2. The CPCB was established under the provisions of the Water (Prevention
and Control of Pollution), Act, 1974. The CPCB exercises functions related
to prevention and control of pollution. The Member Secretary shall be a full
time incumbent.
3. The following are the terms and conditions for the post of Member
Secretary CPCB, Delhi : 1 . Scale of Pay : Pay Band Rs.37400/--67000/- with Grade Pay of Rs.

3. Terms and Conditions : The Member Secretary will be governed by the
terms and conditions applicable to officers of equivalent rank under Central

4. (A) Qualification and Experience : Officers of the Central Government

Government Research Institution or Autonomous or Statutory Body(a)(i) holding analogous post on regular basis in the parent cadre or
Department ; or

of Rs.8700/- or Officers with six years service in the grade rendered after
appointment thereto on regular basis in the Pay Band-3 of Rs.15,600/-39,100/- with Grade Pay of Rs.7600/- or equivalent in the parent cadre or

(b) Possessing the following qualification and experience:
(i) Masters degree in Science or degree in Engineering from a recognized
Institute or University or equivalent; and
(ii) Twelve (12) years experience in the regular Group- A Posts, not below
the rank and Pay scale of Pay Band-3 of Rs.15,600/--39,100/- with Grade
Pay of Rs.6600/- in Government Department or Institution or Central Public
Sector Undertaking or University or Government Research Institution or
Autonomous or Statutory body at the administrative or managerial level with
practical experience in matters relating to scientific, engineering or management aspects of pollution control; and
4. Desirable: Ph.D in Science relating to Environment or M.Tech in
Engineering in a discipline relating to Environment from a recognized
Institute or University or equivalent.
5. Tenure: Period of deputation including period of deputation in another excadre post held immediately preceding this appointment in the same or
some other Organization or Department of the Central Government shall
ordinarily not exceed three years.
6. Age Limit: The maximum age limit of appointment by Deputation shall
not be exceeding fifty six (56) years as on the closing date of the receipt of
applications, provided candidate fulfills the other eligibility conditions for the
post.

Objection Certificate (NOC) from their employer at the time of verification of documents. In case,
the candidate fails to produce the NOC, his/her candidature will not be considered.
Candidates belonging to SC/ST/OBC will have to produce his/her original caste certificate from
the competent authority, along with attested copy of the same, at the time of physical verification
of documents failing which his/her candidature shall be cancelled and he/she will not be admitted
for further selection process.
The OBC Candidates availing reservation will have to produce latest OBC CERTIFICATE with
"NON CREAMY LAYER STATUS" as prescribed by the Government of India at the time of
physical verification of the documents.
Only those candidates who are fulfilling all eligibility criteria are required to appear for computer
based/online examination. The candidates have to appear for the computer based/online exam,
physical measurement, driving test, physical endurance test, etc for the above post at their own
expenses.
The education and other qualifications must be obtained from Government recognized
Institutions/Universities as per statutes.

The computer based/online test will be held in Kolkata, Bhubaneshwar and Raipur. The cities
of examination will be increased or reduced depending upon the minimum number of candidates
registered for appearing in computer based/online test and availability of examination centers
in a particular city. The candidates will be required to appear in other cities than specified choice
at the discretion of AAI due to various reasons.
Mere fulfilling of minimum qualification, experience and job requirement will not vest any right
on candidates for being called for Physical Endurance test. No interim correspondence will be
entertained.
Candidature of the registered candidates is liable to be rejected at any stage of recruitment
process or after recruitment or joining if any information provided by the candidate is found false
or is not found in conformity with eligibility criteria mentioned in the advertisement.
The decision of AAI in all matters regarding eligibility of the candidate, the stages at which such
scrutiny of eligibility is to be undertaken, the documents is to be produced for the purpose of
the conduct of selection and any other matter relating to recruitment will be final and binding
on the candidate. The AAI reserves the right to fix the standard and specifications for screening
and calling the number of candidates for computer based/online exam and/or physical
endurance/driving test.
The AAI reserves the right to restrict the number of candidates to be called for test and change

The Admit cards for written tests and letters to be issued to the candidates are purely provisional.
However, in case any ineligible candidate has been issued admit card and has appeared in the

ineligibility.
AAI reserves that right to modify / alter / restrict / enlarge / cancel the recruitment process, if
need so arises, without issuing any further notice or assigning any reasons thereof. The decision
of the Management will be final and no appeal will be entertained.

No TA / DA will be paid for appearing in the computer based/On-line test.

Selection Process:
The mode of selection will be written test and skill test with curriculum based.
The qualification prescribed is the minimum requirement and possession of the same does not automatically make the candidates eligible to be called for written test and skill
test. There will be an initial screening, based on the academic performance and other parameters given in the on-line applications and only those screened-in candidates will be
called for written test. Those who qualify in the written test will have to appear for Skill test.
The final selection will be done amongst qualified candidates, purely based on the scores obtained by them in the written test. From amongst candidates who qualify in the Skill
test, with minimum 60% marks, empanelment shall be done in the order of marks obtained in the written test. Skill test, wherever prescribed will be purely on 'go-no-go' basis

GENERAL CONDITIONS

The application in Proforma given below on A4 size plain paper duly typed in Hindi/
English and supported with attested copies of the relevant marks sheets/Certificate
etc. should reach at Cantonment Board Subathu, Tehsil and Distt. Solan (H.P) on or
before 16.08.2016 upto 5.00 P M . A candidate can apply for only one post on one
application.

