We encourage all employees to pay attention to these broadcasts, and discuss how best we can
improve the way we do our business. Masters are required to discuss this broadcast during the
monthly safety committee meeting. A copy of this broadcast shall be posted on the ships notice
board.

BEST PRACTICES
SAFETY STANDARDS
As we are beginning year 2002, we take this opportunity to thank all our sea staff for their conscientious efforts
in making safety one of our most important priorities. Our goal for year 2002 will continue to be Safe
Operations and Continuous Improvement.
Looking back, we have come a long way. We saw significant improvement in your safety standard and safety
awareness. We could also see that Risk Assessment of all out of the ordinary activities has now become a
part of our normal routines. A very positive development.
However, there are still enormous challenges lying ahead and much continuous improvement will be needed to
make us an incident free organization. Please use the STOP program (which was introduced to the fleet in
October) as one the major tools in promoting and maintaining high safety standards. Please use STOP cards
to underscore issues that are important, and always take immediate follow up action to rectify unsafe practices
or situations.
Remember SAFETY IS OUR BUSINESS

Areas for continuous improvement


ANTI DRUG AND ALCOHOL POLICY
Recent Drug and Alcohol tests have shown that alcohol consumption beyond permissible levels have been on
the rise. Although this is not a fleet wide phenomenon, on special occasions, we found some test results very
alarming. The alcohol may come from beer quota obtained from friendly crew members, or from excessive
drinking during shore leaves.
Some watch keeping officers/ ratings have been relieved from their watch keeping duties because of excessive
alcohol consumption. In fact we had to terminate some employees last year because of repeated,
uncontrollable consumption problems.
In some port states, anyone found under the influence of alcohol while on watch keeping duties may be
subjected to severe fine and jail terms. In the United States, a person can be fined or prosecuted for alcohol
abuse without requiring to be subjected to alcohol tests. General appearance or behavior, disposition, speech,
muscular movement etc are sufficient evidence for prosecution.
Our policy clearly states that at no time shall any employee be under the influence of alcohol - defined as a
blood alcohol content of 40mg / 100ml, or greater. Furthermore, all employees are required to refrain from
alcohol consumption 4 hours prior to reporting to duty.
Please convene a meeting amongst your ship staff and review the anti D&A policy and procedures in detail.
