Objective/Overview of the Program
PAHO’s Gender, Diversity and Human Rights Office (GDR) provides technical cooperation and assistance to PAHO’s technical entities,
country offices, and Member States to promote gender and ethnic equality and human rights in the development and monitoring of health
policies and programs. GDR seeks to identify and reduce the inequities between women and men of all ethnic groups with regard to
health status and its determinants and guarantee the right to health, including access to and quality of health care, participation in
decision-making regarding policy agendas, definition of priorities and allocation of resources.

of contact within and outside the Organization.
The incumbent is a member of the Gender, Diversity and Human Rights (GDR) Office ; he/she supports the technical activities included in the
Entity’s Biennial Work Plan (BWP). As part of the Team, the incumbent is responsible for developing the initiative for integrating and
promoting cultural diversity and equality perspectives in health for policies, programs and information systems in the Organization and its
Member States. Collaborate and assist in the technical contribution of the GDR for the development of knowledge and capacity on issues
including cultural diversity mainstreaming. The Specialist will assist the Manager, GDR, in collaborating with the Country Focus
Support (CFS) Office providing technical cooperation in gender and cultural diversity integration.
4 Summary of Responsibilities
Under the direct supervision of the Manager, Gender, Diversity and Human Rights, the Short-Term Professional (STP) is responsible for
providing technical support including but not necessarily limited to the following:
a) Provide technical support for the development of activities and initiative for integrating and promoting cultural diversity and
equality perspectives in health for policies, programs and information systems in the Organization and its Member States;
b) Collaborate in the development of monitoring and evaluation systems to track the integration of cultural diversity and gender in
country strategies and the program of work of the Organization;
c) Develop and prepare curricula for sub-regional and national workshops related to the training program “Ethnicity and Health”;
d) Collaborate and support the integration of cultural diversity into the health analysis, programming, monitoring and research of
the Organization’s technical areas program of work;
e) Finalize and implement the electronic application of the self-teaching and e-learning course on “Ethnic Approach in Health”;
support and coordinate the launch of the self-learning course in Ethnicity and Health with the Organization’s virtual campus and
learning program. Develop and implement the dissemination and monitoring strategy for the course;
f) Support the preparation of cultural diversity and gender-related publications; document on Cultural Diversity and Health Equity;
guidelines for integration of ethnicity in health information systems, sub-regional profile for Central America and Andean Countries;
research case studies, analyze health data to be included in publication;
g) Develop policy documents and assist with assessment of progress in the implementation of the Organization’’ Resolutions
related to indigenous people’s health;
h) Participate in the mainstreaming cross-organization team to integrate a cultural diversity perspective in the Organization’s
planning and policy tools;
i) Collaborate and support efforts for including ethnicity variables and analysis in health information systems;
j) Collaborate in resource mobilization activities;
k) Perform other related duties.

Technical Expertise (List and describe, in order of priority, the abilities required to perform the job).
− Theoretical and practical knowledge of the public health approach to health of indigenous peoples, and other ethnic
minorities in regards to health policies and health systems; including cultural diversity and intercultural approaches related to public
health.
− Ability to develop tools and instruments to integrate cultural diversity and gender; and gender/cultural diversity-based
analysis.
− Ability to prepare clear, concise and complete analysis, proposals, reports and other written materials; maintain
accurate records and meeting critical deadlines; research and analyze complex problems, evaluating varied information and data,
either statistical or narrative form, and exercise sound judgment within establish guidelines.
− Strong inter-personal skills, diplomacy and tact to effectively communicate with senior level health officials in public
and private sector and civil society, multiple stakeholders and professionals from diverse cultural backgrounds.
− Ability to manage multiple issues and tasks in a complex organizational environment to re-prioritize actions on short
notice.
− Ability to analyze technical and political information and synthesize inputs from multiple sources.
−7 Ability to integrate managerial and administrative inputs into recommendations for decision-making.
Education (Qualifications)
Essential: A bachelor’s degree in development studies, one of the health or social sciences, or a related field from a recognized
university.
Desirable: Postgraduate studies in gender, cultural diversity, and human rights would be an asset.

Experience
Essential: Seven years of combined national and international experience working in technical cooperation programs related to fostering
the health of indigenous peoples, gender mainstreaming in health, and/or community development focused on ethnic/gender equality.
Desirable: Experience related to designing and implementing intercultural and integrated policies and health systems would be an asset.

Languages
Very good knowledge of English or Spanish with a working knowledge of the other language. Knowledge of French and/or Portuguese
would be an asset.

Demonstrated ability to effectively use a computer and software programs such as Microsoft Office Word, Excel, PowerPoint,
SharePoint and Outlook. Other IT skills and knowledge of other software programs such as Visio and Project would be an asset.
