company, to be named FloaTEC, LLC, (FloaTEC) to provide deepwater and ultra
deepwater oil and gas development solutions.

Eric H. Namtvedt will be named Chief
Operating Officer to lead this new
company. He will join the JV with over
25 years of experience in the industry.
Namtvedt has worked for a major oil
company, the Norwegian government, a
global E & C contractor, and an oilfield
service and fabrication company, leading
projects ranging geographically from the
US to West Africa, South East Asia, North
Sea and Australia. Namtvedts experience
includes the establishment of joint
venture companies, both in fabrication
and technology development.
Establishing FloaTEC, LLC represents a
significant commitment by both Keppel
FELS and J Ray and a firm belief that
jointly they can achieve more and provide
better value to their clients, said
Namtvedt.
J Ray is widely recognised for its marine
construction and installation services, and
Keppel FELS has a long history of clientfocused product developments and
deliveries of semis, floaters, jackups and
specialised ships. Field proven designs of
SPARs and Production Semisubmersibles

Keppel and J Rays global fabrication
facilities.

Keppel Singmarine secures


S$78 million contracts

eppel Singmarine has secured


orders for four offshore support
vessels (OSVs) and two tugboats
for about S$78 million. These vessels will
be progressively delivered to their owners
up to first half of 2007.
Keppel Singmarine will build two Anchor
Handling and Tug/ Supply (AHTS) vessels
each for Saudi Arabia companies, HADI
Establishment and Zamil Operations and
Maintenance Co.
A repeat customer since 2001, HADI has
ordered from Keppel Singmarine a total
of nine vessels including the latest two
vessels. Zamil Operations and

Maintenance Co. Ltd. (Zamil) is a new


customer.
Keppel Smit Towage (KST) has placed an
order for two Azimuth Stern Drive (ASD)
tugboats, designed by the Marine
Technology Development (MTD), Keppel
Singmarines own research and
development arm.

Pte Ltd, a US$145m contract to build
a KFELS Super B Class jackup.

of The Anders Wilhelmsen Group
of Norway, has exercised its option
to build a US$134m jackup, its second KFELS
B Class rig with Keppel FELS. The contract
for the first rig was signed in February 2005.
This new rig is expected to be delivered in
the first quarter 2008.

This is Sinvests fourth jackup rig with


Keppel FELS. Delivery of the rig is
expected in the third quarter of 2008.

R&D arm, the KFELS B Class jackup is
customised to suit Awilcos specific
requirements.

This KFELS Super B Class jackup is


identical to the three earlier rigs which
have capabilities for drilling High
Pressure High Temperature wells up
to 35,000 ft at 350 ft water depth.

Built to the highest industry standards for


jackup rigs, the KFELS B Class jackup
incorporates the latest design and engineering
concepts and is capable of drilling down to
30,000 ft in water depths of up to 400 ft.

on 18 September 2005 in Abu Dhabi,
reputed as one of the most modern cities
in the world.

Al-Hail is NDCs first newbuild jackup in


20 years. It is also the first KFELS B Class
jackup customised to meet NDCs
requirements for a cost-effective rig. With
leg lengths of 307 feet, Al-Hail is tailored
specifically for operations in benign
Middle East conditions of water depths
of 150 feet.
The rig is also equipped with Keppels
proprietary jacking and fixation system
with fully automated control functions
developed by Keppel FELS research and
technology arm, Offshore Technology
Development.
In addition, Keppel FELS worked closely
with the NDC management to customise
a training package for the NDC team that
would be operating the KFELS B Class
rig, which is equipped with some of
todays most advanced drilling technology
and equipment.
I am very proud of the co-operation we
have with Keppel FELS. Al-Hail is a major
project for us, and this first class rig clearly
demonstrates the professionalism of
Keppel FELS, Al-Kindy continued.
At the inauguration ceremony, Tong took
the opportunity to share the key
milestones of the construction of Al-Hail.
In October 2003, NDC contracted

ahead of schedule
Keppel FELS to build a jackup rig, which
was going to be NDCs first newbuild rig
in 20 years. It was also their first turnkey
jackup rig project with Keppel FELS. We
were excited that NDC picked Keppel
FELS as their designer and builder of
choice.
There is a Keppel maxim we proudly call
Can Do. Within three months in January
2004, we cut the first steel plate in our
Singapore yard. One month ago, we
completed the rig in Keppel FELS. Today,
she stands proud here having been
transported on the carrier all the way here.
While most rigs built by us are delivered
in Singapore to owners, Al-Hail was to be
delivered here in Abu Dhabi as
contractually required. This necessitated
Keppel FELS to book and confirm early
the availability of a suitable carrier to
transport Al-Hail here, this was especially
challenging with the upsurge in demand
for carriers worldwide. This clearly
demonstrates Keppels firm commitment
in striving for an early delivery for our
valued customer, NDC.
This is Keppel FELS first project with
NDC. It was challenging, as there were
different working styles and expectations
from both sides.
However, I recall that during the contract
award ceremony, Al-Kindy took it upon
himself to imbue both parties with the
understanding that there is no Keppel
FELS or NDC team, but one integrated
team. This team has proven to be
extremely dedicated and has
demonstrated skill, experience and
technical expertise in finding the best
possible solutions to meet the project
requirements and achieve a win-win
relationship.
I applaud their efforts in proving that
they can complete the job, which often

demanded quick responses in order to


meet tight deadlines. The in-depth
understanding of requirements and strong
project management skills demonstrated
by the partnership between our
companies has contributed to the fast
track completion of this project ahead of
contractual delivery.
Summing it up, Tong quipped, Al-Hail
is the name of an island off Abu Dhabi
and I was told that there are 200 islands
around Abu Dhabi we certainly look
forward to building another 199 rigs with
NDC! We look forward to welcome you
back to Keppel FELS soon to start another
project!

