ERM was commissioned to conduct EHS compliance
audits for a multi-national organisation with sites
located world-wide. ERM developed an audit
protocol and programme with the EHS co-ordinator of
the organisation to conduct full environmental, health
and safety compliance audits. A major part of the
programme required ERM to assist the local facilities to
identify and develop corrective action plans, as well as
assist the local sites in understanding the EHS legal

Identifying the Hidden Health & Safety Issues

Identifying Chemical Exposure Risks to Employees

A major manufacturer wanted to examine the standards of


safety of machinery at one of their sites. ERM conducted a
preliminary health & safety review of the machine
guarding equipment and prioritised the actions required to
prevent accidents, ill-health or a risk to staff and to ensure
compliance with relevant statutory requirements. Whilst
finding that in the main machine guarding equipment on
site was of a very high standard, ERM was able to identify
ways of improving the efficiency of their system to prevent
the occurrence of unsafe conditions in the workplace
which, although in themselves minor, might contribute to
significant accidents.

ERM has assisted several major manufacturers in


identifying chemical exposure risks for employees
handling and managing hazardous chemicals. Arising

Auditing Programme
In 1991 ERM developed a Europe-wide environmental,
health & safety compliance audit programme for UScompany, TRW Inc, which currently operates 60 industrial
sites in the region. In the years since the audit programme
was established, ERM has worked with the client to
constantly evolve the process, as yearly needs change.
Reports address non-compliance issues, potential noncompliance issues and best management practices. In 2001,
the EHS audit programme was expanded to include EHS
management systems review for the Asia Pacific region.
The programme was designed to assist local sites on
techniques available to manage EHS issues identified to
ensure continued legal compliance.

Examples of the types of HSEMS projects carried out
by ERM are provided below.
Development of EHSMS Procedures
ERM was commissioned to develop ISO14001 and
EHSMS procedures for various oil and gas exploration
and production organisations. The procedures were
developed through conducting a series of interviews
with relevant managers and conducting workshops to
determine environmental issues and development of
relevant management programmes.

Streamlining the Existing System


ERM was commissioned by a refinery in Singapore to
develop an integrated health, safety and environmental
management system (HSEMS). The organisation had an
existing environmental management system which was
used as the base for integrating health and safety elements.
Key elements included a review of the existing
environmental policy; development of a risk assessment
matrix for HSE issues; development of a communications
programme on health, safety and environmental issues;
development of an HSEMS manual; carrying out health,
safety and environmental training workshops; piloting the
HSEMS for key departments; audit and review.
Obtaining a Permit to Operate
Before an American-Malaysian facility could implement a
petrochemical complex in a town on the eastcoast of
Peninsular Malaysia, it was required to develop an
ISO14001-based environmental management system. ERM
assisted the facility in developing the company
management system based on in-house EHS programmes.
ERM also provided further assistance by assisting the
organisation in forming an environmental monitoring plan,
and a construction stage EMS adaptable for operations.
Developing a Global Implementation Guide
ERM was commissioned by a multi-national manufacturer
to write HSEMS procedures to be used by their Asia-Pacific
sites. The procedures were based on an assessment of
HSEMS manuals and procedures developed for their
European and North American programmes. These were
then adapted for the Asia-Pacific work conditions.
Ensuring the Quality of Suppliers
ERM was commissioned to assist a major UK power
company with the implementation of an ISO 14001
environmental management system to cover their

activities, focusing on the activities of over 20 subcontracted construction firms and their interaction with
the client. ERM was also commissioned to conduct a
pre-certification assessment.
Acting on the Results of an Environmental Audit
ERM assisted a major railway corporation in Hong
Kong to develop an EMS based on an environmental
audit conducted a year before. ERM developed the
system in two stages: first a review of existing policies
and management systems to facilitate the development
of environmental objectives, corporate and divisional
manuals, and environmental awareness training;
second, a pilot EMS.

Assessment

RISKPLOT is a PC application for


the summation and analysis of
risks. It is used primarily to
determine individual, societal and
environmental risks arising from
industrial activities.

The tool is not tied to any particular consequence model,


allowing the user to use whichever consequence model, or
combination of models, are considered most appropriate.

The benefits of this version are now available as part of


RISKPLOT GRAPHIC.

Why and when was RISKPLOT first developed?

For what applications is RISKPLOT used?

In 1990 RISKPLOT was developed by ERMs subsidiary,


Four Elements, to minimise the potential for calculation
error, and to reduce study time. Following extensive use,
RISKPLOT was commercially released in 1995, with the
ENHANCED version released in June 1999 followed by
RISKPLOT GRAPHIC in September 2000.

RISKPLOT is used to determine risks to people, the


environment, buildings and equipment. In fact, the risks
simply refer to the users preferred measure of harm such
as fatalities, equipment damage, loss of amenity and
pollution. Thus, in addition to risk assessments for
SEVESO, applications include: determining appropriate

GRAPHIC?
For those with some experience of QRA it takes a matter of
minutes to become familiar with the software and be in a
position to calculate results. For those less experienced, an
example case provides a simple introduction to QRA and
RISKPLOT.

What are the outputs of RISKPLOT GRAPHIC?


Final output is in the form of individual risk contours, risk
transects data, societal or group risks data, and a listing of
the risk contribution for all scenarios considered. By
exporting the output to a spreadsheet or graphics package
the results can be illustrated as shown on this leaflet.

What are the inputs to RISKPLOT GRAPHIC?


Through a number of interactive windows, time periods,
weather and population details, topographic features,
event consequences and hazard details are entered. To
limit the amount of data entry, much of the data can be
imported from previously saved files. Alternatively,
whole cases can be imported or copied and modified to
produce new cases.
