Marcus Wallenberg, Chairman
President and CEO of Investor AB since 1999. Mr Wallenberg is also the Vice-Chairman of L M Ericsson, Saab
AB and Skandinaviska Enskilda Banken. Previously he was Director of Stora Feldmhle AG, Dsseldorf. He
serves on the boards of AstraZeneca Plc, Investor AB, Scania AB, Knut & Alice Wallenberg Foundation and
Stora Enso Oyj.
Victor Fung, Vice-Chairman
Chairman of the Li & Fung Group of companies and Chairman of the Greater Pearl River Delta Business
Council, the Hong Kong Airport Authority, and the Hong Kong University Council. Mr Fung is also Co-chair of
the Lausanne-based Evian Group. From 1991 to 2000 he was Chairman of the Hong Kong Trade Development
Council. He became ICC Vice-Chairman in December 2006.
Jean-Ren Fourtou, Honorary Chairman
Chairman of the Supervisory Board of Vivendi Universal. Mr Fourtou was Chairman and Chief Executive Officer
of Vivendi Universal from 2002 to 2005. Prior to this he was Chairman of Aventis (1999-2002), following the
merger of Rhne-Poulenc and Hoescht and Chairman and Chief Executive Officer of Rhne-Poulenc Group
(1986-1999). Mr Fourtou serves on the boards of Axa, Capgemini and Sanofi-Aventis.

International Secretariat
Guy Sebban, Secretary General
A French national, Guy Sebban became Secretary General of ICC on 1 July 2005. Prior to joining ICC, Mr
Sebban held a variety of leadership positions within international corporations, most recently at Vivendi
Universal (2003-2005) as Senior Advisor to then CEO Jean-Ren Fourtou. Mr Sebban holds a degree from
lEcole de Physique et Chimie de Paris ; a postgraduate diploma in macromolecular chemistry from La
Sorbonne and a degree in Business Administration from lUniversit de Paris Dauphine.

Executive Board
The Executive Board consists of 15 to 30 members elected by the World Council on the recommendation of
the Chairman, including ex-officio members and one direct member appointed by the Council. Members serve
for a three-year term; a third retire at the end of each year.
Ex-officio members are the Chairman, the Vice-Chairman, the Honorary Chairman, the Secretary General, the
Chairman of the Finance Committee, the Chairman of the ICC International Court of Arbitration, the Chairman
of the World Chambers Federation (WCF), and the Chairman of the World Business Council for Sustainable
Development (WBCSD).
The Board is responsible for the implementation of ICCs policy. It meets at least three times a year.

ICC Governing Bodies

World Council
The ICC World Council is the supreme governing body of ICC. It normally meets twice a year. Delegates are
accredited by national committees and groups. Each national committee may nominate from one to three
delegates according to the proportion it pays of the total contribution from national committees to the central
ICC budget. Deputy delegates have been appointed by some national committees.
According to the Constitution of ICC, 10 direct members may also be invited by the World Council to
participate in its work. The ICC Chairman, the Vice-Chairman, the Honorary Chairman, the Chairman of the
Finance Committee, the Chairman of the International Court of Arbitration and the Regional Chairmen attend
ex officio the meetings of the World Council. The Secretary General is the Secretary of the World Council.

Finance Committee
The Finance Committee advises the Executive Board on all financial matters. On behalf of the Executive Board,
it prepares the budget and regularly reports to the Executive Board. It reviews the financial implications of ICC
activities and supervises the flow of revenues and expenses of the organization.
The Chair is elected by the ICC World Council. The Finance Committee is composed of up to 12 members
appointed by the Council. The Secretary General of ICC and the Chair of the International Court of Arbitration
are ex-officio members.

Policy Commissions
ICC policies, rules and standards are prepared by specialized working bodies. Normal procedure requires
policy statements first to be adopted by a commission, in consultation with national committees, and then
approved by the Executive Board, before they can be regarded as official and public ICC positions.
Commissions examine major policy issues of interest to world business. Each national committee (NC) or
group may appoint delegates to represent it at meetings. Officers are appointed by the Chairman and Secretary
General in consultation with NCs. Meetings of commissions are normally held twice a year.
Task forces are constituted for a limited period to undertake specific projects and report back to their parent
commission. Some task forces may include representatives of more than one commission.

