipulations of permits and OWNER requirements as to allowable dredging


and disposal calendar dates.

DREDGING OPERATIONS
A.

Limits of Dredging: The limit of dredging is as shown on the Contract Drawings.

B.

Mechanical Dredging: Material excavated by bucket dredges (bucket, drag, or dipper) or


by other excavation equipment shall be placed in containers appropriate for the work and
either dewatered on site or transported to the disposal site and dewatered. All equipment
transporting dredged material shall be kept in good condition. Failure to repair leaks or
change methods of operations that cause overflow or spillage will result in suspension of
dredging and/or rehandling operations and require prompt repair or change of operation
to prevent leakage, overflow, or spillage.

C.

Overdepth and Side Slopes


1.

Overdepth: Overdepth dredging may be performed (if necessary to ensure that


the appropriate final elevations are met) only in the areas where the depths are
shallower than the proposed depths and will be measured only in those areas
determined to be dredged by a pre-dredging survey.

Side Slopes: Side slopes of the pond shall be restored to as near to the original
elevations and grades shown on the Contract Drawings. No additional payment
shall be made for additional material removed that result in differing slopes.

Excessive Dredging: No payment will be made for material taken from beyond
the limits as extended in subparagraphs one (1) and two (2) above.

Final Examination and Acceptance


1.

Within 15 days after the completion of the entire work or any section thereof,
such work shall be thoroughly examined at the cost and expense of the
CONTRACTOR by surveying. Surveys shall be taken on section lines at 25-foot
stations perpendicular to a baseline and on ten (10) foot centers along each
section line. Additionally, the PROFESSIONAL may direct the CONTRACTOR to
take longitudinal survey profiles.

After acceptance of the completed work by the OWNER, the CONTRACTOR


shall prepare and submit to the PROFESSIONAL a reproducible drawing (at
same scale as construction drawings) showing the final after-dredging
measurements (depths) for each location dredged. The reproducible drawing
shall be standard size 22-inches wide by 34-inches long with a 1/2-inch border
on three sides and a 1-inch margin on the left hand side. A disk containing the
drawing files (in approved electronic format) shall also be submitted to the
OWNER.

Final Acceptance of the whole or a part of the work and the deductions or
corrections of deductions made thereon will not be reopened after having once
been made, except on evidence of collusion, fraud or obvious error, and the
acceptance of a completed section shall not change the time of payment of the
retained percentages of the whole or any part of the work.

DISPOSAL OF DREDGED MATERIAL AT DISPOSAL SITE


A.

General Information:
1.

The sediment disposal site is located on private property and is permitted as a


disposal site for the purposes of this work

2.

CONTRACTOR shall place dredged sediment at locations designated on the


Contract Drawing(s) and grade to the proposed contours shown.

B.

Disposal of dredged material at the disposal site shall conform to all related permit
requirements.

C.

A joint inspection of all facilities will be conducted by the CONTRACTOR, the OWNER,
the PA DEP, County Conservation District and the PROFESSIONAL prior to commencing
operations and upon completion of operations at disposal site to ascertain any damages
or deficiencies.

D.

Storage Areas
1.

All operations related to the storage of equipment and materials shall be confined
to areas as agreed to by the OWNER. The CONTRACTOR shall include his
requirements for storage space in his plan of operation submitted for approval.

Use of storage areas must be approved by the OWNER and must not interfere
with Campus traffic or other operations.

Temporary buildings (storage sheds, shops, offices, etc.) may be erected and
utilities may be installed by the CONTRACTOR upon approval by the OWNER,
and shall be built with labor and materials furnished by the CONTRACTOR
without expense to the OWNER. Such temporary buildings and utilities shall
remain the property of the CONTRACTOR and shall be removed by him at his
expense upon the completion of the work.

The CONTRACTOR shall use only established roadways or construct and use
such temporary roadways as may be authorized by the OWNER or as
anticipated by the plans approved under the permits acquired. Where materials
are transported in the prosecution of the work, vehicles shall not be loaded
beyond the loading capacity recommended by the manufacturer of the vehicle or
prescribed by any Federal, State, or local law or regulation. When it is necessary
to cross any roadways, curbs or utilities, protection against damage shall be
provided by the CONTRACTOR and any damaged roadways, curbs or utilities
shall be repaired promptly by, or at the expense of the CONTRACTOR.

The CONTRACTOR shall be responsible for any necessary maintenance or


improvement, and periodic clean-up of the storage areas.

F.

Speed Limit: Observe all posted speed limits. Employees shall be cautioned to slow
down in the vicinity of the Campus, and to watch out for heavy equipment and
pedestrians. Vehicles shall be operated in a careful manner and any employee found to
be operating his vehicle in a reckless manner will be denied the privilege of driving on the
facility.

G.

Safety and Fire Protection: The CONTRACTOR, his SUBCONTRACTORs, and


employees shall comply with all regulations regarding safety and fire protection. The
CONTRACTOR shall familiarize himself and all personnel engaged in work under his
direction, with the location of a telephone for fire reporting. Bottles, cans and other trash
shall be placed in trash receptacles to eliminate safety hazards. No burning will be
allowed.

H.

The CONTRACTOR shall provide barriers such as spill curtains, and pumps at all
dredged material off-loading areas in order to contain and recover any spilled material.
Before commencing operations, the CONTRACTOR shall obtain approval from the
PROFESSIONAL for the CONTRACTORs spill containment plan.

G.

The CONTRACTOR shall employ measures to prevent or control spills of fuels or


lubricants from entering the waterway. The CONTRACTOR shall submit a fuel spill
control plan to the PROFESSIONAL for approval before commencing unloading
operations, including plans for recovery of any spilled fuels or lubricants. Any spills of
fuels, lubricants or other material shall be reported immediately to the OWNER and the
local office of the PADEP, the PROFESSIONAL or his representative.

H.

The CONTRACTOR shall be responsible for the maintenance and repair to roads, rightsof-way, and other access points throughout the CONTRACTORs performance at the
sediment disposal site. This responsibility includes only those roads and areas that the
CONTRACTOR actually uses in his operations. Maintenance of roadways shall include
the control of dust that may occur as a result of the CONTRACTORs activities. The
CONTRACTOR may employ only those methods of dust control that have been approved
by the PROFESSIONAL.

I.

Upon completion of the disposal work and before final payment will be made, all areas
occupied and used by the CONTRACTOR for the disposal site shall be cleaned of all
rubbish, temporary structures, and buildings that were placed thereon by the
CONTRACTOR. All dredged materials that were spilled or misplaced by the
CONTRACTOR shall be cleaned up as directed by the PROFESSIONAL.