Singapore, recently visited the
shipyard of Keppel FELS Brasil (KFB), in
Angra dos Reis, Rio de Janerio, Brazil.
BrasFELS yard is the largest shipyard in
Latin America.
He was accompanied by Heng Chee How,
then-Minister of State for Trade and
Industry.
The business mission was aimed to
increase Singapore-based companies
awareness of and access to business
opportunities in key emerging markets
such as Latin America.

victims of Hurricanes Katrina
and Rita.
Its Recreation Committee organised a
lunch fair where members got together
to cook and sell fajita plates to fellow
employees to raise the money on
15 September 2005. Management
matched the collection dollar-for-dollar.
A people-oriented company and an active
corporate member of the local
community, Keppel AmFELS has been
able to garner the support of its employees
and subcontractors to contribute up to
US$200,000 to local charities in the last
five years.

In addition to cash contributions to the


hurricane victims, the company is also
working with the Texas Workforce
Commission to offer up to 100 positions
to those victims who were left without
jobs. The offer comprises a variety of
employment opportunities such as pipe
fitters, welders, carpenters and
mechanics.

Lloyds List Maritime Asia
(LLMA) Awards, making it the first
Singaporean yard to receive this industry
accolade.
Daniel Chang, Senior General Manager
(Operations) of Keppel Shipyard, received
the award at the ceremony held on
29 September 2005 at the Shangri-La
Hotel. It was attended by key industry
players, partners, media and authorities
of the offshore and marine community.
The other award categories include the
Best Shipbuilding Yard, Ship of the Year
and Classification Society, to name a few.

The LLMA recognises and celebrates the


achievements of Asian companies in the
maritime industries.
The three finalists in each category of the
Maritime Asia Awards are chosen via a
popular vote of Lloyds List Maritime Asia
readers. The winner is selected by an
independent panel of marine industry
experts worldwide.
In the awards citation, Julian Bray, Editor
of Lloyds List, noted, Singapores premier
yard (Keppel Shipyard) was flourished in
the last 12 months with a slew of new
contracts. This will maintain the Lion
Republics position as a ship repair centre
of the highest repute.

70 employees on 21 September 2005 for
completing a welder-training programme.

by UTB and TSC themselves.

The new Offshore Support Vessels (OSVs) are rugged and versatile, more powerful and
are outfitted to respond to a wide range of potential emergencies.

Some 125 participants and 25 speakers
comprising owners, operators, engineers,

engaged in a lively discussion on the
serviceability and operability of the
OSVs.
At the opening segment of the conference,
Guest-of-Honour BG Tay Lim Heng,
Chief Executive of Maritime & Port
Authority of Singapore (MPA), also
emphasised on the importance of OSVs,
The headline-grabbing surge in oil
prices and the devastation caused to US
Gulf oil platforms by Hurricane Katrina,
have added fuel to offshore oil and gas
exploration activities, which cannot be
conducted without OSVs.
The rising demand for OSVs is the result
of heavy demand for a wide range of

support services such as towage, anchor


handling, fire fighting, pollution control
measures, load-out, transportation and
installation activities, and logistics
support, thus spurring a boom in the OSV
market.
It is for this reason that the timely twoday conference, sponsored by Keppel
Singmarine, was a success. Singapore
commands a substantial share of the
global market for OSVs, outside the USA.
Keppel Singmarine alone accounts for
a sizeable share of the market, with
22 vessels under construction currently.
The strategic decision taken by Keppel
O&M three years ago to focus and
specialise in the OSV market has enabled
Keppel Singmarine to become one of the
top OSV builders in the world.
In his keynote address, James B. Liebertz,
President & COO, American Bureau Of
Shipping (Pacific Division), reminisced
Singapores shipbuilding and marine
industry was in its infancy in the 1970s.
But it took on the challenge of serving
the emerging offshore industry in the
region with a particular focus on
building mobile offshore drilling units

and offshore supply vessels. We all


know that these activities declined in the
1980s as oil prices dropped. Many wellknown names did not survive the lean
years. Those that did are reaping the
fruits now, as demand for both MODUs
[mobile offshore drilling units] and
OSVs is once again very strong.
According to Liebertz, two key factors
drive the OSV market the low level of
newbuildings of OSVs in the last two
decades and the unprecedented hike in
oil prices that has resulted in the high
level of offhore exploration.
Held at the Engineering Auditorium in
National University of Singapore, this
annual conference and exhibition is
organised by the Joint Branch of the Royal
Institution of Naval Architects and the
Institute of Marine Engineering, Science
and Technology (Singapore) (RINA
IMarEST) and the Centre for Offshore
Research & Engineering, National
University of Singapore (NUS).

Loyal alliance
The alliance between Keppel and Smedvig withstands the test of time to build five deepwater
drilling tenders. Their latest completed project is aptly named West Setia (Setia means
Loyal in Bahasa Indonesia) as the new tender rig sets out for the deepwaters to serve
Brunei Shell.

West Setia is one of the first offshore rigs
to be registered in Singapore since the
Maritime and Port Authority of Singapore
(MPA) opened its Singapore Registry of
Ships (SRS) to include offshore industry
mobile units in January 2005.
With the delivery of West Setia, Keppel
FELS has also divested its entire 72%
interest in the rig to Smedvig at an agreed
purchase price of US$65m (S$110m).

30 July 2005.

It carries a drilling derrick set and has


cranage to deploy this derrick set onto
production platforms. It also provides
storage and accommodation facilities, and
complements other drilling platforms.
West Setia is the fourth SSDT to be
designed and built by Keppel. The first
in the series was West Pelaut, which, in
1994, was the worlds first purpose-built
semisubmersible tender rig for
production drilling. Two more drilling
tenders, West Menang and West Alliance,
were subsequently built by Keppel
Shipyard. All these tenders, including
West Setia which departed Keppel FELS
yard on 15 August 2005, are being used
by Brunei Shell.

