What are the ultimate benefits of increased FDI in Insurance sector?
1. Insurance products: Private as well as government insurers will benefit from the proposed hike
of FDI; these companies will offer better and wide range of insurance products to customers at
larger competitive prices.
2. Smaller Companies: FDI will help smaller insurance companies to break-even faster and help
monetize (convert into currency) the holdings of the promoters of the older life insurance
companies.
3. Capital inflow: Immediate capital inflows of $2 billion and long term inflows of about $10 billion
can be expected.
4. Aggression: The industry has been cautious in selling products which are capital intensive, it will
be able to become more aggressive.
5. Technology: Insurers will not just get capital but also technology and product expertise of the
foreign partner who is the domain expert.
6. New Players: We can expect about 100 life and non-life insurance companies to serve a market
of our size. Increasing FDI could see 25-30 new insurers entering the market.
7. State-Run Companies: People in the country have more faith on government insurance
companies and less on private ones, this hike will benefit the state-run companies more than the
private ones.
8. Penetration: With the population of more than 100 crores, India requires Insurance more than
any other nation. However, the insurance penetration in the country is only around 3 percent of
our gross domestic product. Increased FDI limit will strengthen the existing companies and will
also allow the new players to come in, thereby enabling more people to buy life cover.
9. Employment: With more money coming in, the insurance companies will be able to create more
jobs to meet their targets of venturing into under insured markets through improved infrastructure,
better operations and more manpower.
10. Level Playing Field With the increase in foreign direct investment to 49 percent, the insurance
companies will get the level playing field. So far the state owned Life Corporation of India controls
around 70 percent of the life insurance market.
11. Increased Capital Inflow Most of the private sector insurance companies have been making
considerable losses. The increased FDI limit has brought some much needed relief to these firms
as the inflow of more than 10,000 crore is expected in the near term.This could go up to 40,000
crore in the medium to long term, depending on how things pan out.
12. Favorable to the Pension Sector If the pension bill is passed in the parliament then the foreign
direct investment in the pension funds will also be raised to 49 percent. This is because the
Pension Fund Regulatory Development Bill links the FDI limit in the pension sector to the
insurance sector.
13. Consumer Friendly The end beneficiary of this amendment will be common men. With more
players in this sector, there is bound to be stringent competition leading to competitive quotes,
improved services and better claim settlement ratio.

Another common premium diversion scheme involves selling insurance without a license,
collecting premiums and then not paying claims.

Right from my school days I still remember I was always an average or rather below average guy never
topped in anything but I was attracted to these debates & event hosting things. As the level of study
started to raise the bar in school my marks decided to take a dip & maintained a cordial relation with 35