The selection of candidate for the post of Hindi Clerk-cum-Typist will be based on
screening test, written test, typing test and Medical fitness etc. Medium of examination
will be in Hindi. The selection of candidate for the post of Safaiwala will be based on
the Physical Test, Trade Test & Medical Fitness.
3.
The selection of candidate for the post of Meter Reader-cum-pipe Fitter will be based
on Screening Test, Written Test, Physical test, Trade Test, Typing Test and Medical fitness etc. Medium of examination will be in Hindi. A person should be deemed disqualified amongst the reasons described under Section 37 of the Cantonment Act 2006.
4. The age limit for General Category candidate shall be 18-25 years as on 16.08.2016
age relaxation for different categories of suitable candidates (SC/ST, OBC) will be
applicable as per Rules of Govt. of India. The person belonging to reserve category
should submit proof duly issued by the competent authority.

Persons With Disabilities (PWD) and Female candidates are exempted from payment of

The following amendment in the minimum qualification of contract teachers for TGT and
PRT has been made in reference to the advertisement published on 18.06.2016 in different
newspapers.
There will be an exemption on 5% marks in the desirable qualification to reserve categories

Prime Minister Narendra Modi has asked the NITI Aayog to prepare a road
map for country's transformational change in the next 15 years. Interacting with
members of the NITI Aayog in New Delhi, the Prime Minister said the time for
incremental change is now over and the current age requires transformational
change. Mr Modi said the niyat (intentions) of policymakers is even more
important than the niti (policies) itself. Pointing out that historically, Indian policymakers had tended to lament the countrys constraints rather than play to its
strengths, he said judicious and intelligent application of Indias natural
resources and human resources would be at the heart of this change. Mr. Modi
said, technology will continue to be a key driver of economic growth and instrument for poverty elimination in India. Mr Modi said, India has not succeeded
in making the best and efficient use of the natural resources such as solar
energy and there is need to make an exhaustive list of untapped natural
resources and the potential of which that can be fully exploited. He said, optimal utilisation of India's existing resources should be the way forward for charting out a growth strategy for India. Talking about human resource development, the Prime Minister said focused skill development is vital, as India has
the potential to fulfil the global requirement of human resources in the future.
Parliament has passed the Child Labour (Prohibition and Regulation)
Amendment Bill,2016 with Lok Sabha approving it. The bill seeks to prohibit the employment of children below 14 in all occupations and enterprises, except those run by his or her own family. It seeks to make child labour
a cognizable offence attracting a jail term of up to three years and penalty
upto fifty thousand rupees. Children below 14 will be allowed to work only
in family enterprises that too after school hours. The Bill also defines children between 14 to 18 years as adolescents and bars their employment in
any hazardous occupations.
The Lok Sabha passed the Lokpal and Lokayukta (Amendment) Bill 2016 without discussion. The bill seeks to amend section 44 of the existing Act. Under
this section, public servants are bound to furnish the details of their assets,
debts and other liabilities within a period of thirty days from the date on which
they make and subscribe an oath or affirmation to enter upon their office.
Speaking on the bill, Minister of State in Prime Ministers Office Dr. Jitendra
Singh said, through this amendment, the government is not diluting the Lokpal
and Lokayukta Act and it is committed to make it more stringent.
In a push to Goods and Services Tax (GST), the Union Cabinet has cleared
Amendment in the Bill. The Cabinet, headed by Prime Minister Narendra Modi
decided to drop the one per cent manufacturing tax and provide a guarantee
to compensate states for any revenue loss in the first five years of its roll out.
The Cabinet also agreed to include in the Bill that any dispute between states
and the Centre will be adjudicated by the GST Council, which will have representation from both the Centre and the States. With States on board and the
Cabinet approving the amendments, the government is hopeful of passage of
the long-pending GST Bill in the ongoing monsoon session of Parliament,
which ends on the 12th of August. The Cabinet also decided to abolish existing guidelines for establishment of Joint Venture Companies by Defence Public
Sector Undertakings, DPSUs. These guidelines which were notified in
February of 2012 will not be required for a separate joint venture for DPSUs.
The abolition of the guidelines will provide a level playing field between DPSUs
and the private sector. The Cabinet also gave its nod to raise the foreign
shareholding limit from five percent to 15 percent in Indian Stock Exchanges.
The Centre has approved nearly Rs.1,600 crore for Jammu and Kashmir
under skill development initiative 'Himayat' to train 1,24,000 local youths in
vocational courses. Jammu and Kashmir Rural Development Minister Abdul
Haq Khan said in Srinagar that under the reanimated Himayat programme,
youths from both rural and urban areas of the state would be imparted training
in various job-intensive vocational courses over the next three years. They will
be given training for six-months, nine-months and one year job-oriented courses. Mr. Khan said, the aspirants would be trained in and outside the state, a
provision has also been kept for foreign placements as well.
India has signed a one-billion dollar deal with US defence and aerospace major
Boeing for procuring four long-range maritime surveillance and anti-submarine
warfare aircraft, Poseidon-8I. The acquisition enhance the Indian Navy surveillance capabilities. The contract is a follow-on
order to eight P-81 planes worth 2.1 billion dollars, already bought by India in a direct deal with
the firm. The contract was inked during the ongoing visit of the US Under Secretary for Defence
on Acquisition Frank Kendall. It is seen as a sign
of growing Indo-US defence ties. India had last
year signed a contract with the US through the
Foreign Military Sales route for 22 Apache and 15
Chinook helicopters.