Construction of West Berani


During the delivery ceremony for West
Setia, Staale Roed, MD of Smedvig, also
talked about their new partnership project
with Keppel FELS, the West Berani.
He said Our relationship with Keppel is
one that has grown from strength to
strength. We have been impressed with
the design, engineering and construction
capabilities of Keppel FELS. We are
confident that the fifth drilling tender will
be delivered on time and within budget.

in the West Berani project.
Living up to its name, West Berani (Berani
which means Brave in Malay) is set to
make waves. Even as the Keppel FELS and
Smedvig teams brace themselves for the

Keppel completes divestment of


Safe Concordia

eppel Offshore & Marine (Keppel O&M), has


completed the divestment of its interest in the
accommodation platform, Safe Concordia, to
Consafe Offshore for a cash consideration of US$84.5 million.
Safe Concordia is owned by a Special Purpose Company
(SPC), which was set up by Keppel O&M and JCE Group as
the 85/15 joint venture company. JCE Group has since
transferred its rights and obligations to Consafe Offshore.
The vessel was built on the proprietary KFELS SSAU 3600GOM-C42 design developed by Keppels Deepwater
Technology Group. It is suited for operations in regions such
as Gulf of Mexico, West Africa, Offshore Brazil and Southeast
Asia.
With the divestment, Keppel O&M ceases to have any
interest in the semisubmersible accommodation vessel,
Safe Concordia.

Double bonus for Berge Helene

t the pre-sail ceremony of FPSO


Berge Helene, Bergesen Offshore
presented Keppel Shipyard with
US$480,000 for early completion of the
project and US$100,000 as safety bonus.
More than two million manhours without
lost time incident were achieved.
During the ceremony held on
21 September 2005, both Bergesen
Offshore and Keppel Shipyards project
teams gathered to celebrate the joyous
occasion of the first successful partnership
between both companies.

Chinguetti Project from Bergesen Offshore
commented, The team spirit shown in
Singapore has made the project a
tremendous success.

which has a contractual agreement with

The 28-year-old tanker Berge Helene sailed
into Keppel Shipyard in December 2004.
The Keppel Shipyard team completed the
conversion and upgrading works on time,
within nine months.
Her major works included the installation
of additional topside process modules,
boilers and high-power generators,
replacement of existing spread mooring
with an external turret, as well as
upgrading of engine room equipment and
accommodation units. Other works

included tank coating and fabrication of


a new pump room.
A Floating Production Storage and
Offloading (FPSO) vessel, Berge Helene is
owned by Bergesen Offshore, a member
of the Bergesen Worldwide Group. She is
to be deployed in Chinguetti Field off
Mauritania, West Africa. She will be
capable of handling a daily production
capacity up to 75,000 bopd (barrels of
oil per day) and will have an oil storage
capacity of 1.6 million barrels.

And Engineering Services Mumbai Pvt Ltd
(KFM) in India as part of its plan to
outsource engineering services.
With Singapore as the nerve centre for all
its design, engineering and research work,
KFM complements the Groups three
other bases in Houston, Bulgaria and
China.
Keppel O&M, well-equipped with the
latest and most efficient drafting and
modeling technology, will meet the
growing demands of the oil and gas
industry. OffshoreMarine (OM) speaks to
Aziz Merchant (AM), Executive Director
of KFM, to find out more.
OM: Where in Mumbai is KFM
located?
AM: KFM is located in the prestigious IT
park (Mindspace) in Malad, Mumbai. The
Company was incorporated in May 2005
and was operational in July 2005. This
was a fast-track start-up based on Indian
conditions.
OM: What is the total number of
employees at KFM?
AM: To date, we have employed 70
engineers and designers. We have also
appointed Anant Shukla and Joseph
Mathew as KFMs Assistant General
Manager and Engineering Manager
respectively. We target to increase our staff
strength to 125 by end 2005. With KFM,
Keppel O&M has over 550 highly
qualified engineering personnel working
round the clock to service the Group
currently.
OM: What is the purpose of setting
up an engineering office in Mumbai?

The new engineering office in


Mumbai, India
AM: With the uptrend in the offshore oil
and gas industry, there is a need for more
engineering resources to support the high
level of engineering activities.
India has a vast pool of engineering
resources with expertise in marine
and offshore design work. With the
establishment of KFM, we are able to tap
these resources and provide cost effective
design and engineering support to Keppel
FELS, Singapore, for the construction of
offshore oil rigs and platforms. KFM is
engaged in activities such as design,
AutoCAD drafting and TRIBON 3D
modeling.
Mumbai is also advantaged with a welldeveloped infrastructure and readily
available trained manpower. With an
office there, KFM is also able to attract
trained engineering staff from all over the
country.
One of KFMs aims is to tap the pool of
talented engineers and designers in India.
At the same time, KFM provides capable
Indian engineers opportunities to develop
the coveted expertise in the field of
offshore engineering.

In his opening address, Heng Chee How,


then-Minister of State for Trade and Industry

must deepen our engagement there to capitalise
on these opportunities.

demonstrating Keppels confidence in the
region, and encouraged more companies to step

On the Forum, Choo commented, I am

customers with a total of three
strike steel, five keel layings, three
launchings and three deliveries for its
offshore support vessels (OSVs) and
tugboats in a short span of three months.

Keppel Smit Towage


Four accomplishments have been
achieved with the Keppel Smit Towage
(KST) construction projects. Hull 290
Maju Star, a 45-tonne bollard pull
Azimuth Stern Drive (ASD) tug was
delivered to owner in early October 2005.
Its sister vessel, Hull 291, was launched
in September, while Hull 294 and Hull
295, 45-tonne bollard pull Tractor Tugs,
had their keels laid on 17 August 2005.
Hull 296 and Hull 297, both 50-tonne
bollard pull ASD tugs struck steel in early
October 2005.