~ How I met BA !
Still remember that day it was May summer noon time there were few clouds in the sky, bright sun
shine, breeze was blowing & I was searching for some marketing materials & all of sudden I found
a link it was like BA Marketing Capsule. I clicked on it & from that day my life changed & I started
following BA. Earlier I used to be a Silent reader then gradually started exploring BA found gems like you
all & one and only Madam Shruti (a.k.a Muriel, Your Highness).
~ Plans, Preparations & Exams :My first exam was SBI PO & I just prepared few S.I & C.I sums, simplifications & tables thinking that it will
be not that tough & I will cop with it easily. When the paper appeared & I saw the DI section, I still
remember that i took me 50 mins to solve 3 DI questions because every time I saw 8-10 digit no on
screen it took 2-5 mins to just write that on rough sheet. Overall I attempted 63 questions in the paper &
even asked the invigilator that I don't want to sit in descriptive session (obviously he didn't allowed me to
go & said tumhare jaise bahot ate hai exam dene). After that i started practicing continuously for quant
section like 10-12 hours a day make all the possible short cut tricks for every type of question, quicker
calculations or you can say eco-friendly calculation (no paper). Everyday started giving 2 online tests,
solved all the previous papers & continue this routine for almost 2 months & then appeared for RBI
Grade-B which was like civil service exam in banking sector. I didn't cleared it by 4 marks in GA section
but that gave me the confidence that yes now i can perform well in clerk, po level exams but then again i
failed in SIDBI. After that i never looked back & cleared SBI CLERK, RBI Assistant, RRB, IBPS PO &
Postal Assistant.
~Myths :
We all have that feeling those who are from engineering background has advantage over others in Quant
section, which is not true as engineering maths is completely different from what we all studied during
school time. All the quant topics coming in bank exams were upto Xth level which is same for everyone so
those who are saying that they have some disadvantages because they have some other background in
particular field is completely ill logical.
~RBI- An epic tale !
It was 23rd of September when i gave the exam. I attempted around 162-165 questions with accuracy
97.39 % & had faith on my fellow Gujju people that the cut off would be around 145-150.
Result declared on Diwali & the best feeling was to see your Roll no in the PDF ! Guess what Gujju
people never disappoint you cut off was 150 & i scored 154 !
Finally 11th November was set as my date with few oldies ! All I hate was the written part of
recruitment process which I fortunately cleared it so was confident about interview as I think this is the
only area where I don't need any preparation! Interview went awesome it was for around 20 mins & they
found my answer pretty much funny especially the lady. One question I remember was:
Lady : You are consistently poor in your studies right from school time, any particular reason for that?
Djoko : Mam because those school guys never asked me about RBI policies ! [she just can't stop
laughing but 1 oldy didn't like it & said answer it properly]

because that's why God has given the power of smile to Human only !
Result came on 1st January morning I was sleeping because partying since 30th night ! Actually my dad
told me that the result declared & when I saw 1580301580 in the list can't stop jumping & shouting with
joy !

OPEN MARKET OPERTIONS(OMO): The buying and selling of government securities in the
open market in order to expand or contract the amount of money in the banking system.
Purchases inject money into the banking system and stimulate growth while sales of securities do

REPO/REVERSE REPO RATE: These rates under the Liquidity Adjustment Facility (LAF)
determine the corridor for short-term money market interest rates. In turn, this is expected to
trigger movement in other segments of the financial market and the real economy.
MARKET STABLISATION SCHEME (MSS): This instrument for monetary management was
introduced in 2004. Liquidity of a more enduring nature arising from large capital flows is
absorbed through sale of short-dated government securities and treasury bills. The mobilised
cash is held in a separate government account with the Reserve Bank.
CREDIT CEILING: In this operation RBI issues prior information or direction that loans to the
commercial banks will be given up to a certain limit. In this case commercial bank will be tight in
advancing loans to the public. They will allocate loans to limited sectors. Few example of ceiling
are agriculture sector advances, priority sector lending.
MORAL SUASION: Moral Suasions are suggestion and guidelines by the RBI to the commercial
banks to take so and so action and measures in so and so trend of the economy. RBI may
request commercial banks not to give loans for unproductive purpose which does not add to
economic growth but increases inflation in the economy.
FINANCIAL INSTRUMENTS
Some of the important money market instruments are briefly discussed below:
3. Treasury Bills.
Treasury Bills are short term (up to one year) borrowing instruments of the union
government. It is an IOU of the Government. It is a promise by the Government to pay a
stated sum after expiry of the stated period from the date of issue(91/182/364 days i.e. less
than one year). They are issued at a discount to the face value, and on maturity the face
value is paid to the holder. The rate of discount and the corresponding issue price are
determined at each auction.
4. Certificate of Deposits
Certificates of Deposit (CDs) is a negotiable money market instrument and issued in
dematerialised form or as a Usance Promissory Note, for funds deposited at a bank or other
eligible financial institution for a specified time period.
5. Commercial Paper
CP is a note in evidence of the debt obligation of the issuer. On issuing commercial paper the
debt obligation is transformed into an instrument. CP is thus an unsecured promissory note
privately placed with investors at a discount rate to face value determined by market forces.
Hybrid Instruments
Hybrid instruments have both the features of equity and debenture. This kind of instruments
is called as hybrid instruments.Examples are convertible debentures, warrants etc.

