1.

Developed at Urban development and public utilities officeregulating


agency of the Government.

2. Approved by Resolution No. 313 of November 12 of 2002 by the Minister of


Infrastructure.
3. Resolution number 74 of 1992 by the Minister of Construction and urban
development is deemed invalid with the issue of this construction norms and
regulations set.
4. The CNR (Construction Norms and Regulations) 11-03-02 on Regulations on
elaboration of design documents of the construction facilities on the territory
of Mongolia by foreign organizations shall become effective as of November
15 of 2002.

CONSTRUCTION FACILITIES ON THE TERRITORY OF MONGOLIA BY
FOREIGN ORGANIZATIONS

Effective from February 15, 2002


1. General terms
1.1

This regulation shall apply to design (hereinafter referred to as design)


development of all types of buildings and facilities with engineering structure and
civil engineering pipelines network (including new buildings, facilities,
extensions, renovations, refurbishments, restoration of memorial buildings, etc.)
to be constructed on the territory of Mongolia by foreign organizations.

1.2

The design development shall be based on design development task (hereinafter


referred to as design task) approved by client organization, entity or person
(hereinafter referred to as customer), appropriate scale survey, engineering and
geological research of the areas soil, exploration results, technical conditions of
the engineering supply, land accordance order, design scheme, construction
norms, regulations, guides, standards, code, and a contract for design
development.

1.3

Entities, organizations and persons shall conform to these regulations when design
development is carried out solely by foreign design organizations or in association
with Mongolian design organizations (with special permit) for all types of
construction facilities to be built by an international organization, or with foreign
loan, assistance, investment or joint investment unless otherwise specified in
international agreements or inter-governmental discussions.

1.4

Mongolian and international standards, norms, regulations, guides and rules


pertinent to construction design planning, construction work execution, reception,
and service issued in accordance with the law on Construction shall be applied
same when developing construction design according to these regulations.

1.5

The design developed by a foreign organization is subject to approval by the main


organization for fire, health, and environment control, as well as the state
examination according to the law on Construction.
Two. Design requirements

2.1

The customer shall obtain permission for the construction design development
from the state administrative organization authorized to grant special permits for
construction business and service in cases where a foreign organization is to be

retained for design development of all types of constructions on the territory of
Mongolia. The design professionals of the foreign organization must be licensed
and have design development experience in their respective countries.
2.2

The foreign design development organization shall consult with Mongolian design
development organizations and entities authorized to engage in design and
exploration business and services and seek advice of experienced professionals on
matters pertinent to architectural and structural planning of the construction and
its main engineering conceptions.

2.3

When developing design of the construction and engineering pipeline network,


the technical task shall be carried out based on the design task approved by the
customer and its performance must be verified by the customer.
The technical task shall consist of the following components and fully include
base materials necessary for design development such as Mongolian climate
conditions, engineering and geological conditions, their data, load and effect,
obligatory requirements provisions of the standard specifications such as state
norms, regulations, rules and guides applicable to development of certain parts,
their data and specified characteristics, origin of materials and products supply,
structure, conception, and necessary standards.
These shall become main data and base material when state shall analyze and
evaluate the design.
Components: (I) research material, (II) general plan, enhancements, (III)
architectural planning of the construction, structural section, (IV) technological
section, (V) indoor heating, air ventilation, air conditioning, (VI) internal water
supply, sewer, (VII) indoor lighting, electric appliances, communications, alarms,
KiP automatic, (VIII) external pipeline engineering network, (IX) economical
section.

2.4

Structural accounting program with official license to be used internationally or in


certain country for engineering calculations of the construction design may be
used, modified to suit Mongolian norms, regulations and standards.
The engineering calculations shall be performed in accordance with valid
construction design and planning standards, norms and regulations.

2.5

Permission shall be obtained from the state administrative organization in charge


of construction in cases where new material, product, or technical conception notspecified in the construction norms and regulations of Mongolia, is applied.

2.6

Architecture of the construction facilities, development of the general plan, and


general conception of the engineering pipelines network shall be agreed with the
general architect of the local province or city, the customer, the professional (fire,
health, environment, heating, water supply, sewer, electricity, provider of
communications technology, etc.) inspection and provider organizations.

2.7

The customer shall assemble main data and technical information and materials
necessary for the design development and submit the documents to the design
developing organization. Engineering and geological soil evaluation, as well as
appropriately scaled survey that conforms to the standards requirements must be
included according to the technical task specified by the design development
organization.

2.8

The design developing organization shall include the number of the special permit
granted in their respective country in the corner table on the cover page of the
design document. The cover page must also include an approval signature of the
organization director. The document shall be analyzed and evaluated by the
appropriate consulting and inspection authorities of the respective country.

2.9

The client organization is responsible for submitting a full approved copy of the
working drawings, executive drawings, reports and documents developed by the
foreign design development organization for storage at the science and technical
documents center of the Main national archive.
Three. Requirements for design development stages

3.1

The design development shall conform to Rules on design developing, agreeing,


and approving (CNR 11-01-98). Technical projects and working drawings of
construction facilities to be newly built, extended, renovated or refurbished shall
have a content specified in articles 16-17 of CNR 11-01-98.

3.2

The customer of the working drawings, the construction builder and the design
development organizations may work simultaneously with the assembly
operations based on mutual agreement once the technical project of the
construction is approved.
In such case, the executive drawings of the construction erection work must be
ready.

3.3

The design document developed by the foreign organization shall be in English


with translation into Mongolian.

The following documents shall be applied to design development:
-

Feasibility study for construction of various types of engineering facilities.


Drawing task.
Land accordance order, technical conditions of the engineering pipelines network
supply.
Engineering and geological research, exploration work evaluation.
Norms, regulations and state standards for design development.
State standard for structural design of construction facilities.
Technological task of developing technical drawings of the construction and other
sections.
Tasks on occupational safety, equipment and technology.
Special requirements for occupational safety, equipment, technology and health.
Equipment passports, catalogs, etc.
The design development organization shall be responsible for application of technical
conditions specified in the drawing task.