Of the MTD7070A design, SMIT Komodo
is the brainchild of Keppel Singmarines
R&D arm, the Marine Technology
Development Pte Ltd (MTD). Its sister

steel ceremony on 14 July 2005. This is
also the first vessel to be built in Singapore

Bourbon Offshore Surf


The sixth and seventh of seven OSVs
Keppel Singmarine is building for its
valued customer, Bourbon Offshore Surf,
Hull 298 and Hull 299, had their keels laid
on 15 August 2005, while Bourbon Apsara,
the second vessel, was christened and
delivered in September 2005 in the
presence of representatives from Bourbon
Offshore Surf. The third of the series,
Bourbon Alexandre, will be delivered
towards end of the year.

Andrew the Braveheart

he last of five strips of BP TPG


500 platform finally left for
Caspian Shipyard in May 2005
where she was mated with the previous
four shipped across in July 2004.
This marked the end of two arduous years
for Andrew Tozer, BPs Project Manager
(Singapore Scope), who was supervising
the fast-track construction of the highly
complex TPG 500 production jackup rig
at Keppel FELS.
In between, Andrew found time to marry
his fiance, pursue his passion in
photography and enjoy the hospitality of
poetic Asia.
The kaleidoscope of exotic cuisines, living
histories and intriguing catalogue of flora
and fauna were splendid icing on an
otherwise tough piece of assignment for
this first timer to Singapore.
OffshoreMarine got close up on Andrew
to discover the person behind the
persona.

Standing at 6 ft 1 in, Andrew is just a


shade shorter than his famous ancestor,
Sir William Wallace of Elderslie, hero of
Scotland and true patriot who fought
against the invading King Edward I of
England. Sir William attained Hollywood
star status after the highly successful
movie, Braveheart where Mel Gibson
played the title role.
Proud of his lineage, Andrew brought
with him his Wallace tartan kilt when he
came to tropical Singapore. Whenever
there was an opportunity, he would don
his kilt woven in the Wallace red, green
and blue, with the Skean Dhu ceremonial
dagger on the left side of the knee-high
woollen socks. (A typical kilt is usually
made up from four to six yards of
broadcloth between 56 and 60 inches
wide).
Without a doubt, Andrew carries with
him the Wallace heritage of strength,
stamina and dare. His calm and quiet
demeanour, with genteel charm, belies a

zest for adventure, excitement and the


exotic, such as skiing on ice-cap peaks
and eating zingy Singaporean food.
In true BP spirit, Andrew wasted no time
on arrival in Singapore to meet up with
Wang Look Fung, General Manager,
Group Corporate Communications, to
discuss how BP could participate in the
community life of Keppelites and jointly
sponsor social and charitable activities
initiated by the Group.
He and his then fiance, now wife, Alison,
were often seen at Keppel events such as
family days and charity dinners.
Recounting how they settled in Singapore,
Andrew said, I learned about the move
to Singapore just under six weeks before
departure. I had a pre-booked two-week
BP training programme that fell right
before my departure date. So Alison had
to sort out our home and belongings in
London, and decide what was to come to
Singapore and what went into storage!
My first impression of Singapore was it
was warm, green and efficient. The airport
is a masterpiece; I have never gone from
aircraft seat to taxi in less than 15 minutes
in any other airport in the world!
What followed next however, was not a
piece of cake. He added, Undoubtedly,
the need to complete a huge scope of
work in a very short period of time, while
maintaining safety standards in line with
BPs safety objectives was a major
challenge. The technical complexity, and
some significant changes, stretched us
further but we did it.
It was the Can Do! spirit of the Keppel
and BP teams that made the difference.

Andrew was especially generous in his


sentiments of Keppel FELS. He said, The
people of Keppel have really impressed

me with their incredible spirit,


determination to succeed, focus on safety
and their consistent drive to learn and
improve.
The stunning safety achievement and ontime delivery are testament to the strength
of the team and their ability to meet these
challenges and succeed.
Life in Singapore was more than meeting
work challenges for Andrew. The myriad
sights and sounds of Asia and Australia
beckoned him and Alison to travel around
the region whenever they could, to
capture on camera the rich and diverse
cultural heritage including the bustling
cities, idyllic historical sites and great
nature reserves.

When they spoke to OffshoreMarine, they


had just returned from Australia and New
Zealand. He said, I tend to take a lot of
photos on holiday and this last trip was
no exception, as Alison will testify. I now
have three months of sorting and deleting
to do!
An avid photographer, Andrew was a
member of the Singapore Photographic
Society and was actively involved in its
activities including showcasing his works
in exhibitions put up by the society.
Visual feast aside, the sheer variety and
quality of food here also appealed to
Andrew. He said, No matter where you
go for lunch or dinner in Singapore, you
are assured of great quality food.

As he moved on to his next tour of duty


in Stavanger, Norway, for a new FPSO
project, there was no doubt that Andrew
would miss his favourite wasabi prawns
and razor clams washed down with Tiger
Beer.
Yet the lure of a new challenge had
already geared Andrew up for his new
assignment.
He said, Ill be joining my new project
team at the design stage so it will be
nice to follow a project from start to
finish.
On this note, we wish Andrew and Alison
all the best!

he successful integration of the four


strips of the TPG500 hull platform by
Caspian Shipyard Company (CSC) in
Baku, Azerbaijan, was capped off on another
high note.

The TPG500 jackup departed from CSC on 6 April
2005. She is currently undergoing the final
installation of her platform legs and completion of
topside facilities in the neighbouring Zykh yard.

In his letter dated September 2005 to Bill Kee,


President of CSC, Mr Baird said, Coming to
work in an environment such as CSC and with
your teams attitude to Safety, Co-operation and
Open Door policy made it a privilege to have
been part of the team.
Parts of the work scope proved to be very
difficult and stressful, but due to the
professionalism and sheer determination by all

fter two months since her arrival
on 23 July 2005, Stena Clyde is
now back in ship-shape and has
returned to resume her duties.