CAPITAL MARKET
Capital Market may be defined as a market dealing in medium and long-term funds. It is an institutional

borrowings from foreign markets and raising of capital by issue various securities such as shares

A Brief of SLR
Statutory Liquidity Ratio is the amount a commercial banks needs to maintain in the form of
cash, or gold, or govt. approved securities (Bonds) before providing credit to its customers.
SLR rate is determined and maintained by RBI in order to control the expansion of the bank
credit.

available from 8 A.M to 8 P.M. on the weekdays (Monday Friday) and from 8 A.M. to 3:30 P.M.
on Saturday. The transfer is instant but the bank is allowed to take up to 2 hours for crediting the
amount to the depositor account.

To some extent, lower than expected inflation has been enabled by the sharper than expected decline in
prices of vegetables and fruits since September, ebbing price pressures in respect of cereals and the
large fall in international commodity prices, particularly crude oil. Crude prices, barring geo-political
shocks, are expected to remain low over the year. Weak demand conditions have also moderated
inflation excluding food and fuel, especially in the reading for December. Finally, the government has

These developments have provided headroom for a shift in the monetary policy stance. It may be recalled
that the fifth bi-monthly monetary policy statement of December had stated that if the current inflation
momentum and changes in inflation expectations continue, and fiscal developments are encouraging, a
change in the monetary policy stance is likely early next year, including outside the policy review cycle. In
its public interactions, the RBI had committed to initiate the process of monetary easing as soon as data
indicated that medium term inflationary targets would be met. Keeping this commitment in mind, it has
been decided to:
Reduce the policy repo rate under the liquidity adjustment facility (LAF) by 25 basis points from
8.0 per cent to 7.75 per cent with immediate effect;
Keep the cash reserve ratio (CRR) of scheduled banks unchanged at 4.0 per cent of net demand
and time liabilities (NDTL);
Continue to provide liquidity under overnight repos at 0.25 per cent of bank-wise NDTL at the LAF
repo rate and liquidity under 7-day and 14-day term repos of up to 0.75 per cent of NDTL of the
banking system through auctions; and continue with daily variable rate repos and reverse repos
to smooth liquidity.
Consequently, the reverse repo rate under the LAF stands adjusted to 6.75 per cent, and the
marginal standing facility (MSF) rate and the Bank Rate to 8.75 per cent with immediate effect.

