1. PURPOSE AND SCOPE

1.1 Purpose
Work activities during the hours of darkness are greatly discouraged due to the associated
hazards and will only be allowed within the requirements of this procedure and with the
approval of the Contractor HSE Department.
1.2 Scope
This Work Permit Procedure hereby authorizes specific construction, maintenance as well
as repair activities carried out in the premises of CP1 work site during night time with the
sole intent of eradicating the hazardous circumstance and susceptibility of risks to
personnel, property and equipment

Designated personnel from the Contractor Construction Department who undertake the
training courses by Contractor Site HSE Department on Work Permit procedures & certified
by Contractor HSE Manager to issue and approve the Night Work Permits for the
Construction activities under their supervision

Work Permit Receiver

Designated/Qualified personnel (e.g. Engineers, Supervisors, Foreman or Others) from the
respective Sub-contractors who have been trained by the Contractor Site HSE Department

& authorized by Contractor Site HSE Manager to prepare, apply & receive the Night Work
Permits from the Work Permit Issuer.
Authorized Gas Tester
A person who has been trained for use of gas testing equipment and authorized by the
Contractor HSE Manager to perform gas testing.
Fire watch
A person who has been trained and certified in fire fighting procedures using the necessary
fire fighting equipment and emergency procedures for hot works.
Stand by man
A person who has been trained in the work and emergency procedures as well as the
proper use of rescue equipment to act as a look out during the execution of a work in
confined spaces.
Flag Man
Trained personnel on controlling vehicle movements at work site. They will wear reflective
jackets for better visibility & provided with a flag (Green/Red) & whistle.
3. ROLES AND RESPONSIBILITY
3.1 Site Manager
The Site Manager holds the overall responsibility for the Site HSE management system and
his responsibilities for the Site includes but not limited to.
A secure method of electrical and process/mechanical isolation is implemented.
All planning, issue and return of Permit is properly coordinated
Communicate Contractor HSE Manager in case of emergency during night work.
Ensure all personnel who operate and use the Work Permit procedure are competent to
do so.
Ensure all the employees have been given the appropriate training and understand the
operation of site systems.
Ensure that the Work Permit procedure is fully implemented at the Site.

3.2 Site HSE Personnel (Contractor & Sub-Contractor)

Adequate barriers are provided around areas where hazards may exist, and that such
hazards are clearly lit (Flashing lights).
Adequate medical coverage is in place during work activities.

 All lighting equipment installed has been checked and certified in accordance with
project requirements.
Constantly monitor work activities & ensure unsafe acts/unsafe conditions does not
remain.
Disseminate the work force about the hazards and precautionary measures of the
activity thru tool box discussions.
Ensure the requirements mentioned in the Work Permit & Site HSE Rules and
Standards are fully adhered.
3.3 Site Supervisor (Contractor & Sub-contractor)
Prior to work commencing the Site Supervisor shall ensure the following:
All necessary tools and equipment are provided and that personnel access routes to the
tools are illuminated in accordance with this procedure.
All required precautions specified in this procedure or those agreed with the respective
HSE Manager are implemented.
Authorization from the Site Manager or his designee to work beyond normal working
hours is obtained.
Cables and other material are located in a way that prevents trip hazards.
Coordination of radiography activities. Ensure that signs, barriers, adequate lighting,
and flashing lights are provided. Verify that the relevant persons have been informed.
Employees are provided with suitable and sufficient personal protective equipment.
JSAs have been completed as required by the nature of the work.
Lighting provided is adequate and that personnel are not working in the shadows.
Provision of instructions in regard to the movement of vehicles (concrete trucks) within
the areas of work.
Public access to work areas is restricted to the extent possible.
Regular inspection and maintenance of lighting equipment takes place.
There is a First Aid Attendant(s) present when working at night.

4. REQUIREMENTS
PPE
Provide clear Pedestrian Access way
Provide reflective Hard Barricade @ places wherever required.
All personnel working at site during night time shall be provided with following

 Clear goggles
Reflective jacket (Safety Vest)
LIGHTING
Tyre mounted mobile generators with at least four fluorescent tube lights in one section
sufficient nos. of such generators must be provided at site to ensure adequate illumination.
CRANE WORKS
Have an approved critical lift plan from Contractor HSE Department
Have specific prior written approval for crane lift from Contractor HSE Department
Have proper illumination sufficient to perform lifting activities during night.
Construction Department shall prepare a Plot / Illumination Plan clearly indicating the
positions of the artificial lights that will be provided during the night works & submit the
same for Contractor HSE Department approval.
4.1 Attachments along with Work Permit
Additional attachments may be required depends upon the task, along with Work Permits,
these documents may be included, but not limited to the following:
Confined space checklist
Excavation checklist
Job safety analysis
Lifting plan
Method statement
Total safety task instruction