The excitement did not stop there. On


12 October 2005 when Stena Clyde was
due for undocking, the team battled
another race against time.

Belonging to Stena Drilling, this gigantic


eight-legged semisubmersible had called
at Keppel FELS for her Special Periodic
Survey (SPS) as well as upgrading and
refurbishment works.

After much effort in getting the rig into a


proper floating condition, the scheduled
deadweight survey commenced at
4.05 pm, less than one hour before the
5 pm deadline Keppel FELS was given by
the port authorities to undock the rig. At
this point, mother nature too threatened
with a brewing storm.

proudly declare Mission Accomplished!
Stena Clyde was originally scheduled for
a 28-day drydock period for her SPS. As
works were underway to prepare the rig
for painting, the teams discovered the
need for additional steelwork
replacements on the underside. This was
going to affect the rigs departure date
significantly.
Working swiftly, the projects teams from
Stena Drilling and Keppel FELS met to
discuss the workscope and formalised a
plan to complete the required works in
the shortest time possible.
Sharing what took place, Stena Drillings
Project Manager Joe Davies explained,
Additional welders and fabricators
were called in to assist with the project.
At one time we had over 600 personnel
working onboard the rig just to complete
the work!
Despite the many activities taking place,
Keppel FELS was able to maintain high
standards of workmanship. This is
possible only through the excellent
project management by Wilson Goh and
his dedicated team who made sure that
the work was completed not only within
the new time frame but in a safe manner
with no lost time incidents.

We felt rain drops on our faces as the


sky above appeared dark and gloomy. We

were worried that if a storm occurred, we


would not be able to undock the rig before
the cut-off time. We prayed hard....,
shared Lewis who was on-site for the
undocking.
As the clock ticked, the surveyors
accompanied by the owner vendor and
Lewis finally emerged from the rig at
4.20 pm after they completed the survey
which had yielded good results.
The yard took over from there and wasted
no time. The dock gate was lowered and
within half an hour, Stena Clyde was
undocked and handed over to her owners

Shared a visibly excited Lewis after the
undocking, This is my first project
since I returned to Keppel FELS after
studying abroad for two years. I am
honoured to have worked alongside
an excellent project team from the
Production and Engineering
departments as well as all the other
sections who were involved in this
project.
Like Lewis, Stena Clyde was Xin Yis
first time assisting with a project. As
she recollected the months of hard
work with the project team, she
shared, I felt a tinge of sadness as I
saw the rig leave the yard. But this was
quickly overcome by the sense of
accomplishment in being able to
achieve so much in such a short time.
Stena Clyde left a better and improved
rig and I am proud to have been part
of this significant achievement.

(Keppel O&M) is converting its
shipbuilding and repair facilities
in Singapore and the Philippines to meet
rising demand for offshore rigbuilding,
said its Chairman & CEO, Choo Chiau
Beng.
He told investors at Keppel Corporations
webcast of its first nine months results
announcement on 25 October 2005.
We are using one of our yards in Benoi,
which we use to build supply boats to
build parts of jackups for the offshore
business.
We are also upgrading our Batangas yard
in Philippines so that they can carry out
offshore work as sub-contractor for FELS
in Singapore, said Choo.
With these developments, Choo added,
progressively we will be able to offer
jackups for delivery in 08/09 and
semisubmersibles in 2009.
As far as submersibles are concerned, we
are rather selective, said Choo who added
that the group looks for projects that are

cashflow-posiitve rather than where the


majority of the contracts are paid for on
completion.
Choo went on to discuss Keppel AmFELS
in the Gulf of Mexico.
He said, Keppel AmFELS has capacity
for rig delivery in 2008 to 09.
Keppels effective utilisation of its yards
capacity to maximise value of its assets
lies largely in its integrated management
and planning of facilities. With 17 yards
around the world, it has greater flexibility
in resource allocation and outsourcing of
work to sister yards.
Keppel O&M secured a total of
$6.2 billion worth of contracts in the first
nine months, bringing its net orderbook
to almost $8 billion.
Keppel O&M contributed 72% to Keppel
Corporations revenue of $3.98 billion.
Profit-wise, its contribution is
$171 million or 41% of the total profit
after tax and before minority interest,
representing a year-on-year increase of
21% over the previous nine months.

It has been a great learning


experience and I believe I am now
better equipped to deal with future
challenges.
Summing up, Joe had this to say, As
in the past Keppel FELS once again
did a good job in completing all the
work on the Stena Clyde. I would like
to take this opportunity in thanking
the Keppel FELS project team and
would have no hesitation in taking
another rig into the yard if required
in the future.

a cost-efficient semisubmersible drilling
platform, ENSCO 8500, for a subsidiary of
ENSCO International Incorporated (ENSCO).

ENSCO has secured for ENSCO 8500 a


drilling contract with a consortium of three
independent oil companies for operation in the
Gulf of Mexico. This agreement is for a fouryear primary term with an option for the
extension of the term.

ultra-deepwater drilling needs, said Choo

ENSCO has developed this semisubmersible for


drilling in water depths of up to 8,500 ft, and
can be readily upgraded to 10,000 ft waterdepth capability if required. ENSCO 8500 is a
dynamically positioned (DPS2) offshore drilling
unit fitted with eight 2600KW thrusters and
can accommodate up to 150 people. It will have
a single conventional drilling derrick system for
operation in Gulf of Mexico.