As a forum for pooling ideas on issues relating to international arbitration and other forms of dispute
resolution, the Commission aims to:
- promote on a worldwide scale the settlement of international business disputes by means of ICC arbitration,
mediation, expertise and other forms of ADR;
- study the juridical aspects of arbitration and other modes of settlement of disputes of an international
commercial nature;
- examine ICC dispute settlement services in view of current developments, including new technologies.

ICC International Court of Arbitration
The International Court of Arbitration is the worlds leading body for the resolution of business disputes by
arbitration. Its universal scope is evidenced by the fact that each year numerous parties, arbitrators and lawyers
from countries of every economic, political and social system are present in ICC arbitrations. By the end of
2004, the ICC Court had administered a caseload of more than 13 500 arbitrations since its creation in 1923.

ADR Secretariat
Set up in 2001, the ICC ADR Secretariat provides parties in business transactions with an effective dispute
resolution service for their particular case. ICC ADR offers a framework for resolving differences amicably,
effectively and with maximum flexibility, with the help of a Neutral. Based on mutual goodwill and consent, the
Rules permit the parties to resolve their disputes using a minimum of time and resources.
The ICC ADR Secretariat administers ADR proceedings under the ICC ADR Rules.

ICC Dispute Resolution Services (cont.)


Dispute Boards Centre
Dispute Boards (DBs) are standing bodies, normally set up at the outset of a contract for its duration.
Comprising one or three members thoroughly conversant with the contract, DBs can help parties resolve their
disagreements and disputes by providing informal assistance and issuing recommendations or decisions.
In force since 1 September 2004, the DB Rules offer a flexible framework for establishing and operating DBs in
a wide range of contracts in different industries.
ICC does not administer these proceedings but plays a subsidiary role, performed by the ICC DB Centre, that
may cover appointing and deciding upon a challenge of DB Members and reviewing DB decisions as to form at
the parties request.

International Centre for Expertise


Founded in 1976, the ICC International Centre for Expertise has as its functions the appointment of experts,
the proposal of experts, and the administration of expertise proceedings. Its scope of activity covers the
technical, financial, legal and services sectors. The Centre is composed of a Standing Committee and a
Secretariat. Requests for proposals of names of experts can be made by any person (party, counsel, arbitrator).
Where parties have referred in a contract to the International Centre for Expertise, the expertise is carried out
in accordance with the ICC Rules for Expertise (latest version in force as of 1 January 2003). For more details,

DOCDEX
The ICC International Centre for Expertise also administers the ICC Rules for Documentary Instruments
Dispute Resolution Expertise (DOCDEX), established by the ICC Banking Technique and Practice Commission
to facilitate the rapid settlement of disputes arising under the ICC Uniform Customs and Practice for
Documentary Credits (UCP), the ICC Uniform Rules for Bank-to-Bank Reimbursements under Documentary
Credits (URR), the ICC Uniform Rules for Collections (URC), and the ICC Uniform Rules for Demand
Guarantees (URDG). DOCDEX is a speedy and reliable dispute settlement mechanism providing for a
document-based decision made by three experts, scrutinized by the technical advisor of the ICC Banking
Technique and Practice Commission and issued by the ICC International Centre for Expertise. The DOCDEX
decision is not binding unless the parties have agreed otherwise. The experts are chosen from a list established

ICC/CMI International Maritime Arbitration Organization


To respond to the specific needs of maritime interests, ICC and the Comit Maritime International (CMI)
jointly prepared a set of rules for maritime arbitration. ICC and CMI each appoint six members for a three-year

Institute of World Business Law


The Institutes main objectives are research, reflection on current international business problems, training
and the dissemination of knowledge among practitioners and scholars in the field of international business
law, particularly arbitration.
Its programme of activities includes seminars and conferences covering arbitration, international contracts,
international audiovisual law, as well as specific events on demand.
The ICC Institute of World Business Law acts as a think-tank working closely with ICC policy commissions and
ICCs International Court of Arbitration. Once a year, the Institute holds its Annual Meeting where some of the
worlds leading legal experts gather to share knowledge and expertise on a chosen topical issue. One of the
aims of the conference is to create doctrine, the result of which is now compiled in an annual publication,
Dossiers of the Institute.
Led by its Council, composed of 40 eminent authorities appointed by the ICC Chairman, the Institute
constitutes a forum for lawyers, executives, academics and the legal world.

