Topic: 1. Policies in order to avoid the proliferation of production, use
and distribution of chemical and/or biological weapons in the
international context
2. Recent military incursions on the Middle East by developed nations.
Dear delegates,
Russias delegation is honored to participate in this important committee
with great nations involved. As the rest of the delegations need to know,
Russia has a luxuriant equipment of chemical weapons in its power.
According to the census of RMA (Russian Military Agency) made in
2002 ,Russia have in its power over 80,000 tons of chemical weapons
and more than 290,000 units of munitions and artillery used with strict
rules: Toxic chemicals and their precursors, except those cases, when
they are intended for purposes, are forbidden under the present
Convention, on the condition, that the species and quantities correspond
to such purposes; Munitions and devices, specially designed for lethal
injury or causing other harm through toxic properties of specified in subclause are forbidden too in non-needed cases. Russia is one of the most
important members of the Organization for the Prohibition of Chemical
Weapons (OPC) in which States Parties are accorded the right to participate in
the fullest possible exchange of equipment, material and information relating
to protection of chemical weapons and Russia definitely participates on it.
Russia recognizes that the country might be attacked in the first topic because
of its great equipment in military/chemical equipments but the delegation is
involved in over 5 organizations in order to stop proliferation and commerce
expanding of chemical weapons around the nations in wich Russia is actively
participating. For example: One of the plans of the delegation wich is
sponsored by the OPCW , in which Russia purposed the Detailed Plan for the
Verification of Destruction for the chemical/biological weapons stockpile now
under verification at the purpose-built chemical/biological weapons destruction
facility (CWDF) at Maradykovsky. These verification arrangements are reflected
in the text of the Facility Agreement that was likewise negotiated and agreed
with the Russian Federation. Both of these documents are now with the
Executive Council for its approval. That means that with all the power Russia
has (as a developed nation), Russia can make agreements with the rest of the
delegations and showing the proposals to the organization Russia is involved in

and start the procedure of accomplishing the proposals with the help of
developed nations involved too in the same organizations.
About topic 2, Russia its definitely in favor with the recent military incursions in
the middle east because throughout the history of the delegation , Russia
actively participated in defense of the attacks on countries of the Middle East,
in occasions in which Russia agreed with the Palestine-Israeli area and strength
the relationships between developed nations and Middle East countries. For this
topic, Russia proposes a multinational conference to discuss the conflicts of
nations involved in these military incursions and resolve them, and below , the
signature of a multinational contract in which the developed nations comply
with a treaty of mutual relationship in which they apply peace and an
allowance commit the damage created to underdeveloped nations by
developed nations but the arrangement will need compliance by both parts of
the conflict countries. Russia will ask developed helps other nations ( no matter
if they are not in conflict, or have a hostile relationship with Russia) to enforce
the treaty.
Russia has support and will always support the peace treaties even if the
delegation has its own crisis, problems and wars, the delegation is trying to
solve its own conflict and will make an effort to support the proposals already
mentioned. The nations will enter to new territory of peace were can leave
entrusted to the street without bombs surrounding your country or
quarantining the people by biological/chemical bombs attacking their areas. Its
the goal Russia has for this discussion.