Flying Squads rescue ops in


Malaysian waters

t was midnight on 9 August 2005,


Singapores National Day. Many had
retired after a long day of
celebrations, but not for some in Keppel
FELS. Quek Mong Song, Keppel FELS
Assistant Marketing Manager received a
distress call from semisubmersible Ocean
Baroness.
Owned by Diamond Offshore, Ocean
Baroness was at anchorage in Malaysian
waters undergoing minor repairs when
she experienced difficulties.
Ron Cunningham, Director of Projects for
Diamond Offshore Drilling Inc., described
the situation, The scope of work was
daunting, the conditions were poor, the
potential for injury considerable and the
contractor selected not up to the task.
A meeting between Keppel FELS and the
Diamond Project Team in Singapore was
organised immediately to discuss the

workscope and requirements for


manpower, materials and equipment. It
was decided that repair works will be
undertaken in two phases before and
after Ocean Baroness was loaded onto the
heavy lift carrier.

she experienced additional steel problems
at her lower hull when she was not seated
properly on the carrier. With a tight loadout deadline to meet, Ocean Baroness had
to be repaired quickly.

A team of five Flying Squad members was


sent to Ocean Baroness the next evening
to inspect and diagnose the problem.
Concurrently, materials and equipment
were mobilised to the rig.

And the best team to call in for this job


was the Flying Squad of Keppel FELS of
course.

After initial analyses, 16 specialist welders


and steel workers from Keppel FELS were
flown in to assist with the operation.
Working round the clock, the team
laboured hard and completed phase one
on 22 August 2005. The team returned
to Singapore to await further instructions
from Diamond for phase two works.
But as Ocean Baroness was attempting an
afloat installation for dry tow

On 28 August 2005, when Ocean Baroness


had called at the Singapore port, ten
Flying Squad specialists from the same
team who undertook phase one of the
repair works boarded the rig. They had
only one aim in mind to get her back in
shape as soon as possible.
With phase two repairs and the additional
problem resolved, Ocean Baroness was
finally dressed and ready to go. She set
sail for the Gulf of Mexico in end August
for her new drilling task.
Thanking Keppel FELS for their
invaluable assistance, Ron said, I am
happy to report that the pre-load out
phase of the hull reinforcement has been
completed to a very satisfactory standard,
three days prior to our load out
deadline.
I credit this turn-around to the
performance of the Keppel crew and
particularly, the skill and experience of
Welding Foreman, Marimuthu Saravanan
and Fitter Foremen, Sappanimuthu
Govindaraju. I cant say enough about the
capabilities of these two Foremen.
They are welcome on a Diamond job any
time.

morning, huge raindrops started pattering on

Even the old and less privileged were not left
out. True to the caring Keppelite DNA, the
organisers invited the residents from the Asian
Womens Welfare Association (AWWA) old aged
home to join in the fun.
This was not all. They took pains to stage an
innovative fund raising campaign ahead of the
Family Day. The exercise culminated in a total
of $30,000 raised for the AWWA in under two
months.

Striking start at Keppel FELS

to 2009 amidst Keppel FELS
busiest period ever, progress on
project B272 is on schedule.

Named SeaDrill 4, the jackup is being


built for customer SeaDrill Ltd. Strike steel
was held on 1 September 2005 and it
looks set to be delivered on time in mid
2007, according to Keppel FELS Senior
Project Manager, Jaya Kumar.
Officiated by Cecilie and Kathrine
Fredriksen, daughters of SeaDrill Owner,
John Fredriksen, the ceremony was
witnessed by project teams from Keppel
FELS and SeaDrill.
To be built to the KFELS B class jackup
rig design, SeaDrill 4 will have a leg length
of 484ft. The KFELS B class jackup rig is
a tried and tested proprietary design of
Keppel FELS.

ENSCO 108
ENSCO 108 was off to a striking start
on 1 July 2005 when it had its first
piece of steel cut in a smooth
symbolic ceremony to signify the
beginning of construction.
Building to Keppels proprietary
design, ENSCO 108 is a KFELS B
Class jackup rig. She is similar to
sister rig ENSCO 106, which is
operating in Australia.
ENSCO 108 is expected to be
delivered on time in the first quarter
of 2007.
Another rig, ENSCO 107, which is
under construction at Keppel FELS
yard, is due for delivery in early 2006.

322,446 dwt tanker.
With 75 risers, P-53s turret will be the
largest turret ever fabricated and installed
in the world. Due for the Marlim Leste

The moonpool section is made up of five
segments and joined together into one
cylinder. The boogie support, which
consists of four cylinders, sits on the
moonpool.

Inc, the 273,414 dwt tanker is currently
undergoing conversion to a Floating
Production Storage and Offloading
(FPSO) vessel at Keppel Shipyard. To be
deployed in the Golfinho Field in
Offshore Brazil Espirito Santo, the
production unit is scheduled for delivery
in February 2006.

NSCO 67 sailed from Keppel FELS


on 5 August 2005 for an
assignment in the Asia Pacific
region. Of the Marathon LT design, she
arrived last year from the Gulf of Mexico
for a makeover to become a premium
jackup with cantilever drilling equipment.

Major works on ENSCO 67 included the


renewal of mudpits, upgrading of
accommodation quarters and installation
of a new drill floor due to the conversion
of its drill structure from slot to cantilever.
The new cantilever structure can now
extend out of the rig which gives the rig
more flexibility and mobility.

Due to the extensive works on ENSCO


67, Keppel FELS Senior Project Manager,
Yeo Yue Ngiap and team had to race
against time to complete the project. But
with the Keppel Can Do! spirit and
experience gleaned from similar past
projects, they delivered ENSCO 67 to the
customers satisfaction.
Summing up the successful refurbishment
of ENSCO 67, Executive Director of
Keppel FELS, Michael Chia, said, We are
extremely glad ENSCO continues to

provider in the expansion, renewal and

The logo will be the life of Keppel FELS
iQC movement, Tong said at the
ceremony. It will constantly remind
employees of the Adopt, Adapt and
Advance culture, mindset and approach
towards innovation within the company.
The logo is designed with a curved letter
i to signify unconventionality, serving
to motivate and inspire employees to be
more creative and innovative.
Since the inception of the iQC movement
in Keppel FELS two years ago, the iQC
teams from various departments have

developed and completed more than


50 projects that have seen results in work
improvements, efficiency, productivity as
well as enhancing team spirit and morale.
One of the projects was the pipe elbow

Anthony was Deputy Superintendent
with the Singapore Police Force before
retiring from service after 36 years. He
now heads and manages the Keppel O&M
security team and oversees all security
issues pertaining to the various yards.

comes to corporate security
issues even though this is his first
stint as Group Security Manager in Keppel
Offshore & Marine (Keppel O&M).