What is CBS?
CBS refers to the software applications for recording transactions, storing customer information,
calculating interest and completing the process of passing entries in a single database.
What CBS does?
CBS enables accessing of complete customer account details centrally. It makes it possible for a bank
customer to access his bank account through whichever channel he prefers like internet banking, mobile
banking, ATM etc.
CBS in India
This initiative was taken by the banks on the basis of First Rangarajan Committee report on bank
computerisation submitted in the year 1984.
The committee was constituted under the chairmanship of Dr. C. Rangarajan (Then deputy governor of
RBI).
Old generation banks initially were hesitant about this but with the advent of new generation private sector
banks in India during 1994-1996, the real era of bank marketing started and these banks started to offer
any-where and any-time banking facilities to its customers.
Syndicate Bank was the first among the Public Sector Banks to implement Core Banking.
Through CBS a bank customer can avail banking facilities (transactions) 24x7.
This paradigm shift in banking has revolutionised the speed, efficiency and reach of the delivery
systems. It gives greater customer satisfaction which is essential for every bank in this day an
age.
Since it offers alternate channels than brick and mortar banking, it is a viable alternative to
opening new branches, therefore reduces a banks operational costs.
The mission of the BIS is to serve central banks of different of nations in their pursuit of
monetary and financial stability, to foster international cooperation in those areas and to act
as a bank for central banks.The Basel Committee is the primary global standard setter for
the prudential regulation of banks and provides a forum for cooperation on banking
supervisory matters.
Basel I
In 1988,The Basel Committee on Banking Supervision (BCBS) introduced capital
measurement system called Basel capital accord,also called as Basel 1. It focused almost
entirely on credit risk. It defined capital and structure of risk weights for banks. The
minimum capital requirement was fixed at 8% of risk weighted assets (RWA). RWA means
assets with different risk profiles. For example, an asset backed by collateral would carry
lesser risks as compared to personal loans, which have no collateral. India adopted Basel 1
guidelines in 1999.The Basel I Accord, issued in 1988, has succeeded in raising the total
level of equity capital in the system.Like many regulations, it also pushed unintended
consequences because it does not differentiate risks very well, it perversely encouraged
risk seeking. It also promoted the loan securitization that led to the unwinding in the
subprime market.
Basel II
In June 1999, the Committee issued a proposal for a new capital adequacy framework to
replace the 1988 Accord. This led to the release of the Revised Capital Framework in June
2004. Generally known asBasel II, the revised framework comprised three pillars, namely
minimum capital, supervisor review and market
discipline.
Minimum capital is the technical, quantitative heart of the accord.Banks must hold capital
against 8% of their assets, after adjusting their assets for risk.Supervisor review is the
process whereby national regulators ensure their home country banks are following the
rules. If minimum capital is the rule book, the second pillar is the referee system.Market
discipline is based on enhanced disclosure of risk. This may be an important pillar due to the
complexity of Basel. Under Basel II, banks may use their own internal models (and gain
lower capital requirements) but the price of this is transparency.
Basel III
Even before Lehman Brothers collapsed in September 2008, the need for a fundamental
strengthening of the Basel II framework had become apparent.The banking sector had
entered the financial crisis with too much leverage and inadequate liquidity
buffers.Responding to these risk factors, the Basel Committee issued Principles for sound
liquidity risk management and supervision in the same month that Lehman Brothers failed.
In July 2009, the Committee issued a further package of documents to strengthen the Basel
II capital framework, notably with regard to the treatment of certain complex securitisation
positions, off balance sheet vehicles and trading book exposures. In September 2010, the
Group of Governors and Heads of Supervision announced higher global minimum capital
standards for commercial banks. This followed an agreement reached in July regarding
the overall design of the capital and liquidity reform package, now referred to asBasel III.
INDIA AND BASEL NORMS:
The Reserve Bank of India has extended the timeline for full implementation of the
Basel III capital regulations by a year to march 31,2019.March 31, 2019.
Around 10 public sector banks (PSBs) will get a total capital infusion of Rs 12,517
crore from the government before this financial year ends.

are permanent/durable in nature. Fixed assets are not turned over, meaning they are not

date of the balance sheet
3.Net Worth: The net worth of a company is the owners stake in the business. It is a liability of
a company towards its promoters. It is therefore an important item on the balance sheet on
which a lending banker can rely.
4.Specific Reserves and Provisions: Specific Reserves and Provisions are created for the
payment of taxes, dividends and other contingencies.

