Discuss the new provisions of the National Building Code of the Philippines affecting the practice
of the ECE professions.
In the revision of the implementing rules and regulations of the National Building Code of the Philippines
(P.D. 1096), particularly on the section 3.1 of the law, it was written as follows:
3.1 Shall cover architectural, civil/structural, electrical, mechanical, sanitary, plumbing, electronics and
interior design.
Shall apply to design, location, siting, construction, alteration, repair, conversion, use, occupancy,
maintenance, moving, demolition of and addition to public and private building and structures except
traditional indigenous family dwellings and economic and socialized housing projects.
3.2 Existing buildings without building permits/certificates of occupancy may be issued same provided they
conform to these rules and regulations
The above section discusses the scope and the application of the said provision. It should cover
architectural, civil/structural, electrical, mechanical, sanitary, plumbing, electronics and interior design. The
involvement of an electronic design to the construction of buildings pertains to the participation of those
who practices ECE by profession. It also implies that, in dealing with this designs in the construction of
buildings, an electronics engineer is required for the approval of the said design. Also, buildings without
permit of occupancy but obey the said rules are also covered by this.
2. Discuss the Electronics Permit requirement in building construction.
The Building permit and inspection section of the revised building code indicates the following:
1.1 No person, firm or corporation shall construct, alter, repair, convert, use, occupy, move, demolish and
add any building without a building permit.

Ancillary Permits
Architectural Permit
Civil/Structural Permit
Electrical Permit
Mechanical Permit
Sanitary Permit
Plumbing Permit
Electronics Permit
Interior Design Permit
Other Permits for other professional disciplines

It includes an electronics permit as mentioned above.


Five (5) sets of survey plans, design plans, specifications and other documents, prepared, signed and
sealed over the printed names of the duly licensed and registered professionals
The electronics permit is signed by an Electronics Engineer, in case of the need of these documents

3. Discuss the Electronics Code of the Philippines in relation to the building code.
As indicated in R.A. 9292: Section 5. Nature and Scope of Practice of Electronics Engineering and
Electronics Technician Professions.
The scope and nature of practice of the Professional Electronics Engineer shall embrace and consist of all
of the above plus the sole authority to provide consulting services as defined in this Act and to sign and
seal electronics plans, drawings, permit applications, specifications, reports and other technical
documents prepared by himself/herself and/or under his direct supervision.
Under this section, the scope of work of an electronics engineer included the signage of permits. Meaning,
all of electronic documents required for a building construction, should be signed by a certified Electronics
engineer under his management, and is in accordance with the building code.