While many his age would take life easier,


Anthony
continues
tirelessly,
implementing new and innovative
enhancements to the Keppel O&Ms
security system.
His efforts have not gone unnoticed as
Anthony was honoured with the National
Community Safety and Security
Programme Award on 27 July 2005.

The Award recognises security initiatives


undertaken by business organisations as
well as individuals who implement them.
Anthony and his team recently
coordinated the second major
International Ship and Port Facility Safety
exercise, which involved three key parties,
namely, the Singapore Civil Defence Force
(SCDF), the Singapore Police Force (SPF)
and Keppel O&M.
The assessor for the exercise, the Maritime
and Port Authority of Singapore (MPA),
commended Anthony and his team for a
well organised exercise which involved
three yards.

50-day internship.
Working closely with the Project
Managers, Thomas learnt the ropes of
rigbuilding, project management and
most importantly, teamwork. He shares
his experience with OffshoreMarine (OM).
OM: How was your experience at
Keppel AmFELS?
TL: Excellent! There were great people
like Project Managers Oscar Lopez, Rey
Calara and Gerald Tabaloc to work with.
I am very appreciative of what I have
learnt from them.
OM: What were the lessons you learnt?
TL: I learnt that communication is very
important; when you have proper
communication you are able to get things

done right the first time. Motivational


skills that I picked up were from the
process of communicating effectively.
Also, managing a project to deliver on
time and on budget is not easy when the
owner keeps making a lot of changes. I
have to hand it to Project Managers who,
through their experience and
resourcefulness deliver each project on
time, on budget and up to expectations.
OM: What would you consider your
greatest accomplishment here at
Keppel AmFELS?
TL: Well, it has to be my being able to
assume the responsibilities of an
employee rather than an intern.
I had the opportunity to liaise with
colleagues at the yard and from
engineering to get repairs and
constructions done. Apart from the
groundwork, I had my share of indoor
duties as well. I edited AutoCAD

drawings, produced engineering and
progress reports and also worked with

OM: What was challenging for you

TL: Getting adjusted culturally, the way
of living is quite different from up North.
The pace of life in the North is much faster
and hectic comparatively and the people
here are much friendlier.

Keppel Shipyard
for the second time

time was 30,000m3 Liquefied Natural Gas
carrier (LNGC), LNG Vesta.

Owned by MO LNG Transport Co, 1994-built LNG


Vesta is one of the two LNGCs serving the Badak

IV Project that delivers LNG on Freight-OnBoard (FOB) basis from Indonesia to the three
major Japanese gas buyers Tokyo Gas, Osaka
Gas and Toho Gas Companies.
Between 25 July to 19 August 2005, LNG Vesta
underwent major works including the renewal
of its boiler tube, main turbine overhaul and
cargo machinery works.
The vessel departed Keppel Shipyard on the
morning of 19 August 2005 for its sea trial
before proceeding to its loading port in Bontang,
Indonesia to fulfill her charter commitments.
LNG Vesta adds to Keppel Shipyards track
record as the leading LNG/LPG shiprepair yard
in Asia outside of Japan, having repaired 68
LNGCs since 1990.

industry-leading safety track record which
has surpassed both the industry and
Ministry of Manpowers (MOM)
standards.

Yue Ngiap joined Keppel back in 1975 as


an apprentice and worked through the
ranks to become a project engineer and
then to project manager. Whilst working,
he studied part-time for his diploma, then
took up a scholarship to study full-time
in Newcastle where he graduated with a
Degree in Offshore Engineering.

I have spent more than half of my life in


Keppel since I first started as a receptionist
back in 1970! Mdm Low exclaimed as
she recalled her beginnings in Keppel.
Mdm Low, more fondly known as Betty,
has developed strong bonds with the
company and her colleagues.

It has been an exciting 30 years. Keppel


gave me a lot of exposure and experience
and brought out the best in me both
academically and professionally, Yue
Ngiap shared.

Coming to work everyday is like coming


home to my family. It is this family-like
environment which has kept me working
in Keppel.

Executive of Maritime and Port Authority
of Singapore (MPA) who visited Keppel
yards for the first time on 4 August 2005.
Accompanied by delegate members from
MPA, Ministry of Transport, Association
of Singapore Marine Industries and
Singapore Maritime Foundation, BG Tay
was given an overview of Keppel O&Ms
business, technologies and investments in
R&D.

Besides touring the yards, the visitors


boarded a Liquefied Natural Gas Carrier
(LNGC), LNG Vesta, where many saw for
the first time the sophisticated equipment
and facilities of a LNGC.

how Keppel Singmarine undertakes
construction projects through the use of
a fabrication bay as such block erection
methods were not commonly adopted
in Bangladesh. They were also happy to
note that Keppel O&M take care of its
Bangladesh workers.

Rooting for maritime heritage

eppel roots go as far back as some


hundred years, so when it comes
to Singapores maritime heritage,
it is with no doubt Keppel played an
important part and continues to make
history with and for our nation.
Lending strong support to preserve and
promote interest in the nations maritime
heritage, Keppel has contributed to two
maritime initiatives.