Under the 'Business Correspondent' Model, NGOs/ MFIs set up under Societies/ Trust Acts, Societies
registered under Mutually Aided Cooperative Societies Acts or the Cooperative Societies Acts of States,
In engaging such intermediaries as Business Correspondents, banks should ensure that they are well
established, enjoying good reputation and having the confidence of the local people. Banks may give
wide publicity in the locality about the intermediary engaged by them as Business Correspondent and
take measures to avoid being misrepresented.
They help villagers in banking transactions. (deposit money, take money out of savings account,
loans etc.)
The villager gives his thumb impression or electronic signature, and get the money.
Business Correspondents get commission from bank for every new account opened, every
transection made via them, every loan-application processed etc.
Suitable limits on cash holding by intermediaries as also limits on individual customer payments
and receipts.
The requirement that the transactions are accounted for and reflected in the bank's books by end
of day or next working day.
All agreements/ contracts with the customer shall clearly specify that the bank is responsible to
the customer for acts of omission and commission of the Business Facilitator/ Correspondent.
Banks should constitute Grievance Redressal Machinery within the bank for redressing
complaints about services rendered by Business Correspondents and Facilitators and give wide
publicity about it through electronic and print media.
The name and contact number of designated Grievance Redressal Officer of the bank should be
made known and widely publicized. The designated officer should ensure that genuine
grievances of customers are redressed promptly.
The grievance redressal procedure of the bank and the time frame fixed for responding to the
complaints should be placed on the bank's website.
If a complainant does not get satisfactory response from the bank within 60 days from the date of
his lodging the compliant, he will have the option to approach the Office of the Banking
Ombudsman concerned for redressal of his grievance/s.
Inflation : An Overview
Inflation is a sustained increase in the general price level of goods and services in an
economy over a period of time. When the general price level rises, each unit of money buys
fewer goods and services.Inflation reflects a reduction in the purchasing power per unit of
money.
Inflation occurs due to an imbalance between demand and supply of money, changes in
production and distribution cost or increase in taxes on products. When economy
experiences inflation, i.e. when the price level of goods and services rises, the value of
currency reduces. This means now each unit of currency buys fewer goods and services.
It has its worst impact on consumers. High prices of day-to-day goods make it difficult for
consumers to afford even the basic commodities in life. This leaves them with no choice but
to ask for higher incomes. Hence the government tries to keep inflation under control.
Contrary to its negative effects, a moderate level of inflation characterizes a good
economy. An inflation rate of 2 or 3% is beneficial for an economy as it encourages people to
buy more and borrow more, because during times of lower inflation, the level of interest rate
also remains low. Hence the government as well as the central bank always strive to achieve
a limited level of inflation.
Many developing countries use changes in the Consumer Price Index (CPI) as their central
measure of inflation. India used WPI as the measure for inflation but now on basis of Urjit
Patel recommendations, new CPI(combined) is declared as the new standard for measuring
inflation ( April 2014).

Cost-Push Inflation
Cost-push inflation basically means that prices have been "pushed up" or increased by
increases in costs of any of the four factors of production (labor, capital, land or
entrepreneurship).
(Aggregate supply is the total volume of goods and services produced by an economy at a
given price level.)When there is a decrease in the aggregate supply of goods and services
due to an increase in the cost of production, we have cost-push inflation. As a result, the
increased costs are passed on to consumers, causing a rise in the general price level
(inflation).

rupee symbol was launched on 8 July 2011. Currency paper is composed of cotton and
cotton rag.
RBI issues all the bank notes except Rupees 1 Notes. These notes are issued by Ministry of
Finance. Recently RBI launched a website PaisaBoltaHai to raise awareness of counterfeit
or fake currency among users of the Indian Rupees and also the citizen of India.
Security thread All notes have a silver or green security band with inscriptions
(visible when held against light) of Bharat in Hindi and "RBI" in English.
Intaglio On notes with denominations of INR5 and upwards the portrait of Mahatma
Gandhi, the Reserve Bank seal, guarantee and promise clause, Ashoka Pillar Emblem
on the left and the RBI Governor's signature are printed in intaglio (raised print).
Identification mark On the left of the watermark window, different shapes are
printed for various denominations INR20: vertical rectangle, INR50: square, INR100:
triangle, INR500: circle, INR1,000: diamond). This also helps the visually impaired to
identify the denomination.
Optically variable ink Notes of Rs.500 and Rs.1,000 denominations have their
numerals printed in optically variable ink. The number appears green when the note
is held flat, but changes to blue when viewed at an angle.
Seethrough register Floral designs printed on the front and the back of the note
coincide and perfectly overlap each other when viewed against light.
Genuine Notes: Such notes must have a water mark of Asoka Pillar, security thread
and serial number along with alphabet. They have distinctive colours.
Soiled notes: The currency note which has become dirty due to its use or may be in
2 pieces. No portion of such note should be missing. These notes are accepted for
exchange without any restrictions by the banks.
Mutilated notes: Such currency notes that are composed of various pieces or they
are cut note of which some portion is missing. These notes are exchanged only by the
currency chest branches of banks.
Single/double numbered notes: Notes up to Rs.5 are single numbered while the
notes above Rs.5 are double numbered notes.
Banks should sort notes into reissuables and non issuables, and issue only clean notes to public.
Banks should stop writing of any kind on watermark window of bank notes.