World Chambers Federation (WCF)


The World Chambers Federation (WCF) is ICCs specialized division for chamber of commerce affairs. All
chambers that are members of ICC, either via ICCs local national committee or directly with ICC
Headquarters, are automatically members of WCF.
Since its creation in the early 1950s, ICCs World Chambers Federation has served as the unique and only
global forum where chamber leaders and senior executives can communicate with each other and collaborate
on matters of mutual interest.
WCF projects focus on the exchange of best practice and experiences among the worldwide community of
over 12 000 chambers, fostering personal relationships, to promote collaboration between chambers so as to
extend the range and improve the effectiveness of the services that chambers provide to their business
constituency, particularly SMEs.
Local, regional, national, bilateral and transnational chambers, public and private law chambers, from all parts
of the world are involved in WCF activities and projects.

ATA Carnet System


The ATA Carnet is an internationally recognized customs document, a Passport for goods, created in the early
1960s to facilitate temporary duty-free and tax-free imports of commercial samples, professional equipment
and goods displayed at trade fairs and exhibitions. The system operates under international customs
conventions that are administered by the World Customs Organization (WCO).
ATA Carnets are delivered to enterprises through a network of chambers of commerce and similar
organizations affiliated to the ATA international guarantee chain, which is managed by the WCF World ATA
Carnet Council (WATAC).
The ATA Carnet System is currently in operation in 62 trading nations around the world, with approximately
180 000 Carnets issued every year, for goods valued at almost US$14 billion. The ATA Carnet is a perfect
illustration of how close cooperation between business and customs can facilitate and stimulate international
trade.

Commercial Crime Services


ICCs anti-crime services help companies to avoid the potentially ruinous consequences of falling victim to
commercial crime. Commercial Crime Services (CCS) has been advising companies on crime prevention and
security since the early 1980s. CCS maintains databases on criminal methods and activities, carries out
investigations and works with law enforcement agencies.
CCS is active in crime prevention and investigation in these specific areas:
Piracy and shipping fraud
The International Maritime Bureau, established in 1981, was the first operational unit of Commercial Crime
Services. It provides members with confidential information on potential trading partners, conducts
investigations and monitors ship movements. It has introduced an authentication service for shipping
documents presented for payment under documentary credits, thus minimizing the risks of fraud for banks as
well as buyers and sellers.
Financial and investment fraud
By stressing crime prevention, the Financial Investigation Bureau has saved companies and individual investors
billions of dollars in potential fraud. It draws attention to warning signs that allow investors to take
preventative action before funds are committed. CCS provides expertise on security procedures and fastchanging fraudulent techniques.
Product counterfeiting
The Counterfeiting Intelligence Bureau provides a range of services to assist companies in protecting
themselves from what is one of the fastest growing economic crimes. These include investigations into the
sources and distribution of fake products, consultancy services, intelligence gathering and the provision of
expert advice and training.
Cybercrime
A special unit has been formed to combat cybercrime in response to growing business concern at the potential
for large-scale fraud on the Internet. Perpetrators can be identified and brought to justice only through
extensive international cooperation. The unit will make up for the lack of accurate information about the
extent of cybercrime.

ICC Membership

ICC Membership
ICC is a federation of national committees and groups, as well as a network of direct members in countries
where no national committee exists.
Each national committee consists of: a chair, a prominent member of the national business community; a
secretary general or an executive director, responsible for the overall management of the national committee;
and sometimes a national commissioner based in Paris, appointed to liaise between the ICC International
Secretariat and the national committee.
A national committees main objective is to represent the chief economic interests of the country and all
parties within that country, especially those involved in international business. Similarly, national committees
are directly responsible for informing their members of ICC activities and work.
There are two possible ways to become an ICC member:
 through affiliation with an ICC national committee or group (see list on pages 31-46) or,
 by direct membership with the ICC International Secretariat when a national committee has not yet
been established in a given country. Chambers of Commerce, which are direct members, can also join
under a WCF membership category.