Keppel shared its story and archive


photographs and images in the book
Maritime Heritage of Singapore

Apart from cash donation towards the


book, Maritime Heritage of Singapore,
launched by President S R Nathan on 4
August 2005, Keppel shared its story as
well as archival photographs and images
from early days to Singapore today, which
were featured across several chapters of
the book.
The President himself authored a chapter
on the Changing Nature of Seamens

Welfare in the 1950s-1960s. Proceeds


from the Charity Gala Dinner, which saw
the launch of the Book, were chanelled
towards the beneficiaries of the Presidents
Challenge 2005.
2005 also marks the 600th year since
Admiral Zheng He, an envoy of the Ming
Dynasty, led seven voyages to more than
30 countries from Asia to Africa between
1405 and 1433, marking the greatest
chapters in the story of maritime Asia.
Keppel Singmarine is proud to be
associated with this legendary figure by
participating in the Zheng He & Maritime
Asia Exhibition at the National Library
with the sponsorship of a video
documentary on the Admirals fleet of
treasure ships, better known as Bao
Chuan.
The Bao Chuan, notably the greatest and
most technologically advanced ships of
their era, sailed past Longyamen, literally
translated to mean Dragons Teeth Gate,
a landmark identified with Singapore
(then known as Temasek).
To re-capture the significance of the
Longyamen, a symbolic rock structure has
been re-created at Labrador Park, believed
to be near the original location of the rock.
The original structure was destroyed in
the 1880s by the British Navy to widen
the Keppel Straits channel.
Zheng Hes voyages in the 15th century
stimulated thriving sea trade in Southeast
Asia, from which Singapore benefitted
and grew as a port of call.

The Bao Chuan is amongst the largest wooden ships ever built in history,
estimated to be 400 feet in length, many times larger than Columbus Santa
Maria (1492)

The exhibition, organised by the National


Library Board, highlights the history,
expeditions and achievements of the
influential man whose fleet impressed
many rulers of foreign nations. It will be
held till 10 February 2006.

Keppel Shipyard (Benoi)
Front Highness
The 284,420 dwt VLCC, managed by VShips (UK) was brought
in for general survey and repair works. Employed as an oil tanker,
the VLCC arrived in mid September and left 11 days later. Front
Highness belongs to the Frontline fleet of vessels, the worlds
largest tanker company.
Kestrel
Another VLCC employed as an oil tanker, Kestrel was similarly
brought in for general survey and repair works. The five-year-

old vessel is partially owned by IMT and managed by Cavodoro


Shipping Corp (Greece).
Four Springs
The oil tanker arrived shortly after its sister vessel, Four Bay left
Keppel Shipyard in July this year. Four Springs sailed in on
21 September for a month long stay where general survey and
repair works were carried out. Both vessels are owned by
Premuda Gestioni SRL.

TGD Aida came in to Batangas for 20 days of maintenance and
overhaul works which involved 38 tonnes of steel. A grab
dredger, she is owned by F.F. Cruz & Co. Inc, one of the leading
engineering firms in the Philippines.

MV SUPERFERRY 16
Repeat customer, Aboitiz Transport System Corporations
MV SUPERFERRY 16 sailed into Keppel Cebu for renewal, repair
and other works. Shortly before the arrival of the cargo and
passenger carrier, her sister vessel, MV SUPERFERRY 9,
left Keppel Batangas.

Appenzell
Swiss bulk carrier Appenzell sailed into Batangas yard for
various maintenance works and renewal of sparring bar inside
her cargo holds, on top of the fabrication and installation of its
mooring bitt. Almost 200 metres in length and weighing in at
27,011 tonnes, she belongs to V.Ships Switzerland SA.

MV SOFRANA BLIGH
Hailing from New Zealand, the Tradex Pacific Ltd owned cargo
vessel was drydocked for several major works such as the
ultrasonic cleaning of her keel cooling system, overhauling of
her main and auxiliary engines and 70 tonnes of steel renewals
among others.

Subic Shipyard
Prince of Nature
Japanese Prince of Nature of MK Ship Management Co Ltd,
drydocked at Subic for hull grit blasting/painting, cargo hold
maintenance and main engine works.
OGISHIMA
Another Japanese vessel, OGISHIMA came in on the same day
as the Prince. The Hachiuma Steamship Co. Ltd owned bulk
carrier drydocked for various renewal and maintenance works,
on top of installing a water ingress alarm system. She has a length
of 289 metres and weighs 87,383 tonnes.

Scorpion orders two more jackups


from Keppel AmFELS

corpion Offshore Ltd, through its


wholly-owned
subsidiary,
Scorpion Drilling Ltd (Scorpion)
has exercised its option to order two
additional LeTourneau Super 116 jackups
from Keppel AmFELS.
The contract price for the two rigs,
excluding Owner Furnished Equipment,
is approximately US$180 million.
The new units represent the third and
fourth jackup rigs in Scorpions fleet. The
first two rigs were also placed with Keppel
AmFELS in July 2005.
Scorpion has worked with Keppel
AmFELS and LeTourneau to secure the

following favourable rig delivery


schedule:

international operations as well as deep


gas drilling in the Gulf of Mexico.

AmFELS, The two new rig orders are
testament of the faith and trust Scorpion
has in Keppel AmFELS abilities to deliver
superior rigs on time.

When completed, the rigs will be able


to drill up to depths of 30,000ft in
waters depths of 350ft. Based on the
proven LeTourneau Super 116 design,
these ultra-premium class rigs are readily
able to accept operator-desired
upgrades for deeper waters and drilling
depths.

Meanwhile, construction of Rig #1 is


underway. The steel hull blocks for the
first rig are being assembled and work is
progressing according to schedule.
Scorpion Offshore is a Bermuda based
corporation founded in 2005 to own and
operate state-of-the-art offshore drilling
rigs.

Located in Brownsville, Texas, and facing


the Gulf of Mexico, Keppel AmFELS is the
most well-equipped offshore shipyard in
the region
