Proceedings of State Convention of Nikhil Bharat Bangali


Udbastu Samanvay Samitee (Karnataka Chapter) held on
7th October 2011 in Rehabilitation Colony No.4, Sindhanur
584143, Raichur District, Karnataka
All the rehabilitants of Sindhanur Rehabilitation Project of Raichur District,
Karnataka assembled in Sri Sri Durgadevi Mandir, R H Colony No.4,
Sindhanur 584143 on 7.10.2011 at 1.00 pm and about 450 men & women
from all 4 colonies have witnessed the event with their whole-hearted
participation in the said convention. The proceeding of the meeting is
recorded as under.
The meeting started with welcome speech by Sri Prasen Raptan, one of the
residents of R H Colony No.4 requesting Sri Gopal Chandra Biswas to preside
over the convention and Sri Paramananda Gharami, the General Secretary of
Nikhil Bharat Bangali Udbastu Samanvay Samitee (NiBBUSS) to be the Chief
Guest of the Day along with Sri Rajendranath Roy, Sri Anil Mondal and Sri
Amulya Mondal as the guests on the dias. Mr. Raptan also welcomed the
delegates from different colonies to the convention and requested Sri
Paramananda Gharami to inaugurate the convention by lighting the lamp.
The invocation song written on refugees by Sri Shanti Ranjan Das, one of the
eminent social worker from Karnataka, was sung by Sri Swapan Baidya
followed by an introductory speech by Sri Prasen Raptan where he tried to
establish the fact that this is high time to unit all Bengali refugees of India in
order to safeguard their own constitutional rights. He also briefed about the
efforts since last few days of conducting village-wise meeting which were in
following order. It was a common decision in all these villages to become part
of NiBBUSS and each colony constituted a village committee.

It was then the turn of Sri Paramananda Gharami, who was requested to
show the path ahead of us to resolve these issues and live a dignified life in
Karnataka. He then introduced NiBBUSS to the audience and also described
the fate of Bengali refugees in various states of India; he also touched upon
the efforts already initiated by NiBBUSS in this regard and plan for next one
year. He advised that we all Bengalis from 20 states in India must come
together under a common umbrella in order to resolve these issues and left
the issues to be discussed amongst the present delegates and come out with
a conclusion whether or not to join hands with NiBBUSS.
Sri Prasen Raptan took over to facilitate the discussion and requested the
audience to express their views on this; Sri Rajendranath Roy expressed in
detail about why we should join hands with NiBBUSS and most of the
delegates supported him by raising their hands in support of the decision
that we must federate with NiBBUSS. Finally, the president of the convention
declared that Karnataka would become part of NiBBUSS in the interest of the
Bengali refugees.
Mr. Raptan then requested the delegates to elect/select 4 members from
each colony for the State Chapter of NiBBUSS in order to join hands with
NiBBUSS; each colony sat together in groups and identified 4 members as
representatives of their village while R H Colony No.2 delegated 5 members
being the biggest village in Karnataka. The village-wise names are furnished

National Level Dharna & Procession at


Jantar-Mantar, New Delhi from 21st to 23rd
November 2011
To fight against the day to day injustice meted out to the Bengali
refugee minority members coming over from the erstwhile East
Pakistan/Bangladesh to India after partition, the community
members have decided to come together under single banner. The
Nikhil Bharat Bengali Udbastu Samanay Samiti was thus formed
with a goal of freeing the community members of their woes and
secure all over freedom with fundamental rights from the
government at the respective states and the central government. It
is a matter of great honour for the members, those who have been
working for the organization which came into existence on 10 th
January, 2010, it has not seen back, but marching ahead with added
vigour and respect. The formation was welcomed in all states by the
community members. The foundation stone of the Samiti was laid in
Nagpur on 18th Sept, 2005 with a get together/seminar of the
community members. An ad-hoc committee was thus formed on this
day, and Dr. Subodh Biswas was named as the convenor to chalk out
the further plans. Its aim was to fight for their rights under one
single banner throughout the country keeping in view the nationwide problems being faced by the members.
After formation of the central committee at the national level, the
work of the organization picked up momentum. The community
members, scattered in around 14 states, began to enrol themselves
with the national samiti. The committee thus took up the cause of
its community members and started to resolve the issues with the
full support from its members.
The works undertaken in the right ernest were: 1) To demand reassessment of the Citizenship Amendment Act 2003, 2) Permanent
patta (land) and its ownership rights to those rehabilitated refugees
at different places/ and also issuance of pattas to those still
detained in refugee camps, 3)Issue SC caste certificates to those
refugee Bengalis, who belong to the same community, 4) Inclusion
of names in the voters list omitted in UP and other states, who
enjoyed the facility earlier, 5) To protect the life and property of
Bengali refugees settled in different states of India. The committee
has also taken up the task to see that those Hindu
Bengali
refugees, kept in the detention camps with allegation of being
Bangladeshi because they speak Bengali. Further, these people are
not given chance to prove themselves innocent. They are facing

