C. Follow-up of coordinators meeting of 8 September
Speaking time at committee hearings
In order to facilitate the gathering of oral evidence, each hearing of a witness or expert will
be structured as follows:

upon introduction by the Chair, the guest will be invited to make a brief opening
statement;

the first round of questions is asked by the 2 co-rapporteurs, followed by one


representative of each political group;

the speaking order for the second round of questions is determined according to the
DHondt method (See below);

questions will be asked in slots of five minutes: a question of maximum one minute,
with the remaining time devoted to the answer; the questioning member will have the
possibility to interrupt the guest to ask a follow-up question, without extending the
overall five-minute slot;

the Chair will have the possibility to intervene when needed in order to elicit a precise
answer to a question asked by a member (this will not count towards the time slot).
The proposed system will for example give the following (maximum) number of
questions for a hearing lasting one and a half hour (so that two hearings can fit in a
half-day meeting):

If time allows, this round of questions will be followed by a by catch the eye session.

D. Missions and ad hoc delegations


The Coordinators had a first discussion on the composition of the PANA delegations.
It was agreed to request the authorisation of a maximum of 5 missions during the
mandate. The Secretariat was invited to prepare a list of objective criteria to determine the
countries to be visited.
The item will be further discussed in the next Coordinators meeting. Contributions by the
political groups should be sent by 21 September.

E. Indicative roadmap of the PANA Committee


The Coordinators held a first exchange of views on an indicative roadmap for future works.
They agreed on the topics for the three next meetings (13 October, 8 November and 14
November 2016). Suggestions on the draft roadmap can be made in writing by 21
September.
The two co-rapporteurs were invited to prepare a working document by the end of the year.

F. Discussion between the coordinators to prepare the hearing scheduled for


27 September
A discussion took place in order to coordinate the interventions for the hearing. The
Secretariat was tasked to prepare a draft list of questions.

G. Indicative timetable of report
The mandate of the PANA Committee was adopted on 8 June 2016 by the plenary, this
implies that the final report must be submitted to Plenary by the 1st of June 2017.