for the implementation of 7th Pay Commission.
4.8 million central government employees and
5.2 million pensioners will get the increased
payout from their August 2016 salaries. CBSE
chief Rajesh Kumar Chaturvedi has been given
additional charge of Chief of the implementation
cell of the Seventh Central Pay Commission.
The 7th Pay Commission hike will result in
increase in salaries of central government
employees in the range of 7 thousand rupees to
18 thousand rupees per month. A fitment factor
of 2.57 will also apply for pay revision of all
employees and the rate of annual increment
has been retained at 3%.
Reserve Bank of India (RBI) has imposed Rs.
27 crore penalty on 13 public and private sector banks for Foreign Exchange Management
(FEMA) Act violations and Know your customer
DIGEST
(KYC) lapses. The banks include Punjab National Bank and HDFC Bank. In a
statement issued in Mumbai RBI asked eight other banks including SBI and
ICICI to ensure strict compliance with the guidelines. On the basis of inputs
received from a public sector bank, RBI had undertaken a scrutiny on
advance import remittances in 21 banks in October and November last year.
The scrutiny examined the alleged irregularities in opening and monitoring of
accounts including violations under FEMA provisions.
India has extended full support to Bangladesh in its fight against terrorism in the
wake of several terror attacks in the neighboring country. Prime Minister
Narendra Modi assured this to visiting Bangladesh Home Minister
Asaduzzaman Khan, who called on him in New Delhi. Mr Khan briefed the
Prime Minister on the situation in Bangladesh and thanked him for India's support and solidarity. Mr Khan also met Union Home Minister Rajnath Singh for
a delegation level talks where both sides agreed to enhance cooperation on
anti-terror efforts. Both leaders emphasized the need to immediately operationalise the agreement on combating terrorism, organized crime and illicit drug
trafficking.
Eminent litterateur and social activist Mahasweta Devi passed away on 28th
July, 2016 afternoon at a private hospital in Kolkata. Following illness, the 90year-old Magsaysay awardee was admitted to the hospital in south Kolkata.
She was also suffering from diabetes. Mahasweta Devi passed away at around
3 p.m. In his condolence, message, Prime Minister, Shri Narendra Modi said,
Mahashweta Devi wonderfully illustrated the might of the pen. A voice of compassion, equality and justice, she leaves us deeply saddened, RIP.
Mahashweta Devi was the wife of one of Bengals most prolific playwrights
and litterateurs, Bijon Bhattacharya, the activist-writer grew up in the family of
Bengals leading writers, poets and filmmakers.
Carnatic musician TM Krishna and human rights activist Bezwada Wilson have
been conferred the Ramon Magsaysay Award for 2016. While the Chennai-born
Carnatic vocalist Krishna has been awarded for ensuring social inclusiveness in
culture, Karnataka born Wilson has been lauded for his efforts towards asserting
the inalienable right to a life of human dignity. The Magsaysay Award is an annual award, named after former Philippine President Ramon Magsaysay, to honour
greatness of spirit in selfless service to the peoples of Asia. Other winners are
Conchita Carpio-Morales from Philippines, Dompet Dhuafa from Indonesia,
Japan Overseas Cooperation Volunteers and Vientiane Rescue from Laos. Born
into a Dalit family in Karnataka, Mr. Wilson, 50, is the national convener of the
Safai Karmachari Andolan.The award committee was impressed with his work
which focussed on asserting the inalienable right to a life of human dignity.

India off-spinner Ravichandran Ashwin has surged to the top of the ICC player rankings for Test bowlers after a superb outing in the first Test against the
West Indies in Antigua. Ashwin, who was top-ranked in the 2015 year-ending
rankings, regained the top spot with his second-innings haul of seven for 83.
He also gained in the batsmen's rankings with a knock of 113 and resultantly
strengthened his grip on the top spot among all-rounders. Ashwin has
replaced Pakistan leg-spinner Yasir Shah, who had grabbed the number-one
ranking for bowlers only last week with a 10-wicket haul in the opening Test
against England at Lord's.
Swiss Roger Federer will miss Rio Olympics and remainder of the season
due to a ederer, the current world number three, made the announcement in
a Facebook post. He said, he underwent a knee surgery earlier this year and
needs extensive rehabilitation. The 17-time Grand Slam winner said, his doctors advised him to rest both his knees and allow his body to recover fully if he
wants to play the ATP World Tour. He said, he will be looking to comeback as
a stronger and healthier player.