wrath of being deported without any kind of judicial forum enquiry
and any opportunity to prove their stand. This was the point where
the Bengali refugees were hurt and the Samiti came into being to
fight out the injustice meted out to them.
After formation of the Central committee, the organization started
state level dharnas and seminars. The outcomes of these
programmes were positive in all manner. All the units in the
respective states participated in full strength to show their unity
and support. The samiti is grateful to those who have poured in
their labour to make these programmes a success.
A national level conference was organized at Pillibhit on November
11 and 12, which was also a big success for the organization. All the
central
committee
members
participated
in
the
two-day
programme . An open session was held on the concluding day
attended by around 20,000 delegates coming from across the
country. After the two-programmes, the committee members
forwarded their charter of demands to the UP Chief Minister Ms
Mayawati and to the Governor of Uttar Pradesh.
Later at Delhi, a two-day dharna programme was organized on
November 21, 22 followed by a padyatra (rally) on November 23,
2011 from Samta Sthal to Jantar Mantar . Around 10,000 members
of the community coming from all over the country took part in the
rally. The rally culminated in a public meeting at the Jantar Mantar
addressed by the members of the central leadership of the
organization and also a number of renowned personalities. The
Samiti members also forwarded a memorandum of demands to the
Prime Minister and the President of India, which was well received.
Dignitaries, who visited the dharna and addressed the rally in Delhi
include Hon. Dr. Rajkumar Verka, Min. of State, Govt of India and Dy.
Chairman, National Commission for Scheduled Castes, Mr. Pradeep
Majhee, MP, Nabrangpur, Orissa, Mr. Debabrata Biswas, Gen.
Secretary, Forward Bloc, Mr. Varun Gandhi, MP, Pillibhit, Mr. Sanjay
Chouhan, MP, Bijnour, Kumar Bhartendu Singh, Ex-minister, UP, Mr.
Shivarama Garda, MP, Kumari Ruchivera, ZP President, UP, Swami
Sanatananandji, from Bharat Sewashram, Kolkatta, Mr. Nimai
Sarkar, MLA from Orissa.
In Maharashtra, the samiti organized dharnas in various districts
like Gondia, Gadchiroli, Chandrapur, Bhandara and Nagpur on Dec.
14, 2011. Around 20,000 volunteers took part in the programmes.
The media also highlighted the dharna live. A delegation of the
Samiti handed over a charter of demands to the Maharashtra Chief
Minister, Mr. Prithvaraj Chavan on Dec. 16 and held discussion with
him. The CM gave patient hearing to the delegates and assured to
solve the problems in the state. The Samiti members held

discussions on Dec. 19, 2011 with Mah. Home Minister Mr. R.R.
(Aba) Patil on the several issues lingering through years. Mr. Patil
also assured them to solve the problems.
Likewise, at Dharamtala, Kolkata, a dharna programme was
organized on Dec. 28. A delegation of NIBBUSS forwarded a charter
of demands to the West Bengal Chief Minister Ms. Mamata Banerjee
and also to the West Bengal Governor.
A state-level open convention was organized at Guwahati in Assam,
on March 25, 2012 which was attended by around 15000 members.
This was a historic moment, for this was for the first occasion when
Bengali minority refugees gathered at the venue in such a large
number. The speakers seated on the dais applauded the efforts of
the organizers and assured them to solve their problems at the
earliest possible. Mr. Himanta Biswa Sarma, Assam Health and
Education Minister, assured the gathering to appoint a committee to
discuss the issues, especially on the citizenship aspect and
detention of these refugees, to be recommended to the Central
Government. Smt. Bijoya Chakraborty, MP and BJP Vice President,
welcomed Mr. Sarmas decision and assured to raise the issues in
the Parliament. NIBBUSS National President Dr. Subodh Biswas
attended the convention. Apart from him, CEC General Secretary
Promananda Gharami, State President Adv. Sahadev Das and other
members of the state-level Samiti were present at the session.
Mr. Subodh Biswas, National President also met Mr. Nitinji Gadkari,
BJP National President on Nov 15, 2011 and deliberated on the
various issues of the community. Deputations were also handed
over to Mr. Akhilesh Yadav, State chief of Samajwadi Party, UP, Mr.
Jitendra Prasad, Transport Minister, Central Govt., have supported
the just cause of the NIBBUSS. Mr. R.S. Gavai, former Governor, Mr.
Anil Sarkar, Education Minister, Tripura, Ms. Brinda Karat, ex-MP,
CPM, Mr. Sharad Yadav, MP, Mr Ram Vilas Paswan, MP and Smt.
Jharna Das, MP from Assam have issued letters supporting the just
demands of the organization. Former Prime Minister S.D. Deve
Gowda has also supported the demands of the Samiti. The NIBBUSS
had vowed to strengthen its organization from the grass root and
the fight for their genuine demands on the Delhi streets until the
demands are fulfilled.
The Karnataka Chapter has also progressed a lot in various fronts.
Mr Prasen Raptan & Mr Pranab Bala had a meeting with Karnataka
Chief Minister Sri D V Sadananda Gowda on 23.9.2011 wherein the
citizenship, voter rights, ration card, Bengali language, land rights
are some of the issues which were discussed. The CM has issued
instruction to local administration to provide with voter ID and
ration cards and also to submit a proposal for language, land rights

and revenue villages. Sri Prasen Raptan also met Sri Vishweshwar
Rao Hegade, the Karnataka Education Minister on 12.1.2012,
wherein he has instructed the Education Secretary to provide
mother tongue education to Bengali refugees. In addition, the
Karnataka Chapter has also finalized to petitions to be filed in
Karnataka High Court for caste and language on the basis of a
direction issued by Department of Social Welfare, Government of
Karnataka on issuing the SC certificate to Bengali reufugees.
The Bengali minority community, which is facing the torturous
treatment and humiliation throughout the nation in different states,
is uniting fast to fight out the injustice meted out to them during all
these long period. The most worsening part of their woes is that for
no fault of theirs, the community members are being detained in the
detention camps pending proper judicial inquiry and without getting
opportunity to prove themselves as innocent. Hanged on both the
sides, they are vowed to completely resolve the issues lingering
since freedom of the nation.