The policy Repo rate under the liquidity adjustment facility (LAF) unchanged at 7.75 per cent.

In recent days, many Insurance Companies have announced the Result of the Online Examination for the
post of Assistant. Many candidates have approached us seeking guidance about the job profile and future
prospects of these assistants. We therefore give below a brief idea about the posts and the future
prospects.
To begin with it would be better for candidates to understand that these posts are entry level clerical posts
with salaries more or less equal to the salary of a clerk posted in a nationalized bank. These are
permanent posts. For those candidates who want to join govt. Sector this is a good opportunity.
Nature of Work
The nature of work will comprise of the following routine clerical duties like depending on their posting
(whether in branch, divisional office or Regional office)
Issuing insurance policies (which will be marketed by Insurance Agents and Development
Officers)
Accepting cash
Purely from risk profile the job of an insurance assistant will comprise of lesser dealing with public and
money than a bank assistant does.
Growth
There are internal exams which will enable an assistant faster growth in the hierarchy. The candidates
can get promoted to the post of Administrative Officer, Development Officer and Manager.
Advantages
One big advantage of this job over a bank job is that IT IS A FIVE DAYS A WEEK JOB.
Second advantage is that DUTY HOURS ARE FIXED in these organizations and there is very
little late sitting in the office and that not too often. This makes it an ideal job for a female
candidate on the one hand and equally attractive for a male candidate who is good in marketing.
Promotions in next few years are likely to be quite fast since there has been virtually no
recruitment in last 2 decades. Most of the existing staff is nearing retirement and there will be
number of new openings in next 4-5 years after these retirements take place.
Probation Period:
The newly appointed employees will be on probation for a minimum period of 6 months. Before the
probation period comes to an end the performance of the newly recruited employees will be evaluated
and the probation period of those employees whose performance fails to meet Companys expectation,
may be extended.
Candidates resigning from the Company during the probationary period and candidates whose services
are terminated by the Company during the probationary period shall be liable to pay the salary received
by them during their entire service in the Company in addition to an amount of Rs.25,000/- towards partial
cost of training. No lien/bond executed to retain a substantive post with present employer will be binding
upon the Company and no leave, Salary or Pension Contribution will be made.
The salary scales are under revision with effect from August 2012.
Emoluments: Total emoluments (Pre-revision) works out to approximately Rs.15000/- per month in the
initial stage in a metro city. Other Allowance may vary depending upon the place of posting. Apart from
allowances other benefits such as lump sum domiciliary medical benefit, membership of Group Mediclaim
Policy for Reimbursement of hospitalisation expenses, leave travel subsidy and other staff welfare
schemes would be as per the rules of the Company.

Pro and cons of the introduction of FDI in retail-

fee called premium is paid. In general insurance, compensation is normally proportionate to
the loss incurred, whereas in life insurance usually a fixed sum is paid.
Some types of insurance (such as product liability insurance) are an essential component of
risk management, and are mandatory in several countries. Insurance, however, provides
protection only against tangible losses. It cannot ensure continuity of business, market
share, or customer confidence, and cannot provide knowledge, skills, or resources to
resume the operations after a disaster.
1968: The Insurance Act improved for regulating investments and set minimal solvency
levels and the Tariff Advisory Committee was set up.
1972: The General Insurance Business (Nationalization) Act, 1972 nationalized the general
insurance business in India. It was with effect from 1st January 1973.
107 insurers integrated and grouped into four companies viz. the National Insurance
Company Ltd., the New India Assurance Company Ltd., the Oriental Insurance Company Ltd.
and the United India Insurance Company Ltd. GIC was incorporated as a company.
Insurance industry, as on 1.4.2000, comprised mainly two players:

The Insurance sector in India is governed by Insurance Act, 1938, the Life Insurance
Corporation Act, 1956 and General Insurance Business (Nationalization) Act, 1972, Insurance
Regulatory and Development Authority of India (IRDAI) Act, 1999 and other related Acts.
With such a large population and the untapped market area of this population, insurance
happens to be a very big opportunity in India. Today it stands as a business growing at the
rate of 15-20 per cent annually. Together with banking services, it adds about 7 per cent to
the country's GDP .In spite of all this growth the statistics of the penetration of the insurance
in the country is very poor. Nearly 80% of Indian populations are without Life insurance
cover and the Health insurance. This is an indicator that growth potential for the insurance
sector is immense in India. It was due to this immense growth that the regulations were
introduced in the insurance sector and in continuation "Malhotra Committee" was
constituted by the government in 1993 to examine the various aspects of the industry. The
key element of the reform process was Participation of overseas insurance companies with
26% capital. Creating a more efficient and competitive financial system suitable for the
requirements of the economy was the main idea behind this reform. Since then the
insurance industry has gone through many sea changes .The competition that LIC started
facing from these companies were threatening to the existence of LIC. Since the
liberalization of the industry, the insurance industry has never looked back and today stand
as the one of the most competitive and exploring industry in India. The entry of the private
players and the increased use of the new distribution are in the limelight today. The use of
new distribution techniques and the IT tools has increased the scope of the industry in the
longer run.
No Company should deal in both Life and General Insurance through a single
entity.Foreign companies may be allowed to enter the industry in collaboration with the
domestic companies.
Postal Life Insurance should be allowed to operate in the rural market.Only One State
Level Life Insurance Company should be allowed to operate in each state.

and registered under the Companies Act, 1956;
The aggregate holdings of equity shares by a foreign company, either by itself or through its
subsidiary companies or its nominees, do not exceed 26%, paid up equity capital of such
Indian insurance company. The company's sole purpose is to carry on life insurance business
or general insurance business or reinsurance business.The minimum paid up equity capital
for life or general insurance business is Rs.100 crores.The minimum paid up equity capital
for carrying on reinsurance business has been prescribed as Rs.200 crores. The Authority
has notified 27 Regulations on various issues which include Registration of Insurers,
Regulation on insurance agents, Solvency Margin, Re-insurance, Obligation of Insurers to
Rural and Social sector, Investment and Accounting Procedure, Protection of policy holders'
interest etc. Applications were invited by the Authority with effect from 15th August, 2000
for issue of the Certificate of Registration to both life and non-life insurers. The Authority has

With Finance Commission recommendations, Centre-state relations set to undergo dramatic change
Any big change requires big ideas, decisive leadership and happy coincidence of circumstances. Nothing
illustrates this better than the unfolding story of cooperative federalism in India.
As chief minister of Gujarat, Narendra Modi had often argued that the central government implemented
schemes were at odds with the state's needs and priorities. For example, schemes that provided funds for
electrification were at best of limited value to Gujarat since it had already achieved near 100%
electrification. This state could have spent the money provided for such a scheme more productively if
allowed to use it for other purposes.
In advancing this view, Modi was joined by other chief ministers such as Vasundhara Raje of Rajasthan
who argued that the vast numbers of central schemes further restricted their fiscal space because many
of them required matching contributions by them from their otherwise untied funds. Once these matching
funds were committed to access central schemes, states were left with very limited funds for even the
most important expenditure items such as enforcement of law and order.
Nevertheless, this system has remained entrenched in one form or another in the last several decades
on account of coincidence of three factors. First, outside of state leaders and a few economists and policy
analysts, advocates of the view that true federalism means giving greater fiscal space to states and
trusting them in setting their own priorities have been few and far between.
Second, the Finance Commission appointed once every five years plays a key role in the division of tax
revenues between Centre and states. Consistent with the first point, successive Finance Commissions
held untied funds to the states at or below 30% of the divisible tax pool. Only the 13th Finance
Commission exceeded this mark, setting states' share at 32%.
Finally , successive central governments have chosen to transfer the bulk of the remaining funds to the
states via central and centrally sponsored schemes. With nearly 8% growth over an entire decade, tax
revenues have significantly expanded. Alongside, central and centrally sponsored schemes and the
revenue resources they absorb have expanded dramatically as well.
Two key factors have come together to dramatically alter this equilibrium.One, India now has a prime
minister who was once a chief minister and strongly feels that cooperative federalism means greater fiscal
and legislative space for states. And two, by a happy coincidence, the chairman and members of the 14th
Finance Commission believe in genuine federalism themselves.
Moreover, they have recognised the opportunity offered by a prime minister at the helm who truly
believes in the power of states and their leaders. Accordingly , they have recommended that starting
2015-16, states be awarded 42% of the divisible pool of tax revenues.This is a gigantic and
unprecedented 10% jump in devolution.
Predictably , the prime minister and his Cabinet have accepted this bold recommendation of the 14th
Finance Commission.
What implications does this change have? For starters, with larger transfers coming as untied funds,
states also have greater responsibility in discharging their duties. It is likely that they will now have to take
greater responsibility in areas that have been hitherto covered by the Centre, especially those falling on
the state list. States will also have to do this in ways that are more consistent with their priorities and not
according to one size fits all schemes. By the same token, with a lower share in the divisible pool the
Centre's fiscal space will shrink, requiring a rethink of central and centrally sponsored schemes.
One might ask where does Niti Aayog fit into this story? I am tempted to say that in replacing the Planning
Commission by Niti Aayog, Prime Minister Modi may have anticipated the 14th Finance Commission.
Under the previous regime, the Centre was often seen as giver and states as recipients thereby
making the latter feel that they were less than equal partners. In replacing the Planning Commission by
Niti Aayog, the prime minister sought to change that equation and forge an equal relationship between the
two sides. As such this change represents a step towards cooperative federalism.
We will have a more complete picture of the emerging Centre-state relations this Saturday when the
finance minister presents the budget. But even with what we now know, one thing is clear: in the years to
come, Niti Aayog will have to play a much greater role in the knowledge space. Greater fiscal freedom
combined with greater legislative freedom in areas covered by the concurrent list of the Constitution
means that states will need to play a more active role in designing their own programmes and policies.
As they do so, they will need to reach out to data, analysis and expert advice.The design of Niti Aayog as
per the Cabinet Note of 1 January 2015 positions it well to provide these services. By the same token,
those of us at Niti Aayog have to work hard in the months to come to build new strengths so that we do
not disappoint the states that reach out to us for advice and assistance. We shall see.

witnessed complete dynamism for the past two centuries approximately.With the
establishment of the Oriental Life Insurance Company in Kolkata, the business of Indian life
insurance started in the year 1818.

E-Insurance Account
E-Insurance account is the facility available to the policy holder to keep all of their insurance
policies in a demat form by opening an account with an insurance repository, it`s a one point
of contact for all of the insurance contracts, if any change is needed in any of the personal

On the morning of March 11th, Shri Narendra Modi was given a Ceremonial Reception after
which he visited the State House and signed the Visitors Book. He wrote that India not only
considers Seychelles as a neighbour but as a strategic partner too.
Welcoming the launch of direct air services to India by Air Seychelles last December, the PM
hoped that ties between India and Seychelles would be deepened further marked by a spirit of
respect, equality, enormous goodwill and warmth.
He also unveiled the Plaque and Operationalisation of Radar for the CSRS India-Seychelles
Cooperation Project in Sychelles.

On March 12th, the Prime Minister began his day by visiting the Ganga Talao in Mauritius. As

Talking about the first cyber city construction supported by Former PM, Shri Atal Bihari Vajpayee
